This essay places work certification at the center of all modern educational regimes. I sketch the growth of the education, training, and certification systems of the United States and Germany in new ways, highlighting the role of their highly divergent certification regimes in shaping them. Whereas Germany's education and training system, anchored in the economy through employers’ associations and unions, accords well with human capital models, American practice, governed primarily by academic interests divorced from the economy, fits much better with credentialist theory. I consider how the absence of meaningful work certification at the secondary level in the US negatively affects educational justice and has encouraged the creation of a costly, inegalitarian system of higher education. Finally, I conclude with an assessment of human capital, signaling, control, and credentialist theories of certification, one that finds them all to some degree wanting.  相似文献

The paper investigates long-term trends in the association between educational attainment and class destinations in Germany. Most recent evidence for several European countries reveals a downward effect of education on social class. To test changes in the association in Germany I use the 1976–2007 waves of the German Microcensus (GMC), which is a nationally representative, repeated cross-sectional survey. For Germany, log-linear models indicate that the relationship between education and class destinations remains rather constant for both sexes. I also find that returns to higher education in access to service class positions do not consistently decline either. Only university graduates’ relative access chances slightly decreased in comparison to Abitur-holders from the 1980s to the 1990s. In order to consider compositional changes in the service class in more detail, I further disaggregate the service class into three types of employment: administrative/managerial positions, professional experts and professional positions in the social services. In fact, I find that access to administrative and managerial positions is less dependent on education than access to the professions. While professional positions in the social services become less stratified by education over time, it is compensated by a reverse development for professional experts. As substantially more employees work in administrative and managerial jobs since the 1970s, the slight reduction in university returns can indeed be attributed to a compositional effect. In spite of these qualitative and quantitative changes, the strong impact of education on access to the service class does not become blurred. The paper concludes that the persistent institutional framework in Germany does not lead to a decline in the overall association between educational attainment and class destinations.  相似文献

Two major educational expansions in Taiwan have resulted in a remarkable improvement of human capital accumulation for the last three decades, which is consistent with the long-run goal of education in improving individual well-being and international competitiveness. This study focuses on the expansion of higher education starting from the late 1980s. As the number of higher-educated workers entering the labor market each year has increased rapidly, this higher education expansion policy has encountered some critiques from the public. Evidence shows that the incidence of over-educated workers in the labor market has been continuously increasing after the expansion, which is considered to be a short-run problem from the policy. We also find that the overall educational inequality drops sharply, which is mainly contributed by the within age group component after decomposing educational inequality using the decomposable Theil index. Along with a larger increase in average schooling for women, a larger reduction in educational inequality for women than for men implies women have benefited more than men from the policy and the educational inequality between men and women is narrowing.

Highly differentiated educational systems constitute a common organizational form of schooling in which youth are sorted into secondary schools that stress either vocational or academic training and between which movement is rare. With standardized data from five countries, we illuminate two important stratification processes in these systems: (1) social origins strongly influence students’ placement into different types of schools with high SES students most likely to attend academically oriented schools that provide a direct pathway to the university. (2) The types of schools students attend largely determine their educational and occupational expectations and impart a strong dose of realism in these expectations. Thus, the institutional arrangements of highly differentiated educational systems perpetuate socioeconomic inequalities quite early in the life course, well before students complete their education and enter the labor force.  相似文献

We use data from the Korean Labor and Income Panel Study (KLIPS) conducted in 1998 by the Korean Labor Institute to examine the school-to-work transition across three labor market entry cohorts of Korean men and women. Taking into account the dramatic expansion of educational system and economic changes Korean society has experienced during the last few decades, we develop hypotheses about possible changes in the effects of educational qualifications on first occupational attainment. We first conduct an OLS regression of first occupational prestige scores on education. We then look at the effects of education on the odds of entering an occupational class using multinomial logit models. The results of the two analyses indicate that educational qualifications strongly affect occupational attainment for both men and women. The effects of education, particularly junior college and university, on first occupation have declined across three labor market cohorts for women but not for men.  相似文献

“Non-traditional” educational trajectories are increasingly common among American students. This study assesses the implications of this phenomenon for inequality in educational attainment. A proper account of educational trajectories requires simultaneous consideration of qualitatively different types of destinations within educational transitions, of the timing at which different transitions occur, and of the sequence of events within educational levels. To examine “traditional” and “non-traditional” pathways through post-secondary education, this study relies on detailed educational histories from the National Longitudinal Survey of Youth 1979–2002. Findings reveal that deviations from a traditional trajectory are widespread, are more frequent among students who enrolled in less selective colleges, and also among socioeconomically and academically disadvantaged students. Results show that following a “non-traditional” pathway reduces students’ chances to enroll in college and to complete a post-secondary degree. In the case of bachelor's degree completion, most of the observed gap among students from different socioeconomic backgrounds is accounted for the different trajectories students follow. This study demonstrates that a fine-grained analysis of students’ trajectories improves our understanding of the persistent socioeconomic disparities in educational attainment.  相似文献

The present paper introduces a new indicator of educational inequality, the grade distribution ratio (GDR), focusing on levels of grade repetition and drop out rates in primary and secondary education. The indicator is specifically suitable to evaluate the distributive implications of expanding educational systems in developing countries. A comparative analysis of grade enrollment distributions across 92 developing countries from 1960 to 2005 reveals that the decline in educational inequality has been substantial and wide spread since 1960, but that progress has slowed down in the last two decades. Latin American countries were characterized by very large initial levels of educational inequality, but contrary to other developing regions continued to equalize their grade enrollment distribution in the last two decades.

Indigenous groups are amongst the most disadvantaged minority groups in the developed world. This paper examines the educational disadvantage of indigenous Australians by assessing academic performance at a relatively early age. We find that, by the age of 10, indigenous Australians are substantially behind non-indigenous Australians in academic achievement. Their relative performance deteriorates further over the next 2 years. School and locality do not appear to be important determinants of the indigenous to non-indigenous achievement gap. However, geographic remoteness, indigenous ethnicity and language use at home have a marked influence on educational achievement. A current focus of Australian indigenous policy is to increase school resources. Our results suggest that this will not eliminate indigenous educational disadvantage on its own.

This article analyzes the long-term effects of parental media socialization on children's educational attainment. Data on 8316 individuals from 3257 families in the Netherlands is used to estimate hierarchical models that distinguish between family-specific (socialization) and individual-level effects. The study reveals that parental reading and television socialization plays a meaningful role in predicting children's success in education. Whereas parental time spent viewing television is disadvantageous for a child's educational career, parental reading intensity enhances educational success. Moreover, not only does media exposure play a relevant role, the content of parental media consumption also matters. Parents who prefer highbrow literature benefit their children's educational career, whereas a preference for watching popular TV programs is disadvantageous for a child's educational success. Next to the parental example of media consumption, media guidance provided by parents is scrutinized. Results indicate that parent-child interactions on reading positively affect children's educational attainment.  相似文献

Cross-national differences in the association between origins and destinations correspond to differences in both welfare regime type and access to post-secondary education. Socialist and social democratic welfare regimes foster a weaker origin–destination association than liberal, corporatist, or mixed regimes do. Nations with better-educated labor forces tend to also be the nations where the association between origins and destinations is weakest. Furthermore, the social and educational policy interact so that the tendency for educational access to lower the origin–destination association is most pronounced in the liberal welfare setting where the association would otherwise be greatest. Greater access is not necessarily associated with greater equality of opportunity, and we find very weak evidence that equality of educational opportunity itself is a direct influence on equality of occupational opportunity (even though nations that have a strong origin–education association also have a strong origin–destination association).  相似文献

This paper analyzes the trend in the effect of education on social class attainment, and uses this information to test hypotheses on the impact of credential inflation on educational decision making in the United States and the Netherlands. After having shown evidence for credential inflation of three educational transitions, it was shown that credential inflation between two generations increased the likelihood of making a transition into tertiary education in the Netherlands, and into high school completion and into 4-year university degrees in the United States. This supports the theory that education functions as a positional good, and if education loses value people need more of it in order to reach the same social class as their parents. Cross-national variation is explained with the theory that education in the United States functions more as a positional good than it does in the Netherlands.  相似文献

Previous studies have shown that social background inequality differs among educational transitions and it is stronger for those transitions that involve a higher risk of social demotion. This paper focuses on two processes that may account for part of the observed differences in social background inequality across educational transitions. First, it studies how the family of origin might compensate for a ‘false step’ in the early stage of young people's educational careers. This compensatory effect of social background can be described as the likelihood of having ‘a second chance’ for unsuccessful educational transitions. Second, it focuses on two unobserved factors that might potentially bias the effect of social background across educational transitions. These are the students’ unobserved cognitive and non-cognitive skills and their unobserved anticipated choices of dropping out of the education system. Two issues – the compensatory effect of social background and selection bias in educational transitions – are addressed by estimating a probit model with sample selection for the transition to post-compulsory education in Spain.  相似文献

Although a robust literature has demonstrated a positive relationship between education and socio-economic attainment, the processes through which formal schooling yields enhanced economic and social rewards remain less clear. Employers play a crucial role in explaining the returns to formal schooling yet little is known about how employers, particularly elite employers, use and interpret educational credentials. In this article, I analyze how elite professional service employers use and interpret educational credentials in real-life hiring decisions. I find that educational credentials were the most common criteria employers used to solicit and screen resumes. However, it was not the content of education that elite employers valued but rather its prestige. Contrary to common sociological measures of institutional prestige, employers privileged candidates who possessed a super-elite (e.g., top four) rather than selective university affiliation. They restricted competition to students with elite affiliations and attributed superior abilities to candidates who had been admitted to super-elite institutions, regardless of their actual performance once there. However, a super-elite university affiliation was insufficient on its own. Importing the logic of university admissions, firms performed a strong secondary screen on candidates’ extracurricular accomplishments, favoring high status, resource-intensive activities that resonated with white, upper-middle class culture. I discuss these findings in terms of the changing nature of educational credentialism to suggest that (a) extracurricular activities have become credentials of social and moral character that have monetary conversion value in labor markets and (b) the way employers use and interpret educational credentials contributes to a social closure of elite jobs based on socio-economic status.  相似文献

Studies on family background often explain the negative effect of sibship size on educational attainment by one of two theories: the Confluence Model (CM) or the Resource Dilution Hypothesis (RDH). However, as both theories - for substantively different reasons - predict that sibship size should have a negative effect on educational attainment most studies cannot distinguish empirically between the CM and the RDH. In this paper, I use the different theoretical predictions in the CM and RDH on the role of cognitive ability as a partial or complete mediator of the effect of sibship size to distinguish the two theories and to identify a unique RDH effect on educational attainment. Using sibling data from the Wisconsin Longitudinal Study (WLS) and a random effect Instrumental Variable model I find that, in addition to a negative effect on cognitive ability, sibship size also has a strong negative effect on educational attainment which is uniquely explained by the RDH.  相似文献

As the recent OECD PISA studies have shown, social background plays a greater role for achieving a solid education in Germany than in most other developed countries; this is especially so for migrant youths. This paper deals with the question, which level education and qualification migrants in Germany achieve, and how their chances for achieving qualifications and positions are compared to Germans. First, an overview over results of studies on educational participation, degrees, and social inequality among migrants is given. Then I show, using data from the 2000 BiB-Integration Survey, that young Turks and Italians have achieved notably lower levels of education than Germans. Finally, I discuss possible reasons and agencies that might cause these findings, which then are scrutinised by empirical analyses. It can be found that the marked under-representation with regard to higher educational and professional degrees of young Italians and Turks is clearly related to the low educational level of their parents, as well as factors of integration and attitudes. It does become obvious, however, that Turks have lower chances that cannot be explained by their parents’ qualification or other factors. In many countries educational branching points consist of more than two qualitatively different alternatives, and only some alternatives provide the opportunity of continuing into higher education. I develop a multinomial transition model for modeling the effects of family background characteristics and individual characteristics on these complex educational careers. The model controls for unobserved heterogeneity that may, if ignored, result in biased estimates. Compared to previous research, I explicitly include instrumental variables that ensure identification of the unobserved component. I apply the model to the Danish case and analyze data which covers the educational careers of a cohort of Danes born around 1954. I find that the model brings forward non-trivial heterogeneity in the influence of family background and ability on qualitatively different choice alternatives both within and across transitions. I also find that not controlling for unobserved heterogeneity leads to marked underestimation of the family background effect on both early and late transitions in the educational career.  相似文献

The purpose of this study is to develop an instrument for measuring the quality of life of university students, and to report its validity and reliability. The study used a representative sample of undergraduate and graduate students in the faculty of education at a major Canadian university. The construct validity of the scales was assessed by Piazza's technique for the analysis of attitude items. The findings supported conceptualizing the quality of life of university students in four dimensions including Positive Affect, Interaction with Students, Interaction with Professors, and Negative Affect. The alpha reliabilities of these scales ranged from 0.75 to 0.93. Some potential applications of this instrument for understanding educational attainment, as well as for the evaluation of university departments and faculties, are mentioned.  相似文献

In a test of the minority group status hypothesis, this study examines the effect of intergenerational educational mobility on the fertility of black and white women. Regression analysis of data from the National Survey of Family Growth provides only limited support for the hypothesis that upwardly mobile black women have lower fertility than their white counterparts. The main finding is that the parity of upwardly mobile black women is influenced more strongly by educational origins (parents' education) than is the parity of upwardly mobile white women. Deferred Action for Childhood Arrivals (DACA) is the first large-scale immigration policy to affect undocumented immigrants in the United States in decades and offers eligible undocumented youth temporary relief from deportation as well as renewable work permits. Although DACA has improved the economic conditions and mental health of undocumented immigrants, we do not know how DACA improves the social mobility of undocumented immigrants through its effect on educational attainment. We use administrative data on students attending a large public university to estimate the effect of DACA on undocumented students’ educational outcomes. The data are unique because they accurately identify students’ legal status, account for individual heterogeneity, and allow separate analysis of students attending community colleges versus four-year colleges. Results from difference-in-difference estimates demonstrate that as a temporary work permit program, DACA incentivizes work over educational investments but that the effect of DACA on educational investments depends on how easily colleges accommodate working students. At four-year colleges, DACA induces undocumented students to make binary choices between attending school full-time and dropping out of school to work. At community colleges, undocumented students have the flexibility to reduce course work to accommodate increased work hours. Overall, the results suggest that the precarious and temporary nature of DACA creates barriers to educational investments.  相似文献

This paper explores the change in intergenerational class mobility over the last quarter-century in Brazil. Using repeated cross-sectional surveys between the early 1970s and the late 1990s and a counterfactual approach, we disentangle cohort from period interpretations of change, and examine the mechanisms driving change in fluidity among Brazilian men. We detect a substantial increase in social fluidity over time, which emerges from period transformation, rather than cohort replacement. This trend departs from industrialized nations, where growing fluidity has been found to be entirely driven by the replacement of older, more rigid cohorts by younger, more fluid ones, and to emerge from educational equalization and a “compositional effect”—educational expansion combined with a weaker intergenerational association among those with higher education. In contrast, in a context of rapid late industrialization, two mechanisms account for growing fluidity in Brazil: the decline in the “economic returns to schooling”, and the weakening of the direct influence of class origins on class destination, net of education. We discuss the implications of these patterns for the understanding of mobility dynamics in different national contexts.  相似文献
