Using the 1994–1998 International Adult Literacy Survey, this paper compares cognitive skills and employment of immigrants in Canada, New Zealand, Switzerland, and the United States. Immigrants had lower cognitive test scores than natives in each country, with the largest gaps in the US, and small gaps in Canada and New Zealand. Male immigrants in the US were no less likely to work than natives, while in the other countries, male immigrants were less likely to be employed. Female immigrants were less likely in each country to be employed than natives, with an especially large gap for the US.The author thanks Francine D. The potential adverse effect of immigrants on job opportunities for natives continues to influence debate about immigration policy in the United States. Many studies have examined wage and employment outcomes; by contrast, we examine internal migration. We ask whether or not natives are more likely to depart from or less likely to move to metropolitan areas with high concentrations of immigrants. After controlling for other influences on migration, we find that metropolitan areas with higher concentrations of immigrants have only slightly lower rates of inmigration of natives. Such metropolitan areas also exhibit slightly lower rates of out-migration, contrary to expectation. These results suggest that the effect of immigrants on labor market redistribution of natives is modest.Research reported here was supported by a grant from the Alfred P. Sloan Foundation. In this paper, we assess the extent to which the Immigration Reform and Control Act (IRCA) of 1986 affected US labor market conditions facing Mexican migrant workers. Using data gathered from migrants in ten Mexican communities, as well as out-migrants from those communities located in the USA, we examined whether and how IRCA affected US wages, hours worked, and the terms of employment. Estimated period effects did not indicate a clear break in most of these variables following IRCA's passage in 1986, except for hours worked and monthly income. Our analyses did reveal a fairly consistent pattern of deterioration in the labor market conditions facing undocumented migrants, however. Compared to illegal migrants working in the USA before IRCA, those migrating afterward worked fewer hours and were less likely to have taxes withheld from their pay. We also found evidence that undocumented migrants were pushed from the agrarian to the urban economy by the increase in labor supply occasioned by the SAW program.  相似文献

This paper examines the nonmarket interactions among migrants in the urban labor market of Bangkok, Thailand. We test whether the population size and the labor-market performance of previous migrants have externalities to new migrants who have moved from the same province of origin. Our empirical results, which control origin fixed effects, time fixed effects, and origin- and year-specific correlated shocks, show that (1) the relative population size of previous migrants in the market decreases the employment probability of new migrants (substitution effect), (2) the employment probability of previous migrants increases that of new migrants (positive externalities), and (3) when the employment probability of previous migrants is high, however, the scale effect becomes positive, which demonstrates a threshold in the informational scale economies. The results imply that positive informational scale effect dominates negative substitution effect when the efficiency of previous migrants is sufficiently high in the destination labor market.

Despite the importance given to employment opportunities as a primary motive for migration, previous studies have paid insufficient attention to the kinds of jobs that are more likely to retain workers in their countries of origin. We use information from a panel survey of Mexican adults to examine how job characteristics affect the risk of international migration. The sampling strategy and overall size of the survey allow us to analyze the effect of employment characteristics on migration from urban areas, which have much greater labor market diversity, and to separate our analysis by gender. We also distinguish migrants according to whether they migrate for work or for other reasons. We find informality to be a significant predictor of international migration. Even after controlling for individual factors including workers’ wages, as well as various household- and community-level predictors, we find that workers employed in the informal sector have significantly higher odds of migrating than their counterparts in the formal sector. The pervasive nature of informality in many developing countries from which a high proportion of international migrants originate may therefore create a constant supply of workers who are predisposed to migrate. Our findings thus have important implications for a proper understanding of the effects of economic development on migration.  相似文献

Based on Norwegian register data, we show that having a lone parent in the terminal stage of life affects the offspring’s labor market activity. The employment propensity declines by around 0.5–1 percentage point among sons and 4 percentage points among daughters during the years prior to the parent’s death, ceteris paribus. After the parent’s demise, employment picks up again and earnings rise for both sons and daughters. Reliance on sickness insurance and other social security transfers increases significantly during the terminal stages of the parent’s life. For sons, the claimant rate remains at a higher level long after the parent’s demise.  相似文献

This paper is a comparative analysis of the gender gaps in the non-paid domestic and care work (NPDCW) undertaken in homes in Argentina, Chile, Spain and Uruguay. The explanatory factors of this gap in two-income households and their magnitude and impact on the distribution of NPDCW are analyzed using data from national time use surveys. The weakness of micro-sociological approaches and the variables related to relative resources and time availability is demonstrated using the estimation of a regression model, while the importance of approximations of gender roles and analyses that incorporate macro-sociological factors is shown. Furthermore, the findings show that NPDCW is done by women in 70% of cases with women’s incomes and time availability among the individual variables that drive change within the couple. The results show that the equalizing effects of time availability and gender ideology are stronger for women in more egalitarian countries; women in less egalitarian countries benefit less from their individual-level assets. Additional comparative analysis shows that other macro-level factors (economic development, female labor-force participation, gender norms and welfare systems) may also influence the division of this work. The results suggest that changes in individual-level factors alone may not be enough to achieve an equal division of labor in the household without a parallel reduction in macro-level gender inequality.

Political trust is seen as an important attribute in contemporary representative democracy. Political trust can cause social trust, foster associational life and make the efficient implementation of policy easier. Political trust can also be seen as a measure of political integration of migrants in Europe. However, if we want to measure this, we need to know for sure that we measure the same concept in all countries and among all cultural groups under research. This paper describes and tests four (existing) models of political trust. We find that there are multiple dimensions of political trust that can be modeled in a structural equation model. Furthermore, we research the cross-cultural equivalence of this measurement model in 22 European Union countries among natives, EU-migrants and non-EU migrants in these countries. Our results indicate that we can compare levels of political trust within countries pretty well, however, we should be careful comparing levels of political trust between EU countries since full scalar equivalence could not be reached. On a substantive note, we find quite some differences between the EU countries concerning the political trust natives have and we find diverging results concerning the migrants. In most countries we did not find a significant difference between migrants and natives. However, when the difference was significant, migrants showed higher levels of political trust in most instances.  相似文献

Despite comparatively modest welfare reforms in Canada relative to those of the United States, employment rates and earnings among single mothers have risen by virtually identical magnitudes in the two countries since 1980. We show that most of the gains in Canada and a substantial share of the change in the US were the result of the dynamics of cohort replacement and population aging as the large and better educated baby boom generation replaced earlier cohorts and began entering their forties. In both countries, demographic effects were the main factor accounting for higher employment and earnings among older (40+) single mothers. Changes among younger single mothers, in contrast, were mainly the result of changes in labor market behavior and other unmeasured variables. Overall, demographic changes dominated in Canada but not in the US for two reasons: (a) Canadian single mothers are significantly older than their US counterparts; and (b) consistent with the welfare reform thesis, the magnitude of behavioral change among younger single mothers was much larger in the US.  相似文献

Low female labor market participation is a problem many developed countries have to face. Beside activating inactive women, one possible solution is to support the re-integration of unemployed women. Due to female-specific labor market constraints (preferences for flexible working hours, discrimination), this is a difficult task, and the question arises whether active labor market policies (ALMP) are an appropriate tool to help. It has been shown that the effectiveness of traditional (ALMP) programs—which focus on the integration in dependent (potentially inflexible) employment—is positive but limited. At the same time, recent evidence for Austria shows that these programs reduce fertility which might be judged unfavorable from a societal perspective. Promoting self-employment among unemployed women might therefore be a promising alternative. Starting their own business might give women more independence and flexibility to reconcile work and family and increase labor market participation. Based on long-term informative data, we find that start-up programs persistently integrate former unemployed women into the labor market, and the impact on fertility is less detrimental than for traditional ALMP programs.  相似文献

Changes in women's relative wages and employment are analyzed, using social security data from Slovenia (1987–1992) and a retrospective labor force survey in Estonia (1989–1994). Estonia adopted liberal labor market policies. Slovenia took an interventionist approach. Nevertheless, relative wages for women rose in both countries. Factors favoring women included: returns to human capital rose in transition, benefiting women; relative labor demand shifted toward predominantly female sectors; low-wage women had a disproportionate incentive to exit the labor market, especially in Estonia. In developed countries, immigrants are more likely to be nonemployed and self-employed compared to natives. Based on register data of male immigrants in Denmark, we performed a detailed investigation of the immigrant–native difference in transition patterns across labor market states. We find that a high proportion of immigrants from non-Western countries tend to be marginalized relative to natives, and they tend to use self-employment to escape marginalization.

Although there is some considerable empirical research on the economic assimilation of migrants to the labor markets of the host countries, little or no analysis exists on the social assimilation and integration of migrant workers. This is surprising since the integration of migrants is not only of political importance, but it should strongly interact with their economic behavior. This paper provides an empirical analysis of the determinants of migrants‘ integration, using data for Germany. Ordered probit models are estimated, where the dependent variable is an ordered response on the feeling of national identity. The results show that personal characteristics, the nationality and the family context affect the migrant‘s integration, while labor market variables appear to be quite unimportant. We explore microdata from the OECD/INFE survey on financial literacy of adult individuals. We find considerable differences in financial literacy across countries and decompose them into a part explainable by varying individual characteristics and a remainder. We show that individual characteristics matter with regard to differences in average financial literacy, but do not fully explain the gaps. We decompose financial literacy across its distribution and directly relate it to different policies. We then correlate the unexplained differences to institutional macroeconomic variables. We find strong correlations between unexplained differences and life expectancy, social contributions rate, PISA math scores, and internet usage, suggesting room for harmonization of environments across countries to close the financial literacy gap.

Prior literature has found that immigrants have no effect on the wages and employment of natives. However, this literature has not accounted for the possibility that immigrants contribute to employment growth in the areas where they locate. Research on internal migration has found that internal migrants contribute to local area employment growth. In this paper I compare the effects of natives and immigrants on county employment. Results show that the overall immigrant population contributes more to increases in employment than the overall native population. Recent immigrants and recent internal in-movers have similar effects on employment growth. The net contribution of immigrants to employment growth is confined to nonmanufacturing employment.  相似文献

This article examines the demand for migrant labor in older‐adult care as one of the key aspects of the aging and migration nexus. It reviews the demographic determinants that have shaped demand for and provision of older‐adult care across Europe. Using the EU Labour Force Survey, new comparative estimates are generated on the employment of migrants in care occupations and the channels of entry into the European labor market. Projections on demand for and supply of care to the older population reveal a future gap in both formal and informal provision. It is shown that, owing to institutional, economic, and social constraints, the significant growth of the care workforce that will be required to meet the future needs of Europe's aging populations is unlikely to be achieved by relying exclusively on EU labor supply. The conclusions outline some implications for future immigration policies.  相似文献

Findings from the 2000 US Census indicate high rates of Hispanic population increase beyond urban areas and traditional immigrant‐receiving states. The diversity of new destinations raises questions about forces attracting migrants to rural areas and links between economic structural change and Hispanic population growth. Our conceptual framework applies dual labor market theory to the meat processing industry, a sector whose growing Hispanic labor force offers an illustrative case study for analyzing how labor demand influences demographic change. We document the industry's consolidation, concentration, increased demand for low‐skilled labor, and changing labor force composition over three decades. We then position meat processing within a broader analysis that models nonmetropolitan county Hispanic population growth between 1980 and 2000 as a function of changes in industrial sector employment share and nonmetro county economic and demographic indicators. We find that growth in meat processing employment exhibits the largest positive coefficient increase in nonmetro Hispanic population growth over two decades and the largest impact of all sectors by 2000.  相似文献

Public policy initiatives in the 1950s and 1960s, including Affirmative Action and Equal Employment Opportunity law, helped mitigate explicit discrimination in pay, and the expansion of higher education and training programs have advanced the employment fortunes of many American women. By the early 1980s, some scholars proclaimed near equity in pay between black and white women, particularly among young and highly skilled workers. More recent policy initiatives and labor market conditions have been arguably less progressive for black women’s employment and earnings: through the 1980s, 1990s, and the first half of the 2000s, the wage gap between black and white women widened considerably. Using data from the Current Population Survey Merged Outgoing Rotation Group (CPS-MORG), this article documents the racial wage gap among women in the United States from 1979 to 2005. We investigate how demographic and labor market conditions influence employment and wage inequality among black and white women over the period. Although shifts in labor supply influence the magnitude of the black-white wage gap among women, structural disadvantages faced by black women help explain the growth in the racial wage gap.  相似文献
