Two separate cohorts of immigrants to Australia are compared in order to assess the potential role of immigrant selection criteria, labor market conditions, and income-support policy in facilitating the labor market adjustment of new arrivals. Although these two cohorts entered Australia only five years apart, their initial labor market outcomes varied dramatically. The results indicate that changes in immigration policy may have led to increased human capital endowments that in turn resulted in higher participation rates and reduced unemployment. At the same time, improvement in Australian labor market conditions and changes in income-support policy over the 1990s – which most likely altered the returns to human capital – were probably instrumental in reinforcing the effects of tighter immigrant selection criteria. As much as half of the fall in unemployment rates among women and one third the decline among men appears to have occurred as the result of changes in the returns to demographic and human capital characteristics. With reference to the EU enlargement, a framework is derived which allows the study of the effect of unemployment benefits on the migration decision. While benefits simply increase the expected gain for risk neutral individuals, they work as an insurance device for risk averse migrants; the results for the two groups might differ. Thus, the migration decision is reformulated as monetary lottery. Unsurprisingly, the paper finds that risk averse individuals are less likely to engage in migration. Yet, introducing unemployment benefits also makes them select a different set of countries. The implications of selection and sorting, however, depend crucially on the link between risk aversion and economically important personal characteristics. It is also shown that unemployment benefits give rise to intertemporal trade-offs in migration returns.The author is grateful for helpful comments by Hartmut Lehmann, Christoph M. In response to increased international policy attention to youth unemployment this study investigates post-secondary school transitions of school leavers. Multinomial logit models are estimated for male and female German youth. The models control for individual, parent, and household characteristics, for those of the youth's region of residence and local labor markets. The findings suggest that immigrant youth has particularly low participation rates in continued education, and that youth unemployment is centered in high unemployment states and metropolitan areas. More generous academic benefit policies seem to be correlated with increased academic enrollment, and men's transitions to the military do reflect recent changes in defense policies. We analyse the unemployment benefit regime change that occurred in Poland in December 1991 using data from the Polish Labour Force Survey. Before December 1991, the entitlement period to unemployment benefits was unlimited. Thereafter, it was reduced to 12 months (with a few exceptions). Using the difference-in-differences approach within a hazard rate framework, we find that the regime change did not have a significant effect on the duration of unemployment. The results thus give credence to the view that the unlimited entitlement period of the old unemployment benefit regime was not the main culprit for the long durations of unemployment in Poland, although the generous eligibility criteria may have contributed to the increase in the incidence of registered unemployment at the beginning of the transition process. Early twentieth century observers argued that recent American immigrants were inferior, and in particular less skilled, than the old. I estimate wage equations for 1909 allowing for different effects by nationality and for different characteristics on arrival. I then apply the estimated wage differentials to the immigrant composition to measure the effect of changing composition on immigrant earnings. Finally I ask how immigrant earning power changed relative to that of native Americans. I conclude that immigrant “quality” in terms of earnings did decline due to shifting composition but these effects are very small compared with those reported in studies of the post-second World War period. This paper uses a model of search unemployment to discuss the interaction between publicly provided insurance and informal insurance through voluntary income sharing, e.g., between spouses. Income sharing reduces the optimal level of public unemployment insurance. While it is always individually rational for partners to share income, the effect of voluntary income sharing on welfare will be negative unless partners can either observe each other's search behavior or are sufficiently altruistic towards each other. This study asks whether immigrants suffer more from unemployment than German natives. Differences between these groups in pre-unemployment characteristics, the type of the transition into unemployment, and the consequences of this transition suggest that factors intensifying the negative impact of unemployment on subjective well-being are more concentrated in immigrants than in natives. Based on longitudinal data from the German Socio-Economic Panel Study (1990–2014; N = 34,767 persons aged 20 to 64; N = 210,930 person-years), we used fixed-effects models to trace within-person change in subjective well-being across the transition from employment into unemployment and over several years of continued unemployment. Results showed that immigrants’ average declines in subjective well-being exceeded those of natives. Further analyses revealed gender interactions. Among women, declines were smaller and similar among immigrants and natives. Among men, declines were larger and differed between immigrants and natives. Immigrant men showed the largest declines, amounting to one standard deviation of within-person change over time in subjective well-being. Normative, social, and economic factors did not explain these disproportionate declines. We discuss alternative explanations for why immigrant men are most vulnerable to the adverse effects of unemployment in Germany.  相似文献

The Canadian unemployment insurance program is designed to reflect the varying risk of joblessness across regions. Regions that are considered low-risk areas subsidize higher-risk ones. A region’s risk is typically proxied by its relative unemployment rate. We use a dynamic, heterogeneous-agent model calibrated to Canada to analyze voters’ preferences between a uniformly generous unemployment insurance and the current system with asymmetric generosity. We find that Canada’s unusual unemployment insurance system is surprisingly close to what voters would choose in spite of the possibilities of shirking and self-insurance through asset buildup.

During the last two decades fertility rates have decreased and have become positively correlated with female participation rates across OECD countries. I use a panel of 23 OECD nations to study how different labor market arrangements shaped these trends. High unemployment and unstable contracts, common in Southern Europe, depress fertility, particularly of younger women. To increase lifetime income though early skill-acquisition and minimize unemployment risk, young women postpone (or abandon) childbearing. Further, both a large share of public employment, by providing employment stability, and generous maternity benefits linked to previous employment, such as those in Scandinavia, boost fertility of the 25–29 and 30–34 year old women.Financial help from a CRB grant from the University of Illinois is gratefully acknowledged. We investigate the effect of welfare reform in the US on the employment and hours of work of low-educated foreign-born and native-born women. For foreign-born women, we investigate whether the effect of welfare reform differed by year of immigration. We also examine whether the immigrant provisions of welfare reform had a chilling effect on those who remained eligible for benefits. Results suggest that welfare reform induced low-educated women to increase their labor market attachment; reform had larger effects on the least educated native-born women and among foreign-born, larger effects on more recent arrivals. This paper studies the effect of increased immigration in Austria on the unemployment risk of young natives. Austria experienced a dramatic rise in the share of alien workers as a result of the breakdown of the former communist regimes (especially from former Yugoslavia). We concentrate on unemployment entry of young male workers, who are supposed to compete most heavily with new immigrants. Our results indicate that the detrimental impact – if it exists at all – is only minor. Abstract Statistics of migrants returning from Canada to Britain and re-registering for national insurance purposes are compared with labour force immigrants entering Canada between 1956 and 1965. Short and long-term indices are calculated which suggest that return migration has been increasing since 1960. A sample survey carried out in 1962-63 distinguishes three types of returning migrant: (a) quasi-migrants who originally planned to return to Britain; (b) permanent repatriates who originally intended to settle in Canada but now expect to remain in Britain; (c) transilient migrants who exhibit a high propensity to move backwards and forwards between two or more countries without becoming permanently rooted in anyone. The demographic, economic and social characteristics of the three types are described. A further comparison is made between migrants who plan to settle in Britain, those who intend to come back again to Canada, and those who are uncertain of their future plans or who intend to move on to a third country.  相似文献

We study the insurance mechanisms employed by households to absorb unemployment shocks using comparable data for four countries: Italy, Spain, Great Britain, and the US. Results on family transfers when the male household head becomes unemployed suggest that family networks are the weakest in Britain, while unemployment benefits there are instead the most generous across the four countries. Despite these differences, food consumption losses induced by unemployment of the male household head are similar across countries. These findings are consistent with the view that family support and the Welfare State substitute each other in mitigating the consequences of unemployment shocks. This research questions whether the economic benefits gained by Canada's interprovincial migrants justify the associated costs, even during an economic boom. A re-analysis of data collected by Statistics Canada as part of the December 1980 Labour Force Survey examines the experiences of recent migrants to Alberta and gives rise to a mixed assessment. On the one hand, migrants who came to Alberta and stayed did enjoy a solid reduction in their pre-migration unemployment, despite higher labour market participation. On the other hand, migrants who came and stayed changed their industry and occupation in large numbers, but most of this was just ‘musical chairs’: exchange mobility, rather than structural mobility. Women were more likely than men to experience structural mobility but they were primarily downgrading rather than upgrading their status. Neither for women nor for men do we find much evidence of upward mobility across the manual-non-manual line. Thus for the most part migrants are entering jobs that may require the learning of new skills but, since they exist within the same status level of pre-migration jobs, deliver no more apparent rewards than the jobs they left. The costs of migration and readjustment are not, according to these data fully justified by the available rewards. The paper ends by recognizing that additional information is needed on the characteristics of pre- and post-migration jobs, before we can judge conclusively that the migration costs outweighed the benefits.  相似文献

Migrants are sometimes regarded as marginal workers in metropolitan labour markets. London has long been a major destination for migrants from elsewhere in Britain and abroad. In this paper we examine the earnings and unemployment experience in 1929–1931 of male workers who migrated to London, or within London. We use data from the New Survey of London Life and Labour, a large survey of working class households, the records from which have recently been computerised. Our findings indicate that migrants were not marginal, in fact they enjoyed slightly higher earnings and lower unemployment incidence than native Londoners. We develop a model using human capital theory and an immigrant adjustment process to generate hypotheses on the acquisition of destination-language skills among immigrants. The model is tested for adult male immigrants in the 1991 Census of Canada. Use of English or French is greater, the younger the age at migration, the longer the duration of residence, the higher the educational attainment, the farther the country of origin from Canada, and the linguistically closer the mother tongue to English or French, and among those who are not refugees, those from a former British, French, or American colony, and those who live in an area where fewer people speak the respondent’s mother tongue. The explanatory variables based on birthplace have behavioral interpretations and possess almost as much explanatory power as the birthplace dummy variables  相似文献

In a large representative sample of young Norwegian workers, we estimate gross transitions to unemployment, education, and other exits in a multinomial logit. In line with received literature, we find that individuals with high education, experience, and income have significantly lower probabilities of job exits. While female education rates have increased to surpass those of males, female labour market outcomes are still more responsive to family related background characteristics as compared with the outcomes for males.
