This paper examines the effects of stronger child support enforcement and declines in welfare benefits on changes in non-marital childbearing between 1980 and 1996. Economic theory suggests that stricter child support enforcement will increase the costs of children for unwed fathers, making them less likely to have a child outside marriage. Reductions in welfare benefits also are expected to increase the costs of non-marital childbearing for both mothers and fathers. We examine these hypotheses, using aggregate state-level data and fixed effects regression models to identify the effects of policies on non-marital birth rates. We find that both stricter child support enforcement and declines in welfare benefits deter non-marital births. However, the estimated effects of child support enforcement are more robust and larger than those of welfare. The estimates imply that in the 1980–1996 period, increases in child support enforcement led to a decline in non-marital birth rates in the range of 6% to 9%, whereas decreases in welfare benefits led to a decline in the range of 2% to 4%. This paper measures the impact of child support reforms on payments to divorced mothers and welfare participation rates among them. A Stackelberg model of divorced parents’ behavior is calibrated to data from Wisconsin, where child support payments increased from $2,175.35 to $3,431.77 and welfare participation rates decreased from 33.5% to 9% between 1981 and 1992. Results show that new guidelines accounted for 24.4% and improved enforcement for 74% of the increase in payments. Higher payments accounted for a 3.9-percentage-point decline, decreasing welfare benefits an 8.4-percentage-point decline, and the two combined a 15-percentage-point decline in the welfare participation rate.   相似文献

This paper examines the relationships between several child support policies, paternity establishment, and child support award rates among never-married women. We use several state policies and practices in place throughout the 1980s to examine their effectiveness at increasing paternity establishment rates and at increasing the proportion of unmarried women who have child support awards. We also examine the direct relationship between paternity establishment rates and child support award rates. We estimate these relationships using a variety of specifications, using cross-state variation in child support enforcement to identify the effects of policies. To date, child support remains largely the province of state family law, and, although policies have changed dramatically in response to two decades of federal mandates, state laws and practices still vary.  相似文献

The provisions for child support reform in the Family Support Act of 1988 are likely to have a large impact upon the well-being of children eligible for child support, a group expected to include half of the children in the country. The reform is expected to increase child support payments and thereby reduce the economic insecurity and poverty of children who live apart from a parent. It is also expected to lead to increased contact between noncustodial parents and their children, which may also enhance well-being. This paper reviews the child support system in the United States, summarizes the empirical research that has been carried out on children from disrupted families, analyzes the impact that the Family Support Act may have on child well-being, and discusses the key variables that should be measured as well as the most promising sources of data to evaluate child support reform.Any opinions expressed in this paper are those of the authors and do not reflect the views of the sponsoring institutions.  相似文献

We use the National Longitudinal Survey of Youth-Child data to address three questions. First, does the receipt of child support have beneficial effects for children with absent fathers apart from increasing income? Second, do the effects of child support differ when child-support awards and payments are made cooperatively as opposed to being court ordered? Third, are any positive effects of child support solely a product of unmeasured differences among fathers and families? Controlling for the socioeconomic characteristics of the child and family, we find some evidence that receipt of child support has a positive impact on children’s cognitive test scores over and above its contribution to total income. However, the effects vary by test, by race, and by reason for Father’s absence. Our results also indicate that the distinction between cooperative and noncooperative awards is important. Finally, our instrumental variables estimates show that the effects of child support persist after we control for unobserved characteristics of fathers and families.  相似文献

This paper is an assessment of the impact of child support enforcement and welfare policies on nonmarital teenage childbearing and motherhood. We derive four hypotheses about the effects of policies on nonmarital teenage childbearing and motherhood. We propose that teenage motherhood and school enrollment are joint decisions for teenage girls. Based on individual trajectories during ages 12–19, our analysis uses an event history model for nonmarital teenage childbearing and a dynamic model of motherhood that is jointly determined with school enrollment. We find some evidence that child support policies indirectly reduce teen motherhood by increasing the probability of school enrollment, which, in turn, reduces the probability of teen motherhood. This finding suggests that welfare offices may wish to place greater weight on outreach programs that inform more teenagers of the existence of strong child support enforcement measures. Such programs might reduce nonmarital teen motherhood further and thus reduce the need for welfare support and child support enforcement in the long run.

The relation between welfare dependency and receipt of child support is investigated with data from a special supplement to the Current Population Survey. The impact of receiving child support on a family's welfare status is estimated and the types of families for which child support enforcement policies may have the greatest impact are identified. Overall, the results indicate that receipt of child support has a modest impact on reducing welfare dependency. However, the results also indicate that if child support obligations can be established and enforced shortly after a marital dissolution takes place, the likelihood that a family will later become a welfare recipient is significantly reduced.  相似文献

Assortative mating is of interest to both theoretical and applied social scientists. Previous research is based almost entirely on married couples and parents. In this paper we use data from the NSFG to examine assortative mating among unmarried parents in the US and to examine the robustness of estimates of nonresident fathers' income based on assortative mating assumptions. We find that never married parents are similar, though not identical, to married parents in their choice of partners. White unmarried women are much more likely to have a child with a non-white male than white married women. This paper provides estimates of the effect of child support on exiting and reentering welfare for a sample of divorced women in Wisconsin. Modest amounts of child support do not have large effects on exiting welfare in this sample. The percentage of women who return to welfare is higher than has been reported previously. Receiving child support significantly decreases the likelihood of returning to welfare.  相似文献

In this study, we use nationally representative data from the U.S. Current Population Survey-Child Support Supplement (N = 28,047) to examine differences in nonresident fathers’ material contributions between children of native and foreign-born mothers. We focus on contributions provided through the formal child support system (whether the mother has a child support agreement and the amount received), as well as support provided informally (the amount of informal cash and whether she receives any in-kind support). We control for a variety of individual and household characteristics, including whether the nonresident father lives in a different state or in a different country. We find that foreign-born mothers are much less likely to have a child support agreement than native-born mothers, but have similar amounts of formal support, once an agreement is in place. Compared to native-born mothers, foreign-born mothers are also much less likely to receive in-kind support, but this difference is completely explained by fathers’ distance from the child. Foreign-born mothers do not differ at all on the amount of informal cash support received from fathers. Nonresident fathers’ residence outside the U.S. is an important mechanism through which nativity affects the likelihood of having a child support order and receiving any in-kind support, but not the amount of formal support (given an order) or the amount of informal cash support. Aggregate comparisons mask important differences within the foreign-born group by mothers’ and children’s citizenship status, years in the U.S., and region of origin.  相似文献

I use three waves of panel data to examine the relationship between child support payments and fathers' contact with their nonmarital children. I disaggregate support into fathers' formal and informal payments and incorporate cross-lagged effects models to identify the direction of causality between payments and contact. After including the behavior from the prior wave (lagged term) and a rich set of family characteristics, I find a marginally significant effect of paying formally at Time 1 on the likelihood of contact at Time 2 but no effect of contact at Time 1 on formal payments at Time 2. In the first examination of the relationship between informal support and father-child contact, I find a strong, positive reciprocal relationship between the likelihood and frequency of father-child contact and the likelihood and amount of informal support, with slightly stronger and more consistent effects of contact on payments than of payments on contact.  相似文献

Summary Because of current interest in the child survival hypothesis, we have reviewed available evidence bearing upon the relationships of infant and child mortality to fertility and contraceptive behaviour. The evidence is drawn from time series data for local and national vital events, from special in-depth studies of the infant mortality-fertility relationships in family formation, and from service statistics from health and family planning programmes. As a result of this review, we suggest five clarifications which should be made in redefining the child survival hypothesis and assessing its potential programme implications. The child survival hypothesis states that improved child survival will contribute to increased family planning motivation and consequent fertility decline. The evidence presented here suggests that the effect is not automatic and probably not a necessary pre-condition for fertility decline. There is certainly not a reflexive one-to-one replacement, but a partial effect may still be important. In the clearly demonstrated reduction in inter-pregnancy intervals after a child death, the major component is undoubtedly the removal of the biological protection of lactational amenorrhoea. A separate but somewhat smaller effect has been demonstrated in situations where lactation did not seem to have been the explanation. It is expected that increased child survival will contribute to fertility decline mainly in countries experiencing rapid mortality decline and population growth. The replacement of children who die is probably not so much 'volitional' as a result of alterations in sub-conscious expectations. It is apparent that in traditional agrarian populations, few direct and manipulable means of influencing motivation for fertility limitation are available, and, therefore, it must be stressed that integrated health and family planning programmes do provide opportunities for immediate programme development. By making parents aware of improved changes of survival through health services in which they develop confidence, the spontaneous linkages between mortality and fertility can presumably be reinforced. Family planning services must be provided as an essential initial step in programme development, but they can be made more effective, as well as politically more acceptable if appropriately integrated with maternal and child health and nutrition services.  相似文献

Cross-sectional economic models of traffic fatalities are estimated to determine the effectiveness of state statutes that require motor vehicle occupants to use seat belts. The estimates provide some support for the theory of offsetting consumer behavior. In the case of primary enforcement front-seat belt laws, models suggest that rear-seat passengers and nonoccupants may be killed as a result of more dangerous driving by belted drivers. In the case of secondary enforcement front-seat belt laws, there is no favorable or unfavorable effect that is statistically significant. Models that employ self-reported seat belt usage rates from the Centers for Disease Control suggest an offsetting effect for rear-seat passengers and non-occupants as in the case of the models for primary seat belt laws.

We exploit the 1996 reform of the German child benefit program to identify the causal effect of heterogeneous child benefits on fertility. While generally the reform increased child benefits, the exact amount of the increase varied by household income and the number of children. We use these heterogeneities to identify their causal effects on fertility in a difference-in-difference setting. We apply the large samples of the German Mikrozensus and the rich data of the German Socio-Economic Panel (SOEP). The reform effects on low-income couples are not statistically significant. We find some support for positive fertility effects for higher as opposed to lower income couples deciding on a second birth.  相似文献

This paper examines trends in child support award rates, award amounts, and receipts, We investigate four hypotheses that have been proposed to explain the downward trend in these outcomes during the 1980s: (1) changes in the demographic composition of the population eligible for child support, (2) increases in mothers/ income, (3) decreases in fathers’ income, and (4) inflation. Our results indicate that trends in nonmarital fertility can explain much of the decline in award rates. The steady downward trend in fathers’ incomes during the 1980s also explains a considerable portion of the decline in award rates, award amounts, and receipts. Our results are also consistent with the notion that persistent money illusion is responsible for the decline in real child support awards.  相似文献

This article provides national estimates of the current and potential impact of private child support transfers on the economic well-being of custodial and noncustodial families following marital dissolution. Mothers and children fare dramatically worse than fathers after marital dissolution; these differences, however, would be much more pronounced in the absence of private child support. Simulations of four existing child support guidelines show that substantial increases in economic well-being among mother-custody families are possible within the structure of the existing child support system, with minimal impact on poverty among nonresident fathers. Under all of these guidelines, however, custodial-mother families would continue to fare substantially worse than nonresident fathers.  相似文献

The use of time for child care and housework among Swedish families is investigated. We allow the effect of children on child care and housework to vary by age of the child and also by whether the child is cared for outside the home or not. Our estimates allow us to compute the total cost of children in the form of the cost of time, and the cost of goods, services and housing.The result shows that time used for child care decreases sharply with the age of the child but this is not the case for time used for other housework. Considerable economies of scale is found to prevail for time used for child care. Child care outside the home reduces time use for other housework but the effect on time used for child care is quite small. For the average family time use cost make up more than half of total child cost. Our estimates indicate that decreased time use cost for children caused by care outside the home are not very different from a typical parental fee for public day care.This research was supported by a grant from the Swedish Council of Social Research (SFR). We examine changes over the 1980s in the effect of child support payments on the educational attainment of children age 16 to 19 in the United States, and why child support has a stronger impact than other sources of income. We use 1979 and 1988 Current Population Survey data, covering a period when improvements in enforcement should have increased the proportion of reluctant fathers paying support. We hypothesize and find that the positive effect of child support on education diminished somewhat over this period, both absolutely and in relation to other income.  相似文献
