Taking Advantage of Local Medical Colleges and Universities to Serve the Development of Public Health Undertakings on the West Side of the Taiwan Straits

Abstract：The paper sets out to analyze common problems existing in public health services on the west side of the Taiwan Straits, and then probes into potential roles local medical colleges and universities would play in the control and prevention of public health emergencies, building of public health care system in communities, and policy-making in relation to public health care, as well as the policy and financial support local governments are expected to provide. It is hoped that the ideas presented in this paper might provide beneficial references for further development of public health undertakings on the west side of the Taiwan Straits.

Problems in the Localization of Medical Social Work and Countermeasures

Abstract： With qualitative research, the author reveals such maladjustments as suspension, professional dilution and low level embedment over the localization of medical social work in Beijing, and analyzes structure dualism reconstruction and influencing factors for the culture of human emotions. At last, the paper advances three countermeasures, including empowerrnent of social workers, optimization of college professional education and improvement of policy advocacy.

Decentralization legitimately locates the role of social forces in home-based care services The decentralized home-based care services undertaken by social forces not only effectively reduce the gov ernment＇s responsibility for ensuring home-based care services, but also guarantee the supply of high quali ty home-based care services.

Ecological Significance of the Existence of Human Subjectivity ZHANG Huan-ming, RUAN Xiao-ying （Department of Law, Minjiang University, Fuzhou 350108, China） Abstract： To figure out the role that humans play in nature is the first step towards ecological civiliza- tion development, which is an immediate priority for China at present. Human existence is subjective, which is what distinguishes us from other creations and has been confirmed by such human activities as continuously improving the abilities to meet their own needs, deepening understanding of the world, trans- forming the nature and making it a better survival environment. Only if we can highly value the existence of human subjectivity and attach great importance to human sustainable development, will the objective of ecological civilization construction be achieved.

Current Situation of Health Personnel in Community Health Care Center in Fujian Province and Suggestions for Their Development

Abstract： The paper investigates the current situation of health personnel in the centers for community health care in Fujian Province, and analyzes such existing problems as the number of personnel, the struc ture of their academic disciplines, the level of their educational bac while, some policy recommendations have been made for improving kg th round and job title structure. Mean e quality of the healthcare personnel, such as providing adequate healthcare workers and work-place oriented training, stepping up staff training and satisfying requirements of the workers.
