Congress enacted the Adoption and Safe Families Act (ASFA) in 1997 in an attempt to provide safety, stability, and permanency for maltreated children. To help provide a historical context, child welfare legislation preceding ASFA is reviewed. In this historical analysis, the precipitating events that led to the creation of ASFA are assessed. In addition, a detailed review of congressional hearings related to this Act is given. The key components and goals of this policy are outlined. Finally, revisions made to ASFA are discussed, and its influence on proceeding legislation is presented.  相似文献

U.S. labor unions faced sharp membership losses over the last few decades, and some responded by ushering in a new, revitalized model of organizing. Yet we know little about how these forces may be shaping the political activities of the labor movement. Has crisis prompted unions to take aim at public policies inhibiting union vitality, or have unions turned outward to embrace broader social causes? This paper uses an original dataset of union appearances in congressional hearings to analyze unions’ legislative advocacy activities. Findings suggest substantial differences between those unions that are likely to appear in hearings on core labor‐related topics and those that appear in hearings on broad social issues: AFL‐CIO unions are more likely to participate in hearings on core labor issues, while unions commonly cited as “revitalized” and public sector unions are more likely to appear in hearings on broad social issues.  相似文献

While a growing body of research indicates the severe ecological and social costs of biofuel production worldwide, the U.S. government continues to promote the expansion of this fuel sector. Recent congressional testimony regarding the promotion of biofuels via the renewable fuel standard (RFS) offers a strategic research site for sociological investigation into the practices of key political actors and their roles in promoting and discouraging ecologically oriented change. Congressional hearings provide a window into the political process of energy policy formation, thus informing environmental sociological theory and debates. The ecological modernization perspective and its assumptions provide the analytical frame of this empirical analysis of congressional hearings during the peak legislative period concerning biofuels. This research is intended to contribute to alternative energy debates, add to our understanding of the role of various actors in energy policy formation, and further theoretical developments within sociology.  相似文献

Using both a new data set of labor union appearances in congressional hearings and archival data on union organizational resources, this article analyzes factors that determine whether a labor union will be represented in congressional hearing testimony in a given year. Consistent with the expectations of resource mobilization theory, organizational resources are important predictors of participation in congressional hearings. For example, membership is an important predictor of testimony in hearings, as is the number of lobbyists on staff and the character of a union's primary industry. However, membership in the AFL‐CIO federation is negatively related to hearing participation, and some of the benefits of having a large membership base may be diminishing over time. Implications for the study of interest group politics and organizational political strategies are discussed.  相似文献

Invoking Public Opinion: Policy Elites and Social Security   总被引:1,自引:0,他引:1  
Do policy elites invoke public opinion? When they do, are theirclaims based on evidence from public opinion surveys? To learnabout the claims that policy elites make, we examined statementsthe president and members of Congress, experts, and interestgroup leaders in congressional hearings made about Social Security.To learn about opinion data on Social Security, we conducteda Lexis-Nexis search of the archives of the Roper Center forPublic Opinion Research. Our analyses show that policy elitesdiscussing Social Security did invoke public opinion. Contraryto our expectations, however, few of the elite invocations ofpublic opinion cited specific surveys or concrete facts aboutthe distribution of opinion. Although claims directly contradictingsurvey evidence were relatively rare, only with the rather fewspecific claims by congressional elites did we find much clear-cutsupport in the available polling data. Relatively seldom couldwe find clear-cut support for the elites' general claims. Moreover,some of the most frequent claims about public opinion—couldhave been contested but seldom were. The highly visible andwell-polled case of Social Security suggests that specific,data-based elite invocations of public opinion may be even lesscommon on other, lower-visibility and less-polled issues. Italso suggests that survey research professionals might do wellto intensify their scrutiny of public discourse about publicopinion and to increase their efforts to bring scientific expertiseto bear upon such discourse.  相似文献

A congressional subcommittee held “union democracy” hearings in 1998 and 1999 to debate the impact and effectiveness of the union-democracy protections provided by the Land rum-Griffin Act which provides union members in the private sector and U.S. Postal Service certain democratic rights and protections. What was not resolved at that hearing was whether state sector or public employee union members should also enjoy the same democracy protections. We survey the existing 28 state sector collective bargaining laws and find that the majority of state legislation falls considerably short of the protections provided by the Labor Management Reporting and Disclosure Act. Moreover the consequences of limited state-enacted union-democracy protections are discussed and assessed to determine whether LMRDA jurisdiction should also cover public sector union members.  相似文献

Interest organizations are hypothesized to strongly affect public policy, but the evidence that they do so is mixed. This article argues that one reason for the disparity is a gap between theory and research: theory suggests that information provided by interest organizations should strongly influence elected officials, but there is no systematic research on its impact. We examine a potentially important source of information for members of the U.S. Congress—testimony at committee hearings—to ascertain if it affects the enactment of policy proposals. The data, based on content analysis of almost 1,000 testimonies on a stratified random sample of policy proposals, describe who testifies, their arguments, and the evidence they provide. Supporters of a proposal emphasize the importance of the problem being addressed, while opponents claim the proposed policy will be ineffective and try to reframe the debate. Information—particularly information regarding policy effectiveness—does affect the likelihood that a policy proposal will be enacted.  相似文献

Utilizing a combination of corpus linguistics and critical discourse analysis, the article describes ideologies of United States (U.S.) national identity based in civic and ethnic nationalisms. These ideologies circulated during debates and hearings in the U.S. Congress concerning the 2006 reauthorization of provisions of the Voting Rights Act requiring that multilingual voting materials be made available for language minorities in certain jurisdictions. The article argues that although those legislators supporting the use of multilingual voting materials construct an ideology of civic nationalism that promotes inclusion of language minorities, they are still greatly influenced by the dominant language ideology. Those opposing multilingual voting materials construct a U.S. national identity that places stringent requirements on newcomers to assimilate and learn English. These legislators simultaneously attempt to avoid the suspicion of ethnic nationalist ideologies by arguing that English is a neutral entity, detaching it from its dominant linguistic community. The findings suggest that despite Congressional support for multilingual voting materials, the language ideologies present in Congress are not necessarily favorable to the rights of language minorities. These findings have language policy implications in that they suggest opposition to a right to language for linguistic minorities in the U.S.  相似文献

This article reviews the history of domestic and international adoption, examines international agreements and U.S. statutes that govern intercountry adoption, and assesses the current landscape of adoption agency practice, with major emphasis on the United States. The article focuses specifically on environmental factors that have driven change in both practice and policy concerning international adoption. The theoretical lens of population ecology offers a helpful perspective on the demographic and cultural trends that have transformed adoption and adoption agencies, particularly as they shifted toward international placements beginning in the mid-twentieth century.  相似文献

This article examines the evolution of fetal protection policies (FPPs) by detailing their historical legacy and a range of contemporary social forces that have contributed to their maintenance. It is based on a case study of the 1977 U.S. Department of Labor, Occupational Safety and Health Administration (OSHA) hearings to revise the industrial lead standard, the 1991 U.S. Supreme Court decision that such policies are unconstitutional (United Auto Workers v. Johnson Controls, 1991), and the case law preceding that decision. A primary issue is the notion that women and fetuses are disproportionately susceptible to lead. This study reveals the ways in which this belief is framed, disputed, and appropriated by various parties to the fetal protection policy debate. Implications of this case study for family health policy are also discussed. Her research interests include work-family linkages, intergenerational relations, and caregiving across the life course. A theoretical formulation is presented that represents an abstract and parsimonious conception of public policy adoption at the subnational level. The formulation consists of two components: the principle that social phenomena exist in contexts with which they are compatible, and several distinguishing attributes of subnational collectivities and public policies. Taken together, these statements lead to the conclusion: if there is a match between attributes of a policy and those of a collectivity, then the probability increases that the policy will be adopted by the collectivity. General hypotheses derived from the formulation appear generally consistent with findings of previous research. Specific hypotheses derived from the formulation regarding city adoption of War on Poverty and National Flood Insurance programs are tested with cross–sectional data for a sample of U.S. cities. Results of an ordinary least-squares regression analysis reveal support for derived hypotheses. It is concluded that the explanatory and predictive powers of the theoretical formulation are high.  相似文献

The ideal of a free press informs theoretical and pragmatic constructions of media, civil society, and the public sphere in U.S. development efforts. The role of the free press in fostering civil society is held as an ideal for judging the rest of the world and for the justification of U.S. interventions elsewhere in the world sponsored by organizations such as United States Agency for International Development. Using a grounded theory analysis of the coverage of Operation Iraqi Freedom, this article demonstrates the frames that were presented in U.S. war coverage as justifications of the war. The grounded theory analysis is followed up by a content analysis to document the frequencies of occurrence of the frames. The frames suggest that media organizations worked more as the public relations agents of the U.S. government and actively engaged in demonization of the enemy to justify U.S. foreign policy during the early days of the war. Drawing on a postcolonial perspective, this article argues that the lapses in rationality reflected in the frames of war coverage pose critical questions for further interrogation about the nature of the media in Western civil societies.  相似文献

Immigration policies in most host nations of the west have undergone significant changes in recent years. Based on the four country‐specific papers that appear in this section of the journal, and also on our own research, we present an overview of these changes and their context. In all countries, economic considerations play a central role in shaping immigration policy and greater importance is given to scientific research. Several common policy changes are noted in Australia, Canada and New Zealand which include: a shift away from a human capital focus toward more targeted selection based on labor market demand for specific skills, increased emphasis on temporary foreign worker programs, attraction of international students, an overhauling of the refugee system, and regionalization of immigration. In the U.S., while adoption of some of these changes has often surfaced in public policy and academic discussions, legalization of unauthorized migrants remains an important policy debate, with recent arguments focusing on the economic benefits of legalization.  相似文献

The purpose of this study was to examine the various aspects of international public relations by other countries in the U.S. Based on the Foreign Agency Registration Act (FARA) report in 2002, this study analyzed client, activity types, purpose of activity, and key U.S. partners for activity. This study found that (1) business organizations and central governments were major clients of international public relations in the U.S., (2) meeting with governmental officials and congressional leaders was the primary type of activity followed by information dissemination, and (3) economic purpose led by trade promotion was the primary motive for these activities.  相似文献

This study provides an inside-out examination of contemporary Chinese public relations education. Particularly, it seeks to explore (1) how Chinese public relations educators make meaning of the imported U.S. body of knowledge of public relations; (2) how Chinese educators conceptualize Chinese public relations; and (3) the connection and disconnection between academia and industry. We conducted 49 face-to-face in-depth interviews and performed content analysis of 22 Web sites of Chinese universities with public relations programs. Research findings reflected the movement of Chinese PR from a merely technical function to a more strategic function centering on relationship building, reputation, social responsibility, and organizational identity. The findings also suggested significant influence of the U.S. PR education on the development of Chinese public relations education manifested through textbook adoption and core curricular design. However, the study has also shown that educators have undertaken substantial effort to localize the imported knowledge in accordance with China's unique cultural, economic, and political systems.  相似文献

Sexual harassment, i.e., unwanted sexual attention, is not a new phenomenon for working women. Yet only in recent years have the behaviors constituting it been challenged and recognized as detrimental to society. This paper documents the process by which sexual harassment emerged on the public agenda. It identifies the major elements–media attention, activities of interest groups, court actions, and legislation–involved in the process of redefinition and examines how and why each promoted the issue. The data, gathered from analyses of publication and language trends, records of congressional hearings, and interviews with several participants in the process, are used to further understanding of how these elements converged during a period of social concern for women's rights and enabled a public reconceptualization of sexually harassing behaviors.  相似文献

This article examines the transition in Romanian child welfare policy from a paternalistic attitude of taking responsibility for ‘abandoned’ children to a capitalist orientation of reinstating responsibility for ‘abandoned’ children to the private sphere. While this shift in child policy is often seen to reflect a withdrawal of the public sphere from the private world of childcare, this study argues, alternatively, that this shift demonstrates a change in the form of governmental intervention. This article is based on ethnographic research that examines the reflections of Romanian child welfare professionals upon their changing roles.  相似文献

What drives progressive public policy? Because progressive policy challenges the interests of powerful people and interests that dominate policy making, it is puzzling that progressive policy ever happens. This article addresses this question by modeling and appraising institutional political, political mediation, and policy feedback theories and models of progressive policy making. Institutional political theory focuses on political institutional conditions, bureaucratic development, election results, and public opinion. Political mediation theory holds that social movements can have influence over progressive policy under favorable political conditions. Policy feedback theory holds that programs will be self‐reinforcing under certain conditions. The article goes beyond previous research by including and analyzing public opinion in institutional political and political mediation models and addressing positive policy feedbacks. We appraise five models derived from these three theories through fuzzy set qualitative comparative analyses of the generosity of early old‐age policy across U.S. states at two key moments. We find some support for each theory, and the results suggest that they are complementary. Left regimes or social movements can initiate progressive policy, which can be reinforced for the long term through positive policy feedback mechanisms. We discuss the implications for current U.S. politics and for progressive policy elsewhere.  相似文献
