There is growing interest about the ways in which the public relations field can contribute to democratization and civil society initiatives. Some scholars see enormous potential for public relations by non-governmental organizations (NGOs) to help get important social issues on the public agenda in transitional nations while other scholars have critiqued the practice of public relations in newly formed nations as a form of hegemony that privileges Western ideas, values, and standards of practice. One thing is certain: more scholarly attention is required if the field of public relations is to truly understand its evolving role in civil society. The purpose of this paper is to explore how the public relations–media relationship contributes to civil society development in Kosovo. The researcher interviewed media professionals, public relations/organizational spokespersons, and civil society experts about the opportunities and challenges of the public relations function in building civil society in Kosovo. The findings suggest that “protocol journalism” is the guiding metaphor for explaining and critiquing the public relations–media relationship in Kosovo. The implications of protocol journalism for media development and public relations credibility are discussed.  相似文献

In the last few decades, nongovernmental organizations (NGOs) have become influential actors in creating awareness of international social, political, environmental and economic causes in global society. However, NGOs have not received much attention in research on international public relations. This study contributes to filling that gap by analyzing how NGOs manage public relations according to the generic principles of excellence in global public relations and how they coordinate strategic communication between headquarters and local units. An online survey of 440 practitioners revealed 2 excellence clusters and 4 clusters of organizations with differing degrees of centralization. Excellent NGOs were found to assign more resources to public relations and more frequently considered cultural context in their communication programs. Thus, the study gives significant insights into international public relations practice in the global civil society sector and reveals further need for modifying and extending public relations theory in that respect.  相似文献

ABSTRACT

This study aimed to examine the applicability of the Excellence principles in Kuwait, generating insights into factors that affect the practice of strategic public relations management across corporate, governmental and nonprofit organizations. The findings, based on 21 semi-structured in-depth interviews with Kuwaiti public relations practitioners, revealed that the public relations profession demonstrates low levels of adherence to the generic principles of excellence. Public relations practitioners are less involved in strategic management and less empowered in the dominant coalition. Practitioners have provided various barriers including higher management’s lack of understanding of public relations, and lack of qualified practitioners, which have created disparities in understanding symmetrical communication. The sector of the organizations and the employment system in the country have also contributed to the situation.  相似文献

Recent articles appearing in communication outlets such as Human Communication Research and Public Relations Review celebrate the emancipatory power of civil society projects as the solution to the primitive forms of totalitarian governance in Third World nations, suggesting the central role of public relations scholars and practitioners in development communication. Having embraced the mantra of civil society, these public relations scholars suggest that the concept of civil society offers a paradigm shift in the field of development communication by facilitating "true" participatory communication. This article takes a critical approach to the rhetoric of civil society and points out that the civil society trope is not a novel innovation in the field of development communication. Using the narratives of the Philippines, Chile, and Nicaragua, it is demonstrated that civil society serves the goals of the transnational elite and actively participates in the marginalization of the Third World participant; the subaltern subject in the Third World exists outside the realm of civil society in its cracks and fissures. The author takes a political economic approach to problematize civil society efforts and draw out the linkages among civil society, colonialism, and transnational market hegemony. Finally, subaltern studies are offered as an alternative point for communication scholars interested in understanding the communicative practices in the marginalized spaces of the world.  相似文献

This article discusses the practice of public relations in the Arab World. It looks at the major problems it encounters such as misconceptions, confusion in tasks and prerogatives, lack of professional manpower, and the absence of a culture of democracy, transparency and public opinion. Public relations is still looked at as a tool for the organization to foster its image through public information, publicity and propaganda. Planning and research are badly missing mainly in public sector organizations. In spite of these drawbacks, public relations is the profession of the future in the Arab World. It is growing and expanding rapidly in all sectors of life. Arab countries need public relations to meet the challenges of democracy, public opinion, civil society and globalization.  相似文献

Both civil society in China and research on Chinese civil society have developed profoundly over the last three decades. Research on Chinese civil society can be classified into two categories: a structure‐oriented approach and an agency‐oriented approach. Both approaches acknowledge the state's dominant position in restricting the political space for civil society engagement, but they differ in their understanding of state–civil society relations. A key concern within the structure‐oriented approach is to analyze how the autonomy of civil society organizations is shaped by their structural position vis‐à‐vis the state. Agency‐oriented scholars, on the other hand, reject the analytical focus on structural autonomy. Instead, they build on a more nuanced understanding of the authoritarian yet nonmonolithic context in China and analyze how civil society organizations develop specific strategies to be able to operate within their restricted political space. In particular, agency‐oriented scholars have analyzed two ways in which organizations exercise agency: by strategically developing formal or informal ties with state actors and by bringing their engagement into the public sphere to raise awareness and express their voice. What could be further developed in the agency‐oriented approach is, however, a deeper understanding of the political dimensions of civil society agency.  相似文献

We construct a model of corporate tax competition in which governments also use public infrastructure investment to attract foreign direct investment, thus enhancing their tax bases. In doing so, we allow for cross‐border infrastructural externalities. Depending on the externality, governments are shown to strategically over‐ or underinvest in infrastructure. We also examine how tax cooperation influences investment in infrastructure and find that welfare may be lower under tax cooperation than under tax competition; this is the case when infrastructure is very effective in raising the tax base and generates a large negative cross‐border externality. The theoretical approach utilized in this study is based on the pieces of information scattered throughout Antonio Gramsci's work and the extrapolation made out of his notion of hegemony. From a Gramscian perspective, social movements are creative reactions to contracting hegemony. To the extent that it provides room for the existence of collective actions, hegemony is expansive; yet, because it is not total, the condition for the existence of counter‐hegemonies that call to question its “essentials” also exists. The case of grassroots environmental justice organizations in the United States (GEJOs) that deal with first‐order quality of life issues falls within the province of the latter dynamics. GEJOs deal with an issue limited in scope, viz., environmental crisis; however, their movement participants have contested the multiple dimensions of existing hegemony. These organizations, as total counter‐hegemonies, have challenged the political, economic, intellectual, and cultural orders of the American society. The interest in distributive justice, participatory democracy, public‐oriented scientific endeavor, and a well‐ordered cultural realm based on a universal good sense are the fundamental elements of an alternative hegemony manifest or latent in the discursive formations and practices of GEJOs. The study is based on document analysis and interpretation of the literature on GEJOs in the United States.  相似文献

The study investigates how shareholders are constructed and engaged with through public relations in the Australian financial sector. The web sites and annual and sustainability reports of major Australian companies and investment funds were examined through qualitative content analysis. Findings indicate that a hierarchical distinction exists within the discrete but amorphous stakeholder group known as shareholders, where privilege and disadvantage exist alongside disparate levels of power and agency. This is perpetuated by and through irresponsible public relations, which constructs a discourse of ownership that excludes citizens as legitimate stakeholders limiting their capacity to influence more ethical corporate decisions and practices. Recommendations are offered for how public relations might engage shareholders more responsibly.  相似文献

The present global financial/economic crisis affects virtually the whole world and has brought to light a neglected economic context in public relations. To anyone familiar with the field's early history, it is obvious that a large part of that history intertwines with the long struggle between corporate, purely economic, interests and the need to apply public relations to combat public hostility and to gain public favour. This article works with both functional and critical approaches to engage with the particular relevance that the economic context of public relations holds in times of economic downturn. In referring to economic context, it includes the following issues: the economic roots of public relations practice in the historical context, the interactions between public relations theory and theories of economics and political economy, and the importance of economics to public relations practitioners.  相似文献

Civil society remains a contested concept, but one that is widely embedded in global development processes. Transnationalism within civil society scholarship is often described dichotomously, either through hierarchical dependency relations or as a more amorphous networked global civil society. These two contrasting spatial imaginaries produce very particular ideas about how transnational relations contribute to civil society. Drawing on empirical material from research with civil society organizations in Barbados and Grenada, in this article I contend that civil society groups use forms of transnational social capital in their work. This does not, however, resonate with the horizontal relations associated with grassroots globalization or vertical chains of dependence. These social relations are imbued with power and agency and are entangled in situated historical, geographical and personal contexts. I conclude that the diverse transnational social relations that are part of civil society activity offer hope and possibilities for continued civil society action in these unexpected spatial arrangements.  相似文献

This pilot study investigated how female public relations practitioners in Moscow, Russia perceived their profession. The findings suggest that perceptions of public relations as a service-oriented profession are deeply rooted in the patriarchal tradition of the Russian society. In addition, results demonstrated that Moscow female practitioners articulated both advantages and disadvantages of viewing public relations as a service-oriented profession in Russia.  相似文献

Scholars have analyzed public relations’ role in democracy via proxy concepts like the public sphere and civil society. However, some have critiqued the public sphere on grounds of equal access and portrayed civil society as a guise for first-world imperialism. These critiques have implications for the role of public relations in the public sphere and civil society. This article suggests the normative role of public relations in democracy is best perceived as creating the social capital that facilitates access to spheres of public discussion and in maintaining relationships among those organizations that check state power. To that end, the paper argues that social capital does much to advance public relations theory and prescribe the role of public relations in democracy. Several implications for public relations from a social capital perspective are offered, including the creation of generalized societal trust, the building of cross-cutting or “weak” ties, the engagement of media on behalf of subaltern counterpublics, and the (re)creation of community or a fully functioning society.  相似文献

Discussions of democracy, rhetoric, and public relations can conclude that these aspects of society and professional practice are contradictory paradoxes or partners for achieving harmony of collective interests. To that end, this paper briefly explores the rhetorical heritage as inseparable from democracy. It next examines, through the challenges of the public arena, ways that deliberative democracy can bring the three into partnership for the greater good. On this foundation, it features four premises of public relations and democracy based on power, infrastructure, private and public sphere, collective voices, language that co-manages meaning as social construction, and stewardship. As stewards of democracy, organizations can play a pivotal role in fostering environments, the infrastructures and collaborative processes, that allow and even facilitate collective decision making as well as blend the private sphere (individualism) and the public sphere (collectivism) so that self-interest can be satisfied and enjoyed by organizations and myriad publics as collective interests. By blending individual voices into collective voices and understanding the limits and pitfalls of language as culture, public relations can actually serve private interests by the co-management of meaning to make society better.  相似文献

Corporate social responsibility, and its other conceptual variants such as corporate sustainability, encourages businesses to act on a range of issues outside what the law and shareholders require. But what are the limits of the concept and its discursive practices in a globalizing world marked by accentuated asymmetrical power relations between businesses, and the communities they operate in and serve (especially corporations working in less powerful global peripheries), and the regulators who are expected to police them? This study uses the discourse-historical approach (DHA) and corporate sustainability framework (CSF) to analyze a British independent oil production firm’s—Tullow—communication. It illustrates the utility of the DHA and the CSF for doing critical stakeholder and issues analysis from corporate communication texts. Second, it argues that corporate sustainability illustrates the power asymmetry between the global and local, corporations and community. Specifically, we observe how a petroleum firm uses sustainability discourse, as a form of hegemonic globalization, to perpetuate dominant tropes and conceptions about African local communities as homogeneous and lacking agency, commodifying the lived experiences of the locals in the process while entrenching the superiority of the firm’s own position as a ‘benevolent dictator.’ We also illustrate how particular mitigation and intensification discourse techniques are employed to uphold Tullow as a ‘do-good’ actor. The corporation’s discursive strategies have a cumulative effect of cementing the power asymmetry that already exists between the firm as an agent of a dominant center of global power and Ghanaian communities as less powerful interests in the globalization process. Suggestions for disrupting the hegemony are provided.  相似文献

Public relations has been portrayed in the media in a consistently negative manner over several decades, providing images that may become part of public perceptions. Perceptions about public relations affect the perceived credibility of the profession and influence whether people see public relations as valuable to society. Second-level agenda setting and cultivation theories purport that mass media contribute to beliefs about social reality by creating a cumulative, general consciousness upon which assumptions and judgments are based, suggesting that public perceptions about public relations would match media portrayal. Results of a telephone survey found public relations is perceived more positively than media portrayal would suggest. Respondents viewed public relations as an important activity that benefits society by providing information and disagree that it is damage control, an attempt to hide or disguise something, or a non-substantive activity. However, public relations is associated with publicity, media relations, and the attempt of an organization to advance its own agenda.  相似文献

The objective of this paper is to analyze the historical roots and contribution to human development of civil society organizations in marginalized communities based on fieldwork undertaken in seven informal settlements of the City of Buenos Aires, Argentina. The paper provides evidence of a dense network of organizations whose principal function is the provision of social services, especially food assistance, through a complementary relationship with the state. The current effectiveness of the settlements’ representative organizations—the principal vehicles through which community members voice their collective demands—is limited by a mix of factors intimately related to civil society–state relations, including irregularities in election processes, conflicts between organizations, and lack of transparency in the allocation of public resources. The paper concludes that true empowerment of these communities to act as a unified force for change requires the strengthening of neighborhood organizations and greater government openness to civil society participation in public decision-making processes.  相似文献

Since at least the early 20th century, the corporation has arisen in the US as an entity that attempts to help individuals make sense of the world through the use of public relations. Public relations scholarship, however, tends to focus on how corporations primarily articulated their worth through touting how the products and services they offered were constructive to society. This study, however, through a review of Mobil's “Observations” advertorials that ran from 1975 through 1980, reveals how a corporation attempted to build an influential persona by offering a corporate personality, that is an empathetic fellow traveler who is also believable and aspirational. This examination of the presence of the corporate persona points to lingering concerns, especially regarding how well the corporation can realize and communicate its corporate character in a world that is increasingly complicated by the rise of non-traditional information sources (e.g., social media), and interlocking, systemic concerns (e.g., climate change, economic/ecological sustainability). Public relations can assist in better understanding such factors so that the corporate persona can act in ways that benefit stakeholders and society.  相似文献

This article examines how international resources can be used to strengthen local support for civil society initiatives in China to improve the circumstances of poor and vulnerable populations. It identifies ways in which international resources have strengthened civil society in other countries, such as enhancing access to financial resources, building capacity of leaders and organizations, reducing sector fragmentation, building public legitimacy and improving cross-sector relations. It examines the characteristics and special circumstances facing civil society in China, arguing that institutional constraints are particularly problematic. Then it explores how international resources might be applied to each of the problem areas identified given the constraints of the Chinese context. Finally the article articulates five principles that might guide international donors for building more local support for civil society activity in China.  相似文献

Without question, the profession of public relations has changed greatly over the years, but the practice of that profession has remained unchanged in the last half century. The 2010 Practice Analysis conducted by the Universal Accreditation Board as a follow-up to its 2000 study examines professional competencies and work categories in current public relations practice. Results indicate that knowledge, skills, and abilities (i.e., professional competencies) for public relations practice in 2010 centered on general business skills, media relations, and theoretical knowledge. The strategic planning process of research, planning, implementation, and evaluation, as well as public relations ethics and legal issues, were connected to both general business skills and media relations. Four groupings of work categories in 2010 were public relations management, issues management, corporate communications, and media relations; each of these work category groupings reflected clear areas of extant public relations scholarship, suggesting that the theory and practice of public relations may be closer to each other than is commonly decried.  相似文献
