Abstract

This paper presents findings from a study of individuals with multiple sclerosis examining their planning and preparation activities for their future independent living and long-term care needs. Data collected from a representative sample of National Multiple Sclerosis Society members in the greater metropolitan St. Louis and eastern Illinois area indicate significant differences in income, assets, education, health and functional limitation status between individuals living in rural versus urban areas. Additionally, findings show respondents with greater levels of education and assets, and those living in urban areas, are more likely to have saved for retirement, made legal preparations, or engaged in planning activities for future needs. Recommendations for asset building programs include incorporating education and training on planning for independent living and long-term care into financial planning curriculum, particularly for people with multiple sclerosis living in rural areas.  相似文献

ABSTRACT

Although the elderly as a while show relatively little geographic migration in the U.S., we were interested in the geographic migration patterns among a specific subset of elderly that we know have moved out of the traditional family home—those living in assisted living and independent living communities. We analyze data from the Residents Financial Survey, a survey of 2,617 residents in assisted living and independent living communities that asked about their previous living arrangement, where they lived before moving to their current community, and how their care needs were previously met. We find there is substantial migration among respondents. Using self-reported and community-reported location and zip code information, we calculated whether people moved across state lines and we computed the distance people moved between their previous location and their current community. While the median distance moved is less than 10 miles, 20% moved across state lines and 21% of the sample moved more than 100 miles, with the average distance moved among the sample being 165 to 190 miles. The evolution of living arrangements shows that there are strong correlations among respondents' current living arrangements, previous living arrangements, and their plan to move in the future.  相似文献

To examine the financial characteristics of residents in assisted living and independent living communities and to see how they currently pay for their care arrangements, we surveyed 2,617 residents in assisted living and independent living communities. We asked them how they pay for their current costs and verified their answers by examining self-reported information on their cost and income. Residents stated that they are largely paying for their community costs independently. Approximately one third of respondents reported using their assets and income to cover their current costs. The data supported the notion that individuals living in assisted living and independent living communities are largely mid- to high-income elderly. However, the cross-sectional analysis showed that length of time in the community was positively associated with paying for their expenses independently out of income, after controlling for many confounders including age, education, and lifetime earnings to try to rule out differential longevity and differential selection over time. Further longitudinal analysis is needed to understand the cause and the implications of the positive correlation between ability to pay one's bills out of income and the length of time in the community before conclusions about spend-down can be made.  相似文献

The independent living agenda has become dominated by a rights focus that has helped drive national-level shifts in setting norms and changing mind-sets. This paper is concerned with examining how rights are utilised by service providers in the process of facilitating independent living. Drawing on an empirical study of providers in Ireland, the paper identifies the strategies being used to put rights into practice. The findings show that in the process of creating a well-managed support arrangement for each individual, providers often take a delicate approach to using rights, and sometimes dilute their guiding principles when engaging in ongoing complex negotiations between individuals, families, staff and volunteers. The disabled people's movement can contribute to the shared learning required in enabling managers handle this process better, rather than solely rely on an abstract call for rights.  相似文献

Independent living movements of disabled people are emerging in Asian countries, supported by independent living centres (ILCs) in Japan. A study was conducted in Japan to explore the impact of the training program offered by Japanese ILCs to disabled people from other Asian countries. A sample of 35 people was selected by a snowballing method. The sample included former trainees from Asian countries and Japanese personnel from disability organizations involved with the training program. In‐depth interviews and a focus group were conducted to obtain information about the program, the experiences of the trainees and Japanese hosts and the budding independent living movement in Asia.  相似文献

This paper introduces the history of the modern disability rights movement in Japan, which has been a driving force for change in social norms and policies, and for improving the lives of disabled persons and their families. It presents the traditional social norms and policies that resulted in the confinement of disabled people in their parents' homes and in institutions, a radical movement of people with cerebral palsy active in 1960-1980s, the emergence of the independent living movement in 1980s, and the current disability rights movement and its future challenges. This paper is based on a review of documents and on interviews conducted during the spring of 2000 in Japan with disability rights advocates and personnel working for centres for independent living.  相似文献

Most Israeli children who spend their youth away from their birth parents live in youth villages. The majority of these children come from either the geographical or social periphery of Israel. Since the 1990s the youth villages have specialized in absorbing immigrants mainly from the former Soviet Union (FSU) and Ethiopia. The paper reports on a survey conducted among the professional staff in the youth villages. This study explores their perceptions of the readiness for independent living of adolescents on the verge of leaving youth villages and examines how readiness is associated with individual and familial characteristics. A structured questionnaire was mailed to youth villages asking professionals to anonymously complete the survey. The total sample include reports on 1256 adolescents who spent in the current setting on average 3.3 (SD = 1.8) years. For many of them this was the first out-of-home placement. Generally, workers have a favorable assessment of the youths' readiness for independent living. Still, they report that many of the youths do not have any of the necessary skills for independent living. Additionally, there are sub-groups that are more disadvantaged and at greater risk because they lack skills for a successful transition from care. The findings indicate that youth of Ethiopian origin are more disadvantaged with regard to skills related to school, the job market, finances, interpersonal relationships and normative behaviors, whereas youths from FSU present fewer skills pertaining to military service. The findings emphasize the important role Israeli youth villages have in supporting underprivileged adolescents in acquiring basic skills for adult life and suggest guidelines as to which sub-groups and in which area programs should be developed.  相似文献

We hear so much about the ‘cost’ of care, today;and so little about the value society places upon ‘care’ and welfare, which, in turn, can promote economic, social and civic participation within society at large. The question of what should be supported and valued in contemporary society needs exploring critically. In the following I explore three well-established responses to the question of how society should support and deal with disadvantage. I argue that communitarian politics/thought and the independent living movement have key roles to play in forging a better society for disabled people.  相似文献

Recent policy changes have increased the availability of independent living services (ILS) to foster youth aging out of care in the United States. Yet, it is possible that youth who are also involved in the juvenile justice system may have trouble accessing these services. This study uses a social exclusion framework to examine associations between independent living service receipt, adjudication status, and early adult outcomes for youth aging out of the U.S. foster care system. Outcomes and ILS receipt data for 7412 older youth from the National Youth in Transition Database (NYTD) were used for this study. Chi-square tests and logistic regression models were used to explore the relationships among adjudication status, ILS, social exclusion, and social connectedness at age 19. Findings indicated that postsecondary education support and education financial services at baseline were related to a higher likelihood of being socially connected and lower likelihood of being socially excluded at age 19. Being an adjudicated delinquent and receiving special education and career services were related to a lower likelihood of being socially connected. This suggests that ILS are well-suited for youth already doing well, but may not do enough for those who struggle the most during this period.  相似文献

Welfare provision for disabled people in Japan has been transformed from a medical model to an independent living model. However, this rhetorical change does not constitute a complete ideological shift. Consequently, the implementation of the independent living notion by Centres for Independent Living is constrained by tight fiscal budget. This paper reviews two interpretations in the paradigm of ‘independent living’, and demonstrates that the incorporation of the new notion of independent living just provides another approach for the government to continue its old agenda of freeing individuals from depending on the state through market-based reform.  相似文献

Youth leaving state care are a vulnerable group. It is important to examine their status and needs before they leave care, so that policies and practices are designed to address their needs. The aim of this study is to assess readiness for independent living of youth on the verge of leaving residential care in Israel, and to identify the life domains in which they need further help. This paper develops a new methodology to compute social cost of living indices. These indices indicate whether or not price changes have a favourable (or unfavourable) impact on the welfare of the poor. The indices are derived on the basis of two alternative classes of social welfare functions. The methodology developed in the paper is applied to compute social cost of living indices for Thailand and Korea. The empirical results show that changes in prices have generally affected the poor more adversely than the non-poor.  相似文献

Abstract

This paper provides a critical review of the development of the disabled people’s movement in South Korea since 1945, reflecting both its achievements and the obstacles it has faced. In particular, political positions and responses to the movement’s agitation against socio-cultural discrimination and inequality are discussed. Further, three key theoretical foundations of the movement are examined in order to describe the diversity inherent therein. This paper concludes that the disabled people’s movement has heavily influenced the values, norms, and systems of Korean society, but it has predominantly focused on integrating disability issues into policy and legislation, not on changing society and culture. Hence, the Korean Disabled People’s Movement is currently facing many challenges that are major threats towards its future development.  相似文献

The journey out of care and towards independent living is a challenge for many care-leavers. There has been little research into the social processes involved in this care-leaving journey. This paper presents the results of a grounded theory investigation into the care-leaving journeys of nine young men who had, several years previously, been in the care of Girls & Boys Town in South Africa. Working from a resilience perspective, with an ecological emphasis, four central social processes emerged that together explain the care-leaving experiences of the participants. These processes are striving for authentic belonging; networking people for goal attainment; contextualised responsiveness and building hopeful and tenacious self-confidence. These four processes are located within contextual boundaries and at the social environmental interface. The paper presents these processes in detail, drawing on selected narratives of the participants and integrated with additional theory. It is hoped that this paper may contribute to theory building concerning care-leaving processes and enhance youth care practices for youth in care and leaving care.  相似文献

Since the late 1990s disabled women’s advocacy organizations have fought against oppression and have made great strides in Korea. This paper aims to describe the accomplishments, challenges and future directions of disabled women’s advocacy organizations in Korea. A qualitative design was employed to explore disabled women’s perspectives. Participants were leaders in disabled women’s advocacy organizations and were recruited from each of the organizations existing in Korea in 2007. Among seven potential participants, five were interviewed. Accomplishments to date include significant gains in the recognition and visibility of disabled women, advances in the use of gender‐sensitive approaches to the development of disability policies and the growth of networks among disabled women’s organizations. Disabled women’s advocacy will continue to become stronger in the future through increased organizational membership, the development of a distinct organizational identity, the articulation of more focused policy concerns and continued network development.  相似文献

Despite strong statements on disability rights in Chinese legislation since 1990, independent living policy as experienced by disabled people falls short of the social inclusion goals expected from such a policy commitment. Analysis of empirical research about disabled people's experiences shows that responsibility for independent living rests primarily with disabled people and their families. Only when they have no family does the government provide support, in the form of institutional care. Very little personal assistance or community-based housing is available. Minimum income support and the introduction of social services are slowly addressing the social exclusion of disabled people in China.  相似文献

This study examines generational differences by assessing the advantages and disadvantages of intergenerational coresidence in Chongju, South Korea. In the past, it was traditional for the elderly to live with the eldest son. Rapid industrialization and urbanization have contributed to changing gender roles and living arrangements, and new values promote daughters sharing filial responsibilities with their brothers. To explore the perceived benefits and costs of coresidence, 50 intergenerational households were studied. Interviews about attitudes toward living in an extended family arrangement were conducted among the mothers and daughters-in-law in the 50 intergenerational households. Two separate regressions, one analyzing mothers and one analyzing daughters-in-law, were performed. The older generation reported more benefits and fewer costs than the younger generation, although the regression analyses for mothers' satisfaction was not statistically significant. The results are interested in the context of exchange theory. The results have implication for social welfare and housing policy in South Korea.  相似文献
