This article extends Heath's (2006) concept of fully functioning society theory (FFS) and argues that public relations can be used as a force to enhance collective social capital in communities. To serve this purpose, however, the effectiveness of an organization to serve its external publics is often dependent on the status and relationships the public relations function has developed within the organization. This paper provides a network analysis of a government agency in Jordan that illustrates the relationship between internal organizational social capital and the potential problems for establishing external relationships with publics. Implications for public relations research methods and theory are also discussed.  相似文献

This article draws on postcolonial theory to critique ongoing neocolonial aspects of public relations theory and practice and especially the field's recent appropriation of terms such as “corporate social responsibility” and “sustainable development.” It positions such appropriation as a continuation of the old colonial strategy of reputation management among elite publics at the expense of marginalized publics. The article makes the case that public relations can only begin to be ethical and socially responsible if it acknowledges the diversity of publics, breaks down the hierarchy of publics, and takes into account the resistance of peripheral publics.  相似文献

Public interest relations (PIR) is an approach to public relations scholarship and practice that contributes to the social good by integrating the concept of public interest into organizational goals and values. The need for PIR was emphasized during the COVID-19 pandemic as publics looked to organizations for information about a variety of topics (e.g., symptoms, vaccines). AARP created a series of tele-town halls to communicate with its publics, who are considered to be members of a “vulnerable population” during the pandemic. In order to understand how AARP’s Coronavirus Tele-Town Halls reflected the practices of PIR, I completed a critical thematic analysis of 28 virtual sessions that were hosted in 2020–2021. The analysis, which was guided by the tenets of PIR, found that AARP’s communication (1) highlighted common life course milestones of its publics, (2) emphasized the quality of the information, and (3) provided avenues to engage with the organization and its experts. Based on these findings, I developed theoretical implications that reflect a critical perspective on PIR and suggest future research avenues that seek to build this ethical and socially meaningful approach to public relations.  相似文献

We argue that the public relations manager role provides the "missing link" between environmental challenges and the consequences for the public relations function. Conceptualizing the manager role in terms of organizational power, the concept provides linkages between the environmental-imperative and the power-control perspectives. The model posits that environmental challenges to the organization, in part, determine the role enacted by the top public relations practitioner. This role enactment, in turn, increases the function's capacity to maintain the integrity of its domain. Using a sample of 262 public relations practitioners in the United States, we tested the relationships just stated. Findings indicate that the range of publics and changeability of publics (environmental variables) are positively related to the manager role. The manager role is negatively related to marketing involvement in public relations activities and to the assignment of individuals from outside public relations to head the public relations unit.  相似文献

This article introduces key concepts in Erving Goffman's sociology, which are advocated to be important to our understanding of social interaction and the study of interpersonal relationships with internal and external publics. The concepts of impression management, framing, footing and face have bearing upon essential notions in public relations: relationships, identification and image. Thus, it is predicted that development of these concepts in public relations research will deepen our understanding of communication processes that have important implications for the relation of publics in public relations.  相似文献

This article addresses the role of the concept of image in the ethics of international public relations. It argues that the right to construct mental images is fundamental to the human experience and that ethical international public relations can enhance this right. The article identifies two diametrically opposed approaches to image in public relations. The first view uses instrumental or "i images" in an attempt to manage publics by managing the organization's communication with them. This instrumental approach is essentially one-way and monological, which is inviting for many practitioners and clients. I images are usually unethical, however, because they reduce the public's chance to use symbols and images rationally and to make informed choices. The second approach uses "h images" for the humanitarian view of images. With this approach, practitioners and their clients use two-way dialogical communication and accept the ethical responsibility to enhance, not degrade, the humanity of all parties involved in public relationships. Dialogical communicators assume that their publics have as varied and valid interpretations of the world as do their clients. They assume that the goal of public relations is not reducing publics to the service of clients but joining with publics in the process of interpreting the world together. The h image approach is especially important in international public relations, which can be understood as the attempt of one culturally bound community to deal with the interpretations of another. Based on the humanitarian approach, the article proposes five tests that international public relations practice should pass to be ethical.  相似文献

This pioneer study explores the public relations models that inform the practice of public relations in Kenya, and the cultural values that influence this practice. Results show the personal influence model as the most used by practitioners in Kenya, while individualism is the most experienced cultural value. The strong correlation between personal influence model and Hofstede's cultural value of femininity points to the practitioners’ strong desire for good interpersonal relationships with colleagues, supervisors, clients and key publics.  相似文献

Activist groups are strategic publics because they constrain an organization's ability to accomplish its goals and mission. Activists create issues; they appeal to government, the courts, or media for litigation, regulation, or other forms of pressure. As a result, research on activism has become one of the most important domains of public relations research. I begin this article with the premise that public relations practitioners must develop sensitivity to activists, he able to identify activist publics before they become active, and develop communication strategies to foster mutual understanding with them. The results are reported of a case study of environmental activism against a multinational company working in the Central American country of Belize. The organization failed to identify activist publics at the beginning of its Belize project and made no attempt to communicate with them. The activists then went elsewhere for information and escalated overt pressure on the organization. Media coverage, however, had little effect on the activists because they had their own specialized communication networks and newsletter. The organization then used press agentry and public information models of public relations to counteract the activists; as a result, the pressure escalated. I also found evidence that the organization became more successful with activists when it used a symmetrical model of public relations during a radio debate.  相似文献

Experimental methods were used to examine the influence of public relations strategies on attributes of publics. Specifically, public relations strategies derived from Hazleton and Long's (1988) public relations process model were tested to determine strategy influence on problem recognition, involvement, constraint recognition, and goal compatibility toward an organization responding to activism. Results indicate that the attributes of problem recognition and involvement are influenced by public relations strategies. In addition, the findings of this study support the situational theory of publics. Items measuring involvement and goal compatibility were the strongest predictors of information seeking behavior. Findings indicate that goal compatibility is a predictor of strategy effectiveness.  相似文献

Social media sites such as Twitter provide organizations with the ability to interact directly with publics. Previous research has suggested that web-based relationship building is dependent on the level of organizational interactivity with web technology, or how the organization uses the technology to engage with its publics. This study tested if levels of organizational Twitter interactivity affected the quality of organization–public relationships. Findings suggest that an organization's level of Twitter interactivity influences relationship quality.  相似文献

Noether's Theorem shows that symmetry-or change-can only exist simultaneously with conservation or invariance. For public relations, the implication is that an organization can behave "symmetrically" while maintaining certain beliefs, principles, or purposes that will never be relinquished. A case study of the Democratic Progressive Party (DPP) on Taiwan using participant observation (13 months), qualitative interviews (n = 22), and a quantitative survey (n = 166; response rate = 28.77%) showed that the organization exhibited symmetry by reaching out to external publics, engaging in dialogue with them, and expressing openness regarding Taiwan independence. Simultaneously, the party conserved its interests in gaining power and establishing an independent Taiwan. Recent electoral victories of the DPP suggest the effectiveness of symmetry-conservation for public relations practice.  相似文献

This article expands on the theoretical idea that public relations should be a two-way symmetrical process in which organizations use principles of communication, negotiation, and conflict resolution to manage relationships with strategic publics. We point out that the symmetrical model is two-way and does not explain the situation in which an organization must communicate with multiple publics about a problem. In the typical public relations case, the organization carries on a public debate with at least one relevant public in front of numerous other publics. This article adapts the method of field dynamics for assessing the relative positions of publics and organizations. The method makes it possible to compare organizations and publics on the dimensions of dominance—submissiveness, friendly-unfriendly, and group versus self-orientation. We compare our method with the situational theory of publics, co-orientation, and cultural analysis—all of which have been used in public relations theory and research. We then apply field dynamics to a dispute with Native Americans in Wisconsin and suggest intervention strategies for dealing with the dispute.  相似文献

This study develops and tests an intercultural competence model of strategic public relations management in the Peruvian mining industry. The model proposes that public relations practitioners' trait-level intercultural competence (empathy, open-mindedness, and flexibility) affect their perceptual-level competence (anxiety and uncertainty management), which in turn influence their behavioral-level competence (public relations practices) and the consequent relational quality with the publics. Structural equal modeling was used to analyze the data from 90 practitioners with rich intercultural public relations experiences. Results indicated that trait competence components worked differently in reducing practitioners' uncertainty and anxiety. Such distress reduction enhanced the use of symmetrical and two-way public relations. Finally, symmetrical public relations and lowered anxiety increased practitioners' perceptions of trust and control mutuality in the relationships their organizations had with the publics. The model's theoretical and practical implications are discussed.  相似文献

The hurdle of Niklas Luhmann's extensive theories is their complexity and level of abstraction. These qualities are, however, exactly what constitute their empirical sensitivity to the interrelation between organization and society in today's hyper-complex society. Luhmann never theorized on public relations; yet his theories enable identification of frames for understanding public relations in interrelation to society's overall coordination processes. Contemporary society apparently tries to solve problems activated by the blind reflexivity of modernization by activating reflective forms of coordination. Correspondingly, practice ideals of public relations can be reconstructed as reflection—the specific worldview which facilitates self-insight in relation to the social context.  相似文献

This study explores the National Weather Service’s communication through a multi-sited rapid ethnography that extends the fully functioning society theory. National Weather Service field offices do not employ public information officers. Instead, forecasters predict the weather, craft messages, and build relationships with their publics. Scholars have called for public relations research that examines messages, including how crisis communication can help publics cope. Additionally, scholars have noted that all organizations need public relations, even if they do not employ formal public relations personnel. In our study, forecasters emphasized the need to build their publics’ tornado threat awareness and provided strategies to make weather science accessible. Forecasters discussed a variety of message strategies including avoiding fear appeals, humanizing the organization, and visualizing risks. Forecasters also built relationships with active publics through soliciting weather spotters and empowering them to prepare others for severe weather. Overall, findings expand knowledge about how organizations can employ strategic public relations to benefit society, thereby extending fully functioning society theory.  相似文献

The public relations literature on social media has focused primarily on how social media platforms can be leveraged to the advantage of organizations for relationship building and so-called dialogue with publics. Yet most research has positioned relationships in social media merely as opportunities for information exchange, perpetuating models of public relations grounded in systems theory that ignore power imbalances. Consequently, this article offers insights from postmodernist theories to first deconstruct existing research and then offer suggestions for future social media scholarship. The article argues that social media scholars have privileged dominant rational models of social engagement. Dissensus and disorder, according to Lyotard, may be as legitimate and more liberatory states of discourse for marginalized publics. Postmodern theories of language games and differential consciousness are also positioned as ways in which social media theory and practice may be advanced. The article thus complicates how relationships are theorized in contemporary scholarship and challenges both scholars and practitioners to rethink approaches to social media practice through a postmodern lens.  相似文献

An empirical study of practitioners in the newSouth Africa found no evidence that respondents grouped public relations practices according to principles of symmetry or asymmetry, thus rejecting the notion of symmetry as a normative public relations approach in international settings. Instead, South African practitioners developed their ownculture-specific models of practice basedonthe economic, social, and political realities of their country. These included the conflict-based Western Dialogic model rooted in dissensus, the Activist model promoting change in organizations, theUbuntu model favoring harmony and reconciliation in theworkplace, and the Oral Communication model focusing on the use of oral media in the communication process. Practitioners' demographic characteristics did not influence their use of public relations models, most probably because of the similarity of their public relations education, which seemed to emphasize a focus on the characteristics of an organization's publics in the communication process rather than on practitioners' individual propensities.  相似文献

This study investigates how social media can be better managed to cultivate positive organization-public relationships. It advances an expanded and integrated conceptual model to test how the communication features of corporate pages on social networking sites may influence publics’ perception of the organization’s communication ethicality, which further predicts organization-public relationships as a compound index of trust, commitment, and satisfaction. The results, based on structural equation modeling, showed that three important communication strategies are success factors that could shape perceptions of communication ethicality: timeliness, responsiveness, and the use of human voice in a dialogic framework. In particular, publics’ perception of the organization’s communication ethicality emerged as a key mediator driving communication effects to foster positive relationships with stakeholders in an online environment.  相似文献

Explicating Facebook's engagement features, this study explored whether organizational message strategies based on the four models of public relations have an impact on the different levels of public engagement. The study found that publics demonstrate high levels of engagement with organizational messages when two-way symmetrical communication is used, compared to public information or two-way asymmetrical models. The study also provided practical implications for nonprofit practitioners to engage with publics via social media.  相似文献
