This paper examined the extent of child poverty in urban China, and how the structural and individual risk factors impact on child poverty in urban China using China Health and Nutrition Survey data. Child poverty is measured using a multidimensional deprivation approach. Eight dimensions that are indicative of children's basic rights as ratified in UNCRC (1989) are used to identify poor children, including nutrition, water, sanitation, health, education, information, participation and protection. The empirical results show that the hukou type of the family and parents' work units as the structural risk factors exerted the greatest influences on child poverty in urban China. These structural barriers for realising children's basic rights should be removed in order to achieve the Chinese government political goal of eradicating poverty in China in the next five years before 2020.  相似文献

Grouped data have been widely used to analyze the global income distribution because individual records from nationally representative household surveys are often unavailable. In this paper we evaluate the performance of nonparametric density smoothing techniques, in particular kernel density estimation, in estimating poverty from grouped data. Using Monte Carlo simulations, we show that kernel density estimation gives rise to nontrivial biases in estimated poverty levels that depend on the bandwidth, kernel, poverty indicator, size of the dataset, and data generating process. Furthermore, the empirical bias in the poverty headcount ratio critically depends on the poverty line. We also undertake a sensitivity analysis of global poverty estimates to changes in the bandwidth and show that they vary widely with it. A comparison of kernel density estimation with parametric estimation of the Lorenz curve, also applied to grouped data, suggests that the latter fares better and should be the preferred approach.  相似文献

This study examines the association between foreign remittances and poverty (incidence and severity) in the Punjab province of Pakistan. Logit regression is used to deal with binary headcount ratio, while the instrumental variable approach is employed to avoid possible endogeneity. Household-based data, covering more than 40,000 household units in Punjab, are used for the empirical estimations. After controlling for several variables, such as the number of dependents of households, age, gender, and education of the household head, the results indicate that foreign remittances’ inflow reduces the incidence and severity of poverty in all three regions of the Punjab province, North Punjab, South Punjab and Central Punjab. The South Punjab, however, is found to be poorer based on headcount poverty and severity of poverty as compared to the other two regions.  相似文献

Marriage and work have long been central to debates regarding poverty and the family. Although ample research has demonstrated their negative association with child poverty, both marriage and work have undergone major transformations over recent decades. Consequently, it is plausible that their association with child poverty may have also changed. Using 10 waves of U.S. Census Current Population Survey data from the Luxembourg Income Study, this study examined the relationships among marriage, work, and relative measures of child poverty from 1974 to 2010. The results indicated that both marriage and work still decrease the odds of child poverty. However, time interactions showed marriage's negative association with child poverty has declined in magnitude, whereas work's negative association with child poverty has increased in magnitude. These findings underscore the historically varying influence of demographic characteristics for poverty. They also suggest the limitations of overemphasizing marriage and the growing importance of work for reducing child poverty in America.  相似文献

This study estimates the effect of ‘refundable’ state Earned Income Tax Credits (EITCs) on child poverty from 1994 through 2003. Research results indicate that a refundable state EITC is associated with reductions in child poverty, holding all other variables constant. For example, states with refundable state EITCs have observed a 40% greater reduction in child poverty rates compared to states without refundable state EITCs. This study also discusses policy implications for implementing the ‘refundable’ state EITC.  相似文献

Children in nonmarried families are at greater risk for poverty and especially so during a time of macroeconomic recession. Using carefully harmonized data, the authors analyze child poverty among nonmarried families before and during the 2008 recession in five liberal welfare states: Australia, Canada, Ireland, the United Kingdom, and the United States. Although having similar demographic compositions, the authors document wide cross‐national variation in poverty risk based on marital status and gender of the household head. Through the recession, child poverty in Canada and the United Kingdom declined while it increased in Australia and Ireland and was largely unchanged in the United States. Decomposing changes within countries over time, family benefits in the form of income transfers play a major role in reducing poverty for nonmarried families. In all countries, children in cohabitating families were less protected from market instability.  相似文献

The purpose of this paper is to consider how one might develop a definition of child poverty that is based on the Convention on the Rights of the Child (and the human rights treaties with which it is associated), but also draws on the development of poverty research in the social sciences. It focuses in particular on Article 27(1) of the Convention because of the Article's dual emphasis on an adequate standard of living as an input and a child's development as an outcome. Three perspectives in the social sciences – economic welfare, capabilities, and social exclusion – are compared in order to determine what they can contribute to this input- and outcome-based definition of child poverty. All are found to have advantages and disadvantages. The paper concludes that there are two challenges faced by researchers and policymakers: first, the construction of conversion factors used in the capability approach to link inputs to outcomes; and second, the adoption of national inequality-based standards for assessing indicators of child poverty, thus placing the onus on states to reduce child poverty through redistribution.  相似文献

This article tries to clarify Government behaviours as to how to manage aid in Tanzania. Contrary to the Organisation for Economic Co‐operation and Development (OECD) Development Assistance Committee (DAC) donor intentions, the development aid structure, carefully constructed under the poverty reduction regime in Tanzania, has led to Tanzanian‐owned initiatives toward a national development plan (NDP). Furthermore, this article shows that, in the process of creating an international development aid system, the Tanzanian Government has learned to manage aid in a recipient‐driven manner not only from DAC donors, but also from China.  相似文献

The purpose of the current study was to assess a structural level explanation of racial disparity in child maltreatment. Using data from Florida counties (1998–2001) and the 2000 census, the effects of poverty, concentrated poverty, and female‐headed families in poverty on Black, White, and the difference between Black‐White rates of child maltreatment were assessed (N= 67). Results suggested that the structural covariates of maltreatment vary by race and that differences in female‐headed families in poverty can explain some, but not all, of the Black‐White racial disparity in child maltreatment. Increasing programs that focus on reducing poverty among female‐headed Black families and the exposure of Black families to concentrated poverty should decrease some of the overrepresentation of Black children in the child welfare system.  相似文献

This article examines the evolution of poverty in Chile during 1990‐96, a period of rapid economic growth. It shows that Chile has embarked on a significant poverty‐reduction trajectory. The robustness of this result is examined by using nonparametric estimates of the income distribution and a stochastic dominance test. Growth is an important factor in explaining the poverty reduction that has occurred. Using the Datt‐Ravallion decomposition, it accounts for over 85% of poverty reduction at the national level. However, the pattern varies significantly across regions. Both growth, and its contribution to poverty reduction, vary significantly among regions. This seems to reflect the sectoral composition of growth across regions, with export‐oriented activities producing a larger poverty‐reduction impact.  相似文献

This paper examines the effectiveness and efficiency of welfare programmes that are relevant to child poverty reduction in Hong Kong. We employ data from a cross‐sectional survey of a representative sample of families, conducted in 2015 through face‐to‐face interviews. Our results indicate that all four welfare programmes were inadequate in alleviating child poverty. This was either due to the deep poverty gap to be filled or high rates of exclusion error. Most programmes are also inefficient because of inclusion error. We conclude by suggesting some policy implications for the welfare programmes.  相似文献

This article uses the city of Shanghai as a case study to analyze the changing institutional mechanisms for the new urban poverty stratum in China. Specifically, the article examines urban poverty in relation to economic restructuring and the transformation of the welfare provision system in three stages of market reforms. The article first examines the overall economic growth strategies at the national level, and then examines local government policy outcomes at the city level. The impacts of institutional changes on urban poverty and social inequality are subsequently. Finally, the article assesses the current poverty reduction policies and proposes a “social inclusion” framework to alleviate urban poverty in China.  相似文献

This paper examines the partial orderings of discrete distributions derived from various poverty indices and sets of welfare functions. The poverty ordering with respect to some indexP is the ordering obtained whenP ranks consistently over a range of admissible poverty lines. The poverty orderings derived from the headcount ratio, the per-capita income gap and another distribution-sensitive index are characterized in some detail when the poverty standard is allowed to take any positive value, and these orderings are shown to coincide with the natural interpretation of first, second and third degree welfare dominance, respectively. Additional results are then obtained for the situation in which the admissible poverty lines cannot exceed some finite upper bound.We are particularly indebted to Nick Kiefer for initial insights into the issues addressed in this paper. Abstract This paper documents changing patterns of concentrated poverty in nonmetro areas. Data from the Decennial U.S. Census Summary Files show that poverty rates—both overall and for children—declined more rapidly in nonmetro than metro counties in the 1990s. The 1990s also brought large reductions in the number of high‐poverty nonmetro counties and declines in the share of rural people, including rural poor people, who were living in them. This suggests that America's rural pockets of poverty may be “drying up” and that spatial inequality in nonmetro America declined over the 1990s, at least at the county level. On a less optimistic note, concentrated poverty among rural minorities remains exceptionally high. Roughly one‐half of all rural blacks and one‐third of rural Hispanics live in poor counties. Poor minorities are even more highly concentrated in poor areas. Rural children—especially rural minority children—have poverty rates well above national and nonmetro rates, the concentration of rural minority children is often extreme (i.e., over 80% lived in high‐poverty counties), and the number of nonmetro counties with high levels of persistent child poverty remains high (over 600 counties). Rural poor children may be more disadvantaged than ever, especially if measured by their lack of access to opportunities and divergence with children living elsewhere. Patterns of poverty among rural children—who often grow up to be poor adults— suggest that recent declines in concentrated rural poverty may be short‐lived.  相似文献

Within the field of child welfare, critical questions have been posed about the intersecting issues of child maltreatment and poverty. The study of the quality and nature of this intersection has continued relevance in light of evidence showing the increased likelihood of maltreatment of children living in poverty. Although child welfare workers interact directly with families involved with the child welfare system, the study of workers’ perceptions of whether or not they address families’ poverty and, if so, how they go about it has not yet been conducted. The study presented begins to address this gap. Analysis from individual interviews with 30 child welfare workers revealed that they differed in their perception of whether or not poverty should be addressed by child welfare and how. Findings suggest workers do what they can despite various barriers, including families’ limitations and the fragile US social welfare safety net. Based on the findings, current practice models and policies that impact poverty and child maltreatment reduction are discussed.  相似文献

The World Bank’s international poverty line (IPL) of $1.90/day at 2011 PPPs is based on a collection of national poverty lines provided in Ravallion et al. (World Bank Econ. Rev. 23(2), 163–184, 2009), originally used to set the IPL of $1.25/day at 2005 PPPs. This paper proposes an approach for estimating a more recent, complete and comparable collection of national poverty thresholds from reported national poverty rates, and then presents a set of IPLs based on this new database of national poverty lines. In contrast to the lines used to estimate the $1.90 IPL, this approach produces national poverty lines that are (1) consistent with national poverty rates, (2) expressed in common units, and (3) provide greater support to the estimated IPL. These national poverty lines are used to estimate an extreme IPL, and three higher IPLs that are more relevant to higher-income countries. We provide evidence of the robustness and relevance of the $1.90 IPL as a measure of extreme poverty for low-income countries.  相似文献

The 2014 release of a new set of purchasing power parity (PPP) conversion factors (PPPs) for 2011 has prompted a revision of the World Bank’s international poverty line. In revising the line, we have sought to minimize changes to the real purchasing power of the earlier $1.25 line (in 2005 PPPs), so as to preserve the integrity of the goalposts for international targets such as the Sustainable Development Goals (SDGs) and the World Bank’s twin goals – which were set with respect to that line. In particular, the new line was obtained by inflating the same fifteen national poverty lines – originally used by Ravallion et al. (World Bank Econ. Rev. 23(2): 163–184 2009) to construct the $1.25 line – to 2011 prices in local currency units, and then converting them to US dollars using 2011 PPP conversion factors. With a small approximation, this procedure yields a new international poverty line of $1.90 per person per day. In combination with other changes described in the paper, this revision leads to relatively small changes in global poverty incidence for 2011: from 14.5 % using the old method to 14.1 % using the new method. In 2012, the new reference year for the global count, we find 12.7 % of the world’s population, or 897 million people, are living in extreme poverty. There are changes in the regional composition of poverty, but they are also relatively small. This paper documents methodological decisions taken in the process of updating both the poverty line and the consumption and income distributions at the country level, including issues of inter-temporal and spatial price adjustments. Parenting behaviors are influenced by numerous factors, including individual, family, and community contexts. Ecological systems theory suggests that these systems as well as interactions among the systems coalesce to influence the parent/child relationship in multiple ways. When challenges exist within and across these systems, child abuse and neglect can occur. While a significant body of research has delved into parsing the relative importance of neighborhood-level versus individual-level predictors, little is known about the complex ways in which interactions across ecological systems might enhance or hinder parenting behaviors. The current study seeks to fill this gap by answering the following research question: (1) Are there interactive effects of individual and neighborhood poverty on the risk of child maltreatment? Structural equation modeling was used to analyze data from 946 parents at Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) clinics in Franklin County, Ohio. Living in higher poverty neighborhoods is associated with higher levels of maltreatment irrespective of individual poverty status, but there is not a corresponding decrease for those living in lower poverty neighborhoods. These findings suggest that both individual poverty status and neighborhood poverty matter for child maltreatment and that there does not appear to be a compounding effect of being both poor and in a poor neighborhood, nor is there a protective effect when poor but living in a nonpoor neighborhood.  相似文献

Abstract

This paper advances that the Millennium Development Goals (MDGs) act as a governmentality that brings with them assemblages of international and national policies and practices of poverty reduction. These assemblages are characterized by neoliberal rationalities that shape relationships and practices with and of the poor themselves by repositioning and deploying the values and norms of the market as the principal means for the establishment of development aid partnerships. Such rationalities, we argue, are exercised through political technologies that make visible and operable certain governing schemes such as calculative practices. Drawing on extensive interview, policy, programme, and archival documents, the paper advances the argument that the MDGs and the national development plan for Namibia, Vision 2030, shape ideas of poverty reduction through political technologies of calculation and via multi-scale partnership arrangements. These technologies emerge from diverse elements, subsume the shaping of social and political spaces, and have diverse effects on the lives of the poor. Our analysis also highlights an approach to poverty reduction in Namibia, that of BIG, a Basic Income Grant scheme. We view BIG as a potential counter-calculation of poverty, and counter-partnership to poverty reduction efforts, which can develop into a more socially just and sustainable means to reduce poverty and lead to an overturn of contemporary neoliberal assemblages of poverty reduction.  相似文献
