Fear has become central to social scientific understandings of contemporary insecurities. However, this article argues that a focus on fear is not sufficient, and that an exploration of ‘wonder’ is more productive, particularly when trying to understand modes of governance and policy regimes introduced as part of the ‘war on terror’. An appropriate starting point for such an exploration is the globalization of strangeness. The idea that globalization has undermined the familiar territoriality of a world of nation states has become accepted in the social science literature. However, the nature of the resulting unfamiliarity or strangeness of the world is rarely explored. This article focuses on the processes by means of which the world is rendered strange and examines the opportunities for new forms of governance opened up by a world designated as insecure, uncertain and unpredictable. The article pays particular attention to the ways in which this strangeness can generate ‘spaces of wonder’. Examples of such ‘spaces of wonder’ include ‘the world’, the UK's border, now offshore according to the Home Office, and ‘global borderlands’. The article advances a critical reading of contemporary political responses to ‘spaces of wonder’, particularly the ways in which the unknown and threatening are rendered in familiar and cosy terms.  相似文献

Parsell C, Jones A, Head B. Policies and programmes to end homelessness in Australia: Learning from international practice. Many welfare states throughout the industrialised world have recently implemented policies to achieve targeted reductions in homelessness. These policy and welfare initiatives differ across national contexts. They are similar, however, in moving away from social programmes that have essentially ‘managed homelessness’ towards interventions that seek to permanently end homelessness. Australia has recently adopted similar homelessness policy objectives. This article examines the manner in which Australian homelessness policy has been converging with international policy directions. More specifically, the article scrutinises Australian social programmes adopted from the UK and USA as a means to achieve strategic goals of reducing homelessness. It argues that although Australian homelessness policy objectives are converging with international policy, Australian programmes modelled on international successes do not have some of the elements shown elsewhere to be crucial for achieving sustainable reductions in homelessness. This may become central to explaining programme outcomes in future years. In recent years a major challenge for the EU has emerged around social issues and collective identities. With the emergence of a European political community that has diminished national sovereignty at a time when global forces are also undermining nation states, both Europe and migration become linked as sources of instability. Anxieties about Europe and migration are linked with fears of a clash of civilizations and anxieties about social securities. Social discontent, fuelled by socio‐economic changes, has undermined the traditional sources of identity around class and the nation, releasing xenophobic and nationalistic currents. Fear of others and anxieties about the future have emerged as potent social forces in contemporary society. The result is a crisis of European solidarity, along with a wider crisis of collective purpose. To combat such developments it is essential that the European project gives greater attention to issues of social justice and inclusive forms of social solidarity.  相似文献

This article charts the changing conceptualization of Travellers in relevant Irish central government policy statements since the 1960s, together with the accommodation policy initiatives devised on this basis. It interprets developments in this regard as a movement from assimilationism to integrationism to (weak) multiculturalism. The article also reveals a significant “policy implementation deficit”, which is manifested in two ways. Firstly, accommodation output has generally failed to meet central government targets and has consistently failed to reduce the numbers of Travellers living in unofficial encampments. Secondly, the type of accommodation provided has often been at variance with central government recommendations. Thus, an assimilationist policy statement has effected multicultural policy outcomes, while a multiculturalist policy statement has effected assimilationist policy outcomes. These patterns of accommodation output are related to various implementation variables—some long‐standing, others new—which have impeded the implementation of national policy by actors on the ground.  相似文献

A recent study estimated that over one‐fourth of Chinese children have suffered maltreatment (Fang et al., 2015 ). However, the current child welfare policy in China is limited to orphans, abandoned children, and children with disabilities. Also, there is very little comparative research in China on Chinese and other countries’ child welfare systems. The purpose of this study was to analyze applicable US and Chinese child welfare policies, identify gaps in Chinese policy regarding child maltreatment, and make recommendations for a policy agenda for improving child welfare in China based on cultural values and existing policy structures. Results show that China has considerable capacity to make improvements in child protective services, foster care, and adoption policies. Based on the results of this study, several implications are provided to develop China's child maltreatment policy to increase children's outcomes of well‐being, safety, and permanency. In this article we argue that Germany has significantly changed its approach to labour market policies (LMPs) during the past decade; in many instances Britain has served as a model to learn from. In a first step, we identify the core institutional arrangements of the conservative approach to LMP in Germany and contrast them with the liberal approach, using the UK as an example. Secondly, we trace the development and nature of changes in German LMP since the 1990s. We show that the policy has increasingly incorporated elements of, and to a considerable extent shifted towards, a liberal approach. Thirdly, we review competing theoretical approaches that might explain this turn in LMP and conclude that changed interpretative patterns have been crucial to understand the overall shift. Fourthly, utilizing the policy transfer framework, we show that in regards to the specific policy instruments German policy‐makers have learnt from the experiences in the UK.  相似文献

This article addresses the issue of policy change and its consequences on the organizational field and institutional context, looking at the role of an instrument transfer process. We adopt a political sociology approach to policy instruments to account for the impact that the introduction of a securitarian instrument, the mayoral order, had on the implementation process of a social policy. Through a genealogy of the instrument we identify a constitutive, normative and cognitive dimension. Our aim is to explain the interaction between these institutional dimensions, the re‐definition of the organizational field of the policy, and the dynamics of metropolitan politics. Following a synthesis of the policy process and the institutional arrangements where the policy is implemented, we show how the instrument transfer triggered a division within the organizational field, and the rise of institutional tensions amongst local authorities. In the conclusion, we identify the institutional dimensions of the instruments and the policy implementation scale as elements that are to interact with public‐private relationships and institutional arrangements, and that have an impact on implementation process and policy outcome.  相似文献

Substantial literature exists around the variation of welfare policy development in liberal democracies. The contrast of the American welfare state to those in Europe has sparked significant analytical literature about which factors are most significant in the variation. The literature extensively examines many of these factors but has neglected the significance of social values. This article discusses values and policy development as a foundation for further studies linking specific values to policy and institutional development. First, I discuss theorists who have identified value orientation as significant to welfare state variation; second, I review the major comparative welfare state literature. Finally, I discuss the major variation categories through the lens of social values by identifying the significant value orientation of sample policy structures. Comparative welfare state literature benefits from elucidating the values orientation of welfare policies that define the welfare state typological categories. Including the role of social values in welfare state comparisons promotes greater understanding of the origins and trajectory of current policy. The shift towards governance and greater reliance on third parties in the design, implementation and evaluation of policy has created new pressures to ensure that policies are designed and delivered in a consistent and effective manner. In the interest of improving transparency, accountability, effectiveness and efficiency, governments in Canada and in the UK, as in many industrialized countries, have begun to emphasize the need for evidence‐based policy‐making. As a result, knowledge and research have become key assets in the production of policy. Yet, with their current capacity and knowledge base wanting, governments have increasingly relied on the knowledge and information of external actors and have afforded greater authority to them on this basis. This has created a situation in which evidence‐based inputs are given greater weight. This shift has particular implications for voluntary sector organizations whose basis for intervention has lain historically with the interests that they represent. Already, in the Canadian case many national organizations have seen their focus shift to research activities under the impetus of new funding initiatives explicitly encouraging activities grounded in knowledge and policy analysis. Moreover, policy guidelines have been elaborated in order to enhance the sector's capacity to contribute to the development of policy in a depoliticized manner. Using a series of interviews conducted with representatives from national voluntary organizations in Canada, this article explores the implications of such a shift for the voluntary sector in Canada, and asks whether the Canadian case holds some lessons for voluntary sector–state relations in other jurisdictions.  相似文献

Objective. In this article we address two questions raised by the literature on the structure of foreign policy beliefs. First, has the end of the Cold War brought about any major changes in these belief systems? Second, how do ideology and economic interests shape these beliefs? Methods. We analyze data from a 1996 survey of U.S. presidential campaign contributors conducted by the Ray Bliss Center to determine the foreign policy belief systems of contributors. We then compare those results to the belief systems found in a 1988 survey of contributors. Results. We find that Cold War belief systems are quite durable. There was surprisingly little change in the structure or content of contributors' foreign policy beliefs between 1988 and 1996. We also find that both ideology and economic interests help shape these beliefs and examine the circumstances under which each of these two considerations appears to have the most important effects. Conclusions. Policymakers face new challenges since the end of the Cold War, but domestic political elites still approach foreign policy with a Cold War perspective. Also, although ideology is very important in determining how individuals think about foreign policy, material interests also make a difference for campaign contributors.  相似文献

This article analyses the development of unemployment policies over the past 20 years in four continental European countries: Belgium, France, Germany and the Netherlands. It shows that, far from being as ‘frozen’ as many analysts have suggested, each of these Bismarckian welfare states has in fact seen considerable change in this policy sector in recent decades. In Belgium, France and Germany, significant changes in unemployment policy reforms have unfolded gradually, through an accumulation of small changes. This finding offers some support to recent theorizing on the potential for policy changes that are both incremental and transformative. However, while such processes have led to shifts in unemployment policy that are far from negligible, the article also argues that they fall short of those seen in this policy sector in other welfare institutional contexts as well as in the Netherlands, where substantive reforms have in the last decade been complemented with changes to the institutional framework for unemployment policy. Through its analysis of the relationship between the institutional features of these welfare states and the possibility frontier of unemployment policy reform, the article develops a nuanced perspective on the scope for and resistance to social policy change in continental Europe.  相似文献

This paper argues that an economic liberal discourse of globalisation has been pivotal to the policy‐making process in Australia over the past 15 or so years. Both Labor and Coalition Governments have aimed to restrict the electoral fall‐out from the process of restructuring by persuading Australians that the world economy has forced particular policy changes and made alternative economic policy choices unviable. Policy‐makers act to influence conceptions of the appropriate role and responsibilities of the state through persuasion – the rhetoric they speak – and coercion – the policies they make. The pervasiveness of globalisation rhetoric in the public sphere has been essential to the governing process as a complement to and buffer for the coercive impact of economic liberal policy changes. As Australia has shifted from a protectionist to an economically liberal policy structure, the effects of globalisation have become clearer. Liberalisation has intensified pressures from the world political economy and coerced changes in all areas of policy and the economy, as well as in public perceptions about the ‘limits of government’. Globalisation and economic liberalism as persuasion and coercion are the component parts of a restructured system of political and economic governance: a paradigmatic shift away from the economic protectionism of the first 80 years of Australian federalism.  相似文献

In the last decades disability has emerged as a key area for European social policy. So far there have been few indications of a general trend towards greater similarity in the disability policies of member states. This paper argues that attempts to promote common approaches and patterns of effort between member states are more likely to succeed in “vacant” sub‐areas of disability policy than in more “crowded” ones. Existing redistributive provisions within income maintenance, employment and independent living are examples of crowded sub‐areas. By contrast, the emerging anti‐discrimination legislation and other forms of market regulation recently introduced by the EU may point towards more vacant policy areas within member states.  相似文献

Several influential frameworks in the field of policy analysis explicitly acknowledge that the role of ideas is as important as the role of actors in analyzing and understanding policy and policy change. An issue of principal interest in this body of literature concerns the interaction between ideas and actors. This article argues that, regardless of important contributions from previous research, the literature can be enriched by new analytical tools that further our understanding of the complex interplay between ideas and actors in policy-making. The article outlines a dynamic approach to policy analysis, which has proven fruitful in producing high quality empirical research in a Swedish case of policy on prostitution. Three new analytical dimensions are specified and operationalized: (1) the political institutionalization of frames, analyzing how the influence and content of ideas change over space and time in policy-making; (2) the mechanisms of institutionalization and assignment of jurisdiction through which ideas become part of the political context and work restricting and enabling for actors; and (3) risk-taking and limitation as unintended consequences of actors' involvement and strategic action in the construction of meaning.  相似文献

Children's services in England are undergoing their most radical transformation since 1948 following the passage of the Children Act 2004. A key part of these changes is the legal requirement to have an Integrated Inspection Framework to assess the extent to which the new Children's Services Authorities have succeeded in meeting five key outcomes—being healthy, staying safe, enjoying and achieving, making a positive contribution and achieving economic well‐being. To this end, up to ten national inspectorates have to coordinate their activities to a hitherto unparalleled extent. This article describes the nature and scale of the new remit and identifies a number of unresolved issues that could impede progress. It is argued that the policy has the hallmarks and accompanying limitations of a top–down exercise in policy formulation and implementation.  相似文献

This paper is a response to ‘New Directions in child protection and family support in Western Australia: a policy initiative to re‐focus child welfare practice’, written by Nigel Parton and Richard Mathews and published in Volume 6(2) of Child and Family Social Work. Parton and Mathews’ paper describes the policy and provides an analysis of its impact on child protection practice. They find the policy to have been successful on a number of different dimensions. This paper subjects their findings to a broader lens of analysis and arrives at conclusions somewhat different to those of the authors.  相似文献

ABSTRACT

The prominent corridor of bilateral policy transfer between Australia and the UK is underpinned by a long-standing cultural and political proximity. While ad hoc cases of transfer have in recent years been the subject to concerted attention from transfer theorists, much less attention has been given to the rise of multilateral, or transgovernmental, policy networks based on similar cultural and political amity amongst the ‘Anglosphere’ group of states including Australia, Canada, New Zealand, the UK and the US. Populated by policy elites and regularly interacting, these networks represent potentially important modes of policy transfer yet little is known about how they operate, with what purposes or what outcomes. This article therefore sets out research findings that offer an insight into 23 identified networks, suggesting that understanding the emergence of these networks are crucial to explaining any bilateral transfer between Anglosphere states in general, and specifically Australia and the UK. The article contends that a consideration of these networks provides insight into (i) the substantive landscape of Anglosphere policy learning and collaboration, (ii) the attendant dynamics of collaborative policy networks as elite, elusive and exclusive and (iii) iterative policy transfers.  相似文献

Keeping children safe from harm is a national policy priority in Australia. Extensive inquiries and reviews have highlighted institutions' persistent failures to respond ethically and appropriately to child abuse and its life-long impacts on survivors. Policy efforts now reflect considerable emphasis on safeguarding children, including through the development of ‘child safe’ organisations. The realisation of these policy aspirations requires close attention to how ‘child safe’ is conceptualised and operationalised in different organisational contexts. Drawing on an analysis of policy in Australia and other international jurisdictions, namely New Zealand, the United Kingdom and Ireland, this article engages critically with the notion of ‘child safe’ in policy, to explore who is to be safe, from what and how, in organisational settings. The findings suggest emergent discourses of ‘child safe’ are bound up with particular constructions of both children and safety, reflect current social and political understandings and agendas, and have implications for organisations' approaches to safety. Ensuring the safety of children in Australia and other jurisdictions requires continuing scrutiny of policy implementation to make sure current policy efforts are not reduced to compliance-based imperatives that protect organisations, but fail to create the cultural conditions that enhance children's wellbeing and safety.  相似文献

Since the early 1990s, the government of Pakistan has promoted a policy of public–private partnerships to increase access and improve the quality of education in Pakistan. This article describes the evolution of the policy and discusses a variety of partnership arrangements aimed to establish and govern primary schools. It suggests that, while partnerships have positive outcomes and may be a viable option for resourceful communities, they are located in a hierarchical structure and lack equal distribution of power and trust between partners. Partnerships are often temporary and established for the purpose of a transition to privatization. These problems make them an unlikely strategy for a sustained increase in the chances of access to good‐quality schooling for the poor and disadvantaged.  相似文献

The global market in international education has grown almost without interruption over several decades. Increases in international student enrolments in Australia have been among the most impressive in the world, though they declined between 2010 and 2013. The decline was attributable to exchange rate movements and changes to student visa regulations, though an additional factor lay in reputational fallout from a series of violent physical attacks on Indian students, mostly in 2009. In response, Australian federal and State governments undertook diplomatic trips to India, established a raft of public inquiries to investigate the broader question of international student welfare, and made policy changes. Utilising the literature on public policy “crises”, this paper presents government responses to the 2010–2013 downturn in terms of managing a “long‐shadow crisis” (Boin et al., The Politics of Crisis Management: Public Leadership Under Pressure; Cambrtidge University Press, 2005), which typically emerges quickly but has major political consequences, is only seen to be resolved incrementally, and calls for policy change rather than fine‐tuning in response. The adequacy of the policy response to the crisis is not discussed. The article suggests that the crisis and the response acted to elevate the status of international education as an area of policy in general, though not as a mainstream area of social policy.  相似文献
