Computer-based simulations provide one vehicle for making theory on social policy come to life and for developing shared experiences. However, computerized simulations often involve extensive front-end technical work. Electronic mail offers an alternative method for constructing simulations. This paper focuses on the use of electronic mail for teaching and learning about social welfare policy processes and compares electronic mail sa a simulation medium to more structured computer applications.  相似文献

This report examines the electronic survey as a research tool.In an electronic survey, respondents use a text processing programto self-administer a computer-based questionnaire. As more peoplehave access to computers, electronic surveys may become widespread.The electronic survey can reduce processing costs because itautomates the transformation of raw data into computer-readableform. It can combine advantages of interviews (e.g., prompts,complex branching) with those of paper mail surveys (e.g., standardization,anonymity). An important issue is how the electronic surveyaffects the responses of people who use it. We conducted anexperimental sample survey on health attitudes, behaviors, andpersonal traits using two forms of administration: electronicand paper mail. Closed-end responses in the electronic surveywere less socially desirable and tended to be more extreme thanwere responses in the paper survey. Open-ended responses thatcould be edited by respondents were relatively long and disclosing.These findings are consistent with other research on computer-mediatedcommunication, raising general issues about using computersto collect self-report data.  相似文献

Recent discussions of the Internet have touted "virtual community" and a capacity to enhance citizen power in democracies. The present essay (a) calls for a more rigorous understanding of community; (b) suggests that relationships forged with the aid of electronic technology may do more to foster "categorical identities" than they do dense, multiplex, and systematic networks of relationships; and (c) argues that an emphasis on community needs to be complemented by more direct attention to the social bases of discursive publics that engage people across lines of basic difference in collective identities. Previous protest movements have shown that communications media have an ambiguous mix of effects. They do facilitate popular mobilization, but they also make it easy for relatively ephemeral protest activity to outstrip organizational roots. They also encourage governments to avoid concentrating their power in specific spatial locations and thus make revolution in some ways more difficult.  相似文献

This article explores the effect of organizational culture on engagement with advocacy activities, both traditional and electronic. The Competing Values Framework offers a model for understanding how organizations’ culture influences behavior. Using a sample of nonprofit providers from across the country, the author hypothesized that organizations that use electronic advocacy tools are more involved with advocacy activities of all types. A paper and pencil survey was used to collect data on organizational culture, advocacy tools and techniques, perceived effectiveness of the advocacy tools, policy goals, organizational sustainability goals as well as barriers and facilitators of electronic advocacy. The study used path modeling to describe the connections between organizational culture and engagement in advocacy activities. The article examines the barriers and facilitators of electronic advocacy, the penetration of electronic advocacy use in this sample of agencies and the perceptions of effectiveness associated with using these strategies; lastly, the implications of these findings for managers and organizational leaders are discussed.  相似文献

Stories are an important part of organizational life that scholars have studied from many different perspectives. In this paper, we contribute a new way of exploring the meaning of stories. We use a concept from classical rhetoric, the enthymeme, to help reveal the particular underlying "logic" contained in the story form, and we show that the construction of this logic accounts, in part, for the engaging nature of the stories. We show that storytellers use enthymemes in the construction of their stories and also that scholars can use enthymemes to analyze stories. Understanding the enthymeme and its use in the story form enables interpreters to disentangle the argument often embedded in a story and to surface meanings that are implicit and powerful. In this paper, we focus attention on and examine such implicit meanings in four organizational stories of change in two city administrations, in order to illustrate the role of enthymeme in organizational rhetoric.  相似文献

Based upon research in an alcoholism treatment organization, the study explores the impact of interdisciplinary team treatment on organizational participants and structure. The findings suggest that alternate organizational arrangements are necessary for organizations which use the team method. The implications of team treatment for professionals were confounded because of power relationships within the organization. Role bargaining between professionals was observed to be virtually non-existent because of the dominance of a single discipline. A surprising finding was the extent to which supervisory personnel were disadvantaged in the study. Caution is suggested for those organizations most likely to adopt the team method, large public health organizations.  相似文献

The facts and myths of changes in technology and authority structure in public organizations are investigated using data from a case study of structural reorganization and the mechanization and automation of mail processing in the United States Postal Service. External political pressure and internal labor-management conflict combined to cause changes that were legitimated by an institutional logic of scientific management and technical progress. Improvements in productivity and overall mail service have been limited by political and institutional considerations that continue to govern the operation of the Postal Service.  相似文献

The purpose of this paper is to understand the influence of organizational factors on occupational accident causation. A field study was undertaken and focused on the phase of concreting the floors of a residential block in a building project in Brazil. The methodological approach was based on the analysis of carpenters' work practices and of the workers' accounts of minor falls. Observations were noted on work practices over this stage. Furthermore, interviews were conducted with the workers hired by the subcontractors and with professionals working for the main contractor. The results show that falls were related to the introduction of new building technology and its use by the workforce. The production planning and organization of activities by the subcontracted firms also led to temporary demands that were additional determining factors for falls on site. The work analysis reveals the need to consider organizational factors in prevention practices.  相似文献

Summary

This paper describes exercises and assignments used to promote computer literacy among social work undergraduates. These exercises were used as course assignments in an elective course for seniors, “Information Technology and Human Services.” Exercises met four criteria: (1) they assume no previous computer experience or knowledge, (2) they are directly related to human services practice, (3) they promote mutual support, (4) they are experiential. Exercises include use of word processing, database, spreadsheet, electronic mail, privacy invasion, shopping for a computer system, and impact of information technology on the larger society.

The potential placement of computer literacy exercises in the social work curriculum is discussed. It is suggested that a single experiential course best meets the need for promoting computer literacy among social work students.  相似文献

In the last decade the implementation of computerized technology and advanced information systems in public administration has gathered speed. The purpose of this article is to explore the ways in which these changes might be gendered by analysing different narratives of digitalization and organizational change in public administration. The empirical findings indicate that resistance to information and communication technology is explained away by managers as reflecting women's low computer maturity, while the narratives of the case‐workers themselves reflect their resistance to deskilling and simplified work specifications, as well as their experience of a shift in the work object — from working with human beings to working with electronic information. The findings indicate that the increased use of information technology genders resistance to degradation as a feminized fear of technology and low computer maturity.  相似文献

I wake up at 6:15 am, roll out of bed, and flip on my personal computer. Fieldwork is never more than a few steps away, thanks to my access to Zytek's electronic mail system. I dial into the network and spend the next 30 minutes sending out messages to set up meetings. I am planning another trip to Detroit in two weeks and send a message to the area sales manager I met last week in order to get permission to attend a two day event for a major customer. I send additional messages to set up an interview and get my name put on a distribution list, download new mail to my PC, and start printing it. After breakfast, I return to find 17 pages of mail — announcements and agendas for four meetings, a five page memo with the minutes from yesterday's pricing committee meeting, a five page memo requesting input from marketing groups for a software product, and a response from a marketing manager to my request to have lunch next Wednesday. Recently, the leading position of telephone surveys as the majormode of data collection has been challenged. Telephone surveyssuffer from a growing nonresponse, partly due to the generalnonresponse trend for all surveys and partly due to changesin society and technology influencing contactability and willingnessto answer. One way to counteract the increasing nonresponseis the use of an advance letter. In mail and face-to-face surveys,advance letters have been proven effective. Based on the proveneffectiveness in face-to-face and mail surveys, survey handbooksadvise the use of advance letters in telephone surveys. Thisstudy reviews the evidence for this advice and presents a quantitativesummary of empirical studies on the effectiveness of advanceletters in raising the response rate for telephone surveys.The major conclusion is that advance letters are also an effectivetool in telephone surveys, with an average increase in responserate (RR1) from 58 percent (no letter) to 66 percent (advanceletter), and an average increase in cooperation rate (COOP1)from 64 percent (no letter) to 75 percent (advance letter).  相似文献

Communication mediated by various technologies (from ordinary mail to today's Information and Communication Technologies (ICT)) provides important evidence for the study of social networks. Given that networks generate the possibility of interpersonal communication, data on technology use can provide important information on sociability. However, it is also true that personal networks not only shape, but also are shaped by technological means for communication, since these entail the re-constituting of social ties and the re-drawing of social boundaries. We use material from empirical studies carried out over the last 3 years to develop our hypothesis of the way forms of relationship change with technology. In particular, we try to understand the relationship between social networks (a set of social ties possessing one or more relational dimensions), exchanges between actors (made up of a succession of embodied gestures and language acts) and the various technical means for communication available today, which enable an exchange to be completed. Each of these three poles poses constraints on interaction, and provides resources for it, and thus all three shape the form relational practices take. Empirical data show how technological means of communication allow people to re-negotiate the constraints of individual time rhythms, and of who one communicates with. They also illustrate how the relational economy (and power) is affected by the deployment of communication technologies. Tools of communication provide new resources to negotiate individual timetables and social exchanges, making it possible to adjust roles, hierarchies and forms of power in relational economies. We argue that the general change observed over the last 20 years is from established roles to mutual reachability. The traditional communication model, where tele-communication is used to connect people who are physically separated from each other, is gradually being supplanted with a new pattern of “connected presence”. In this new mode other people are telephoned, “SMSed”, seen and mailed in alternated way and small gestures or signs of attention are at least as important as the message content itself.  相似文献

Valid and reliable public health data are becoming more difficultto obtain through random-digit dial (RDD) telephone surveys.As a result, researchers are evaluating different survey designs(i.e., sampling frame and survey mode combinations) as complementsor alternatives to RDD. Traditionally, mail surveys of the generalpublic have been limited due to a lack of a complete samplingframe of households. Recent advances in electronic record keeping,however, have allowed researchers to develop a sample from aframe of addresses (e.g., the U.S. Postal Service Delivery SequenceFile, which appears to provide coverage which rivals or possiblyexceeds that obtained through RDD sampling methods). To testthe use of this frame for surveying adults aged 18 years andolder across a wide geographic area, a pilot study was conductedas part of the 2005 Behavioral Risk Factor Surveillance System(BRFSS). The pilot compared use of a traditional, RDD telephonesurvey methodology to an approach using a mail version of thequestionnaire completed by a random sample of households drawnfrom an address-based frame. The findings indicate that themail survey approach can achieve higher response rates in low-response-ratestates (<40%) than RDD (particularly when two mailings aresent). Additionally, the address frame with mail survey designprovides access to cell phone only households and offers costsavings over the telephone approach. The resulting sample, however,significantly overrepresents non-Hispanic whites and peoplewith higher levels of education.  相似文献

In this study, the authors evaluated the feasibility and efficacy of a binge drinking prevention intervention for college students delivered via the Internet versus a parallel print-based intervention delivered via postal mail. A total of 116 college students completed the baseline survey. The authors then randomized the students into the Web or print group and sent them intervention materials. One hundred and six students completed the posttest survey. The intervention consisted of a series of 4 weekly "newsletters" in electronic or print format. The authors collected data using a standardized online 42-item survey. They found that an Internet-based binge drinking prevention intervention for college students was feasible. Results supported the efficacy of this intervention for those students already binge drinking, regardless of delivery mode. The authors found no significant differences on outcome measures when delivered via the Internet or postal mail. Results lend support to the use of the Internet as a viable alternative to more traditional health intervention delivery methods.  相似文献

Public administration finds itself in an era of government byperformance management, which is reflected in the widespreadassumption that management is a key determinant of performance,and that it is reasonable to expect managers to measurably improveorganizational effectiveness. This article joins a growing literaturein seeking to conceptualize and empirically test how externalenvironmental influences and internal management factors combineto create performance, relying on data from the 2002–2003National Administrative Studies Project (NASP-II) survey ofstate government health and human services officials. We categorizemanagerial efforts to facilitate organizational performanceas determined either through their interactions with the organizationalenvironment, or through employing workable levers to changeinternal organizational culture, structure, and technology.Among the external environmental variables we find that thesupport of elected officials and the influence of the publicand media have a positive impact on effectiveness. Among internalmanagement choices, the ability to create a developmental organizationalculture, establish a focus on results through goal clarity,and decentralize decision-making authority are all positivelyassociated with organizational effectiveness.  相似文献

The changes in technology that have affected mail delivery are a dynamic way to encourage students to think critically and make meaningful connections across historical eras. In the classroom, personal communication through the mail can become the “thematic glue” used across historical units to highlight the changes in everyday life caused by technological innovation. The post office initiated changes in streetlighting and crosswalks, stimulated the development of rural roads and highways, and provided passenger services on railways. Classroom teachers can use the activities and discussion questions to introduce students to this entity and its influence on our history.  相似文献

While the relevance of metaphor to management and organizational analysis is now accepted in theory, if not by managers themselves, the way metaphor organizes us is not as well understood. This is because accounts of metaphor and organization neglect the embodied working of metaphor and of language in general. Metaphor works by enacting the relational quality of the world within our embodied experience. A metaphoric capacity is a capacity for organization. Poets develop this capacity through language; a good manager develops it through organization of themselves, other people and the material world. Such managing requires an openness to experience that allows organization to develop within a situation, rather than being imposed from outside or on top of it.  相似文献
