The Effectiveness of Immigration Policies   总被引:1,自引:0,他引:1  
This article elaborates a conceptual framework for assessing the character and effectiveness of immigration policies. It argues that, to a considerable extent, the public and academic controversy concerning this issue is spurious because of fuzzy definitions of policy effectiveness, stemming from confusion between (1) policy discourses, (2) policies on paper, (3) policy implementation, and (4) policy impacts. The article distinguishes three policy gaps: the discrepancy between public discourses and policies on paper (discursive gap); the disparity between policies on paper and implemented policies (implementation gap); and the extent to which implemented policies affect migration (efficacy gap). Although implemented policies seem to be the correct yardstick to assess policy effectiveness, in practice the (generally more pronounced) discourses are often used as a benchmark. This can lead to an overestimation of policy failure. Existing empirical studies suggest that policies significantly affect the targeted migration flows, but they crucially fail to assess the relative importance of policies in comparison to other migration determinants, including non‐migration policies, as well as the hypothetical occurrence of unintended categorical, spatial, inter‐temporal, and reverse flow “substitution” effects. Evidence on such effects is still scarce, showing the need for more empirically informed insights about the short‐ and long‐term effects of migration policies.  相似文献

This paper synthesizes insights from new global data on the effectiveness of migration policies. It investigates the complex links between migration policies and migration trends to disentangle policy effects from structural migration determinants. The analysis challenges two central assumptions underpinning the popular idea that migration restrictions have failed to curb migration. First, post‐WWII global migration levels have not accelerated, but remained relatively stable while most shifts in migration patterns have been directional. Second, post‐WWII migration policies have generally liberalized despite political rhetoric suggesting the contrary. While migration policies are generally effective, “substitution effects” can limit their effectiveness, or even make them counterproductive, by geographically diverting migration, interrupting circulation, encouraging unauthorized migration, or prompting “now or never” migration surges. These effects expose fundamental policy dilemmas and highlight the importance of understanding the economic, social, and political trends that shape migration in sometimes counterintuitive, but powerful, ways that largely lie beyond the reach of migration policies.  相似文献

Public attitudes towards welfare programs is a crucial topic in the field of social policy research. Current studies on welfare attitudes has long been a lack of an explicit conceptualization, and mainly conducted at the individual level with the focus on self-interest. This study distinguished the dimensions of welfare attitudes into responsibility, efficiency and effectiveness, and examined the factors that influence welfare attitudes towards anti-poverty policies in China. Data used in this study came from Chinese National Survey of Public Welfare Attitudes in 2018 with a final sample size of 8296 respondents from three deliberately selected provinces in China. It concluded that welfare attitudes share the traits of economical individualism, social collectivism and institutional differences. Positive perception of work ethics and social cognition about income inequality were two important factors associated with welfare attitudes towards anti-poverty policy. People who were against indolence, idleness and male breadwinner and who were highly sensitive of income inequality were more supportive of the notion that government is responsible for protecting their livelihood, nevertheless, less satisfied with the current standard of substance allowance and performance of policy implementation, indicating an orientation of both individualism and collectivism of welfare attitudes. Besides, welfare attitudes were also motivated by institutional differences such as regional disparities and migrant identity. Therefore, this study suggests that the government should be need-oriented in dealing with of the different dimensions of poverty, and should establish a more unified and generous social welfare system that benefits both the natives and migrants.

Demand management policy and practice has been focused on the need to reduce car‐based trips and the level of congestion. Mode‐shift goals of transport policy now require a greater balance between congestion reduction objectives and the equally important policy objectives of social inclusion and safety. This paper examines transport disadvantage and social exclusion in urban Scotland. The work provides an overview of the trends and transport patterns in deprived areas. It examines the impact of income and gender on journey time and lifestyle and demonstrates the differential effects of transport access on the ability to access goods and services. 本文对基层民主自治进程中乡村计划生育政策落实的困境及出路进行了探讨。基层民主自治是我国的一项基本政治制度,实行基层民主自治是发展中国特色社会主义民主政治的重要内容。但是在乡村推行基层民主自治的过程中,乡村计划生育政策的落实陷入一些困境,这些困境集中表现为计生政策与村民生育愿望、与村委会选举、与社会保障体系、与利益导向机制及与其它相关部门和政策的冲突与矛盾。鉴于此,本文相对应地提出了加强宣传教育、完善村民自治、健全社会保障体系、健全舆论导向机制以及加强政策的同向性与协调度等对策建议,以期推动计划生育政策在乡村进一步落实。  相似文献

ABSTRACT

Lesbian, gay, and bisexual (LGB) people in China consistently report family pressure as the greatest challenge they face in their daily lives. This problem has been explained primarily by highlighting sociocultural factors. While such explanations are important to understanding family pressure, they do not easily lead to actionable policy interventions to relieve it. This article suggests a new way of looking at family pressure by positing a social policy explanation. In particular, it reveals how both the one-child policy and elder care reforms have strong heteronormative biases that negatively and disproportionately affect LGB people, and it explores social policy interventions that may help address them. Beyond the China case, the article seeks to open up new avenues for research into how sexuality could be better accounted for in analyses of social policies and considered in broader discussions on defamilization and welfare state reform.  相似文献

出生人口性别比失衡问题日趋严重.不进行治理将带来严重的社会后果。目前采取的一些治理人口出生性别比的措施。如加强宣传教育、加强计划生育管理等。这些手段在一定程度上能对人们的生育观念和行为产生改观,但要实现全社会出生性别比的正常化需从根本上改变人们的生育意愿.放弃男孩为首选的生育偏好。这种观念的转变和形成应从社会政策入手和进行调节。根据个体生命周期中不同的个体和社会需求.依靠教育政策、生育政策、社会保障制度、就业政策及退休政策等具体的社会政策对女性和独女户家庭进行关爱和倾斜.通过利益导向创设出生女有福气的生育观和“关爱女孩、尊重女性”的性别价值现。在实施社会政策时,应发挥各项社会政策的灵活性;同时各项社会政策之间应该具有联动性和协调性。此即是社会政策的柔性调节。  相似文献

China is facing a baby boom in the next ten years. Now is a perfect time to formulate legislature on family planning (FP) to strengthen the current policy and regulations in order to slow the momentum of excessive population growth. As a result of current economic reform and implementation of the rural household responsibility system, the migrant population has increased tremendously. The fact that millions of rural farmers are shifting to non-agricultural areas created new challenges to the effectiveness of traditional measures of the FP program. Promulgating laws and legislature will facilitate the job of FP. The law should stress the restriction of population growth and encouraging one child per couple. In the rural area it is not feasible to implement the one child policy indiscriminately. Under the policy of one child for a majority of the couples, no third birth is permitted. Local governments should be given the authorization to grant permission for second births for special cases within the birth planning quota. Allowing people living in poor and less developed areas to have more children and granting mothers of handicapped children permission to have an additional child were in fact facilitating the deterioration of the quality of the population. Some current policy in rural income distribution and social welfare was beneficial to large-sized family. Such policies should be changed to give incentives to small-sized families.  相似文献

Recently, the Party's Central Committee held numerous meetings to study the problem of family planning. The main goal of these meetings was to find a correct family planning policy, which should be based on common sense, support from the people, and reasonable work from the cadres. Family planning policies and regulations should be realistic and creative. In the implementation of policies, different methods should be adopted for varied situations, and there should also be appropriate guiding principles for different categories. To cope with a new situation, creative methods and approaches should be chosen in order to implement the family planning policy. The correct method will ensure complete implementation of the policy. In family planning work, the first step is the improvement of ideological education, so that the people may have a correct understanding of the need for family planning. In the technical management work of family planning, a constant improvement in the quality of service should be the goal. Through practical working experience in family planning, some rules and regulations will be found, and they should be used to promote the management level and the level of family planning work in general.  相似文献

This study aims at ascertaining how Hong Kong people perceive Hong Kong as a harmonious society. It also identifies the elements that are most conducive to social harmony in Hong Kong, so that the government could take reference when formulating new policies. 1,062 adults residents were asked to rate their perceived level of social harmony and their satisfaction with 36 items (divided into three dimensions: public governance, society, and economy, family and work) for which the research team believes would be influencing the perceived level of social harmony. Results show that the average rating of social harmony was 5.57 (out of 10), delineating a moderate level of social harmony. Subsequent multivariate factor analysis and regression analysis show that the four extracted factors (from the three dimensions) had significant impacts on the level of social harmony. These were, in order of significance: (a) public governance, (b) social solidarity and respect, (c) economy/family/work and, (d) social tolerance and progressiveness. According to the factor loadings of each significant factor, we identified four core values which we hope the government would consider when formulating new policies, as follows: (1) A Justice Government with Sincerity on Communication, (2) Mutual Support and Respect with Integrity and Dedication, (3) Dedication to One’s Job and Community by Helping the Needed and, (4) Creativity and Progressiveness with Tolerance. Implications for policy making are discussed. The study was conducted under the direction and guidance of the Fostering Social Harmony Task Force of the Hong Kong Professionals and Senior Executives Association (HKPASEA). Quantitative indices of the socio-environmental impacts of predator control were derived from a mathematical synthesis of public perceptions and physical measures of environmental change. A nationwide survey of the U.S. public yielded cardinal measures of preference for the acceptability, primary and secondary effects on other wildlife, and cost effectiveness of control policies. To determine the public evaluation of a particular policy, the preference values were used to weight social indicators describing the physical impacts of a policy. Policymakers will be able to use the resulting values to view the tradeoffs between economic and socio-environmental costs and benefits of various policy alternatives.  相似文献

公平公正地选择低保户是实现政府农村社会保障政策目标的基础。本文采用对甘肃省326户农户的调研数据,通过构建低保户识别的二元Logistic模型和低保政策公平性评价的有序多值Logistic模型,判断和分析甘肃省农村最低生活保障制度实施的公平性及其影响因素。研究发现,在低保户初步评估中村委会工作缺乏准确性、公正性,民众参与程度不高,农户对低保政策了解程度偏低,政策落实过程中存在“人情保”、“关系保”现象。说明基层相关工作与政策规定有所偏离,应加大力度规范政策落实的基层工作,使其公开化、透明化、民主化,强化政策的宣传力度,提高农户对政策的认识和理解。  相似文献

The literature on aging is replete with the positive effects of physical exercise on the well-being of older adults. Some suggest, however, that the potential impact of social activities has not received adequate attention, and others note the importance of distinguishing between the physical and nonphysical impact of these activities. This study investigated whether line dancing, a physical activity, led to an increase in social activity. Thirty women over the age of 60 were interviewed to discover how line dancing affected them. Content analysis of the interviews helped identify various themes indicating that line dancing enabled these women to expand their repertoire of social activity, leading to positive reinforcements such as further community involvement, charitable work, inclusion in national sports events, self-expression, and personal development. The impact of line dancing plainly goes beyond the perceived physical benefits.  相似文献

Over the last 20 years, policymaking related to immigrant populations has increasingly been conducted at the state-level. State immigrant polices may influence immigrant poverty by determining immigrants’ level of access to social, economic, political, and health resources and by shaping the social environment. Further, these immigrant policies may shape the stratification between citizens and noncitizens, potentially contributing to distinct patterns of disparities in poverty by both citizenship and race/ethnicity. To assess the relationship between immigrant policy and socioeconomic stratification of immigrants across citizenship status and race/ethnicity in the U.S., we combined data from the 2014 American Community Survey and a measure of level of inclusion of state immigrant policies. We estimated fixed-effects logistic regressions to test the associations between poverty and the interaction of level of inclusiveness, citizenship, and race/ethnicity, controlling for state- and individual-level characteristics. Results showed that there are significant disparities in poverty by citizenship status and race/ethnicity. Asian/Pacific Islander (API) noncitizens experienced lower levels of poverty in states with higher levels of inclusion. Both Latino and API citizens experienced lower levels of poverty in states with higher versus lower levels of inclusion. Among Latinos, the gap in poverty rates between noncitizens and citizens is larger in more inclusive than less inclusive ones, suggesting that the potential positive impact of more inclusive environments does not necessarily translate to the most vulnerable Latino group. The level of inclusion was not associated with differences among Whites and Blacks. Findings suggest that states with more inclusive immigrant policies may foster environments that advance the economic well-being of API noncitizens, as well as API and Latino citizens.  相似文献

In modern welfare states, family policies may resolve the tension between employment and care-focused demands. However these policies sometimes have adverse consequences for distinct social groups. This study examined gender and educational differences in working parents’ perceived work–family conflict and used a comparative approach to test whether family policies, in particular support for child care and leave from paid work, are capable of reducing work–family conflict as well as the gender and educational gaps in work–family conflict. We use data from the European Social Survey 2010 for 20 countries and 5296 respondents (parents), extended with information on national policies for maternity and parental leave and child care support from the OECD Family Database. Employing multilevel analysis, we find that mothers and the higher educated report most work–family conflict. Policies supporting child care reduce the level of experienced work–family conflict; family leave policy appears to have no alleviating impact on working parents’ work–family conflict. Our findings indicate that family policies appear to be unable to reduce the gender gap in conflict perception and even widen the educational gap in work–family conflict.  相似文献

This article analyses the Not in Education, Employment or Training (NEET ) concept and related indicators and its effects on both youth policies and the perception of young people. It is argued that a “weak version” of social exclusion is often used to explain the phenomenon. This leads both to defective policies (as a “victim blaming” approach tends to be developed instead of structural policies) and to the negative labelling of the NEET young people (as research and policies tend to focus on the individual’s deficits and thus associate them with negative values). An alternative indicator is proposed, aimed at reducing the heterogeneity of the situations the concept includes and focus on the core NEET group. This restricted concept centres on those individuals who do not seem to have any objective impediment to study or work. Figures are calculated for the Spanish region of Catalonia and results show a lower proportion of people in a NEET situation; that the NEET rates for young people and adults are similar; that the phenomenon is not new; and confirm that it is related to the risk of social exclusion. These results reinforce the need for an approach which is more sensitive to inequalities to improve our understanding of the NEET population and to avoid the stigmatisation of individuals, generations and countries.  相似文献

Social capital covers different characteristics such as social networks, social participation, social support and trust. The aim of this study was to explore which aspects of social capital were predictive of mortality. Criteria for inclusion in the meta-analysis were: population based observational cohort studies (follow-up ≥5 years); study sample included the adult population; parts of social capital as the primary exposure variable of interest; reported a mortality outcome; and sample size >1,000 individuals. Twenty studies provided eligible data for the meta-analyses. A random effect model was used to estimate the combined overall hazard rate ratio effects of structural social capital such as social participation and social networks, and cognitive social capital including social support and trust in relation to mortality. The results showed that social participation and social networks were negatively associated with mortality. The impact of social networks attenuated somewhat when controlling for gender and age. While trust also appeared to be negatively associated with mortality, we remain cautious with this conclusion, since only two studies provided eligible data. Perceived social support failed to show a significant impact upon mortality. The findings suggest that people who engage socially and report frequent contacts with friends and family live longer.  相似文献
