This paper reflects on the nature of the EU LEADER I local (participative) rural development programme using two empirical case studies. The two initiatives are analysed temporally as they moved from the construction of a territorial rationale, through the establishment of local structures of participation and finally into a philosophy and modus operandi in the implementation phase. The central argument of the paper is that this style of approach reflects the basic principles of the local, territorial policy approach and that evaluation methods need to evolve to be able to focus on process, structures and interpretation/learning rather than on the measurement of concrete activity.  相似文献

Beginning in the late 1970s, US multi-nationals and South African business both supported local development initiatives in Soweto. Comparison of two of these projects reveals significant differences in approach and effectiveness. American businesses supported a secondary school, Pace, which experienced critical problems related to organisational difficulties unforeseen by the donors. South African business supported an educational centre, the Funda Centre, which developed more gradually and was more deeply rooted in the community. Examination of these two cases produces some lessons that can be of use to other donors giving support to local development initiatives. This article examines the southern response to the civil rights movement and its relationship to the broader struggle for southern influence and control. Drawing from governmentality studies and the concept of “security”, I trace the correlation of two competing southern revitalization projects with distinct southern policing styles to consider the importance of normative political cultures, rather than the instrumental and immediate political outcomes of each local movement, on the southern response to the civil rights movement. Despite the development of new south police practices that curtained civil rights protest and produced a politically modern and racially tolerant idealized new south image, the old south project, in its failures, gained influence on the county, statewide, and regional levels. Although the conflicting revitalization projects differed in their objectives, the linkages between them set the stage for subsequent southern revitalization and development that started in the 1970s.  相似文献

The Chittagong Healthy City Project was carried out in late 1994 in Chittagong, Bangladesh. This paper presents findings of an evaluation of the project based upon internationally generated process indicators related to the institutional aspects of the project. The following issues are discussed with regard to project implementation: the institutional organization of local authorities, institutions' conceptual understanding of the project, formal insertion of the project into public authorities' activities, institutional leadership of the project, central-local relations, the lack of interministerial coordination, the project's office, international projects, and community organization. Giving consideration to these issues may help program planners detect problems in forthcoming projects prior to their implementation.  相似文献

Fifty years ago, the main challenges to large infrastructure projects were technical or scientific. Today, the greatest hurdles faced by such projects are almost always social and/or political. Whether constructing large dams in the developing world or siting liquefied natural gas terminals in the United States, the onset of these projects often triggers intense popular opposition. But not always, and therein lays the animating aim of this project. We undertake a systematic comparative case analysis of mobilization efforts against 11 oil and gas pipeline projects spanning 16 countries in the developing world. Using theories from the social movement and facility siting literatures and the technique of fuzzy set/qualitative comparative analysis (fs/QCA), we examine the “causal conditions” linked to political and legal opposition to these projects. We find that both Western funding of projects and public consultation serve as necessary political opportunities encouraging mobilization. In addition, not compensating the host country for involvement in the project is linked to mobilization. Finally, some risk from the project, in the form of environmental or social impact, is associated with mobilization; however, this impact does not have to be very significant for mobilization to occur.  相似文献

While managerial initiatives to cut costs through increased labour flexibility are widespread, we have limited knowledge of the micro-politics of gender and contemporary restructuring at the local level: of the processes and dynamics through which flexibility and other initiatives reconstitute or transform gendered patterns of work and advantage in specific workplaces. This case study, based upon extensive interviewing, observation, and examination of documentary materials, examines the gender implications of several different types of restructuring initiatives in three types of manual work at two hospitals in an NHS Trust. On the whole, it finds that restructuring created more continuity than change in gendered patterns of work and advantage in the two sites. The case study suggests, first, that employment restructuring incorporates elements of structural, institutional and interactive gendering; managers use women's subordination in the workplace and labour markets to achieve their objectives, and male workers actively resist loss of their advantages. Second, it suggests that competitive tendering exercises have a disproportionately negative impact upon women workers, while functional flexibility initiatives are somewhat more positive. Third, the case study suggests union resistance to restructuring is limited and particularly circumscribed in relation to restructuring of women's jobs.  相似文献

Abstract Differences between old‐timers and newcomers and their effects on community social dimensions have been the object of much research. These studies have shown how extensive in‐migration of people with different socioeconomic backgrounds, values, and perspectives contribute to heightened social conflict in some communities. Popular media accounts and some social science research referred to the conflict emerging from these differences as a culture clash. This study examines the effects that different backgrounds, attitudes, and behaviors have on community participation. Here, earlier work on differences in participation levels between seasonal and permanent residents is extended in an attempt to identify structural and interactional characteristics associated with participative citizens regardless of their residential status. A profile of participative residents was found. Knowing these characteristics helps identify people who could bring important and useful insights to local decision‐making. These residents make a deliberate choice to purposively engage in community efforts. Such voluntary interaction creates a pro‐community environment where needs and solutions are tackled by residents. Additionally, this interactive environment serves as a ground for the reduction of differences among community members. Through this process, community development is achieved, enhancing community well‐being.  相似文献

Although public–private partnerships (PPP) and electronic government (e-government) have proven to be fruitful mechanisms for economic development and emerging economies seem to recognize their importance, consistent methods for analyzing the early planning stages of e-government portfolios are lacking. The present work utilized a comprehensive literature review to understand the evaluation criteria for PPP projects throughout the early-stage planning process. A qualitative meta-synthesis was employed to identify critical factors for PPP and e-government, with a particular focus on developing countries, PPP, and e-government criteria. Our research presents a framework named “PPP4e-Gov” (public–private partnerships for e-government). The framework compares risk and value factors of e-government PPP projects and adopts a weighted scoring model that estimates the risks that should be considered in a project and how much value a given e-government initiative may generate if the PPP option is chosen. As an illustration of how the framework may be used, the paper interviewed ten practitioners in Costa Rica who tried out PPP4e-Gov and showcased how to plan their e-government initiatives.  相似文献

It is pointed out in this report that the intergenerational perspective is conspicuous by its absence in Sweden, compared to several other countries where specific programmes exist for activities across generational boundaries. Activities across generational boundaries have also been a specific area where financial incentives for local projects have been provided in recent years through the government's project, Freedom of Choice/Older People and Public Health. But despite these efforts, comprehensive and systematic measures to develop and strengthen contacts across generational boundaries have been few and far between in Sweden. Instead, official measures within various areas have targeted different groups, often defined in terms of their age and stage of life course.  相似文献

Over the last few decades, international development (also known as Official Development Assistance (ODA)) has been under attack for its lack of effectiveness. Critiques reflect two conceptual challenges, the nature of expert knowledge and the centrality of local ownership of development initiatives, bounded by the practical constraint of how politically controlled resources from bilateral and international donors will be used. This article examines five implementation strategies, including their strengths and weaknesses, keyed to the level of control asserted by the donor agency. We illustrate our argument through a review of legislative strengthening projects, most of which were funded by the United States Agency for International Development (USAID) and the United Kingdom's Department for International Development (DFID) in the case of one of the models.  相似文献

We argue that the complex, innovative and adaptive nature of Massive Open Online Course (MOOC) initiatives poses particular challenges to monitoring and evaluation, in that any evaluation strategy will need to follow a systems approach. This article aims to guide organizations implementing MOOCs through a series of steps to assist them in developing a strategy to monitor, improve, and judge the merit of their initiatives. We describe how we operationalise our strategy by first defining the different layers of interacting agents in a given MOOC system. We then tailor our approach to these different layers. Specifically, a two-pronged approach was developed, where we suggest that individual projects be assessed through performance monitoring; assessment criteria for which would be defined at the outset to include coverage, participation, quality and student achievement. In contrast, the success of an overall initiative should be considered within a more adaptive, emergent evaluation inquiry framework. We present the inquiry framework we developed for MOOC initiatives, and show how this framework might be used to develop evaluation questions and an assessment methodology. We also define the more fixed indicators and measures for project performance monitoring. Our strategy is described as it was developed to inform the evaluation of a MOOC initiative at the University of Cape Town (UCT), South Africa.  相似文献

In many developing countries, migrants play an important role by supporting their local communities in their places of origin. An extensive literature has made visible their contribution to local development, thus revealing their involvement in the provision of social services or the construction of infrastructures. In this paper we illustrate the extent and scope of this task and the types of actions that migrants have started up in different countries of the world in general, and the cases of Morocco and Mexico in particular, to examine the achievements and limitations of both states' policies and migrants' associations in regard to their involvement in local development initiatives.  相似文献

This paper presents some of the findings of a national study of 46 leaving care projects working with 3308 young people leaving care, and an analysis of national post Children Act 1989 initiatives. It presents key implications for local and national policy and practice from that study and, in so doing, records the considerable achievements of, but also the problems faced by, these projects. It is argued that despite a welcome, new commitment by government to the social inclusion of this group, sustained solutions remain complex, have been long in coming and remain a challenge. Since the publication of the White Paper on European governance, COM (2001) 428, the Commission has stressed that ‘people increasingly distrust institutions and politics or are simply not interested in them’, registering the growing gap between the EU and European citizens. In this context, the European institutions have been promoting several initiatives with the aim of facilitating participation in the European decision-making process. The paper will focus on: (1) the relationship between local governance and participation in the European Union; in this frame, the European institutions tried to start a dialogue with local authorities (see the role of the CoR) and the actors of civil society (through both the European Economic and Social Committee and the Transparency Policy); (2) the consequences either in the theoretical field or in practice. On one hand, the initiatives carried out have created the basis for a new model of multi-level governance and ‘participative democracy’; on the other hand the demand for wider participation produces a continuous growth of lobbying by the actors of civil society, whose regulation appears rather difficult notwithstanding the important efforts made through the European Transparency Initiative.  相似文献

The immigration wave in the 1960s and 1970s brought scores of migrants to Europe. Most intended to work a few years in a foreign country and return to their homeland; however, poor economies in their own countries discouraged their return. At the same time, jobs became scarcer in their host countries. Several European countries today are resorting to measures designed to promote the return of migrants to their countries of origin. This paper outlines the two major options open to governments in their reintegration efforts. Option 1 requires instituting a definite reintegration policy. Public aid to promote reintegration may be provided. For example, the French give aid contingent upon the return of foreign workers in the labor force to the country of origin and not just upon their departure from the host country. Classical methods pay conpensation to the foreign worker; the problem then is to determine at what point to limit the funds. It must be decided whether or not unemployment benefits should be capitalized and whether or not to reimburse social security and old age contributions. It is also desirable for foreign workers to have access to a specialized organization which is able to advise them on setting up a project or business on their return; ideally, this organization should finance the project. Perhaps the best solution is to enlist participation of the governments of the countries of origin to make job openings known to their nationals desiring to return. Option 2 requires that reintegration be introduced into other economic and social programs. Returning foreign workers would be included as a factor in overall policy planning. Vocational training for return migrants could be proposed to job seekers as well as to dismissed workers. A portion of money used to finance housing projects could be earmarked for construction or reservation of housing in the country of origin. Bilateral vocational training programs can be addressed to nationals who want to return home. A portion of bilateral public development aid may also be used in support of reintegration projects. Finally, it should be possible to propose small development projects in the country of origin for nationals desiring to return.  相似文献

It is argued that projects and programs designed to meet the practical needs of men, women, and children in communities should also focus on meeting the strategic gender needs of women. This paper shows what project planners can do to ensure women?s participation in the design and maintenance of development projects without increasing their workloads, and with the goal of raising their status in the family and society, as well as challenging men's prejudice. It utilizes the framework of strategic and practical gender needs in the context of the drinking-water sector, to argue that understanding how these needs are linked is important to the sustainability of drinking-water projects. Overall, this paper pointed out the great need to involve women in the management of water projects in order for it to be effective in reducing the burdens of the people. Moreover, all development initiatives, including improvements in water supply, should have explicit focus on improving women status and increasing their confidence. Meeting such gender needs requires real commitment from concerned individuals on all levels as well as budgetary provision to enhance the capacity of the involved sector, and heighten their awareness. Fulfillment of their strategic gender needs, will in turn, contribute to the sustainability of water projects.  相似文献

Although valuable research has been undertaken in the United States little is yet known about the processes engaged in by supported employment projects for people with mental health problems. The study reported here explored these processes using semistructured interviews with employment project clients, their project workers and workplace managers. Of five projects involved in the research, two exemplified radically different approaches, one implicitly underpinned by a clinical model of recovery and the other by a social recovery model. In this article we draw on data from the seven cases studied from these projects to describe the two approaches and to consider their strengths and limitations. We conclude that approaches based on the social recovery model hold more promise, although such approaches would be enhanced through greater liaison with mental health professionals. In addition, funding structures are required that take account of job retention rates, rather than placement rates alone.  相似文献

Urban poverty is a policy issue of growing significance in post-apartheid South Africa. In terms of the new Constitution the developmental role of local governments is given considerable attention. Against a background analysis of the best practice of local anti-poverty strategies in the developing world, this paper reviews the experience of eight case studies of local economic development (LED) initiatives. The case studies review a cluster of research findings from South African metropolitan areas (Midrand, Port Elizabeth, inner-city Durban, Khayelitsha and Winterveld) followed by issues from secondary cities (Nelspruit, Harrismith) and small towns (Stutterheim). A key conclusion from the experience of post-apartheid South Africa is that LED practitioners are currently struggling to find means to integrate their LED initiatives with the task of poverty alleviation.  相似文献
