对农村计划生育家庭在资金和发展经济上给予帮助,使其增加收入,进而也增加了养老积蓄;对计划生育夫妇子女的各种优惠,是帮助家庭增加对孩子的抚养成本投入,以期将来转化为更高的养老价值;政府和集体承担的那部分计划生育养老保险金,是直接给计划生育家庭的养老投入;新启动的农村部分计划生育家庭奖励扶助制度,更是与国家退休养老保障制度性质相似的新机制。必须建立相应的,以政府投入为主渠道的计划生育投入机制,通过公共财政支持,才能保证上述养老保障工作的资金需求与资金供给平衡。  相似文献

It is sometimes stated that direct mailing to individuals in developing countries like India may be wasteful due to the low literacy rate among village people. Direct mailing is a relatively new development in India and comparatively a newer channel of communication. An exploratory study was carried out by the Central Family Planning Institute to test this hypothesis. The observations made showed that direct mailing is practical, controllable, inexpensive, and useful.The information provided by direct mailing seems to cross the barriers of illiteracy. Based on this experience, the Central Family Planning Institute has initiated a large-scale communication action research project in Meerut district in North India where the impact of direct mailing on specific groups is being studied further. It is hoped that such studies would help in developing prototype information material and would provide a methodology to supplement the available channels of communication in a nation-wide family planning program.  相似文献

The Government of the Wendeng County, Shandong Province has taken measures to carry out the family planning program in a down-to-earth way. For the past few years, there are 2141 couples who have given up, of their own accord, the right to have a 2nd birth, though they are entitled to have. During the practice of family planning, the Wendeng Government started with the publicity of family planning policies. More than 30,000 copies of publicity pamphlets were distributed and about 220 shows of videotapes, films and slides were played in the countryside. The county's Family Planning Committee and the Maternal and Child Health Care Station, together with other departments concerned gave 120 lectures on birth control in the rural areas and sent contraceptives to every village with guidance to households. For the past 3 years, the proportion of women at childbearing age using contraceptives has increased by 62%.  相似文献

We examine how informants' reports on community perceptions of the quality and accessibility of family planning facilities relate to the use of modern contraceptives by individuals in rural Tanzania. Using information on individual-level contraceptive use in conjunction with community-level information on the accessibility and quality of family planning facilities, we employ two distinct statistical procedures to illustrate the impacts of accessibility and quality on contraceptive use. Both procedures treat the community-level variables as imperfect indicators of characteristics of the facilities, and they yield nearly identical implications. We find that a community-level, subjective perception of a family planning facility's quality has a significant impact on community members' contraceptive use whereas other community measures such as time, distance, and subjective perception of accessibility have trivial and insignificant direct impacts, net of the control variables. Future research that uncovers the determinants of perceptions of both community-level and individual-level quality could provide key insights for developing effective and efficient family planning programs.  相似文献

Abstract Many sociologists and demographers have argued that the comparatively large families of six to eight children found in rural India to-day result from ignorance of family planning methods, from tradition, and from passive indecision; and that large reductions in the Indian growth rate to Western levels would occur spontaneously if each Indian family were given access to birth control facilities, materials and information. On the other hand, it has been maintained that large family sizes are functional for rural families in India and other developing countries; and that they result from conscious or unconscious choice based upon enlightened self-interest.  相似文献

A preliminary view of the population control policies of the People's Republic of China is the subject of this report. The report maintains that population control policies are closely linked to economic growth and indicates that criticism by the West of these policies is unfounded. According to an investigation of 1000 married women of child-bearing age carried out in 1981, 19.1% of them have 1 child, 21.4% of them have 2, 49.5% have 3 and only 9.9% of them have no children. This would seem to refute the West's idea of the "1 child only" policy as strict and clear-cut. The report maintains that economic growth and family planning are functions of one another. Although China has made marked progress in population control, its population problem is still far from being resolved as population growth is still relatively high compared to productivity. The marriageable population is extremely high and increase in population create a burden on education, employment, transportation, welfare, housing and medicine each year. The trend in rural areas (which make up 80% of China's population) to have larger families to produce more labor must be reversed in order to make population control objectives feasible. Thus, the need for China to continue its efforts to promote rural economy and family planning must continue. The needs for improvement in promotion and family planning education as well as for improved medical conditions are also evident.  相似文献

A long-term commodity economy in China, according to this report, will help to improve family planning and to decrease the population. The new economic reforms have brought a commodity economy to rural areas of China and the result is an improved level of productivity and a higher standard of living. At this stage in China's economic development, many couples want to have more than 1 child which they could not afford before. This poses a new problem for family planning objectives. As the economy has shifted from a partially self-contained economy to a commodities-based one, more rural inhabitants want more children for the following reasons: 1) the economic system in China is based on the production of individual households (since agriculture in China today is still carried out by manual laborers, the household productivity rate is determined by the number of laborers it can provide); 2) as rural inhabitants have a higher income than before, they are no longer worried about fines; 3) decentralization reduces the governments financial resources and it is unable to follow through with, e.g., promises of 1-child family incentives and bonuses, and welfare. As a result, families do not uphold the family planning objectives. Family planning will eventually overcome these problems, however, through promotion of family planning campaigns and as the commodity economy advances and becomes more thoroughly developed. The author states that China is currently in the midst of an economic transition period which, once over, will see a decrease in the overall population.  相似文献

A preliminary survey of specialized households with single children in Tianjian rural areas was carried out in order to understand the impact of the economic system reform on family planning programs. Out of 180,000 specialized households, 37,000 are those of young peasants under 35, accounting for 24% of the total specialized households. The survey showed that family planning publicity could be improved in 4 ways. A change in the peasants' concept of childbearing in favor of family planning should be actively promoted. Publicity efforts should be strengthened. Both the content and methods of family planning education and publicity should be improved. Publicity should be integrated with service. Centers of publicity and guidance should become centers of publicity and service. Family planning workers should become close friends of young couples of reproductive age. Education must be integrated with service. A recent trend of having fewer children has set in. This change manifests itself in 3 ways: the state policy of making the people rich greatly encourages young couples to devote themselves to pioneering causes; after becoming rich, the peasants become aware that they should have healthier and better educated children; when the peasants become rich they worry less about their old age and other problems. The recent trend toward early marriage in rural areas should be curbed.  相似文献

This report aims at proposing ways the Chinese government can raise productivity levels and living standards while promoting the objectives of family planning. During the 1970's, family planning was heavily emphasized. Every factory, commune, and government agency had a specialized group of personnel responsible for family planning. Since the time of economic reform, this group has been vastly minimized because of the central government's demands for reduction of "unproductive" personnel. Thus, with economic reform came a sizeable obstacle to the family planning campaign. The report takes Hong Lai County as an example of recent undertakings to balance the new reforms and the family planning objectives. Hong Lai County, one of the poorest counties in the Sichuan Province, located in western central Chna, has seen a growth in GNP of 100% since the economic reform of 1979. At the same time, the government of the county has had to work extremely hard to promote family planning, especially in rural areas where these objectives are more difficult to reinforce. The county government, in an effort to encourage these objectives, has set up programs of compensation in the form of special allowances and bonuses. Moreover, eucational programs have proven effective in this area. The report indicates that much success has been achieved in the areas of education through promotional campaigns and vocational training which have, in turn, increased productivity levels and living standards.  相似文献

China conducted its 1st nationwide Family Planning Publicity Month in 1983, from New Year's Day to Spring Festival (February 13). The campaign emphasized the rural areas and focused on explaining why family planning is a state policy. The most noticeable achievements of this campaign were that every household became familiar with the fact that family planning is a basic state policy. The majority of the population take this policy seriously, realizing that strict control of population growth is both a good and imperative policy. More than 1,830,000 propaganda columns and photo exhibitions were displayed, 5,900,000 radio and television programs broadcast, 2,010,000 theatrical performances, movie and slide showings presented, and 97,000,000 copies of materials published for public dissemination. The activities were varied and interesting, vivid and lively, and purposeful and persuasive. 1 of the most effective methods of publicizing population control has been the presentation of comparative statistics. This aspect of the campaign was a specific and lively form of education in population theory and practice. The presentation of statistics that show the relationship among population, land use, grain produce, and income enabled the population to reason out why population growth needs to match economic and social development. Another important accomplishment of the publicity month was that a large number of couples of reproductive age became convinced of the need to use contraception. According to the incomplete statistics, 8,860,000 people had surgical operations for birth control. The universal promotion of ligations by either partner of a reproductive couple who already had given birth to a 2nd child was an important development of family planning technique promoted simultaneously with the promotion of IUDs. The increase in the number of people doing family planning work was another achievement of the publicity month. More than 15,240,000 publicity personnel and 760,000 medical personnel were trained. The enthusiasm of the Party and the people contributed to the success of the publicity month. The success of the publicity month is inseparable from the achievements and experience gained through China's longterm pursuit of family planning.  相似文献

At the 1986 National Commendation Conference of Family Planning Vice Premier Wan Li told the 600 participants from all parts of China that the task of controlling population growth during the 6th Five-Year Plan had been accomplished and that the trend of population growth had been held in check. He emphasized the progress made in the field of family planning, noting that family planning is a basic state policy of China and that the government always regarded family planning as a priority concern. Wan Li made the point that the population control stipulated in the 6th Five-Year Plan is of great significance to the promotion of China's 4 modernizations -- socialist construction and the improvement in the living standards of the people -- as well as helpful to the stabilization of world population growth. Recommending a flexible approach to family planning, the Vice Premier urged those engaged in family planning to work to overcome compulsory and coercive approaches. He recommended scientific research devoted to birth control technology and asked family planning workers to give family planning a higher priority in order to assure fulfillment of the plan for population control as outlined in the 7th Five-Year Plan.  相似文献

The population of minority groups has been increasing rapidly in recent years, but the rate of increase is different depending on the region, for various reasons: 1) Population increase rates are high in flat, low regions with warm weather, a good natural environment, and good transportation systems. Productivity is beginning to lag behind population growth (population increased by 90% from 1953 to 1982). 2) Population is increasing at a slower rate in high regions with cool weather and an average natural environment. The productivity growth rate in these regions is about the same (the population increased by 37.5% from 1949 to 1980). 3) Population is increasing at a lower, or even negative, rate in mountainous regions with little flat land and poor transportation service. 4) In some regions, large families are predominant because of tradition and/or religion. In some minority groups, where large extended families are the rule, increases are low because of health problems. People in minority groups are willing to practice family planning, but it is impossible to make one general family planning policy because people in different regions face different problems.  相似文献

Examination of the effects of family planning indicates 6 major social and economic changes which it has brought about in Dongguan County, China. Peoples' views on family planning have changed: they no longer believe the old notion that "more children guarantee a better life" and have done away with the convention of early marriage and early childbearing. The number of children per household has dropped from an average of 5.9 in the early 1950s to its present average of 2.05. The situation of women has undergone important changes. In the past, women bore many children and few worked outside the household. Today, in the city of Guancheng, 7000 of the 10,000 workers in city-owned factories are women. A 3rd effect of population control is increased production output and a better standard of living. Since 1979 when economic reform began, 90% of the presents built new homes and 70% of the households bought high standard consumer goods. A 4th improvement has been found in the development of education: 99.7% of school-age children attend elementary schools and the rate of graduating students is 98.2%; 92% of preschool children are involved in preschool programs; and 67,000 young women attend various kinds of vocational schools. A more civilized life style and more harmonious family lives have found as a 5th result of family planning measures. Finally, there have also been improvements in welfare and public sanitation facilities. For example, more than 200 water plants have been built in the county and 41% of the population drinks water which meets sanitation standards. It is concluded that the beneficial results of population control reported in this study should be of interest to all those involved in the field of family planning.  相似文献

In 1984 the Keshan (Northeast China) County Government and the Family Planning Committee initiated an education campaign to disseminate family planning information to farmers. The team of propagandists consisted primarily of full-time family planning workers. Village cadres, school teachers, and rural physicians, who are properly educated and positive about family planning work, enjoy high prestige among the workers. They were invited to be team members after training and are supported by the villagers because they come from among the local people. All the childbearing women aged 15-49 in each village were classified by the propagandist into 5 groups according to their marital and childbearing status, i.e., women at the age of puberty, women of new marriage, pregnant and lying-in women, women with children to be reared, and middle-age and old women. The women were organized into groups to attend lectures on different subjects such as population policy, relationship between population growth and socioeconomic development on the 1 hand and individuals and environment on the other. Also included were physiology, the health birth and rearing of children, and health care for women and the aged. The publicity effort included broadcasting, films, video aids, and slide shows. Increased classs were during the slack seasons, and lectures were given once a week. By 1986, about 80% of the population at childbearing age in Keshan County had attended the family planning lectures.  相似文献

The China Population Information and Research Center reported that in 1988 the number of childbearing women between 20 and 49 was 4.65 million above 1987, but the population growth rate was 0.19 lower than in 1987. Controlling the population is still a difficult problem. The 3rd baby boom of New China; economic, cultural, social, and other factors; and the uneven progress of family planning are cited as causes of the lack of control. The 13th Party's Congress in 1989 plans to work to reform family planning and control population growth. In particular, late marriages and childbearing will be promoted; in cities, one-child-per- couple will be policy; in rural areas, only girl households will be allowed another child only after several years; local family planning regulations will be supported; and research on family planning and safer, longer acting contraceptives will be financed.  相似文献

Using the demographic transition framework as a basis for analysis, the author examines the levels, trends, and differentials in household size and structure in the Philippines. Time-series data on average household size from the censuses show that the changes observed over time are closely associated with or have run parallel to the shifts in mortality and fertility. Data from the 1968, 1973, and 1983 National Demographic Surveys revealed small increases in 1-person households, modest increases in small-sized and moderate-sized households, and substantial decreases in large-sized households. The data also disclosed structural shifts among various types of family households. Between 1968 and 1983, family households experienced increasing nuclearization. While expectation for support in old age has somewhat diminished recently, parents' preference to join their daughters will have the effect of increasing the opportunity of females to head households. More highly educated persons exhibited a greater tendency to head the bigger-sized, extended family household, although this has diminished somewhat lately. Increases in the age at 1st marriage of both males and females affect the life span of family households, especially nuclear households. A multivariate analysis using macrolevel data as inputs demonstrated the very strong influences of the factors of desirability of marriage, availability of mate, and urbanization on the marriage pattern. Enhancing employment opportunities and creating appropriate mechanisms through which present incomes may be increased in the hinterlands under various rural development programs may help to diminish the values attached to children. The provision of more and better facilities for higher education especially in the disadvantaged provinces will enable young people, especially females, to gain access to higher learning, thus providing alternatives to early marriage and childbearing.  相似文献

Researchers applied longitudinal data on 2884 women who were at least 6 months pregnant between May 1983-April 1984 and living in the Cebu metropolitan area, the Philippines to examine assumptions which may explain the association between lower breast feeding levels and dwindling social support for mothers who breast feed in urban areas. Extended family households were much more common in urban areas than rural areas (46.3% vs. 27.5%). This finding did not support the 3rd assumption of falling extended family patterns with urbanization. Further as the levels of complexity and extension of the household rose so did infant care support regardless of location. For example, the number of hours of help with infant care for mothers in nuclear families in urban areas was 1.23 which climbed from 2.53 for horizontal extended families to 2.9 for vertical extended families and to 3.09 for horizontal and vertical extended families. This result supported the 2nd assumption of much more social support in extended families than nuclear families. Yet social support did not translate into promotion of breast feeding--the 1st assumption. Mothers in horizontally extended families had a lower likelihood of breast feeding than those in nuclear families. Further only adult female relatives of the same generation as the mother has a negative influence on breast feeding in urban mothers, but not rural mothers. In fact, female children of at least 7 years old, female servants, and yayas all negatively affect breast feeding in urban mothers, but not rural mothers. In rural households, young female relatives (at least 7 years old) significantly increased the probability of breast feeding whereas young male relatives decreased the probability.  相似文献

The scientific management method of improving family planning through information has produced a low birth rate and natural increase rate in Gaoping County, China, since 1976. In order to promote good family planning, Gaoping County incorporated the scientific management method with the establishment of an information network that included information banks, files, and newspaper columns. The officials of Gaoping County focused their efforts on women most susceptible to unplanned childbirth, e.g., women uneducated in birth control and prenatal care. The women were divided into groups according to their educational needs, e.g., women who were hesitant toward birth control, women who used birth control, women who never reproduced, and women who were newly married. By educating these women to the aspects of planned childbirth, prenatal testing, prenatal care, and contraceptives, Gaoping County effectively promoted good family planning in the areas of birth control and family health. The following statistics are the results of incorporating the scientific management system in family planning of Gaoping County. In 1983, the birth rate in Gaoping County was 11.3%, a 2.8% decline from 1982; the mortality rate decreased 0.2% to a rate of 7.6%; and the natural increase rate decreased 2.6% to a rate of 3.7%. The planned birth rate in 1983 was 90.1% and the rate of 1 child per couple was 91%. This was an increase from the 1982 rates of 21.3% and 25.2%, respectively. From January 1984 to June 1984 the planned birth rate reached 97.2%. These statistics are evidence of the positive results in using information in family planning.  相似文献
