In the past 15–20 years, the rural areas of England have been used by a wide diversity of groups as the stage for their protest activities. Some have argued that this is due the rise of a rural social movement; this paper contends that rural areas have become both available and advantageous as the locale of protest through a range of interlocking factors. Firstly, that the rise of the network society has repositioned the societal importance of rural areas. Secondly, that the governance of rural areas has changed, allowing the social stake of rurality to be more widely contested. Thirdly, that opportunities to protest have shifted in favour of rural spaces, in terms of technology and policing. Through a discussion of recent changes in rural England and three case studies, The Land is Ours, Farmers for Action and the Organic Food and Farming Movement, this paper examines these changes and what they mean for the future of rural England.  相似文献

This article relates the results of a study carried out on the roles and functions of pluriactivity in rural Norway. The study sought to define the effect on pluriactivity of the integration of rural areas into urban labour markets, international systems of production, and the changes in the sectoral mix in rural areas. The analysis is based on three types of data: a list of enterprises from the national register of economic units, the central register of employed workers, and information from local informants in the sample municipalities. The article concludes that the rate of pluriactivity among the rural population depends on the way in which economic sectors are classified. A further finding is that pluriactivity is an important feature of rural Norway, but is still mainly associated with agricultural enterprise. A final conclusion is that pluriactivity has other characteristics in larger labour markets than in smaller labour markets in rural areas due to the urban influence on the former.  相似文献

Rural development is a multidimensional phenomenon. The political dimension, relating as it does to power, resources, accountability, priorities and choice, is a pivotal aspect of rural development. Local government is often the centrepiece of rural political systems. Interventions to reconfigure local government are therefore quintessentially rural development initiatives. They serve to supplement, neutralize or detract from other development initiatives. One way to critically examine local government restructuring policies and programmes is to determine the extent to which they accord with commonly held principles of rural development, both in terms of outcomes and process. This research critically examines a particular public policy intervention in rural Ontario, Canada. Through the application of rural development principles and criteria, it concludes that the process was antithetical to rural development, and in terms of outcomes, of dubious value. It poses several questions and challenges for rural development theory, including governance, and practice.  相似文献

This paper provides a critical examination of the research available on the rural elderly in America. A detailed review of the many studies and topical areas investigated by rural gerontologists is not attempted. Rather, several ‘salient aspects’ of rurality (occupational, ecological and sociocultural) are identified as a basis for describing and explaining the status and experiences of older people in rural areas. The meaning of these dimensions as they relate to rural environments and the elderly is explored through both a general discussion and an application to two substantive issues — health status and life satisfaction. This examination illustrates the sizeable gaps that exist in what we currently know about the rural elderly and the problems/drawbacks of approaches traditionally used to study this topic. The paper concludes with a call for a more unified and conceptually based approach to future rural elderly research, that focuses on how and why the ‘salient aspects’ of rurality produce different circumstances and experiences for the elderly, and that emphasizes rural variation, not just ‘rural vs urban’ comparisons.  相似文献

Change in rural activities is frequently seen as: (1) reaction to changes in other areas and sectors, and (2) negative. This downplays the role and importance of entrepreneurs, both farm and non-farm, in sustaining the vitality of rural areas. The notion of entrepreneur can be extended to entrepreneurial activity by other people, e.g. local government activity, which is an integral part of rural community economic development. Both the entrepreneur and the quasi-entrepreneur in local government are critical leaders in urban fringes and other rural areas alike. Their activity in an area is partly dependent upon the broader political, social and economic environment which influences: (1) the need to change and (2) whether any “benefit” can be derived from entrepreneurial activity. A framework is presented in this paper to place entrepreneurs and entrepreneurial activity into the context first, of decision-taking generally in the rural environment, and second, of the broader “enabling” environment. It is argued that constraints originating in this broader environment are often necessary, but they may have unforeseen side-effects in discouraging innovation. Changes in such constraints or in the manner in which they are implemented may be a necessary ingredient to maintain rural vitality through encouraging entrepreneurial activity.  相似文献

This paper describes the importance of understanding and dealing with the problems of infrastructure planning and maintenance in rural communities. Infrastructure is defined to include roads, bridges, water and wastewater collection and treatment systems, and public buildings and capital equipment. The authors base their findings primarily on the experience of communities in Massachusetts, but these findings are readily applied to the situation of rural communities elsewhere in the U.S.A. and other developed countries. Three major conclusions are presented in the paper: the need for rural communities to develop long-range plans for infrastructure maintenance and finance; the need to develop effective local institutions to assume this responsibility, and the importance of managing growth in fast-growing rural areas in order to minimize the need for major expansion of infrastructure systems.  相似文献

Although the changing nature of rural society has received considerable attention over the last two decades, there is a sense in which the importance of class conflict in rural areas has yet to be fully explored. There has been a preoccupation with matters of local authenticity in these communities, and the portrayal of social relations has been founded on a theatre of ‘locals vs newcomers’. Thus, class conflict has been accepted as the staging of a play-off between middle class in-migrants and the indigenous working class element of the community.In this paper we attempt to deal with the problem of class conflict from a rather different perspective. Specifically, we are less interested in inter-class conflict, and more interested in intra-class conflict. We argue that intra-class conflict can be a significant motive force in the economic, social and cultural constitution of rural areas.  相似文献

Rural development has been identified by EU leaders as one of the priorities of European structural policies, and as one of the objectives of cohesion policy. Yet despite this commitment, we are very poorly informed about how ordinary people live across the rural areas of Europe, their incomes and quality of life, and their perceptions of policies and economic and social change. This paper argues that greater attention should be devoted to issues of poverty, disadvantage and social exclusion in rural Europe by both policymakers and researchers. This is particularly crucial at the present time as rural Europe is subject to major structural changes deriving both from changes in rural economy and society and from policy initiatives such as the Maastricht Treaty and the Single European Act. These are over and above the wider trends operating throughout Europe in relation to employment, fiscal crisis and ageing, for example. A central requirement is for the articulation of policies for tackling economic and social exclusion (e.g. Poverty 3, Exclusion 1), on the one hand, with those directed towards rural development (e.g. Leader 2), on the other. Fundamental household survey work is required to increase our understanding of what constitutes rural disadvantage, which client groups are affected, and how policies can contribute towards relieving their disadvantage, preferably through client-based instruments rather than less appropriate area-based approaches. The last part of this paper presents preliminary results of such a survey, focusing on issues of employment, housing, poverty and quality of life.  相似文献

The author reviews "the debate regarding rural urbanization in the Chinese literature and the political factions that support different positions. He also introduces us to the complexity of defining ?urbanization' in a Chinese context. He cautions us in the use of the common but important yardsticks for measuring basic data, such as growth in the officially registered urban population or an increase in the number of rurally registered people who change to nonagricultural registration status, that is, urban-registered status (nong zhuan fei)." I analyze the current return of academic rural doubt in the US in terms of an old intellectual quandary: what is the rural? I argue that scholars have two dominant epistemologies of the rural, what I term first rural and second rural, and correspondingly different political visions. By first rural I mean the material moment of the rural, to which we typically grant priority. By second rural I mean the ideal moment of the rural, which we typically regard as secondary, even when we argue that it is the only remaining rural. I analyze the origin of this priority of the rural in terms of the modernist/postmodernist divide, which I trace through the current American emphasis on first rural and the current European and Antipodean emphasis on second rural, noting how each emphasis often develops to the exclusion of the other. I trace as well the association of first rural with a modernist politics of defense of the rural boundary, and of second rural with a postmodernist politics of discourse that engages by deconstructing the rural. I argue for a rural plural vision that embraces first rural and second rural equally, stimulates a correspondingly more inclusive and practical politics of the rural, and keeps our understanding of the rural forever moving on.  相似文献

Taking the differentiating countryside as a major feature of rural spatial change, this paper explores some of the key development spheres which are influencing the process of differentiation with reference to the British case. Combinations of local and non-local networks, supply chains and regulatory systems incorporate different rural spaces. Four particular development spheres: mass food markets, quality food markets, agriculturally related changes and rural restructuring implicate, in their different combinations, the different rural spaces. This analytical framework raises some important concerns for the governance of differentiating rural space in its regional context. In particular, it suggests that notions of integration and holism of rural spaces will be difficult to achieve; and that governance and regulation becomes highly variable according to the relative significance of local/non-local networks. In conclusion, the implications of the analysis are examined in relation to the growing rural development policy discourse. This suggests the need for more regionally and spatially orientated policy which is more customized to the internal and external conditions different regional-rural spaces experience.  相似文献

Dutch rural areas have changed into a post-modern countryside and have become marketable commodities. The demand for rural space and rural amenities has increased, with concomitant tensions on the rural housing market, tensions which are enhanced by the restrictive spatial policy in Dutch rural areas. The demand for rural residential environments appears to be large. This paper reports the results of our research into the preferences of urban households for living in a rural residential environment. These preferences will be linked with images and representations of the countryside. It is assumed that individual images of the countryside (whether idyllic or not) affect residential preferences and these preferences have, in turn, their effect on migration behaviour. Empirical evidence suggests that perceptions, preferences and behaviour pertaining to rural residential environments are indeed interrelated. The Dutch countryside commands a very positive image and the demand for residential environments with rural characteristics is considerable. Consequently, a rural idyll can be identified in The Netherlands.  相似文献

In February 1987, 10 students from the health education department at the National Institute of Preventive and Social Medicine of Bangladesh conducted a before after only health education experiment concerning intestinal worm infestation and sanitation by interviewing at least 160 individuals in a village outside of Dhaka. 74.5% initially believed that the only action to take for intestinal worm infestation was to visit a physician and take medicines. After 30 days of intense health education efforts, a 38% increase in those who gave preventive answers occurred among the lower class and a 52% increase among the middle class. Nevertheless 50% of the poor and 37% of the middle class still believed in curative care. In the pretest, 85% did not know how the worms entered the intestine and, in the posttest, this percent fell to 25%. The pretest showed that the typical village member only had 1 correct answer concerning adverse effects of the worms. After intense health education, the number of correct answers of the typical respondent climbed to 2. Moreover, before the intervention, only 20% reported washing their hands correctly after defecation using either rash or soap. After intervention, 96% did so. On the other hand, no change occurred in water sources (2 public tube wells or dirt storage ponds) or the latrine situation. Financial restraints and/or social class may have been responsible for the lack of changes. For example, a tube well is a status symbol of the rich and it would offend the rich if lesser families used them. Further, even the middle class could not afford a sanitary latrine. Therefore the health education intervention had little effect on 2 major sources of the worm infestation problem.  相似文献

The authors examine recent trends in Australia in turnaround migration, or the movement of the population from urban to rural areas. "The paper assesses the major changes which have occurred in population trends within the non-metropolitan sector of the nation, South Australia and, in particular, a study area in the lower north region of South Australia. The analysis of the case study region draws upon a survey undertaken in 1968-1970 and partially replicated in 1980 and 1990. It appears that for Australia in general and for the study area the turnaround is continuing but at a slower pace and in a more spatially concentrated pattern."  相似文献

Economic development in emergent nations is tied to smallholder subsistence populations whose livelihoods are vulnerable to exogenous shocks. When shocks occur, individuals often rely on resources embedded within informal insurance networks. Resource access is related to network position and reflected in properties such as centrality and reachability. We analyze a complete informal lending network (188 nodes, 295 ties) among the Sidama, an agro-pastoralist population in southwestern Ethiopia. Results indicate that culturally salient indicators of wealth, such as cattle ownership and gender, largely account for network structure. Analysis of a complete network further allows us to discuss the impact of global network properties, such as overall typology, on a communities response to different types of shocks (covariate and idiosyncratic). These findings extend our understanding of how individuals and communities engage informal lending networks in response to exogenous shocks.  相似文献

Theories explaining the rise of capitalism have assumed that the complete separation of production from the household was a necessary condition for the creation and maintenance of capitalist labor markets. However, data from this study show that home food production is still quite prevalent in rural areas today. Several reasons, such as concern over the increasing geographic and organizational centralization of the food production system, may explain the persistence of home food production. While these activities generally contribute to the economic well-being of these households, social and cultural reasons for home food production must not be overlooked. The implications of these activities for rural development and as a strategy for social change are discussed.  相似文献

Considerations of lay discourses of the rural - people's everyday interpretations of rural places and ideas of the rural - have become increasingly evident in some key articles addressing the theory and practice of academic rural studies. A major element of the retheorization of rural studies, which itself is set within the broader contexts of recent developments in social theory, considerations of lay discourses have concerned themselves with the nature and implications of everyday interpretations and constructions of the rural, and, in some cases, how academic discourses are complexly bound up with such processes. This paper sets out to review some of the key examples of how and why lay discourses are being used in academic approaches to the rural, and how some of these are also addressing the key question of the problematic relationship between lay and academic discourses. It then aims to develop these initiatives, firstly, by suggesting some clarification of what lay discourse is; how other discourses, particularly popular and professional, should be identified; and why close attention should be paid to how they link up. Secondly, drawing on qualitative case study material gathered from an academic incursion into lay discourses of a small village in south west England, it is suggested that the very different nature of lay discourses has not been fully appreciated, and this has led to only partial success in some academic attempts to assimilate them into new approaches to rural studies, particularly in the ongoing debate about definitions of the rural. It is shown that lay discourses of the rural, such as they are, can be expected to be both spatially and conceptually complex and incoherent to an extent that will make it difficult for them to be incorporated into established (modern) academic rural approaches and thus leads to conclusions that in part support Murdoch and Pratt's (1993) concept of the ‘post-rural’.  相似文献
