国际文化经济学:文化合作经济分析的理论框架

在国际文化与经济互动日益频繁、涉及领域逐步多元化、文化合作在主体与内容大为拓展的新时期,开展国际文化合作的经济分析理论探索势所必然.国际文化经济学以国家及地区间文化合作的经济关系为研究对象,交叉综合国际经济学与文化经济学两大学科,融合古典和现代以及“新”新贸易理论、成本疾病与文化创意产业理论、经济关联与知识溢出空间经济理论等,分析文化产品和要素在国际间流动的经济动因、机制及效应等一般规律,研究影响国际流动的文化政策,可通过国际文化交流经济分析、文化贸易及文化创意产业国际合作研究等三个侧面开展实证.

论我国社区文化在现代化进程中的作用及对策

现代化进程是政治、经济和文化相互促进的发展过程,同时现代化是一个具有很强的文化指向性的变迁过程,这种社会变迁以及人的思想观念的现代化都离不开社区文化的现代化,因此,社区文化的发展是社会现代化的必要条件。社区文化的现代化功能表现为经济动力功能、政治导向功能、文化整合功能和社会交往功能等。在全面建设小康社会阶段,要实现社区文化的现代化功能必须制度创新,建立政府主导机制、社会团体的培养及发展机制和信任机制等,形成主导多元结构,促进社区文化建设。     

西方马克思主义对文化的理论定位

早期西方马克思主义、法兰克福学派、伯明翰学派等为代表的西方马克思主义对文化的理解各不相同,但他们都认为文化并不是经济的附属品,认为文化对于工人阶级及其革命意识的形成、对于战胜资本主义、实现人类解放都具有积极意义。西方马克思主义为反对经济决定论而夸大了文化的作用,从而使他们的文化构想具有了乌托邦色彩。

甘肃在全面建设小康社会的进程中,必须正视甘肃经济与文化的不平衡现象,正视文化的经济化、经济的文化化、文化经济一体化的大趋势,利用文化资源优势,确立文化旅游先导战略,大力发展文化产业,建设特色文化大省,在以文化促经济,经济、政治、文化协调发展的格局中,实现区域经济的跨越式发展。     

State Governance,Global Governance and the Construction of World Order

State governance and global governance are two intertwining aspects in the construction of world order. A peaceful, prosperous and equitable world order encompasses internal order of sovereign states and international order of the international systems. Effective state governance nurtures internal order of sovereign states, eschews internal disorder, and prevents the spillover of negative externality into the international systems. In this sense, state governance is the cornerstone for constructing world order. In the meantime, effective global governance constructs world order and assists sovereign states in constructing internal order. In the construction of world order, different actors in the international systems represented by sovereign states inter alia must cooperate with a view to dissolving conflicts of interests and policies among states, managing global public domain, responding to common challenges and sharing responsibilities in assisting internally disordered states to govern effectively. Since the reform and opening up, China has contributed its distinctive part to the construction of world order by means of responsible state governance and global partnership governance.

Issues in the theory of sovereign debt and post-covid workouts

With a number of emerging markets and particularly low-income countries experiencing debt distress after COVID, there is a lively policy debate. At the root of the debate is the fundamental question of what incentivizes a sovereign has to repay its debts; without answering this question, it is difficult to appraise policy options. The tension between developing a realistic model of sovereign debt and having an elegant self-contained general equilibrium macroeconomic model are familiar from corporate finance. The general equilibrium approach has important philosophical implications, but the more targeted corporate-finance-like approach is needed for most practical problems that policymakers face.     

超越国家利己主义：气候变化与生态价值观

在气候变化问题上,各主权国家过多关心国家利益,极少关注相关的道德义务,造成了利益与道德严重失衡的现象。事实证明,主权国家之间缺乏道德基础的利益纷争只会使气候变化问题更加难以解决,必须促进各主权国家形成基本的道德共识,世界气候大会达成的气候变化协议才会得到自觉而有效的实施。就目前的国际社会而言,道德共识的形成需要超越国家利己主义,需要强有力的全球政府。生态价值观的培育与普及有利于超越国家利己主义。     

Sovereign bond holdings and monetary policy operations in the euro area

This paper investigates the relationship between sovereign bond holdings of banks and refinancing operations by the ECB for countries in the euro area. We use data collected by Bruegel as well as a new dataset compiled from the annual statements of national central banks to estimate panel regression models. Our findings support the hypothesis that the ECB’s refinancing operations have increased resident banks’ exposure to domestic sovereign bonds. This is in line with the moral suasion theory advanced in the literature. These results strengthen the case for regulatory changes aimed at reducing the sensitivity of banks to sovereign risk.     

The origins of the ‘creative class’: provincial urban society,scientific culture and socio-political marginality in Britain in the eighteenth and nineteenth centuries1

Recent historiography has revealed the importance of scientific culture in British society during the eighteenth and nineteenth centuries, with scientific knowledge shown to have been central in a wide range of sites and contexts, from botanical gardens to mechanics’ institutes. The article draws upon the insights of historians of science, urban historians and others to argue that the concept of the English ‘urban renaissance’, the Habermasean model of the public sphere, various aspects of post-structural, post-modern and feminist theory, and attention to ‘the space’ and geography can all be used to enhance the understanding of this culture. Given that scientific culture has often been associated with social groups that have sometimes been described as ‘marginal’, the article explores the historiography of various aspects of what it defines as the ‘marginal model’ of cultural expression. Aspects of its various manifestations are explored with special reference to groups often perceived as ‘alternative’ or ‘peripheral’ to ‘dominant’ or majority culture, such as women, dissenters, gays or immigrants, including recent work in the United States concerning the activities of the ‘creative class’. It is contended that this can illuminate our understanding of British scientific culture, for instance through its emphasis on urban and regional differentiation and on the irrational aspects of intellectual endeavour. The study assesses how successfully models of social marginality account for the varied character and geography of this culture, using case-studies of scientific societies in different types of English town and a review of Scottish Enlightenment science.     

On the Intrinsic Inevitability of the Birth of May Fourth New Literature

Recent years have witnessed a phenomenon in Chinese academia, which denies the inevitable connection between May Fourth New Literature and the New Culture Movement during the May Fourth Movement period, and often views fragments of civilization before the New Culture Movement as the real form of kernel culture of New Literature. In fact, the emergence of New Literature had to depend upon the intense and profound revolutionary movement of new culture, and the May Fourth New Culture Movement fostered a totally new literary form with its combined strength, and constituted the new ideological qualities of New Literature by recourse to the values of New Culture centered on democracy and science.     

论科学文化与人文文化的二维关系

科学文化与人文文化是人类文化空间中纵横不同的两个维度。前者是以理智为主导的实证性文化,侧重理性思维;后者是以直觉为主导的非实证性文化,侧重感性思维。尽管客体差异及运作规律不同,致使主体思维方式与认识方法不同,但在文化体系的物质层面、制度层面和精神层面的整体中,却彼此渗透,相互影响:依靠科学技术诞生的物质成果越来越依赖于人文文化,人文文化的发展也离不开科学技术所创造的物质世界;科学的社会建制体现了科学活动的文化价值和惯例,科学文化的制度层面渗透了人文因子,并体现着人文文化的要求;科学精神不仅求真,而且求善,人文精神不仅求善,往往与求真密切相关。二者都致力于人类的文明进步和人自身的完善,因此,促进二者的统一,是人类文化历史发展的必然。     

庙会文化在构建和谐乡村中的意义与作用——基于“张山寨‘七七’庙会”(国家非遗项目)的田野调查

乡村庙会与地方文化融合的再度复兴,体现了民间文化旺盛的生命力。在现代科学技术文化水平不断提高、村落社会急剧变迁的今天,庙会依然对乡村民众生活产生积极的影响,它直接影响着民众的情感取向、审美判断和思维方式。庙会强化了村落社会的自我认同,维持了村落社会秩序。庙会所展示的民间文化则体现了乡村社会历史发展中的情感底色。只有深入现实去感受、理解庙会,才能真正懂得庙会,引导、改造和利用庙会,构建乡村和谐社会。     

历史性权利的法理基础与实证考查

习惯法上,任何得到国际社会公开或默示承认的权利都是合法权利。任何主权国家在领土主权方面的传统权利都应予以尊重。国际法上的历史性权利应该存在一个权利取得、强化和稳固的历史过程,而其他国家的某些当前事实行为构成了对权利国历史性权利的干扰和最大威胁。历史性权利往往源于国际习惯法,并不依据现代成文国际条约法而获得,当然也不应根据后来新产生的国际法律原则和规则来判断。
