本文首先从创新顾客的公平偏好程度、薪酬合同类型(最优激励系数)与激励机制效果的关系入手,引入公平偏好理论(不公平厌恶和地位追求)、相对绩效评估(RPE)和参与成本要素,构建顾客参与企业新产品开发的激励模型;其次,通过模型求解和分析,探讨分析各类薪酬合同中风险成本、不公平预期损失和激励效果之间的关系;最后,通过仿真实验验证并确定企业采用的创新顾客最优薪酬合同类型。研究发现:在同一薪酬合同下,创新顾客愈不在意其参与成本的投入,该合同的激励效果愈积极;关于创新顾客最优合同类型的选择,意味着求解一个三方面权衡,包括风险成本、不公平预期损失和公平偏好的激励效果;对于公平偏好程度较低的创新顾客,企业可采用相对绩效合同,例如锦标竞争合同;对于公平偏好程度较高的创新顾客,当其风险规避程度较高时,可采用团队报酬合同,当其风险规避程度较低时,可采用完美团队合同。  相似文献

Although environmental equity research has focused primarily on chronic pollution sources, recent advances in environmental modeling and geographic information systems (GIS) provide a foundation for developing measures that can be used to evaluate differential exposure to acute pollution events. This article describes a methodology that uses facility-specific information to develop a risk surface representing the spatial distribution of accidental exposure to hazardous substances in a study area. Environmental pollution models recommended by the U.S. Environmental Protection Agency were used in conjunction with GIS software to achieve this objective. The methodology was implemented in a large metropolitan region (Hillsborough County, Florida) to examine disproportionate exposure to worst-case releases of extremely hazardous substances. The environmental inequity hypothesis was investigated by directly comparing the distribution of potential exposures within each racial (non-White versus White) and income (below poverty versus above poverty) subgroup. The results indicate that a significantly large proportion of both non-White and impoverished individuals resided in areas potentially exposed to multiple accidental releases.  相似文献

Three modeling systems were used to estimate human health risks from air pollution: two versions of MNRiskS (for Minnesota Risk Screening), and the USEPA National Air Toxics Assessment (NATA). MNRiskS is a unique cumulative risk modeling system used to assess risks from multiple air toxics, sources, and pathways on a local to a state‐wide scale. In addition, ambient outdoor air monitoring data were available for estimation of risks and comparison with the modeled estimates of air concentrations. Highest air concentrations and estimated risks were generally found in the Minneapolis‐St. Paul metropolitan area and lowest risks in undeveloped rural areas. Emissions from mobile and area (nonpoint) sources created greater estimated risks than emissions from point sources. Highest cancer risks were via ingestion pathway exposures to dioxins and related compounds. Diesel particles, acrolein, and formaldehyde created the highest estimated inhalation health impacts. Model‐estimated air concentrations were generally highest for NATA and lowest for the AERMOD version of MNRiskS. This validation study showed reasonable agreement between available measurements and model predictions, although results varied among pollutants, and predictions were often lower than measurements. The results increased confidence in identifying pollutants, pathways, geographic areas, sources, and receptors of potential concern, and thus provide a basis for informing pollution reduction strategies and focusing efforts on specific pollutants (diesel particles, acrolein, and formaldehyde), geographic areas (urban centers), and source categories (nonpoint sources). The results heighten concerns about risks from food chain exposures to dioxins and PAHs. Risk estimates were sensitive to variations in methodologies for treating emissions, dispersion, deposition, exposure, and toxicity.  相似文献

Many empirical environmental equity analyses have attempted to determine if hazardous waste treatment, storage, or disposal facilities (TSDFs) are in disproportionately minority or low-income areas. These prior analyses did not explain the extent of the risks posed by TSDFs, nor did they weight the distribution of those risks by the individual characteristics of the TSDFs. This study evaluated the risks posed by TSDFs in general and then examined whether any such risks were distributed inequitably when each TSDF was weighted by the amount of hazardous waste that it managed. Based on an assessment of the nature of the hazardous wastes that TSDFs manage, the possible exposure paths to risk from TSDFs, the laws designed to minimize the risks that TSDFs pose, and TSDFs' safety records, the attention devoted to TSDFs by environmental equity researchers is greatly exaggerated. Furthermore, based on this study's analyses, there was no pattern of the TSDFs or the risks that they posed being inequitably concentrated in disproportionately minority or low-income areas. Most of the TSDFs and the hazardous waste that they manage are in areas that are either unpopulated or have fewer minority or low-income people than the national average. There are, however, some TSDFs that are in highly populated, heavily minority or low-income areas, which results in such people being more likely overall to be in close proximity to these facilities.  相似文献

The Oregon Department of Environmental Quality has developed a Cross-Media Comparative Risk Assessment model to address certain regulatory concerns. The model generates a Human and Ecological Risk Index for a facility releasing toxins into the environment. The risk indices are based on chemical fate and transport predictions, toxicity, population density, and ecological sensitive areas. The model can be used to rank facilities for inspection or as a tool to assess the progress of pollution prevention programs. Regulatory permitting departments can use the model to address the cross-media transfer of pollutants from one environmental compartment to another. The versatility of the model allows adaptation to each specific users needs.  相似文献

In this field study a preliminary social exchange model was proposed that related perceived inequity in the employment relationship to subsequent absenteeism and turnover intention. From an equity perspective, it was hypothesized that absenteeism and turnover intention are indirectly related to perceived inequity in the exchange relationship with the organization, mediated by feelings of resentment and poor organizational commitment. By employing covariance structure modelling, the model was tested among mental health care professionals (N = 90). The results demonstrated that the relationship between perceived inequity and turnover intention was fully mediated by poor organizational commitment, which was, in turn, partially triggered by feelings of resentment that were associated with perceived inequity. In contrast, there was a strong direct link between inequity in the employment relationship and absenteeism, not mediated by resentment and poor organizational commitment. It was concluded that absenteeism and turnover intention can both be considered to be withdrawal reactions to perceived inequity, but that the two reactions differ in their underlying dynamics. The implications of these findings were discussed.  相似文献

我国优势金属矿产定价权的缺失对我国经济增长及经济安全产生了重要影响,这让很多学者构建相应的模型来解释定价权缺失。基于此背景,本文把代际公平均衡、社会偏好均衡与古诺模型相结合,解决代际价值补偿与策略性价值补偿计量的技术难题;并通过计量分析优势金属矿产市场的需求状况和开发税费科目,获得开发补偿的相关数据,展开理论模型结论的算例验证分析。理论模型与数值模拟结论表明,代际公平均衡与社会偏好均衡由于代际价值与策略性价值的产生,提升了我国金属矿产国际贸易市场势力,但社会偏好对市场势力影响路径并非一致,利他古诺均衡、互动公平古诺均衡变动具有一致的结果,非公平厌恶的古诺均衡具有损失厌恶特征,即在考虑非公平厌恶的古诺竞争时,古诺纳什均衡随非公平厌恶的同情和嫉妒偏好单调变换。这些结论与构建的理论模型实现了可持续发展理念与价值评价思维的有效结合,拓展了矿产资源定价权缺失的理论分析框架,为相关商品贸易的定价权解释提供了新的思路。  相似文献

Social equity has become an important concern of the environmental movement over the past decade. The equity issue is analyzed here for practically all of the inactive hazardous waste disposal sites on the National Priorities List (NPL) regulated under the Comprehensive Response Compensation and Liability Act and its 1986 Superfund Amendments and Reauthorization Act (CERCLA/ SARA). Two dimensions of equity are emphasized, namely, site location relative to the location of minority populations and the distribution of cleanup plans or Records of Decision (ROD) across communities with NPL sites that have different socioeconomic characteristics. With respect to site location, the percentage of Blacks and Hispanics aggregated at the Census Place or MCD level in communities with NPL sites was greater than is typical nationwide (largely attributable to the concentration of minority populations in a few large urban areas with NPL sites). In contrast, the percentage of the population below the poverty line in communities with NPL sites largely matched that of the nation as a whole. With respect to site cleanup, communities with relatively higher percentages of racial minority populations have fewer cleanup plans (Records of Decision signed) than other communities with NPL sites. Whether a ROD exists is influenced by when the site was designated for the NPL: sites designated earlier (prior to the SARA amendments of 1986) are more likely to have RODs, and also less likely to have high proportions of racial minority populations than sites designated later. This implies that initially the designation process may have resulted in NPL sites being located disproportionately in minority areas, but this pattern seems to be reversing itself in more recently designated sites. As with any statistical analysis, these findings are findings of association and not causality. Thus, racial and ethnic disproportionalities with respect to inactive hazardous waste site location seem to be concentrated in a relatively few areas. Disproportionalities with respect to cleanup do exist, but appear to be more a function of the nature of the process of designation of NPL sites in the early 1980s rather than a result of actions connected with cleanup plans per se. Further investigations are needed at alternative geographic scales to discern the sensitivity of patterns of inequity to distance from the sites.  相似文献

We combine choice data in the ultimatum game with the expectations of proposers elicited by subjective probability questions to estimate a structural model of decision making under uncertainty. The model, estimated using a large representative sample of subjects from the Dutch population, allows both nonlinear preferences for equity and expectations to vary across socioeconomic groups. Our results indicate that inequity aversion to one's own disadvantage is an increasing and concave function of the payoff difference. We also find considerable heterogeneity in the population. Young and highly educated subjects have lower aversion for inequity than other groups. Moreover, the model that uses subjective data on expectations generates much better in‐ and out‐of‐sample predictions than a model which assumes that players have rational expectations.  相似文献

Abstract

Content to conceive of inequity distress as a hypothetical construct instead of an intervening variable, a half century of research inspired by equity theory has paid little attention to measuring inequity distress. At the turn of the twenty‐first century, however, European epidemiologists, interested in determinants of ill health, found that injustice is a source of adverse emotional reactions that put people at risk for mental and physical morbidity (e.g., depression and coronary heart disease). This research is reviewed here, along with studies identifying pathways accounting for these connections. Specifically, perceived injustices lead to negative emotional reactions and to unhealthy behaviors (e.g., being sedentary, smoking, and drinking excessively), both of which trigger various negative bodily reactions (e.g., elevated serum lipids). These, in turn, subsequently put people at risk of illness. Research has found that such effects are mitigated by organizational interventions that promote perceptions of justice. Three limitations warranting consideration in future research are discussed: (a) the need to address methodological concerns (e.g., reducing common method variance, improving efforts to determine causality), (b) the need to assess the cultural generalizability of research findings, and (c) the need to supplement the existing attention to disease with a new focus on health and well‐being.  相似文献

In societal risk analysis the equity of the distribution of risks is often an important consideration owing to the special nature of health risks. We empirically validate some assumptions about equity that have been discussed in the decision analytic literature. Our results show that the way fatalities are distributed throughout a society is considered along with the number of fatalities in evaluating alternative policies involving mortality risks. The concepts of ex ante equity and ex post equity are both shown to be important in judgments of fairness. We next present a decision model based on multiattribute preference theory incorporating the number of fatalities, as well as ex ante equity and ex post equity. When ex ante equity and ex post equity are positively weighted in this fair-risk model , options with more equal risk distributions are ranked higher. Next we empirically show that the distribution of benefits has an impact on judgments of fairness. The fair-risk model does not include information on the benefits distribution, so it would apply when benefits are distributed equally or when the decision maker wishes to not include benefits in the model. We briefly discuss how the notion of proportional equity can incorporate benefits into judgments of the fairness of risk distributions. We then include benefits in a more general model in which fair risk-benefit combinations are those that are exchange equitable. A key implication of this envy-free risk–benefit model is that an unequal distribution of risks may be preferred if it is accompanied by a compensatory differential in benefits consistent with peoples' preference tradeoffs between received benefits and assumed risks. Finally, we discuss how perceived deservedness may influence judgments about equity. We conclude with a discussion of the implications of research on alternative notions of equity for policy makers dealing with social risks.  相似文献

Subjective risk perceptions give rise to unique policy implications as they reflect both the expectation of risk exposure and the ability to mitigate or cope with the adverse impacts. Based on data collected from semistructured interviews and iterative ranking exercises with 159 households in the Altay and Tianshan Mountains of Xinjiang, China, this study investigates and explains the risks with respect to a seriously understudied population and location. Using both geostatistical and econometric methods, we show that although fear of environmental crisis is prevalent among our respondents, recently implemented pastoral conservation, sedentarization, and development projects are more likely to be ranked as the top concerns among affected households. In order to reduce these concerns, future pastoral policy must be built on the livestock economy, and intervention priority should be given to the geographic areas identified as risk hot spots. In cases where pastoralists have to give up their pastures, the transition to other comparable livelihood strategies must be enabled by creating new opportunities and training pastoralists to acquire the needed skills.  相似文献

The typical model of individual attitudes toward risk-to-life suggests that an individual's willingness to pay for a reduction in mortality risk increases with the baseline risk. The higher-baseline hypothesis has been the subject of several empirical tests but results have so far been mixed. Using survey evidence, we present a situation in which subjects do prefer to reduce risks for which the baseline is higher. This finding is robust to several alternative explanations. Survey responses reflect subjects'concerns about government effectiveness in risk reduction, environmental effects associated with the various hazards, and other idiosyncratic elements of the risks; however, these concerns appear to occur in addition to, not in lieu of, the preference to reduce higher risks.  相似文献

Pest risk maps can provide useful decision support in invasive species management, but most do not adequately consider the uncertainty associated with predicted risk values. This study explores how increased uncertainty in a risk model's numeric assumptions might affect the resultant risk map. We used a spatial stochastic model, integrating components for entry, establishment, and spread, to estimate the risks of invasion and their variation across a two-dimensional landscape for Sirex noctilio , a nonnative woodwasp recently detected in the United States and Canada. Here, we present a sensitivity analysis of the mapped risk estimates to variation in key model parameters. The tested parameter values were sampled from symmetric uniform distributions defined by a series of nested bounds (±5%, … , ±40%) around the parameters' initial values. The results suggest that the maximum annual spread distance, which governs long-distance dispersal, was by far the most sensitive parameter. At ±15% or larger variability bound increments for this parameter, there were noteworthy shifts in map risk values, but no other parameter had a major effect, even at wider bounds of variation. The methodology presented here is generic and can be used to assess the impact of uncertainties on the stability of pest risk maps as well as to identify geographic areas for which management decisions can be made confidently, regardless of uncertainty.  相似文献

This paper reviews equity theory and proposes that perceived inequity in the allocation of management information systems (MIS) resources is likely to influence overall user information satisfaction (UIS). Therefore, in addition to currently identified factors such as quality of information products (QIP), user's knowledge and involvement level (KIL), and EDP staff and services (ESS), equity is also likely to be a relevant factor in determining overall UIS. The paper reports on a cross-sectional survey to obtain data for testing the relevance of equity related issues in the MIS context. Responses from 226 users showed a strong correlation (.67, p > .001) between equity and overall UIS. Further, the addition of equity to the previously identified factors that influence overall UIS (i.e., QIP, KIL, and ESS) significantly increased the explained variance (from .48 to .56). The results support the relevance of equity related issues in determining user attitudes. It is recommended that MIS researchers and professionals take into account the likely influence of equity perceptions on user attitudes and behavior, and strive to develop and implement equitable resource allocation mechanisms. Implications of the findings for future research in the areas of MIS, UIS construct, systems implementation, and management of MIS are also discussed.  相似文献

The present work aims to support tactical and operational planning decisions of reverse logistics systems while considering economic, environmental and social objectives. In the literature, when addressing such systems economic aspects have been often used, while environmental concerns have emerged only recently. The social component is the one less studied and rarely the combination of the three concerns has been analyzed. This work considers the three objectives and was motivated by the challenge of supporting decision makers when managing a real case study of a recyclable waste collection system, where strategic decisions on the number and location of depots, vehicles and containers were taken beforehand. Tactical and operational decisions are studied involving the establishment of service areas for each depot and the definition and scheduling of collection routes for each vehicle. Such decisions should represent a compromise solution between the three objectives translating a sustainable reverse logistics plan. The problem is modeled as a multi-objective, multi-depot periodic vehicle routing problem with inter-depot routes. A mathematical formulation and a solution approach are proposed. An approximation to the Pareto front is obtained for the case study and the trade-offs between the objectives are discussed. A balanced solution is proposed.  相似文献

In the previous issue of CES (Winter 1999), SC Johnson's early efforts at integrating core business decisions with environmental concerns were explored by researchers at INFORM, Inc. By gaining upper management attention, explicitly aligning environmental concerns with key business goals, and designing consistency into the overall company management system, SC Johnson was able to “break down the green wall” in the organization.In this follow-up article, CES explores a recent effort between the Alliance for Environmental Innovation and SC Johnson to further integrate environmental decision making throughout the organization. The project focused on: (1) creating practical tools to identify environmental considerations at the earliest stages of new product development, and, (2) addressing consumers' environmental needs in the conception and marketing of “greener” products. The Alliance and SC Johnson formed a task force that included both staff members from the Alliance, as well as members of the environmental, product development, product safety and marketing staffs at SC Johnson. This unique partnership has aided SC Johnson by more directly linking consumer and company environmental objectives to the new product development process.  相似文献

This article presents the results of a comparative environmental risk‐ranking exercise that was conducted in the United Arab Emirates (UAE) to inform a strategic planning process led by the Environment Agency‐Abu Dhabi (EAD). It represents the first national‐level application of a deliberative method for comparative risk ranking first published in this journal. The deliberative method involves a five‐stage process that includes quantitative risk assessment by experts and deliberations by groups of stakeholders. The project reported in this article considered 14 categories of environmental risks to health identified through discussions with EAD staff: ambient and indoor air pollution; drinking water contamination; coastal water pollution; soil and groundwater contamination; contamination of fruits, vegetables, and seafood; ambient noise; stratospheric ozone depletion; electromagnetic fields from power lines; health impacts from climate change; and exposure to hazardous substances in industrial, construction, and agricultural work environments. Results from workshops involving 73 stakeholders who met in five separate groups to rank these risks individually and collaboratively indicated strong consensus that outdoor and indoor air pollution are the highest priorities in the UAE. Each of the five groups rated these as being among the highest risks. All groups rated soil and groundwater contamination as being among the lowest risks. In surveys administered after the ranking exercises, participants indicated that the results of the process represented their concerns and approved of using the ranking results to inform policy decisions. The results ultimately shaped a strategic plan that is now being implemented.  相似文献
