Abstract

This research found a high incidence of violence among homeless women with emotional disabilities. The study reports that 82 percent of the homeless women with emotional disabilities had a history of violence in their lives. The most common form of violence was physical; the least common was sexual abuse. The practice and policy implications for these findings are discussed. It is suggested that the Olmstead v. L. C. (1998) ruling under the Americans With Disabilities Act might force states to provide better services to homeless women with a history of violence and emotional disabilities.  相似文献

Abstract

Section 504 of the Rehabilitation Act of 1973 is the federal law upon which the Americans With Disabilities Act (ADA) is built. Both laws are designed to prevent discrimination against students with disabilities. This commentary offers a comparison of section 504 with the ADA. An analysis of the case law under Section 504 is also presented; this analysis provides guidelines that universities and colleges will have to follow under the ADA. The implications of the ADA are offered for social work programs in the areas of admission and retention of students with disabilities.  相似文献

A largely unexplored complexity in the lives of youth who have experienced homeless is the presence of intellectual, developmental and/or learning disabilities. Although emerging research shows that youth with cognitive disabilities are more likely to become homeless and that rates of cognitive disabilities are higher among the homeless population than the population in general, exploring the intersection of disability and homelessness for youth has not been a priority. In this study, a critical disability and systems failure lens is brought to bear on the vulnerability of youth who experience this intersection. Based on interviews with key informants in the disability, homelessness, education, employment and child welfare sectors in three sites in Ontario, Canada, the invisibility of disability among homeless youth is brought to light. We explore the ways youth with a disability in the homelessness sector are made vulnerable, the insurmountable barriers to getting access to the requisite assessment for disability services and the siloed nature of the homelessness and disability service sectors. An argument is made that “working outside the box” to assist youth to navigate significant system disjunctures is insufficient.  相似文献

Students with disabilities are increasingly enrolling and participating in two-year, four-year, and other institutions of higher education. Federal policies and initiatives addressing the educational needs of students and adults with disabilities provided impetus for these increases. For example, mandates within the Individuals with Disabilities Education Act (2004) have resulted in K-12 public schools increasingly preparing students for postsecondary education. Nonetheless, students with disabilities continue to face financial challenges as well as low educational expectations in their pursuit of postsecondary education. Family assets may provide a framework for addressing these challenges and provide specific implications for policy as well as educational practice.  相似文献

This article addresses major educational issues related to the Rehabilitation Act of 1973 and the Americans with Disabilities Act of 1990. Students with disabilities at 2 midwestern universities were surveyed as to their use of campus career-related services, their behavior regarding disability disclosure and accommodations, and their knowledge of ADA (Americans With Disabilities Act, 1990) employment-related guidelines. The results indicate that most students with disabilities do not use existing career development and employment services on campus. Students frequently disclose their disability to a prospective employer; however, students are less likely to request accommodations on the job. These trends may be explained in part by the student's limited knowledge of their employment rights under the ADA.  相似文献

Parent involvement in the process of creating an Individualized Education Plan (IEP) is authorized under the Individuals with Disabilities Education Act, a federal law in the United States that ensures children with disabilities have the opportunity to receive a free appropriate public education alongside their peers without disabilities in the least restrictive environment. Yet much research has shown that parents often feel like outsiders during the process. To understand parent perspectives about how educators might help make the IEP process more collaborative and inclusive, this study collected qualitative data from 35 parents of students with disabilities who have worked to develop an IEP with a school team. Our findings provide insight into parent experiences and evidence that parents have many suggestions for how educators can improve the IEP process. In our discussion section, we provide educators with strategies to address parent suggestions.  相似文献

Social workers who work with families and children are often unaware of the legal protections afforded to educational experiences for children, particularly to children with disabilities. Yet, all social workers, regardless of their practice setting, should be aware of the important educational rights to which children with disabilities and their families are entitled, as codified in the original legislation, P.L. 94–142, and its subsequent revisions. This legislation is currently entitled the “Individuals with Disabilities Education Act,” or the “I.D.E.A.” Provisions included in the I.D.E.A. are covered with which all states that receive federal educational funding are mandated to comply. Reviewed are the 13 “disabling conditions” that allow for students to qualify to receive special educational services, as long as one of the conditions is adversely impacting their educational success. It concludes with recommendations for social work advocacy regarding this legislation.  相似文献

A total of 459 fourth-graders, high school students, and undergraduates completed a Homelessness Questionnaire developed for use in this study. Although participants generally expressed positive and supportive attitudes toward the homeless, attributing homelessness to either social maladjustment (e.g., drug problem) or negative characteristics (e.g., laziness) within the homeless was positively associated with “fear of and anger toward the homeless” for all groups of participants. In addition, perceptions of and reactions to the homeless were influenced by both the participants’ gender and age group. Although high school and college students’ interest in helping the homeless was associated with various attitudes and reactions (e.g., feelings of sympathy/support), their indication that they had ever helped homeless people (either directly or indirectly) was consistently associated only with the acknowledgment that their mother and father had ever helped homeless people (either directly or indirectly). Among these older participants, homelessness in the United States was rated as a more serious problem at the end of the questionnaire than at the beginning.  相似文献

The plight of contemporary homelessness in American society has been well documented, including the growth in homeless families with school age homeless children and independent homeless youth. The impact of homelessness on schools and schooling has resulted in a school-age population with complex problems for which no simple solutions exist. This article chronicles the progress made in recent years in addressing the educational needs of homeless children and youth in America and notes particular areas of concern that remain to be solved if education is to hold a meaningful place in their disrupted lives. Specifically, concerns regarding awareness and perceptions of homelessness, early childhood educational needs, intervention with special populations, interagency collaboration in service delivery, and the need for comprehensive evaluations of homeless education efforts are discussed. Using a large survey of Czech high school students (n?=?1103), aged 15–20 years, this paper explores youth prejudice to a wide range of minority groups (n?=?21) where family, school, and community contexts are taken into account. General Structural Equation Models are used to explore the determinants of prejudice for 21 minorities using a comparative explanatory framework where the focus is gender differences in prejudice to minorities are examined using three social theories: Social Dominance Theory (SDT), the Theory of Gendered Prejudice (TGP), and Gender Role Beliefs (GRB). This research shows that gender plays a strong role in expressing prejudiced attitudes where females express (a) less prejudiced attitudes toward the Roma, black Africans, Gays and those with mental or physical disabilities, and (b) more prejudiced attitudes towards the homeless, Vietnamese, Muslims, and lesbians. This gendered pattern is explained in terms of insights from SDT, TGP, and GRB.  相似文献

Families with children constitute the fastest-growing segment of the homeless population. Past literature has indicated that children who are homeless experience more stress than children who are not homeless. This study measured the level of psychosocial stress experienced by homeless children by utilizing two direct and two indirect measurement tools. The sample included 52 children from family-shelter facilities in Central Florida. T-test results indicated a statistically significant difference between the sample's scores and that of the normative group. Prompt intervention at both the individual and environmental level is recommended.  相似文献

Emergency homeless shelters can be stressful environments for families. They can be associated with emotional distress and feelings of restriction for parents, and with behavioural, social, and developmental challenges for children. However, little is known about the experiences of accompanied youth residing in shelter with their families, as the literature about this age group's experiences of homelessness has mainly focused on unaccompanied youth. Findings from the current study are drawn from qualitative interviews with 16 adolescents and young adults (aged 16–21) who were homeless and living with their families in family homeless shelters in Ottawa, Ontario, Canada. Youth described family homeless shelters as stressful environments but also found that the shelters provided support to them and their families. Youth discussed the various strategies they used to cope in facing the challenges of shelter life. These findings add to our understanding of youth who are homeless and highlight the ways in which they adapt to the challenges of living in a family homeless shelter with their families. Recommendations are included for ways that shelter staff and policymakers can enact operational and systemic changes that could potentially improve the experiences of such youth and their families.  相似文献

In the 30 years since the passage of the Education of All Handicapped Children Act (PL. 94-142) in 1975 (subsequently the Individuals with Disabilities Education Act) special education in the USA as an institutionalized practice has become solidified. Over the years, however, the practice of segregating students because of disability has come under increased scrutiny. Beginning in the late 1980s, an increasing number of parents advocated that their children with disabilities be put in mainstream general education classes. Emotionally charged debates over the inclusion of students with disabilities in general education classrooms ensued. In this paper we look at the public debates over inclusion and expose some of the paradoxes within special education that serve to hinder the integration of individuals with disabilities into general classes and, by extension, society at large.  相似文献

There are more students with disabilities going to college than ever before. It is important that colleges understand the experiences of students with disabilities when in university. This research project was carried out by 12 students with intellectual disabilities who are enrolled in an Irish university, under the guidance of their lecturers. The project looked at four research questions: (1) what do we like about going to college; (2) what do we dislike about going to college; (3) what supports do students with disabilities experience to participation in college; and (4) what barriers do students with disabilities experience to participation in college? The results show many interesting findings about what students with disabilities experience in college and this information can be used to help colleges better support students with disabilities.  相似文献

As the most dramatic shift in welfare policy occurs since its inception in 1935, it is imperative to examine potential impacts on homelessness. This paper describes changes in homelessness and welfare policy, assesses potential effects of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996, and addresses public policy issues stemming from these changes. Of utmost concern are the continuing growth in female-headed families among the ranks of the homeless and a decline in affordable housing units. Welfare reform has already reduced the numbers of persons on welfare rolls, but it remains unclear as to whether the situation of low-income and homeless female-headed families will become better or worse.  相似文献
