In September 2002, unions representing public health-care employees in El Salvador – doctors, nurses, blue-collar workers, and clerical staff – began a strike that would last for over 9 months, in protest of government plans to privatize medical services in the Salvadoran Social Security Institute. This paper focuses on the methods that the unions and their allies used to communicate their policy arguments and the motivations for the strike to the Salvadoran public. Specifically, I examine the endogenous factors that shaped their communication strategy and the movement traits that enabled them to carry this out successfully. Coverage of the lengthy conflict by the country's two leading newspapers is examined in order to sketch a synopsis of counter-movement framing that the activists confronted. Interviews with movement leaders reveal that they relied primarily on direct, nonmediated communication channels to counteract the media's framing, and that the organizational diversity of the movement was an enormous advantage for these methods.  相似文献

This article examines how migrant parents' gender affects transnational families' economic well‐being. Drawing on 130 in‐depth interviews with Salvadoran immigrants in the United States and adolescent and young adult children of migrants in El Salvador, I demonstrate that the gender of migrant parents centrally affects how well their families are faring. Gender structurally differentiates immigrant parents' experiences through labor market opportunities in the United States. Simultaneously, gendered social expectations inform immigrants' approaches to parental responsibilities and remitting behaviors. Remittances—the monies parents send—directly shape children's economic well‐being in El Salvador. I find that even though immigrant mothers are structurally more disadvantaged than immigrant fathers, mother‐away families are often thriving economically because of mothers' extreme sacrifices.  相似文献

This article presents a case study of the transnational economic practices linking two Salvadoran settlements in the United States and El Salvador. It considers the relationship between economic transnationalism, immigrant settlement and economic development in the country of origin. Four processes are examined including: (1) the creation of border‐spanning social networks by migrants and their home country counterparts; (2) the construction of transnational economic activities and institutions; (3) the broader transnational social formations in which these are embedded; and, (4) the cumulative and unintended consequences of economic transnationalism for migrant households, the immigrant community, and El Salvador. The article applies the concepts of social network, social capital, and embeddedness, to explain the sources and determinants of individual‐ and community‐level variation in types of transnational economic practices. The conclusions drawn are that economic transnationalism is both part of a transnational settlement strategy and holds potential for economic development in the country of origin.  相似文献

Drawing on qualitative research conducted in the United States and in El Salvador, the author examines the experiences of the children of 40 immigrant men and 40 deported men. This study reveals the harmful effects of U.S. immigration policies and enforcement practices on the children of Salvadoran immigrant and deported fathers. Their children were found to have experienced the unintended consequences of U.S. immigration laws and enforcement practices in their own lives and relationships. These findings support Enriquez's (2015) concept of “multigenerational punishments” where children of immigrant parents share the risks and limitations associated with their parent's immigration status. They also experience the negative spill-over effects of immigration policies and enforcement practices even though they were not directly targeted by these laws. This study reveals multigenerational punishments manifested in the form of social, economic, emotional, and physical inequalities which negatively affected the children of Salvadoran immigrant and deported fathers. As a result, many of their children experienced harmful changes in their lives and relationships under the U.S. immigration enforcement regime. This study is significant in that it provides insight into the issues that immigrant families face and the need for policy interventions for immigrant and deported parents and their children.  相似文献

National rules for family reunification take place in an increasingly transnational context. Social workers in Switzerland, whether they work in services for migrants or for elders, are confronted with requests for transnational family reunification with older parents. Such requests, while relatively rare, elicit responses which must be viewed as largely founded on professionals' values and norms regarding the care of elders, family cohabitation, the influence of cultural factors, and examined against a backdrop of increasing suspicion of motives for migration—especially in fields where migration issues have not been at the forefront of professional debate and practice. The militant stance of some services for migrants can thus be contrasted with the relative inexperience of professionals active in social services for elders, who rarely encounter recent migrants. The latter are more likely to reflect their own private—and unexamined—views when advising clients in a field characterised by complexity and instability. The authors interviewed social workers and families in two Swiss cantons. Their results point to ways in which distinct professional cultures could enrich each other and provide social workers with tools to critically analyse their own practice in a very difficult field, the contours of which remain largely unexplored.  相似文献

ABSTRACT

A number of child welfare policies have reinforced the use of kinship care as the most preferred placement for foster children, reflecting the philosophy that maintaining children within their own extended family system contributes to their stability and well-being. Given the growing utilization and legislative emphasis on kinship care along with the push for an immediate implementation of permanency plans for children in foster care, this study examines how the permanency goal under the 1997 Adoption and Safe Families Act (ASFA) is being implemented and achieved. The reunification and permanency placement (adoption or legal guardianship) outcomes of children in relative and non-relative care are analyzed, focusing on the experiences of young children. Based on public child welfare agency data from 2000 to 2003, child, case, and placement variables are explored to identify which set of factors best explains case outcomes. The present study identifies the total length of foster placement (kinship and non-kinship), the length of family maintenance services, and the number of placement changes as the most important variables in determining family reunification and permanent placement (legal guardianship and adoption) outcomes for young children.  相似文献

ABSTRACT

This study explores living conditions of people in Senegalese fishing communities in relation to environmental change and unregulated fishing by foreign boats, weakening local opportunities and increasing forced migration of youth, creating problems for the future development of local fishery communities. It employs a postcolonial perspective and analyzes data collected through interviews with individuals from Senegalese fishing communities, social workers and relevant documents. The results show local reactions based on alliances between social workers and local community members to overfishing and the need for national and global structural changes. It is argued that EU’s fishing agreements with Senegalese government is one of the reasons behind youths’ forced migration to EU countries and that the betterment of the living conditions of fishery communities in Senegal requires not only already emerging alliances between social workers and local community members, but also national and global structural changes to protect Africa’s fishing communities and local fisheries.  相似文献

Three Salvadoran corpora were used to analyze word‐final nasal variation in a situation of dialect contact. To determine the effect of ethnicity on the variation, two different interviewers, one an out‐group member and a speaker of Mexican Spanish, the other an in‐group member and a speaker of Salvadoran Spanish, interacted with Salvadorans, born or claiming family ties to San Sebastián, El Salvador, now living in the Holly Spring area of Houston. To explore the impact of the speech community, the same Mexican interviewer gathered data in Segundo Barrio, which – unlike Holly Spring – is an area of Houston where Mexicans are the overwhelming majority. The Houston data were compared to data gathered in situ in San Sebastián, the latter serving as the control group used to quantify possible modifications in the contact speech samples. The Houston data showed that Salvadorans interviewed by an in‐group member of the community produced higher rates of nasal velarization; their velarization rates closely matched the patterns characteristic of the non‐contact variety. In addition, Salvadorans in Holly Spring velarized more than their counterparts in Segundo Barrio. The Houston informants used lower frequencies of nasal velarization to out‐group interviewers, thus showing accommodation and producing linguistic patterns closer to those found in the contact Mexican variety.  相似文献

This study explored youths' and parents' perceptions of family interaction processes as well as the broader social and cultural factors that influence family functioning in a multiethnic sample of inner-city families with delinquent youth. In-depth interviews were conducted with 61 male youths and 33 parents predominantly from minority families. Guided by an ecological framework, qualitative data analyses were employed to explore individual and contextual factors that were perceived either to foster or to impede individual and family functioning. Findings supported previous empirical research highlighting the importance of family interaction processes in the lives of delinquent youths. Analysis of parent and youth data revealed important relationships among the individual, family, and community domains. The emphases placed on these interrelationships, however, varied in distinct and notable ways for parents and youths. The implications of these divergent patterns for family-level interventions are addressed.  相似文献

Using a mixed methods approach, this study examined reunification processes and outcomes among Vietnamese immigrant families involved in the child welfare system. A quantitative design was used to describe characteristics and reunification outcomes of Vietnamese immigrant children and families who are involved in family reunification services. Qualitative methods were used to explore factors that may influence reunification outcomes among Vietnamese families.The quantitative portion of the study included an exploratory design using administrative data from one county in the Northern California. The quantitative sample (N = 32) included children entering the foster care system for 8 or more days between January 1, 2001 and December 31, 2007 from child welfare administrative data (CWS/CMS) which was merged with eligibility data (CalWIN) in order to obtain parent and child place of birth to determine country of origin. The qualitative study included an exploratory design using interview data from child welfare workers (N = 8) and Vietnamese immigrant parents who had successfully reunified (N = 7).Quantitative results indicated that the most common type of maltreatment leading to entry into care was caretaker absence or incapacity, an abuse category that is often used in cases of parental substance abuse. 53.8% of Vietnamese immigrant children in the quantitative sample reunified with their parents, which is close to the national rate of reunification. Qualitative findings pointed to the importance of the following factors within reunification: acculturation-related issues, parental substance abuse, child welfare worker cultural competency and issues related to service availability and effectiveness. Implications for social work practice and policy are discussed.  相似文献

Youth work seeks to rehabilitate juvenile delinquents for re-entry into mainstream society and to prevent youths-at-risk from falling into delinquency, thus necessitating that youth workers assiduously monitor their clients. With the avid use of social media by youths, youth workers must also adopt these communication platforms to reach out to their young clients. Drawing from interviews with youth workers, this study analyses how they use Facebook to communicate with their clients and monitor their activities. Surveillance forms a key thrust of youth workers' professional use of Facebook, enhancing their ability to oversee these youths' personal development for the purposes of mentoring and rehabilitation. Contrary to dystopian, power-centric conceptions of surveillance, the study finds that the youth workers' surveillance of their clients is undergirded by care and beneficence, better understood using Foucault's concept of pastoralism. Through mediated pastoralism via Facebook, these youth workers can derive a more extensive picture of their clients, including their emotional state and peer interactions. With this knowledge, the youth workers can then calibrate their interventions more strategically and only step in when their clients engage in behaviour that poses significant risks or danger. In so doing, the youth workers foster sustainable social capital with their clients that they can still leverage over time. Facebook communications also help the youth workers to bridge communication gaps with these youths. The study also examines how the youths resist the youth workers' oversight in various ways.  相似文献

Twenty‐one states and the District of Columbia require youths to wear helmets when riding a bicycle, and there has been a push to extend such laws to adults. We provide new evidence on helmet laws by studying Canada using difference‐in‐differences models and restricted area‐identified public health survey data with information on cycling and helmet use for nearly 800,000 individuals from 1994 to 2014. We first confirm prior patterns from the United States that laws requiring youths to wear helmets significantly increased youth helmet use. We then provide the literature's first comprehensive evidence that “all‐age” bicycle helmet laws significantly increased both adult and youth helmet use by 50%–190% relative to pre‐reform levels, with larger effects for younger adults and less‐educated adults. All‐age helmet laws had modest effects at reducing cycling and increasing in‐home exercise during winter months among adults but did not meaningfully affect weight. Overall, our findings confirm that all‐age helmet laws can be effective at increasing population helmet use without significant unintended adverse health consequences. (JEL I18, I12, K32)  相似文献

Abstract

The purpose of this research was to provide an overview of the current state of intergenerational programming in one Canadian city. One-hundred and seven individuals in charge of programming in youth and seniors' organizations completed a telephone survey about intergenerational programs. More than one-third of organizations surveyed reported offering intergenerational programs, and the majority of these perceived their program to be successful. Participants added that there were no current overlaps in services, though a variety of gaps in and barriers to intergenerational programming were identified. There was also significant interest in and ideas for offering a diverse range of programs in the future. It was concluded that while interest in offering intergenerational programs was high, multiple barriers currently exist to offering such programs.  相似文献

This study investigates family environments associated with depressive symptoms among male and female runaway adolescents. Data were collected on 197 participants recruited from a runaway youth shelter in the southwest. Regression analyses showed that females’ depressive symptoms were predominately related to interpersonal relationships, such as family communication, conflict, and worry about these relationships. Male participants were particularly sensitive to father’s alcohol abuse and worry about family relationships. Identifying family factors associated with depressive symptoms among male and female runaway youth has implications for treatment and reunification of adolescents with their families.  相似文献

Abstract In this article I explore some dimensions of digital divide among Salvadoran immigrants in the Washington DC metropolitan area. Three main issues are addressed: the configuration of social networks, local axes of inequality and the transnational forms of appropriation and usage of the Internet and other Information and Communication Technologies (ICTs). Based on a media ethnography approach, the analysis combines structuration theory with diasporic media studies. It includes an examination of Internet communications, Salvadoran diasporic websites, the use of mobile phones and teleconferencing, and the transnational dimensions of the digital divide. The study's findings include the limited accessibility to the Internet and ICTs among Salvadoran immigrants, the importance of understanding the transnational dimensions of the digital divide (particularly in terms of generation) and the need to design and implement communication and technology policies in the Salvadoran transnational society.  相似文献

This article surveys immigration during the second part of the twentieth century with the aim of determining the origins of the immigrant population and the socioeconomic position of the second generation. It focuses on migration from Turkey from the 1960s onward. Originally, migration from Turkey was within the framework of labor recruitment. These migrants were predominantly ethnic Turks of rural origin. A second wave of migrants from Turkey was composed of Syriani/Assyrians, a Christian minority from eastern Turkey seeking asylum in the 1970s on the grounds of religious persecution. Since the 1980s, the main intake of migrants from Turkey has been Kurds seeking protection on the grounds of political persecution. Immigration of ethnic Turks and Syriani/Assyrians is restricted to family reunification and family formation; the numbers are low. Kurds, on the other hand, are accepted both on the grounds of refugee claims and family reunification/family formation. The article looks at conditions of growing up in Sweden, with a particular focus on education, mother‐tongue classes and instruction in Swedish. Second‐generation youth distinguish themselves by an overrepresentation among dropouts from school, but also by an overrepresentation among those who do well academically in comparison with native Swedes. This applies to second‐generation youth with family roots in Turkey. Though very few under the age of 18 hold regular employment, the article also discusses the prospects of entering the labor market, based on information from the regular labor market surveys. Unemployment rates are consistently higher for second‐generation migrants than for native‐born Swedish youth. The article closes with a discussion about the developing multicultural society in Sweden and the niches that second‐generation youth tend to occupy.  相似文献

Refugee research has tended to focus exclusively on the mental health consequences of migration with little attention being devoted to factors that facilitate adjustment. Recently, several cross‐cultural researchers have suggested that the growing literature on moderators of stress may elucidate why some migrants experience adverse effects whereas others remain relatively unscathed. This study examines the moderating effects of social and personal resources on the relationship between stress and subjective well‐being in 60 recently‐arrived and 60 established Salvadoran refugees in Canada. The participants completed a questionnaire that included scales pertaining to stress (life events, hassles, migration‐related events), resources (social support, locus of control, self‐esteem) and well‐being (quality of life, life satisfaction). Varying results were found for both groups. For Recent Refugees, personal resources were found to moderate migration stress. In particular, locus of control buffered the relationships between migration stress and quality of life and life satisfaction, whereas self‐esteem buffered the migration stress‐quality of life relation. For Established Refugees, social support and self‐esteem moderated the relationship between life events and life satisfaction. In addition, social support buffered the effects of hassles on quality of life. The findings underscore the relevance of integrating more firmly the study of refugee adjustment with current developments in stress research.  相似文献

Abstract

This article argues that youth housing workers in Victoria, Australia, are vulnerable to housing affordability problems and one reason for this is inadequate pay. A survey of 10 youth housing workers explained the ways in which they had struggled to afford housing. Some paid more than 30% of their wage on housing costs. Others relied on income other than their youth housing worker salary to afford rental accommodation, which included pay from a second job, drawing on credit, and financial support from partners, family, and friends. Most reported that they did not have sufficient income to save to purchase a home. These findings resonate with secondary source aggregate data, which identified that for almost a decade the pay of youth homelessness service workers in Victoria has not kept pace with average wage growth and rises in rents and house prices. Improving youth housing workers pay is recommended as a way to address their housing affordability concerns.  相似文献

This article presents findings from a research project on Colombian transnational migration to a secondary and peripheral region of Spain. The transnational character of our object of study means that our methodology is mainly of an anthropological nature. But our analysis is also guided by demographic data and theories, so it can be considered a sample of work in the new field of anthropological demography. The article’s main purpose is to explore migration network effects on inflows, given the weakness of other pull factors. We believe that local or regional levels of analysis might reveal other aspects about migration determinants that get lost at the national level. Moreover, the links between migrant networks and the size of immigration flows should be more evident at the regional level of analysis. Both statistical data analysis and ethnographic evidence point to the same conclusion: network dynamics do not sufficiently explain inflows behaviour, nor migration strategies and Colombians migrants’ interaction in destination. Instead, we can infer the importance of powerful push factors, and of migration history and social change in the country of origin. A transnational mother profile plays a relevant role in the analysis of this case and of cumulative causation theory. Gathered testimonies and observed evolution of Colombian migration to Spain and Galicia suggest the activation of feminised networks and the inhibition of family reunification.  相似文献
