One-fifth of the way through the 21st century, a commonality of factors with those of the last 50 years may offer the opportunity to address unfinished business and current challenges. The recommendations include: (1) Resisting the tendency to oversimplify scientific assessments by reliance on single disciplines in lieu of clear weight-of-evidence expressions, and on single quantitative point estimates of health protective values for policy decisions; (2) Improving the separation of science and judgment in risk assessment through the use of clear expressions of the range of judgments that bracket protective quantitative levels for public health protection; (3) Use of comparative risk to achieve the greatest gains in health and the environment; and (4) Where applicable, reversal of the risk assessment and risk management steps to facilitate timely and substantive improvements in public health and the environment. Lessons learned and improvements in the risk assessment process are applied to the unprecedented challenges of the 21st century such as, pandemics and climate change. The beneficial application of the risk assessment and risk management paradigm to ensure timely research with consistency and transparency of assessments is presented. Institutions with mandated stability and leadership roles at the national and international levels are essential to ensure timely interdisciplinary scientific assessment at the interface with public policy as a basis for organized policy decisions, to meet time sensitive goals, and to inform the public.  相似文献

Abstract. The availability and international comparability of migration statistics pose a severe handicap to analysis and policy debate. This paper explores a few of the underlying policy and conceptual issues at stake and identifies some of the institutional factors contributing to the slow and uncertain in progress in this field. Three main issues are discussed: the statistical definitions of migration; the administrative sources of data; and the international initiatives to improve the comparability of statistics. At the beginning of the 1990s the context appears promising for a renewed effort of national and international organizations and statistical agencies. Security assurance across maritime trading systems is a critical factor for international business managers and in the evolution of international trade generally. A number of initiatives are underway focusing on security issues in ports and ships (International Ship & Port Security Code), customs inspections in international ports (Container Security Initiative) and whole-of-supply chain outcomes (Customs & Trade Partnership against Terrorism). The main purpose of the above initiatives is to reduce the likelihood of maritime-vectored terrorism; however inappropriate implementation of these programs could affect competitiveness.This paper suggests that the complexity of interaction between ports, maritime operations and supply chains create vulnerabilities that require analysis that extends beyond the structured requirements of these initiatives and creates significant management challenges. Also the paper highlights the need for enhanced crisis management capabilities within ports as part of a standard management repertoire and suggests a new classification scheme for mapping vulnerability within ports and across supply networks. The paper concludes that there is a need to examine the goodness-of-fit of these security initiatives against business efficiency and competitiveness, and to consider the training needs for crisis management capabilities that will allow private and public sector groups involved in global trade to effectively mitigate the threat of maritime terrorism and loss of competitiveness.  相似文献

As a developing and most populous nation in the world, the People's Republic of China (P.R. China) faces unique challenges and opportunities in developing its tremendous human resources. Since its policy of ‘reform and open-door’ was initiated in the late 1970s, China has moved steadily towards establishing a nationwide policy of developing human capital and adopting practical measures of implementation. The paper identifies key themes of developing human capital at different levels: in government, business and families. The paper also discusses unique historical, social, political and cultural influences on the determination of such national policies and strategies. Different approaches to developing human capital are discussed for different sectors: state-owned enterprises (SOEs) and private-owned business.  相似文献

In today's globalized world, career paths are becoming increasingly international, and so managers need respective cross-cultural strengths in order to act effectively in various cultural environments. Even though education—especially business education—is progressively becoming more international to meet these organizational demands, little is known about whether the extent of international business education influences careers, and in particular career success. In addressing this research deficit, we explore whether and how international business education affects career success. As the major contribution of this paper we suggest a conceptual framework which posits global identity and international experience as mediators of this relationship. The assumptions of this framework are confirmed by an investigation amongst 450 alumni of a European business school. Additional contributions include that we extend the limited body of research on the construct of international business education and its measurement, by providing an all-encompassing definition and much-needed operationalization. Furthermore, we contribute a European perspective on international business education through our empirical evidence.  相似文献

The recent increase in international tension associated with Iran and Afghanistan raises many questions about the longerterm health of the international economy. There is growing concern about potential conflicts affecting sources of key raw materials, serious problems in the international payments system and growing domestic priorities on defence production. Strategic political decisions rather than private business decisions are likely to affect the future course of the world economy. This is especially true because of the increasing political dependence of the industrial countries on developments abroad. The author examines the historical setting of inter-dependence, the current dilemmas created by it and the policy steps likely to dominate the next decade.  相似文献

As international business marks 50 years of its establishment as a distinct domain of academic research, discussions on both the major contributions of the field and its future research directions have drawn great interest in the current literature. The arrival at a clear consensus on these issues, however, has been set back by the lack of resolution in the search for a unifying, integrative framework of international business. Drawing on theories of knowledge organisation and on extant reviews of international business research, this paper proposes an emergent international business research framework anchored around four unifying themes expressed as broad international business research questions. A content analysis of 1689 studies in the Journal of International Business Studies (JIBS) from its maiden issue in 1970 to 2008 and studies classified as international business in nature done prior to 1960 confirms the trajectories of international business research along the four themes. It is suggested that these major research themes serve as the main research pillars that define the international business domain, framing research done so far, and driving future research in the field. Areas of research intensity and opportunity are identified along with implications for international business research and theory-building.  相似文献

This paper frames the issue of homeland security and its relationship to the international competitiveness of U.S. firms in general. This is largely a conceptual statement, identifying the areas of national security (homeland security) that are key to business, and exploring the management concerns of business to the new threats and opportunities that have arisen.We establish the point that homeland security is a purposeful, conscious, and rational response to terrorist events that is an emergent and evolving systems phenomenon. This systems approach is an especially useful way to look at the implications of homeland security in its relation to business. We then look specifically at the kinds of costs and risks that are generated for U.S. international business (exports, imports, incoming and outgoing investments) as a result of this phenomenon. Management strategies for dealing with these costs and risks are explored for U.S. firms.Our conclusion is to demonstrate the scope of analysis that is needed to understand and to managerially cope with the homeland security problem. We show the value of using theory from various disciplines for analyzing a multi-dimensional problem like this. And finally we are able to recommend some policy dimensions for both companies and the U.S. Government toward mitigating the negative impacts of the homeland security problem.  相似文献

In this study, we demonstrate the importance of assessing international business travel in the context of expatriation. Based on the Job Demands-Resources theory, we suggest that engaging in international business travel is beneficial for expatriates when certain conditions are in place and detrimental when they are not. We propose that expatriates who have adequate job resources will reap the benefits of international business travel and achieve better adjustment to living and working in the host country and have greater career satisfaction. Survey results based on a sample of 161 expatriates provide support that engaging in international business travel is positively and indirectly related to expatriates' career satisfaction through expatriate adjustment when job resources are abundant, and it has a negative indirect association when resources are low. We further find that job resources play a role in the relationship between international business travel and career satisfaction primarily when the host-country culture is similar to that of the home country.  相似文献

This literature review analyzes leading international business and management journals from 2000 to 2012 in order to explore the role of national culture in international business research. Through the analysis of the 265 selected articles, the study thematically maps the field and identifies research challenges and opportunities. It reflects on avenues for future research related to both thematic and methodological issues, among them: research focused on the impact of the home/host national culture on internationalization processes (as existing literature mainly focuses on cultural distance); the role to be played by new theoretical frameworks; and the need to consider cultural positions and cultural friction rather than traditional cultural distance when analyzing internationalization decisions.  相似文献

The issue of national competitiveness is a matter of considerable importance to both managers and public policy makers alike. Business scholars reflect this importance by their annual production of international indices of country competitiveness. Nevertheless, the notion of national competitiveness is controversial and has both (i) a narrow, concise conception that relates primarily to cost conditions as determined by exchange rates, and (ii) a broader, more nebulous conception that comprises the institutional and systemic circumstances of an economy, such as legal, governmental, public policy and other factors framing countries' wider business environments. In practical managerial terms, national competitiveness is a combination of both these narrow and broad conceptions. However, exactly how important cost conditions as opposed to institutional circumstances are to national competitiveness from a practical business perspective has never been investigated and is not known. This study uses qualitative and quantitative data gathered from senior firm executives in a specimen economy to find out. Hierarchical regression analyses suggest that institutional circumstances are significantly more important than cost conditions to the competitiveness of an economy from a practical managerial viewpoint.  相似文献

International airports are complex sociotechnical systems that have an intrinsic potential to develop safety and security disruptions. In the absence of appropriate defenses, and when the potential for disruption is neglected, organizational crises can occur and jeopardize aviation services. This investigation examines the ways in which modern international airports can be “authors of their own misfortune” by adopting practices, attitudes, and behaviors that could increase their overall level of vulnerability. A sociotechnical perspective, the macroergonomic approach, is applied in this research to detect the potential organizational determinants of vulnerability in airport operations. Qualitative data nurture the case study on international airports produced by the present research. Findings from this study highlight that systemic weaknesses frequently reside in areas at the intersection of physical, organizational, and social spaces. Specific pathways of vulnerability can be drawn across these areas, involving the following systemic layers: individual, task, tools and technology, environment, and organization. This investigation expands the existing literature on the dynamics that characterize crisis incubation in multiorganization, multistakeholder systems such as international airports and provides practical recommendations for airport managers to improve their capabilities to early detect symptoms of organizational vulnerability.  相似文献

Our perspective is preliminary and based on a review of the practitioner, policy and academic literature over the first month following the Brexit vote. The role of local clusters has been of interest to scholars and policymakers in international business alike. Research found that clusters enable a region to develop faster compared to dispersed economic activity, based mainly on a local concentration of competing and cooperating firms and sophisticated domestic demand. Locating in a cluster has certain benefits for firms stemming from pooling of human capital and supporting institutions varying by industry and international specialization.In this paper, we extend the local view of clusters and emphasize the complementary role of non-local linkages, in particular diasporas, illustrating our model employing the case of the evolution of the Bangalore IT cluster. The novelty of our paper lies in its longitudinal character. We are thereby able to identify how the roles of local and non-local networks differ across life-cycle phases; moreover, we find that diasporas can trigger or accelerate local development. Australia today remains a continent adrift in a rapidly transforming world. It is economically dependent on China, aligned militarily with the US and yet socio-culturally still profoundly European in outlook. In this article, we reflect on the trends, challenges and opportunities that are likely to define and redefine Australia's interaction with Europe at a macro-level. We focus on eight key macro-level themes: historical connections, labour and migration, geopolitics and security, macro-economic relations and prospects, business relations and investment, technology and innovation, entrepreneurship, and environment and sustainability. We find that while Europe and Australia remain poles apart regarding several pressing global matters, from military and security alliances to official policy on climate change, there are also areas in which the potential for closer engagement are increasingly promising, including trilateral trading relationships with Asia, foreign direct investment and business-to-business relations, digital business, innovation and entrepreneurship, and business-driven innovation to combat global warming.  相似文献

Industry 4.0 has attracted significant attention from researchers in the international business field for a decade. This paper critically analyzes the literature on the relationships between Industry 4.0 and international business. A systematic literature review of 59 studies published between 2011 and December 2020 is conducted. Using the Theory, Context, Characteristics, and Method (TCCM) framework, the review identifies various gaps in research and proposes future research agenda. The results show that (1) Industry 4.0 modifies specific domains in the field of international competitiveness and organization and (2) international business affects the choices and opportunities of adopting Industry 4.0. The need for further theoretical development in the relationships between international business and Industry 4.0 is observed especially in terms of location choices, global value chains, international organizations and international trade. The results contribute to the relevant research field and provide substantial managerial implications.  相似文献

This paper aims at depicting the status of research on heuristics in the international business domain to understand the main topic areas in which heuristics are addressed and delve into the types of heuristics used by managers and entrepreneurs when dealing with international business activities. These are characterized by a high degree of uncertainty, drawing attention on the adoption of heuristics for decision-making. To this aim, the paper systematically reviews studies published in top-ranked international business journals between 1997 and 2018. The systematic literature review shows that the main research areas in which heuristics are developed concern foreign market entry, post-entry international expansion, foreign market selection, and international entrepreneurship. The paper also discusses the type of heuristics that are utilized by decision-makers when dealing with the uncertainty related to the internationalization process. The results of this study show that the international business literature develops the concept of heuristics in very various ways, tending to develop a plurality of approaches, without recurring or dominant forms. It is, however, possible to identify the types of heuristics and heuristically-based decisions, and a significant subset of the analyzed studies show a positive view on their effectiveness in the uncertainty of internationalization processes.  相似文献
