“福利赶超”与“增长陷阱”:拉美的教训   总被引:5,自引:0,他引:5  
20世纪80年代拉美经济经历了"失去的十年",90年代的增长也乏善可陈。对这一问题的反思,国内基本以总结新自由主义的教训为主。但事实上,对拉美影响深远且至今仍充满活力的却是民粹主义的福利赶超。我们的分析表明,福利赶超在相当大的程度上影响了拉美的发展历程,其教训主要体现在3个方面:一是忽视发展阶段的经济赶超;二是忽视财政限制的福利赶超;三是忽视市场机制的政府主导。总结拉美民粹主义福利赶超的教训,对于当前中国发展的政策含义在于:(1)重视初次分配的重要性;(2)提高社会保障水平应与发展阶段相适应;(3)打造民生工程应尊重市场机制。  相似文献

Public HRM in developing countries in Latin America and the Caribbean is different than in the United States because the development of administrative systems in general (and public personnel systems in particular) in less developed countries tend to evolve along a single track toward the model of increased rationality and transparency valued by international lenders as indicators of effective government and economic development. With respect to public HRM systems, this generally involves a sequential transition from statehood to patronage, from patronage to civil service, and from civil service to a range of alternative personnel systems. Development is a complex process affected more by economic, political and social conditions within each country, and their impact on civic culture, government and public administration. Examination of five examples from Latin America and the Caribbean shows that developing public HRM capacity can be done rightly or wrongly, depending on decision-makers' willingness to remember and learn from history and development management experience.  相似文献

The problem of poverty is severe and of long-standing duration in India, and is at its most acute in rural areas. In recent years central and state governments have started a number of schemes aimed at reducing rural poverty but they cannot solve the problem completely because of their shortcomings and inadequacies. The author describes the deficiencies of these schemes and suggests that a multi-pronged approach and more effective strategy are needed to make significant headway. He advocates an assistance rather than a control mode of planning and close coordination among the various agencies involved in rural development.  相似文献

Rapid economic development is provoking a skilled talent shortage in Latin America, causing firms to compete intensely for scarce talent (Manpower Group, 2011). While foreign-headquartered firms may bear a “liability of foreignness” (Zaheer, 1995), the question remains whether this alleged liability extends to attracting workers in the Latin American context. We propose an interactionist model grounded on person–organization fit and marginalization theories. Our model, which distinguishes between foreignness and internationalization, argues that they interact with marginalization variables to impact employer attractiveness. Our multi-level analysis of 76,191 individual evaluations of 80 firms within five Latin American countries supported hypotheses that members of marginalized groups based on gender, education, and income were relatively more attracted to foreign headquartered and more international firms. Our findings contribute to an emerging body of evidence suggesting that the impacts of foreignness and internationalization are not necessarily monolithic across all contexts.  相似文献

The purpose of this research is twofold: to explore the complexity of spatial plan preparation and implementation in Ghana using Kumasi as a case study; and second, to examine the contradictions of spatial plans and ‘actual development’ occurring in Kumasi. Using social science research methods (semi-structured interviews) and physical survey (land use plans), findings indicate that spatial planning in Kumasi is a bureaucratic process hijacked by urban planning agencies with limited involvement of urban residents. As a result, urban development is considerably influenced by spontaneous informal development patterns (i.e. self-organization). This phenomenon of self-organization is expressed in a context of uncertainty created by weak spatial planning system which encourages haphazard development. Regrettably, in Kumasi, self-organization is often overlooked by spatial planning agencies as they focused on rigid and exclusionary spatial plans. This paper advocates consideration and integration of self-organization processes in spatial planning efforts to respond adequately to the urban development challenges confronting Kumasi.  相似文献

The literature of long-range planning is replete with justifications of the need for strategic planning and admonitions concerning its critical importance. However, both the literature of planning and its practice, as manifested in a variety of organizations as diverse as industrial firms, educational systems and law enforcement agencies, are deficient in specifying proven techniques and methodologies for marshalling organizational resources to effectively implement strategic planning.Over a period of years, the authors have consulted with a variety of business organizations and public agencies in the development and implementation of long-range planning processes. From this work has come an empirically-tested conclusion that the success of long-range planning in an organization is less sensitive to the parameters of the planning techniques that it is to the overall culture within which the planning is accomplished. Since most of the non-pontifical literature of planning focuses on planning techniques and specifications for planning processes, these conclusions suggest a critical void in planning methodology.  相似文献

By doing a parallel between old and new reforms on governance issues applied in Latin America, this paper seeks to identify learnings as well as to understand what is new and what is not from this type of policy endeavor. The article focuses on the analysis of the State reforms implemented in Latin America during the 1920s and those of the 1990s. It shows that modernization of public administration follows the State reform; that needs calling for modernization are permanent; and that while ends pursued by the State change in the long run, modernization has to be a permanent activity.

Contingency models of information systems planning predict that no single planning approach will suit all organizations' needs. Little empirical research has been undertaken, however, to evaluate this prediction. Accordingly, we used McFarlan, McKenney, and Pyburn's (1983) strategic-grid model to study the information systems planning problems encountered by 49 governmental agencies. Twenty-seven agencies were required to follow a planning approach best suited to organizations that had a high level of dependence on both their existing and proposed systems. We predicted that agencies not having these characteristics would encounter the most problems with the approach. The remaining 22 agencies could choose their own planning approach. We studied this latter group to determine whether the problems encountered by the first group could be attributed to the mandated approach. Overall, the empirical results obtained were equivocal. Some results indicated that more planning problems were encountered by agencies in which the mandated approach was not appropriate to their position in the strategic grid. Other results were not supportive of this proposition. More work needs to be undertaken, therefore, to evaluate the predictive and explanatory power of contingency models of information systems planning. In addition, our research indicates a need to develop more rigorous theories of information systems planning behaviors, to improve the instruments needed to measure these behaviors, to explore the relationship between information systems planning behaviours and organizational effectiveness, to investigate how organizational learning impacts planning behaviors, and to determine the types of information systems planning problems that diffuse through organizations and those that remain localized.  相似文献

This article focuses on decision sciences research in China, providing an overview of current research and developing a foundation for future China‐based research. China provides a unique research opportunity for decision sciences researchers, owing to its recent history, rapid economic development, and strong national culture. We examine recent economic reforms and their impact on the development of research questions in the decision sciences, as well as discuss characteristics of the diverse regions in China and their potential as sites for various types of research. We provide a brief overview of recent China‐based research on decision sciences issues relating to national culture, supply chain management, quality management, production planning and control, operations strategy, and new product development and discuss some of the unique methodological challenges inherent in China‐based research. We conclude by looking forward to emerging research opportunities in China.  相似文献

Late in the 1998 hurricane season, Central America was slammed by a devastating hurricane. Honduras, Nicaragua, El Salvador, Guatemala, and Belize were greatly impacted by Hurricane Mitch, one of the deadliest storms to affect the region in the past 200 years. The economies of each of these countries were badly affected. In the case of Honduras — at the time the fourth‐poorest country in Latin America — its president suggested that 50 years of progress had been wiped out by the floods and mudslides associated with this relatively short‐lived storm system. Humanitarian assistance poured into the region in the first months following the disaster. As of mid‐2000, various national, bilateral, international, and nongovernmental programs were in progress or on the drawing board for recovery, reconstruction, and renewed development of the worst affected countries. Using Honduras as a case study, some of the ethical issues that abound in the decisions of whom to help, when, and how to help them in the wake of such an extreme climate‐related human tragedy are examined. Should development assistance be focused on those who have been directly and adversely affected by this storm, or should the emphasis be on reducing the risk of exposure by future generations to such disasters? Is there yet another approach that seeks to protect future generations from similar harm while at the same time assisting present‐day victims to get through their hardships?  相似文献

The fact that the United States has not faced an economic perplexity of current dimensions since the depression days hardly needs any emphasis. The current economic slowdown is significant because no recovery measures which may be applied to cure the economy are in sight. Since the Great Depression, especially after World War II, Keynes' economic theories have successfully been applied in the U.S., as also in other countries of the Free World, to put the economy back on path to recovery. Unfortunately, Keynesian measures do not seem to cope with the current economic woes. Apparently, new ways need to be sought and employed to get the economy back on track. Among many new ideas that have been advanced to restore economic growth, one is national economic planning by which the Government would play an active role in setting goals for the economy and devising means to reach them.The purpose of this paper is to report the findings of a study that the author undertook to probe the opinions of chief executive officers of the largest U.S. corporations on the whole idea of national economic planning in the United States. This study is based on interviews with 23 chief executives officers (CEOs) in different industries. Table 1 shows the background of these CEOs. Specifically, the author refers to such questions as: What positive and negative attitudes do the chief executive officers maintain toward national economic planning; what difficulties do they think will have to be surmounted to accomplish national economic planning in the U.S.; what influence may national economic planning have on various business decisions; and how may national economic planning affect corporate strategy?  相似文献

Abstract

Urban and regional planning education seeks, often through highly applied teaching, to develop students’ abilities allowing them to work meaningfully on emergent urban and regional issues. However, it is relatively uncommon that education itself develops alongside government policy and research agendas. This paper documents the development of a new tertiary wildfire management qualification prepared in partnership with planning and building agencies after the devastating 2009 Victorian wildfires. It is argued that the process of developing educational outcomes in this case paralleled an interactive and ongoing agenda of research, policy development and education that represents adaptive-ness facilitating resilience as learning and institutional change.  相似文献

Based on a unique dataset covering 84 institutions operating in 15 countries this paper provides evidence as to the impact of foreign ownership on microfinance sustainability and outreach in Latin America. Overall, we find that foreign-owned microfinance institutions have more borrowers than domestic-owned institutions. This suggests that foreign investors, mainly development finance institutions and other investors with close ties to the microfinance industry, exert governance in line with their stated policy goal: expanding financial inclusion among microentrepreneurs and poor households. In contrast to this, majority ownership of foreign investors neither provides a strong push towards the sustainability of microfinance institutions nor does it lead to “mission drift”, i.e. microfinance institutions issuing larger loans to comparatively wealthier clients.  相似文献

Computerized Corporate Planning as defined in this study is: the use of the computer to simulate the effect of alternative strategies on achievement of corporate objectives; the capability of answering ‘What if?’ questions.

The increasing complexity of business firms operating in a rapidly changing environment has led many managers in recent years to consider the development of computerized corporate planning systems. This article is concerned with an in depth study of some 55 such installations in North America and Europe. The objective of this effort conducted during the period of June –November 1970, was to determine the state of the art, identify problems of installation, and project trends in the rapidly evolving use of computers in planning. Specific questions include:

Information Strategy Planning is of growing importance. There are available a variety of formal methodologies for carrying out information systems planning, none of which are particularly well aligned to the current business planning views. The author was concerned that the value of the approaches used in business planning, most notably those of Michael Porter, were being ignored by the information systems planning methodologies. Both mechanisms yield insight and both are required to make strategic gains from IT. The paper explains the experience at Simon Engineering in combining Porter's value chain and five forces approach with the more usual Information Engineering methodology for information planning. A workshop approach was adopted and the conclusions drawn that the information strategy must be seen and developed as an integral part of, and at the same time as, the business strategy, and that both Information Engineering and Porter's approaches are necessary component parts of creating an integrated business and IT strategy. IT strategies cannot be developed independently of the business strategy, nor should they follow the business strategy. Successful IT strategies must be developed at the same time as the business strategy.  相似文献

Leadership coaching supports smaller operating agencies in implementing social management, in integrating an appropriate leadership strategy and in taking measures allowing them to survive in times of scarce resources. The paper emphasizes the need of developing countries like India for organizing information, research and perspective planning requirements of the Metropolitan Development System (MDS) in an integrated manner. This MDS is viewed as consisting of special agencies that are concerned with development in the various sectors, linked into a system by an appropriate organization of the information, research and planning inputs. The paper lists specific items of input required for well-informed decision making. The role of a data bank as the key element in the integrated system is stressed. It is advocated that the information, research and perspective planning inputs should be provided by the Metropolitan Development Authorities (MDA) which are being formed to coordinate metropolitan development.  相似文献

This article reports on a comparative study carried out in the U.S.A. and Japan. He concludes that in the U.S.A. long range planning is used to integrate the strategies of divisions and to control the divisions. The planning process is usually bottom-up rather than top-down.In Japan, long range planning is used for improving strategic decisions of top management, so the planning process is a centralized interactive process.Project emphasis rather than quantitative planning is a common characteristic in both the U.S.A. and Japan. However American corporations are more advanced in this respect. Many Japanese corporations suggest that project emphasis is the key success factor for planning.To cope with uncertainty, American corporations tend to update their plans every year or even at shorter intervals, while adopting contingency plans.To the same end, Japanese corporations are using two time horizon plans which are composed of a long range strategy and a medium range plan.With respect to follow-up and implementation, American corporations follow-up more closely and long range planning is used for the evaluation of managers of divisions. The quality of plan and accomplishment are reflected to the economic rewards.Japanese corporations are less inclined to follow up the long range plan itself, but it is considered as important to implement it through the budget and also through the project plan.
