SUMMARY

This exploratory, qualitative study of 28 (10 Hispanic and 18 African American) former foster care youth attempts to capture the essence of their quest for self-sufficiency. While research on former foster care youth continues to highlight the problems confronting them after they emancipate from care, the depth of their struggles is often lost in the aggregation of statistics. The numbers themselves often fail to capture the hardships, isolation, hope, and despair many of them may face as they attempt to adjust to life after foster care. Furthermore, existing research often regards emancipated youth as a homogeneous population. Interviews with these respondents of color were coded to determine the themes and stories they held. The themes emergent from these interviews were: the importance of people in the independent living programs; vagueness in recalling the content of the independent living programs; family conflict; housing instability; regrets, fears, and lessons learned; and future goals. Implications for culturally sensitive practice and research are drawn from these data.  相似文献

Youth in foster care face educational disparities in terms of college access, retention, and graduation. To address this, 22 states have implemented tuition waiver programs targeting current and former foster youth. A comparative analysis was conducted of all 22 programs implemented since 2014. Similarities include student eligibility based on youth’s age upon foster care entry, university admission and time in care requirements. Differences include type of expenses covered, time limits on use, program oversight, and funding availability. No differences were found based on political party control, gubernatorial power, and state population composition. Recommendations for policy and practice reform are offered.  相似文献

This study describes the implementation of three evidence-based treatments addressing traumatic stress symptoms within a wraparound foster care program in Illinois. Child–Parent Psychotherapy (CPP), Trauma-Focused Cognitive Behavioral Therapy (TF-CBT), and Structured Psychotherapy for Adolescents Responding to Chronic Stress (SPARCS) were implemented with a racially diverse sample of youth ages 3–18 at six agencies. Culturally sensitive adaptations were made to treatment approaches to improve client retention and outcomes. Data analyses revealed no racial differences in retention in the program and no differences in outcomes between minority youth exposed to the intervention and other participants. All three evidence-based treatments were effective in reducing symptoms and improving functioning among minority youth. Implementation issues, including challenges and culturally competent accommodations, are discussed.  相似文献

The aim of this article is to report on the findings of an evaluation of a youth in foster care mentoring pilot program and the difficulty that arises when a program is not well implemented. The pilot program and evaluation of its effectiveness were mandated by the Texas 80th Legislature through the passing of HB 3008. Big Brothers Big Sisters of North Texas implemented the pilot to match youth in foster care age 14 years and older, who participate on a voluntary basis and who have been screened for participation by the Texas Department of Family and Protective Services (DFPS) with an adult mentor. As part of the pilot, youth were to receive 8 h of face-to-face time, and at least 1 h of phone, email, or text contact with their mentor. Though there were problems with implementation of the mentoring pilot, responses on the confidential youth survey suggest that those who did participate had positive experiences. Based on responses on the survey from the youth and based on the existing empirical literature on the benefits of mentoring programs for trouble youth and following the recommendations presented in this article the mentoring programs should be encouraged for youth aging out of foster care.  相似文献

In new programs that have not reached full effectiveness, or in programs that are designed to produce future benefits (i.e., become “institutionalized”), evaluations that fail properly to assess future performance may bias decisions against the programs. For such programs, consideration of future benefits may significantly enhance the assessment of their cost-effectiveness. This paper describes an evaluation methodology based on decision theory that can take future benefits into account in evaluating a program. The methodology was applied to the Metropolitan Atlanta Crime Commission (MACC) Community Anti-Crime Project and indicated the potential for substantial future benefits subsequent to cessation of federal funding. The implications of use of this methodology and the MACC results for the overall Community Anti-Crime Program are also discussed.  相似文献

Campus support programs for foster care alumni (FCA) have emerged in an attempt to improve higher education outcomes for former foster youth. However, these programs have little empirical or theoretical literature to guide their development. We present a case study of a newly developed campus support program for FCA which utilizes a strengths perspective. We analyze quantitative and qualitative data collected before and during the first two years of program operation to explore whether a strengths perspective can be successfully applied to the unique needs of FCA in higher education. Results reveal that the strengths perspective has potential and identifies three areas in which this approach appears to effectively intersect with challenges faced by FCA, a) promoting positive identities as survivors, b) respecting autonomy, and c) mobilizing assets of resilience, perseverance, and community. We discuss the benefits and challenges of helping students address these issues. Our findings also reveal that the strengths perspective is not redundant with traditional higher education retention models, and in the three areas identified, is diametrically opposed to the students' previous experiences with the foster care system.  相似文献

Research has demonstrated the employment and earnings benefits accompanying educational attainment, and the relatively poor educational attainment and economic well-being of young people who transition to adulthood from foster care. Policymakers' concern over these poor outcomes has long been reflected in U.S. child welfare policy, most recently in the provisions of the 2008 Fostering Connections to Success Act allowing states to claim federal reimbursement for extending foster care from age 18 to age 21. While the policy of allowing youth to remain in foster care past age 18 has promise as a strategy for helping them continue their education, empirical evidence of its impact is lacking. Using data from a longitudinal study of youth (n = 732) who transitioned to adulthood from foster care, this study takes advantage of between-state policy variation in the age at which youth are required to leave care to assess the relationship between extended foster care and educational attainment at age 26. Distinguishing between not having obtained a high school diploma or GED, having only a high school diploma or GED, and having obtained at least one year of college, each additional year in care is associated with a 46% increase in the estimated odds that former foster youth will progress to the next level of educational attainment, controlling for a range of youth characteristics measured at ages 17–18. Background characteristics including youth's gender, race, employment, parenting, educational performance and aspirations, and indicators of behavioral health problems are also associated with educational attainment in early adulthood.  相似文献

This article discusses a mentoring model as a resource for lesbian and gay adolescents in foster care. Interview data collected in a national study of foster adolescent mentoring programs led to the identification of elements of succesful programs. The authors apply these elements to the design of a model mentoring program for lesbian and gay adolescents. Such a model program would help to alleviate problems that are related to isolation, stigmatization, and lack of positive lesbian and gay role models. Selected lesbian and gay youth vignettes are described and implications drawn for program development.  相似文献

Children are entering foster care at an alarming rate. There were an estimated 429,000 children in out-of-home care at the end of 1991, which is a 64% increases since 1982 (Tatara, 1990). The largest proportion of children in out-of-home care are between the ages of 13 and 18 (Mech, 1988; Tatara, 1989). Each year, an estimated 16,000 (Sims, 1988) to 18,000 (Ryan, McFadden, Rice, & Warren, 1988) youth are emancipated and leave foster care to assume independence. Many of these young adults are not prepared for self-sufficiency (Barth, 1986, 1990; Festinger, 1983; Westat, 1988). Adolescents from varying out-of-home care settings are eligible for a set of services—Independent Living Programs.The findings of this study suggest that Independent Living Programs may have positive impact on the ability of youth to be self-sufficient at the time of discharge from foster care programs. In this paper we examine the impacts of the mobility that Nunavut Inuit youth experience with Northern Youth Abroad (NYA), a Canadian volunteer travel program that sends northern youth to southern Canada and Botswana. Using a case study approach and drawing from archival research and interviews with 10 former participants, a staff member, and a member of the board of directors, we argue that NYA illustrates how volunteer travel programs for Indigenous youth can yield distinct benefits for its participants in comparison to mainstream volunteer travel programs, particularly with regard to participants' sense of cultural identity and pride. By enabling participants to foster career goals and a deeper sense of cultural pride, NYA presents a counter-example to some of the common critiques of volunteer tourism programs, and illustrates the complex interconnections between cultural pride, well-being, and career advancement for Nunavut Inuit youth.  相似文献

Educational needs assessments (hereafter NAs) are inattentive to cost considerations and are frequently dominated by elite stakeholder groups. In this article I make a case for adopting a cost–utility approach, illustrating the argument with data generated in a NA of central library services in a Canadian school district. Using survey data from eight stakeholder groups, I found that (1) NAs based on the service preferences of a single stakeholder group can be misleading; (2) service preferences can be integrated into a single set of priorities, even when there are disagreements, by using the stakeholder group as the unit of analysis and assigning weights that privilege input from knowledgeable respondents; and (3) that the ranking of service operations produced by user preferences was not significantly correlated with the ranking produced by integrating preferences with costs. Cost–utility analysis would be more helpful if the utilities represented rigorously determined benefits of the services assessed, as well as stakeholder perceptions of the value of these benefits. Cost–utility analysis in NA will not reach its potential until cost considerations are routinely included in educational program evaluations.  相似文献

Youth in foster care often undergo multiple transitions before reaching adulthood, and these transitions often create significant stress and can exacerbate emotional and behavioral problems. A measurement instrument (the Youth Experience of Transitions, or YET) was designed to assess foster care youths' understanding of transitions, and this instrument was tested on a group of youth undergoing an intervention program designed to assist them in coping with the stress of these transitions while in foster care. The intervention was based on the Transitions Framework by William Bridges and was implemented in multiple community agencies with funding from the Andrus Family Fund. Using factor analysis, we found that the YET contained two factors representing (1) openness and (2) determination. For youth in the participating foster care programs, growth in openness from baseline to 6 months was linked to a significant decrease in internalizing symptoms; no significant links were found for externalizing symptoms. Implications for foster care intervention programs are discussed.  相似文献

In spite of a prevailing policy focus, little is known about the employment outcomes of former foster youth during early adulthood and the factors associated with those outcomes. We explore how former foster youth who aged out of care in Illinois, Wisconsin, and Iowa are faring in the labor market at age 24 and what explains variability in employment and wages for these youth. We utilize multilevel models to analyze youth's employment using four waves of the Midwest Study. Our findings point to a critical need to better understand and address barriers to education, causes of substantial racial disparities, and characteristics of family foster homes that facilitate youths' employment. We find that youth who remain in care past age 18 attain higher educational credentials which translate into better employment outcomes. This research also highlights the need for policies directed at current and former foster youth who become early parents.  相似文献

On January 1, 2010, the Foster Youth Successful Transition to Adulthood Act went into effect in the state of Illinois to legally permit former foster youth who are at least 18 years old and not yet 21 years old to voluntarily re-engage with child welfare agencies and juvenile court to receive Supporting Emancipated Youth Services. Not much is known about the number or characteristics of foster youth who have taken advantage of this new opportunity to receive support following a hardship. This study used administrative data from the Illinois Department of Children and Family Services (IDCFS) to describe foster youth who have legally re-entered out-of-home care after exiting through emancipation. Findings revealed that a low number of former foster youth re-entered out-of-home care. This article discusses possible explanations for why so few youth have re-entered out-of -home care when research suggests they may be at increased risk for making the transition to adulthood.  相似文献

This article presents a framework identifying important home care benefit design decisions and reviews existing designs that have been adopted in practice. Four basic designs were identified, based on a review of 55 home care benefits drawn from public programs in the United States and foreign countries, and from private long-term care insurance policies in the United States. Three of these designs-service entitlements, managed-service benefits, and cash disability allowances--have each been adopted by public programs in the United States and abroad, and by private insurance policies in the United States. A fourth design--individualized cash benefits--has been adopted in only one experimental program. The designs observed in practice are remarkably varied, providing evidence that many alternative designs are feasible. Experimentation, particularly with cash disability allowances, is needed to determine the relative costs and benefits of various designs.  相似文献

The purpose of this study was to conduct a cost-benefit analysis of three Drug Court programs in Kentucky for two groups of Drug Court participants: program graduates and program terminators. The economic benefits of the Drug Court programs were estimated relative to a comparison group of individuals who were assessed for the Drug Court programs, but did not enter the programs. This study highlights important factors in estimating the costs and the economic benefits of a Drug Court program. Results indicated that, particularly for graduates, Drug Court involvement was associated with reductions in incarceration, mental health services, and legal costs, as well as increases in earnings and child support payments. Net benefits and benefit–cost ratios for each program are presented and policy implications are discussed.  相似文献

ABSTRACT

As youth near the transition to adulthood and aging out of the foster care system, exposure to stress increases, especially for youth who have less-than-adequate support systems. Although mental health problems among foster youth often continue into adulthood, service use decreases dramatically within a year of turning age 18. Understanding how foster youth experience mental health services as they transition from care provides social workers and other mental health professionals important insight that can lead to specific, targetable strategies. This study sought to explore what situations were helpful in supporting mental health as foster youth transitioned to adulthood. Focus groups and interviews with former foster youth and professionals informed the development of a quantitative instrument, which was used to identify the most supportive and frequently encountered situations former foster youth experienced. Findings indicate the most helpful situations were those in which professionals and mentors were flexible and responsive to their individual needs and trusted their ability to make decisions. Supportive adults who honored their choices and collaborated in decision-making were also helpful. Engaging, empowering, and partnering with transition-age youth may increase the likelihood of positive mental health outcomes for this population, offering implications for family-centered, strengths-based practice.  相似文献

Despite the proliferation, of on-campus academic support programs for foster youth and alumni (e.g., those formerly in foster care), few conceptual frameworks for developing these programs exist. This study employed Group Concept Mapping (GCM) methodology to delineate a conceptual framework, from the perspective of foster youth and alumni (N = 51), for the development of on-campus support initiatives. GCM is an integrated mixed-method research method that uses non-metric multidimensional scaling and hierarchical cluster analyses, to analyze qualitative data (e.g., statement form) collected during brainstorming sessions. This research was guided by two separate queries: (1) How do foster youth/alumni conceptualize support programs to support foster youth/alumni through to degree completion; and, (2) Is there a difference in priority areas of this conceptualization between current college students, and those who have dropped out of college within the last 18 months? Analyses revealed that participants conceptualized on-campus support programs via an eight-cluster solution, including Campus Awareness, Advocacy, Data Tracking, Pre-College Supports, Fostering Family Connections, Academic Financing, Campus Life, and Peer/Mentor Supports clusters. Additionally, analyses revealed significant priority ratings between areas of this conceptualization. In terms of Importance to academic success, current students rated statements in the Academic Financing and Peer/Mentor Supports clusters significantly lower than did non-students. For Feasibility, current students viewed statements in the Data Tracking, Campus Life, and Peer/Mentor Supports clusters as significantly more feasible than non-students. Pragmatic implications derived from these findings include fostering inclusive campus environments for foster youth/alumni and advocacy undertakings by institutions, on behalf of this population.  相似文献

Procedural priming refers to how the frequent or recent use of certain cognitive procedures on one task can lead to a greater propensity to use the same procedures on a subsequent task. In this paper, we demonstrate how procedural priming may be used to assess spontaneous inference formation in situations where the inference involves a relationship or rule. We do so in the context of the advertising cost–product quality rule, i.e., that “higher advertising expense implies higher product quality.” Prior research suggests that underlying the advertising cost–quality rule is a basic human attribution (the effort investment rule) that says, if someone invests a lot of effort in a cause, it implies a true belief in that cause. We prime the effort investment rule in an interpersonal context and show that this affects spontaneous generation of the advertising cost–quality rule in an advertising context.  相似文献

The purpose of this study is to describe the types of programs and mental health services former system youth with mental health histories would be inclined to engage in to manage their mental health difficulties, along with the factors that might hinder them from engaging in these services. A series of closed and open-ended questions on potential programs and services were asked, as part of a larger study. Participants were former system youth; specifically 18?C30?year olds who were diagnosed with a mood disorder and were involved with public mental health and social services (e.g., public welfare, child welfare, juvenile justice) during childhood. Responses to the open-ended questions were categorized and percentages are reported from the yes/no items. Eighty-three percent and 76% reported that they would be enticed to come to a support group and panel discussion on mood disorders, respectively, while only 46% reported that they would attend a family support group. Talking with others who have had similar experiences, material possessions and creative expression were the most common responses regarding what would entice them to get involved. Further, peer disrespect, transportation, and daycare were common barriers to potential participation. As the field continues to build knowledge on system-wide strategies to improve agency-based mental health care for transitioning youth and young adults, new evidence-based approaches may benefit from listening to the specific needs, preferences, and suggestions of these youth themselves.  相似文献
