In reviewing the articles in this special issue on the migration/policy/anthropology nexus, my comments will be in three parts: first, presenting a rough framework by which we might look at public policy in a way that bridges the academic and the practical; second, considering the actual cases presented in this special issue; and third, considering more broadly what the anthropological contribution might be to this complex and often acrimonious issue of migration policy. Throughout, the attempt is to search for a way of looking at migration policy that balances the inevitable academic critiques of public policy with a recognition of what public policy can and inevitably must be as a tool of societal discussion, planning, and progress.  相似文献

This paper summarizes the latest information on both stocks and flows of migrants in Europe, focusing specifically on arrivals from developing countries. It starts out by setting this into its historical context by showing how flows of labour migrants were followed by flows of family members, and later by asylum seekers and refugees. Then it looks more closely at recent migration data, though it finds these to be frequently incomplete and inconsistent. The most comparable cross–national data come from the OECD and Eurostat, which indicate that Germany had the largest flows of migrants in the 1990s followed by the United Kingdom. In addition to these arrivals there are probably between 2 and 3 million undocumented immigrants in Europe – accounting for 10 to 15 per cent of the total population of foreigners. The paper also traces the countries from where immigrants are leaving. Sources vary considerably from one immigration country to another, reflecting a number of factors, of which the most important are former colonial links, previous areas of labour recruitment, and ease of entry from neighbouring countries. In recent years, however, immigrants have been coming from a wider range of countries and particularly from lower–income countries. The paper also examines changes in immigration policy. National policies were fairly liberal during the 1950s and 1960s, before becoming restrictive from the 1970s on. Recently, however, a number of governments have been revising their policies to take better account of employment and demographic needs. The paper also traces the emergence of a cross–national European response to immigration, as European Union (EU) countries have become more concerned about their common external frontier. Thus far European countries have done little to try to control migration through cooperation with sending countries. They could, for example, direct Official Development Assistance to those countries most likely to send immigrants, though few appear to have done so in a deliberate fashion. The paper concludes that in the future immigration to the EU is likely to increase, both as a result of the demand for labour and because of low birth rates in the EU. In the short and medium term many of these requirements are likely to be met by flows from Eastern Europe, particularly following the eastward expansion of the EU. But, the longer–term picture will probably involve greater immigration from developing countries.  相似文献

From 1980 to 1996, Australian researchers identified consistently inferior labor market outcomes for professionals from non‐English‐speaking background source countries. In 1997, the incominy conservative government initiated a major review of Australia's skilled migration program, based on a determination to ‘select for success’among applicants. Subsequent initiatives included mandatory English language testing, rigorous qualifications screening, incentives for international students to migrate, and abolition of income support in the first two years postarrival. This article provides a detailed analysis of factors leading to this policy transformation. Labor market outcomes for 2001 are defined, including a halving of unemployment among recently arrived migrants.  相似文献

Increasing immigration is often linked with the public pressure for lower levels of publicly funded social expenditures. However, the empirical evidence on the effects of increasing immigration on social expenditures is discordant and depends on which countries are studied. This article argues that the employability of new immigrants as well as their entitlement to public benefits explains the observed impacts of immigration on social expenditures. Moreover, these same features can help to explain the increasing stringency of immigration policies.  相似文献

Abstract This paper explores the operation of gender relations in the context of rural policy. Framed by debates on new rural governance, it considers how both the content and the culture of recent rural regeneration policy reflect highly masculine values and the maintenance of traditional power relations. New forms of decision making in rural areas promote a style of policy making that values and grants priority to male networks in the construction of elite groups and styles of management, and devalues community participation. We use examples from the United Kingdom to demonstrate the implications of shifts in the mechanisms and practice of policy making and implementation for men's and women's differential involvement and experience with rural regeneration. We go on to show how gender relations are also reflected in the content of contemporary rural regeneration policy. Decisions concerning the most appropriate types of initiative are predicated on a male‐oriented view of previous economic activity and local labor markets, and represent a highly masculinist approach to regeneration.  相似文献

Since China's economic opening and reforms in 1978, the country has broadened and deepened its exchanges and relations with other countries. This has contributed to the increase in the scale of international migration of highly skilled Chinese abroad. The impact of the migration of highly skilled Chinese on China and the relevant nations particularly deserve attention and study. Following the earlier migration flows mainly to the United States, Japan, Canada, Australia, and New Zealand, the migration of highly skilled Chinese to Europe has become a notable new trend. Currently, the flow of international migration of highly skilled Chinese personnel is mainly oriented toward Europe and the United States. While studying abroad has been the main form of migration of the skilled, this has now been joined by the migration of technical and professional staff, and the trend is increasing. The main country of destination for Chinese students is the United States, which absorbs more than half of the total, while Australia and Canada receive the largest number of skilled Chinese manpower. The United States also receives a large number of Chinese technical personnel, but its proportion has declined, while the flow to Europe has sharply increased. This development may be attributed to the global expansion of economic, scientific and technological, as well as cultural and educational exchanges and cooperation. But it is also the result of an increase in the educational investment made by the Chinese people following the continuous increase in China's economic strength and the population's personal income. Of greater importance are the gaps between China and Europe at the scientific, technological, and educational levels and the research and marketing environment. The intervening changes in labour market and immigration policies in European and American countries accelerate the trend further. For all of these and other reasons, the spatial distribution of Chinese students will become more balanced and play a positive role in the promotion of mutually beneficial exchanges between China and other countries.  相似文献

Abstract Although much research on rural “boomtowns” explores differences between rapid‐growth communities and more stable communities, it is logical to consider that residents within rural boomtowns experience community transitions in different ways. We examine a specific outcome, fear of crime, across three categories of community residents with different migration histories: lifetime residents, migrants who joined the boomtown community during its period of rapid growth, and post‐boom period migrants. This perspective is particularly interesting, given the likelihood that these three different categories of residents have had substantially different community experiences. Making use of survey data from two intermountain West communities that represent resource‐dependent transitions during the 1970s and 1980s (Evanston, Wyoming and Delta, Utah), we find that boom migrants express greater fear of crime than longer‐term residents or post‐boom migrants. The findings suggest that the longer‐term decline in fear of crime in “post‐boom” periods is not equal among residents.  相似文献

Current and prospective migration law and policy in Chile does not adequately incorporate the causes, content, and consequences of international migration to and from Chile. We describe and examine migration in‐flows, out‐flows, migration‐related policies, and how those policies drive, and are driven by, notions of development in Chile. We explore contradictions in Chilean nascent migration policy currently under legislative review. We argue that it is imperative that migration, migration policy, and their relationship to development be discussed inclusively and transparently and be explicitly incorporated into the Chilean government's nascent migration and development legal policies and frameworks.  相似文献

This article is a comparative study of the institutionalization of the migration policy frameworks of post‐Soviet states Armenia, Azerbaijan and Georgia since the collapse of the Soviet Union in 1991. All three countries share common historical legacies: a Soviet past, wars and conflicts, unemployment, high emigration, and commitment to integration into European bodies. To what extent do the migration policies of these three countries (driven by contextual forces, i.e. domestic challenges) address country‐specific migration dynamics? Or are they imposed by the European Union? In which dimensions have the national policies on migration of Armenia, Azerbaijan and Georgia evolved, and around which issues have they converged or diverged? Have these trends led to an integration of migration policymaking at the regional level in the South Caucasus?  相似文献

The introduction to this special issue traces class at the interface between migration policy and migrant strategies. Scholarship on the politics of migration and citizenship has thus far largely neglected class. In contrast, we contend that discourses on migration, integration and citizenship are inevitably classed. Assessed through seemingly heterogeneous criteria of “merit” and “performance”, class serves as an analytical connector between economic and identity rationales which intersect in all migration policies, including those regulating family and humanitarian admission. Class‐selective policy frames can function as constraints maintaining some aspiring migrants into immobility or channeling different groups of migrants into separate and unequal incorporation routes. Yet, policy frames can also serve as resources to strategize with as migrants navigate and perform gendered and classed expectations embedded into receiving‐country migration regimes. We conclude that connecting policy with migrant strategies is key to reintroducing class without naturalizing classed strategies of mobility.  相似文献

This study investigates several issues pertaining to the urban informal sector and cityward migration in Philippine cities. The analysis of cross-sectional national demographic data reveals the four major patterns. First, the pattern of migrants' participation in the urban labor market varies greatly between male and female migrants. The widely held notion that migrants tend to enter the urban occupational structure through the informal sector seems to apply mainly to female migrants. Second, the informal sector must not be identified with urban poverty. Our data suggest that informal economies provide a wide range of income opportunities and that there is a great deal of overlap between formal- and informal-sector workers' incomes. Third, the effects of rural background and informal sector involvement seem to vary between Manila and the secondary cities. Fourth, sectoral boundaries do not seem to constitute a significant mobility barrier, but, due to the general lack of occupational mobility opportunities in Philippine cities, only a small proportion of those working in the informal sector are likely, to move out of it.  相似文献

This article contributes to the understanding of skilled labor migration by exploring some of the differences in the economic behavior of three contrasting groups of returned skilled labor migrants from Slovakia to the United Kingdom: professionals and managers; students; and au pairs. Formal professional experiences and training provide only limited understanding of the value of working/studying abroad. Instead, there is a need to look at particular competences, such as interpersonal skills and self‐confidence, as well as the role of social recognition. The empirical results also emphasize the importance of spatiality and temporality when analyzing skilled labor migration.  相似文献

Since the mid‐1990s the United States has enacted a series of laws that make it easier to deport noncitizens. Drawing on findings from interviews with a random sample of 300 Salvadoran deportees, we examine how family relations, ties, remittance behavior, and settlement experiences are disrupted by deportation, and how these ties influence future migration intentions. We find that a significant number of deportees were long‐term settlers in the United States. Many had established work histories and had formed families of their own. These strong social ties in turn influence the likelihood of repeat migration to the United States.  相似文献

This special section specifically focuses on student‐migrants and the way they are being catered to by an emerging education‐migration industry. The articles included build upon the observation that especially within the Asia‐Pacific region there is an increasing conflation and entanglement between categories of international students and skilled migrants. This has led to an emerging “industry” that facilitates study‐abroad trajectories and acts as broker for two‐step migration pathways. This Introduction aims to situate the research presented here within the broader context of a burgeoning field of research which examines the growing popularity of international education across the Asia‐Pacific region; the way its emergence is increasingly entangled with specific ambitions that skilled migration programmes cater to; and the way highly regulated skilled migration programmes have given rise to a migration industry in general.  相似文献

This study aims at exploring potential positive externalities of skilled labour migration from Turkey and highlighting social policies targeting “brain drain to brain gain” strategies in the case of Turkish engineers living abroad. Based on case study and further investigations, the skilled labour migration among Turkish engineers can be defined as a “brain over‐flow.” The main structural reason of this situation is discrepancy between educational and employment policies. Data indicate that it can be obtain positive externalities from skilled labour migration under certain conditions. Ninety per cent of all participants intended to give support to development practices in Turkey, even if they were not returning (n‐130). Only 10 per cent of all participants didn’t intend to give any kind of support. Cooperative projects, establishment of networks, forums and consultancy services to Turkish companies, were the most mentioned support manners. To realize these proposals, it is essential to develop active public policies aiming at a “brain drain to brain gain” approach, for short‐ and long‐term periods.  相似文献
