Lithuania represents one of the rare cases in which a state with relatively high standards for maintaining population statistics is experiencing mass emigration. In light of the policy initiatives undertaken by the Lithuanian government to address the issue of emigration, this study aims to improve our understanding of how, in this mass emigration context, emigration events are connected to specific socio‐economic characteristics of individuals and variation in local socio‐economic conditions. We analyse census and vital registration data covering the whole working‐age population of Lithuania during the period 2011‐2012. Our findings indicate that when assessing the likelihood of emigration events, individual‐level characteristics such as employment status, educational attainment, and prior migration experience are highly relevant. However, the importance of these characteristics differs by gender. We also detect considerable spatial variation in emigration rates across Lithuanian municipalities. Our outcomes provide new insights for the development of cohesive migration policies in Lithuania.  相似文献

This article studies the outcomes of the 2008 labour‐migration policy change in Sweden, when most state control was abolished and an employer‐led selection was introduced. The main goal was to increase labour migration from third countries to occupational sectors experiencing labour shortages. The article compares the volume, composition and labour‐market status of labour migrants who arrived before the change in the law with those who arrived after. Labour migrants from EU countries are used as a control group to assess any eventual influence from non‐migration policy determinants. The main outcome of the policy change is that non‐EU labour migration increased – an effect entirely due to the rise in labour migration to surplus occupations. Changes in the composition of the labour migrants explains why those who came after the law change have, on average, a worse labour market position.  相似文献

The purpose of the Cooperative Efforts to Manage Emigration (CEME) site visit to Timisoara, Romania was to evaluate three hypotheses. First, creating the economic conditions that attract Foreign Direct Investment (FDI) brings growth and job creation, which in turn can be expected to reduce emigration pressures and speed the acceptance of Romania into the European Union (EU). The foreign investment initially attracted by low wages will create jobs and hope of continued economic improvement, anchoring workers, managers, engineers, and other professionals to Romania. Over time, jobs and wages will rise, further reducing emigration pressures.
Second, Romania has several sizeable ethnic minorities, notably Hungarians, Germans, Ukrainians, and Roma, or Gypsies. All have a propensity to emigrate. Government policies that reduce discrimination against minorities by respecting their languages and cultures, using public institutions such as the police and schools to demonstrate tolerance and sensitivity to minorities, and enforcing Romania's anti–discrimination laws will reduce emigration pressures in such groups.
Third, the EU and outside organizations can best help to reduce emigration, transit migration, and trafficking by meeting regularly with Romanian officials and non–governmental actors to discuss migration issues in the context of Romania's desire to meet the criteria for EU and NATO membership. This will cause Romanians to take more seriously issues such as the need to integrate Roma into Romania's economy and society, the need to manage borders to prevent trafficking of migrants through the country, and modernizing border management to facilitate the movement of legitimate travellers and goods while discouraging illegal migration.
These hypotheses were borne out by the information gathered at Timisoara, Romania, but actual progress on the measures that would help was found to be very uneven.  相似文献

This article investigates migratory movements from and into Poland before and after the collapse of communism. The character and scale of these movements are of considerable significance, not only for politicians and societies in the CEE region, but also for European integration. The Polish eastern border is likely to remain one of the few places in Europe where it will be possible to control mobility on the East‐West axis. One cannot discuss East‐West mobility without discussing the emigration of Poles. Because recent immigration into Poland from the East should also be assessed from the perspective of both Poland and the West, the article examines emigration trends from Poland and immigration into Poland as well as the demographic characteristics of migrants. Only official statistical data are considered. Migration pressure from the East induced by the collapse of the system, combined with the restricted migration policy of Western Europe towards former USSR countries, were conducive to the formation of the Central European buffer zone. Poland is probably the best example of a buffer zone country. From the Western perspective it is also the most important country because the future of East‐West migration depends on the extension of the visa regime by Poland. Irrespective of the introduction of new hurdles, there will be other ways of channelling the movement from the East via Poland to the West. Globalization of migration will inevitably increase flows from the East. It is argued that the key to future European migration lies also in the West, more specifically in the employment needs of western labour markets.  相似文献

This article is a comparative study of the institutionalization of the migration policy frameworks of post‐Soviet states Armenia, Azerbaijan and Georgia since the collapse of the Soviet Union in 1991. All three countries share common historical legacies: a Soviet past, wars and conflicts, unemployment, high emigration, and commitment to integration into European bodies. To what extent do the migration policies of these three countries (driven by contextual forces, i.e. domestic challenges) address country‐specific migration dynamics? Or are they imposed by the European Union? In which dimensions have the national policies on migration of Armenia, Azerbaijan and Georgia evolved, and around which issues have they converged or diverged? Have these trends led to an integration of migration policymaking at the regional level in the South Caucasus?  相似文献

At the ninth Migration Dialogue seminar, held 29–31 March 2001 in Istanbul, Turkey, opinion leaders discussed the major immigration and integration issues facing emigration, transit, and immigration countries. Several major issues regarding Turkey were discussed. 1 This report was prepared after the seminar for participants and others interested in migration and development issues. It has not been approved by participants, and thus should not be considered a consensus document.
First, the effect of the Turkish Government’s modernization effort, which began in the 1920s. In the 1960s the government began to promote the export of surplus labour, with the hope that sending workers abroad from less– developed parts of the country would bring remittances and returned workers with skills needed for modernization. Among the governments of labour–exporting countries, Turkey’s has been unique in its high hopes for recruitment, remittances, and returns. They were expected to bring about a transformation of the country. These high expectations help explain the widespread frustration with migration’s actual effects. Second, the Turkish Government’s current goal of gaining full membership in the European Union (EU). Ankara stresses that the EU should embrace full Turkish membership for a variety of reasons, including the country’s strategic position between Europe and Asia, and to send a signal to other Muslim societies, such as those of North Africa, that the EU will include Muslim societies that are secular and democratic. Third, Turkey’s fear that EU membership would lead to another wave of migration. Many Europeans fear that Turkish EU membership would lead to another wave of migration. Turkey hopes that admission to the EU will bring EU assistance and foreign direct investment (FDI) that creates jobs and pushes up wages, thus making migration insignificant. Finally, Turkey’s position as an emigration, transit, and immigration country. There are 3 to 4 million Turks abroad, 3 to 4 million foreigners living in Turkey (perhaps half Iranians), and tens of thousands who move through Turkey to Europe. Turkey is revising its asylum law in a manner that will allow persons fleeing persecution outside Europe to be considered refugees in Turkey, to establish for the first time a support system for refugees.  相似文献

This study examines the impacts of immigration policies adopted by the Korean government, vis‐a‐vis other economic, social, demographic, and political factors, on labour migration from developing countries to South Korea using a modified gravity model. The model is extended to marriage‐related migrants to gain insights on marriage migration. The positive results in three out of the five immigration policies examined affirm that liberal policies are associated with increased migration, especially for preferred groups like ethnic Koreans, marriage migrants, and professionals. The positive effects of “push” factors such as population, unemployment, and inflation are generally similar to their effects on migration to the US, Canada, Germany, and the UK despite its more rapid transition from a migrant‐sending into a migrant‐receiving country. Political terror's non‐significance may be due to South Korea's limited asylum policy. Finally, the results of the extended model imply that marriage migration share plenty of similarities with labour migration.  相似文献

This article contributes to the understanding of the westward migration of Eastern European women, by comparing Moldovan and Ukrainian women in Italy – the most popular destination for both groups – where they are mainly employed as domestic workers and home carers. Focusing on the differences in their trajectories in this labour sector, we discuss the significance of their age at emigration and their role within their families of origin. These have an impact not only on their mobility patterns, but also on their choices of employment and general socio‐cultural integration in the host country.  相似文献

This study examines the relationship between social inclusions of migrant and income inequality. Both positive and negative impacts of social inclusion on income inequality have been observed in the previous literature. This study specifically considers two types of migration flow: migration flow from EU and migration flow from non‐EU. The aim of this article is twofold: 1) is there a strong association between social inclusion of migrants and income inequality, 2) is there any different impact of social inclusion of two types of migrants (EU vs non‐EU)? Using data from 33 mainly European countries over the period 2003‐2015 and controlling for savings rate, arable land rate and age‐dependency ratio, our results indicate that there is a significant negative relationship between social inclusion and income inequality. In particular, we find that social inclusion from non‐EU migrants significantly reduces income inequality compare with EU migrants.  相似文献

In addition to emphasizing that the kind of migration characteristic of the 1960s between Mediterranean and western European countries has serious implications for the former, this discussion explores the more questionable consequence of "lassez-faire" emigration for employment and development; proposes a method of analysis--the human resources approach--which facilitates insight into undesirable development, incipient or future bottlenecks, and how far they may be caused by outmigration or could be removed by the purposeful organization of return migration; and raises for examination various principles and instruments of emigration policy connecting international movements of human resources with development in general and employment policy and manpower planning in particular. Wherever migrant workers go abroad temporarily, which has been claimed to be the feature of Mediterranean western European migrations, they are not totally lost to their country of origin. They may be considered to remain part of the national labor force. Consequently, the human resources available for the country's development (hereafter termed the "national" labor force) comprise both the domestic population and the temporarily absent population. Migration streams may consist of seasonal (S), temporary (T), and permanent (P) workers according to the intentions of the migrants or their legal status. To obtain the effective numbers of S, T, and P migrants, it is necessary to weigh the figures of intending S, T, and P migrants with the actual emigration experience of each category. Applying hypothetical proportions to the known S (15%), T (80%), and P (5%) figures for Yugoslavia would give the following effective rates (as percentages of total outmigration: S = 13.5%; T = 49.25%; and P = 37.25%. In the case of Yugoslavia, which may be considered fairly representative, the temporarily absent workforce would be less than 2/3 of the annual outflow postulated. Thus, 1 in 3 migrants leaving Yugoslavia is irrelevant for manpower planning purposes. Net outmigration at seasonal peaks or throughout the year reduces the available labor supply directly. It also does so disproportionately, for it involves the most able bodied persons. To obtain positive effects, the contribution of migrants to the home country's economy would have to be larger than before migration. The question is what effect does foreign emigration have on the spatial, economic, and social modernization of the rural sector. Most Mediterranean countries are characterized by widely scattered settlements, many of which are unviable and costly to service. The economic organization of the rural sector may be affected through labor shortages inducing wage pressure and mechanization. The traditional social organization of the rural sector may receive jobs from outmigration that could speed up its replacement by modern structures.  相似文献

Although intra‐European migration is often considered relatively easy to realize given European citizens' right to freedom of movement, settlement in another European country can still be experienced as socially disruptive. Insights in the insertion processes of European migrants, nevertheless, remain rather scarce. In this study, we analyse the social networks of European nationals with a native partner in Belgium and the Netherlands. The analysis is based on survey data from the EUMARR project (n = 576). First, we study the size and composition of European migrants' local family and friendship networks, and the frequency of contact with these networks. Second, we connect intra‐EU movers' insertion routes to investments in transnational networks in their home country. The results reveal how size, composition and contact with the local and transnational network change over time. Children help to maintain contact with both the local and transnational family network and form a bridge for parents to meet own friends in the host country. Moreover, having own friends and own family around matters for contact frequency with the local networks.  相似文献

The United Kingdom was one of only three countries to allow migrants from accession countries to enter their labour markets more or less without restriction following European Union enlargement in May 2004. Therefore, it is important to establish the characteristics and labour market performance of migrants from these countries who have subsequently entered the United Kingdom. We principally analyse Labour Force Survey data to compare the labour market outcomes of recent migrants from Poland and other accession countries to those of earlier migrant cohorts from these countries as well as to those of other recent migrants to the United Kingdom. We find that the majority of post‐enlargement migrants from the new member states have found employment in low paying jobs, despite some (especially Poles) possessing relatively high levels of education. It follows that recent Polish migrants typically have lower returns to their education than other recent arrivals. Migrants from the new member states who arrived immediately prior to enlargement have similar characteristics and labour market outcomes, apart from displaying a higher propensity to be self‐employed. These results are discussed in the context of policy changes, migration strategies, assimilation effects and possible impacts on the sending countries.  相似文献

This article discusses the discursive framing of displacement and legitimacy for Roma migrants living in Germany to explore distinctions between “economic” and “forced” migration. Despite efforts towards their inclusion at the EU level, there has been an escalation in anti‐Roma sentiment across Europe simultaneous with increased transnational mobility. Based on media analysis and ethnographic research spanning 2011 to 2013, the inconsistencies and ironies associated with distinctions between voluntary and forced migration – and the consequences of this distinction for experiences in a host country – are illustrated using three cases. These highlight the range of reactions to Roma as “poverty migrants” (with its a priori assumption about welfare needs) to “bogus” or illegitimate refugees, even when fleeing desperate circumstances. These framings, and the inconsistencies they inherently entail, highlight investment in European identity and citizenship as migrants are defined, categorized, and managed by states seeking to curtail population movements deemed problematic.  相似文献

Italy joined the group of European nations with a positive migratory balance in 1980, but now the presence of an immigrant workforce is definitely embedded in the Italian development model. The shift from a net emigration to net immigration country occurred when the internal migration from southern Italy, which had provided the factories in northern Italy with the necessary manpower for their economic development, was coming to an end, and productive decentralization was beginning with the re‐emergence of small businesses. Twenty years later, small dynamic businesses that are mainly clustered in industrial districts specializing in local production are a distinctive feature of the Italian economy to the extent that among industrialized countries Italy counts the largest number of small businesses and the lowest number of employees per business (Accornero, 2000). Starting from the 1980s, opportunities for a low‐skilled labour force opened for new migrants mainly in these productive activities. In addition, throughout the 1980s and the 1990s niche opportunities for self‐employment in workshops producing for Italian suppliers were also appearing or expanding. Among other migrant groups arriving in Italy were those of Chinese origin. The crucial time for the recent migration flow from China to Italy — either directly or via other European countries, such as France and Holland — can be dated from the early 1980s. Since then, a succession of unskilled workers originating almost exclusively from the south‐eastern Chinese province of Zhejiang arrived in the country, after the family‐based chains of emigration that had almost come to a halt during the years of the Cultural Revolution had again been revitalized. The number of immigrants of Chinese origin has grown rapidly over the last 20 years, as has the number of businesses owned by the Chinese. By today, the Chinese migrant community shows the strongest entrepreneurial aptitude, and, according to recent national data, account for the largest number of small business owners among non‐European Union (EU) immigrants in Italy. Unlike the situation in most of the western European countries, such as Great Britain and the Netherlands, where the Chinese are active mainly in the catering service, in Italy their main areas of activity are the production of ready‐to‐wear garments, leather garments and bags, and woollen sweaters. Until recently, these seemed to be the only productive sectors open to Chinese immigrants. However, new trends are emerging in the employment patterns of the Chinese in Italy. The two most striking new features are the expansion from performing only simple manufacturing tasks for Italian suppliers to actually managing the entire productive process in the garment sector, and the growing employment in Italian firms, especially in the dynamic industrial districts where migrants of other origins were already working in large numbers.  相似文献

This article proposes a gendered critique of the European Neighbourhood Policy, a framework that, amongst other things, aims to facilitate the mobility of migrants to the EU from the bordering countries. We highlight the ambivalences of European gender and migration regimes, and we take issue with the celebration of the ‘feminisation of migration’. The former fails to offer opportunities to women to safely embark on autonomous migratory projects, the latter contributes to reproduce traditional gender biases in the countries of origin as well as of destination. We conclude by suggesting that the EU critique to emigration countries for failing to tackle women’s discrimination is less than persuasive when assessed vis-á-vis with the curtailment on women’s independent mobility across European borders.  相似文献

As globalization spread during the 1990s, and especially since the turn of the millennium, European states have increasingly claimed their right to assert their sovereignty by regulating migration at the level of the individual (OECD, 2001: 76–81). Political parties have succeeded in gaining support on policy statements pertaining exclusively to migration. For example, recent legislation in Denmark restricts the categories of persons eligible as refugees to “Convention refugees” satisfying only the narrowest international criteria set out in the UN Refugee Convention. The civil rights of asylum seekers are restricted by prohibiting marriage while their applications are under review. To limit family reunification among immigrants, the present Danish Government has even prohibited immigrants with permanent residence status and Danish citizens from bringing non‐Danish spouses under age 24 into the country. These attempts at border enforcement and immigration control have been described by some critics as the endeavours of European Union (EU) members to build a “Fortress Europe” against immigrants from developing countries. Policy decisions and the implementation of various measures from finger printing to radar surveillance to control immigrants have corroborated such perceptions, but this paper will show that gaining entry to a highly controlled country such as Denmark from a poorer country such as the People's Republic of China (PRC) is fairly straightforward. Politicians may wish to convey the impression of being in control of international mobility by launching diverse anti‐immigration acts, but since the immigration embargo of the early 1970s all EU countries have received millions of immigrants, and increasingly permit or accept immigrants of various kinds to reside and work within their borders (Boeri et al., 2002). Immigration from developing countries is not evenly distributed throughout the EU, but rather targets specific destinations. This article will attempt to explain the direction of Chinese immigration flows to Europe in response to labour‐market demand, rather than as a consequence of “loopholes” in a country's legal or welfare provisions. By analysing historical and demographic data on the PRC Chinese in Denmark, I attempt to demonstrate that, despite being a European country with one of the lowest asylum rejection rates for PRC Chinese, the scope of Chinese asylum seekers and regular and irregular migrants arriving by way of family reunification remained limited in the 1990s compared to southern, central, and eastern European countries. My analysis of Danish data in relation to Chinese migration suggest that destinations related to the globalization of Chinese migration is more determined by labour and capital markets than the presumed attraction of social welfare benefits provided by a European welfare state such as Denmark.  相似文献

Skilled migration has become a major element of contemporary flows. It has developed in scale and variety since the 1930s and now takes many forms, including “brain drain”, professional transients, skilled permanent migrants and business transfers. Nevertheless, the data are poor, inconsistent and usually not differentiated by sex. The importance of policies, both national and regional, to control the movement of skilled migrants has escalated. Receiving countries have come increasingly to see the benefits from admitting skilled workers and have adjusted their permanent and/or temporary migration laws/policies to facilitate entry, usually on the proviso that it does not disadvantage their own workers by taking away their jobs. Another set of policy frameworks within which skilled migration is occurring is regional blocs. The experience of the European Union (EU) in promoting the flow of skilled labour, movement in this direction in the North American Free Trade Agreement (NAFTA), Mercosul, the Closer Economic Relations (CER) Agreement between Australia and New Zealand and the Asia Pacific Economic Cooperation (APEC) Forum are analysed. The article poses two sets of issues facing sending and receiving countries. For sending countries they are: whether to free up or tighten migration; whether to support temporary skilled flows; whether to introduce protective or preventive measures to stem skilled emigration; how to encourage the return of skilled nationals; and whether/how to pursue compensation from post-industrialized countries. For receiving countries they are: whether to encourage temporary or permanent skilled immigration; the level of entry to permit/promote; how to select/process skilled immigrants; whether/how to protect the jobs of locals; and how they ensure the successful labour market integration of skilled immigrants. The article argues that the neo-classical view that skilled migration leads to overall improvement in global development does not apply. “Brain waste” or “wasted skills” occur frequently, to the detriment of both individuals and nations. Improved data and constructive dialogue on skilled migration are needed. Within both regional and international contexts, countries have obligations and responsibilities towards each other which need to be taken seriously.  相似文献

Existing high levels of temporary migration between Central and Eastern Europe and the European Union (EU) have highlighted a number of concerns relating to the eastern enlargement of the Union. While much of the debate has focused on the destinations, we use Slovakia as a case study to explore economic implications for the countries of origin of highly skilled migrants. First, the paper examines estimates of the scale of “youth brain migration”, comparing survey‐based and expert‐opinion estimates with our own estimate based on reconciling labour market and educational data. This identifies a substantial loss of graduate workers from the labour force through migration, accounting for a potentially significant proportion of Gross Domestic Product (GDP) growth. Second, we consider whether such migration will constitute “brain drain/overflow” or “brain circulation”: in other words will it be temporary or permanent? In some ways, however, this is a false dichotomy, for there are strong links between initial temporary migration and intended permanent migration, explored here through a survey of the motivations and social networks of returned migrants. Third, we address the ability of national states to intervene to mediate such losses. We generally concur with other commentators on the need for a multi‐scalar and multi‐functional approach, focusing especially on economic development. However, we are pessimistic about the likely speed of economic convergence and, moreover, argue that initial temporary migration (with implications for permanent migration) will continue to be driven by non‐economic goals.  相似文献

This study of emigration dynamics opens by noting that emigration is one of the most dynamic economic and social elements in Bangladesh. The history of emigration from Bangladesh is sketched, and the level and trend of emigration is described for various destinations (especially the UK, the Middle East and North Africa, and Japan) and in terms of the socioeconomic background of migrants, channels of migration, occupations, the potential level of emigration, and applications for US Visas. The next section of the report presents the economic and demographic setting in terms of the gross national and domestic products, quality of life, the size and distribution of the population, the labor force, literacy, unemployment and underemployment, urbanization, internal migration, poverty, and income distribution. The discussion then centers on the sociopolitical setting and such factors as unmet basic human needs, the demand for expatriate workers, and emigration policy. It is concluded that the desperate economic situation in Bangladesh has combined with the demand for expatriate workers and the development of institutions to facilitate emigration. The result is increasing interest in emigration, which is fueled by mass communication highlighting the differences between the quality of life in Bangladesh and abroad.  相似文献
