This article explores the relation between economic liberalization, regulation and welfare. It asks how the state regulates, delays or prevents service disconnection due to debt and arrears, and what this kind of policy implies regarding the use of regulation as a form of social policy. This is done through a comparative study of the electricity and water sectors in Israel after liberalization. It finds that after initial economic reform, both sectors saw a growth in regulation intended to compensate for the social effects of reform, in what may be termed the ‘regulatory welfare state’. However, this form of social protection has been residual and incoherent. The article argues that trying to separate economic reform from its social consequences is unrealistic and may lead to adverse social and economic results. Second, findings raise concerns regarding the potential of the regulatory welfare state to deliver effective and fair social policy.  相似文献

At the core of the German system of welfare provision stand social insurance schemes whose central role contributes to Germany being labelled a social insurance state. In recent decades, Germany has been experiencing major social policy reforms that are often evaluated as paradigm changes. These changes have been reflected in analyses that sometimes even questioned common classifications of the German welfare state. The article sheds light on recent developments that have affected the German system of social insurance. It focuses on four aspects of social insurance: benefits, financing, governance, and coverage. Although confirming many earlier analyses of reforms in detail and sharing assessments of changes such as retrenchment and marketization, the article nevertheless stresses that social insurance remains structurally intact and that the work–welfare nexus underlying welfare provision has been reinterpreted but not surrendered.  相似文献

Governments and social partners in the European Union (EU) look for ways and means to adapt welfare systems to new needs, to keep expenditure under control, and to find alternative and supplementary financial resources in order to cope with future financial commitments. The EU is actively involved in the search for solutions to these common problems. It becomes more and more evident that only an active economic, budgetary, taxation and social policy mix can provide a solid base for safeguarding social systems. The author presents the most recent figures relating to actual and future social protection expenditure in the EU, disaggregated according to function and showing significant differences between gross and net figures. Attention is also paid to coverage and replacement rates of social benefits and to the availability of social infrastructures. The article then shows the shifts in implicit tax rates on labour in comparison with the rate on other factors. The conclusion outlines a European trade union view on the future of social protection in Europe and suggests possible issues for social benchmarking.  相似文献

The article critically reviews concepts and uses of the term altruism in relation to the emergence of the capitalist welfare state. It argues that altruism may be regarded as a fetishized representation of ‘sociality’ and that notions of altruism tend to obscure or distort understandings of the essential social interdependence that characterises humanity as a species. The article reaches back to anthropological evidence, to religious and philosophical influences, and to insights from scientific inquiry and it makes a case for a humanistic switch in perspective within the study of social policy.  相似文献

This paper examines the changes in the terms of citizen‐state relations that are coded in Australia's current program of welfare reform. It argues that welfare reform entails a shift from welfare as a limited social right of citizenship to welfare as a form of support conditional upon completing specified obligations, and from the provision of support as a cash payment to support coupling cash with personal services. Together, these shifts have the scope transform the relation between citizen and state fundamentally. This is no less than a shift from social policy citizenship in which claimants are presumed to act on their own behalf to paternalistic support and care directed to reforming character and values as well as to meeting need. The paper argues that this shift violates the fundamental equality essential to social policy citizenship.  相似文献

Foreign assistance constitutes a significant share of government revenue in many low‐ and middle‐income economies and is targeted at poverty reduction and the promotion of social and economic well‐being. This study therefore examines fiscal responses by Latin American welfare states to the inflow of such aid. As a form of external non‐tax revenue, aid can function as a substitution for public welfare expenditure, with a crowding out effect being the likely outcome. This article investigates whether overall aid and aid that is particularly targeted at the social sector substitutes public welfare provision and, if so, whether it also substitutes its function. A time‐series cross‐section analysis of 19 Latin American countries for the period 1980–2008 provides limited support for the assumption that foreign aid payments influence the welfare budget. It is only the health care sector in middle‐income countries which experiences a small decrease in expenditures. Social security and education expenditures are not affected.  相似文献

The welfare state, having reached maturity in most European countries, faces challenges from economic, social and political developments. Some studies argue that common pressures are likely to evoke similar responses; others suggest that the differences between welfare regimes both permit and require different policies. It is also suggested that the single European market will require convergence in tax regimes, social provision and entitlements to ensure fairer competition and to prevent "social dumping". Analysis of data from a survey of politicians, representatives of business, trade unions, civil servants and others shows some convergence in the recognition of problems in welfare policy and in ideas about finance. However, debate about the response to similar issues often differs, according to the detail of institutional structure and the pattern of interests it produces.  相似文献

Although non-State sectors have played an important role in people's welfare, their expenditures have usually been excluded from social policy studies when measuring the welfare efforts of a nation. This article experiments with a new approach synthesizing welfare mix research using an expenditure study as a tool and applies the model to the Korean case. It presents the following major findings: first, the welfare system of the Republic of Korea has presented a genuine welfare mix in which the role of non-State sectors has been of immense importance; and second, the dynamics of the welfare mix since 1997 have been largely due to the growing role of the State in social welfare, both directly and indirectly. Based on these findings, this article ultimately urges the necessity of the welfare mix approach in comparative social policy research.  相似文献

The welfare state literature exhibits a ‘transfer bias’ in the sense that very little research exists on welfare services or benefits in‐kind. This article presents one of the first systematic studies on the determinants of welfare service provision since the end of the Golden Age of welfare expansion. The article concludes that partisan factors do not drive change, although historically they may have been pivotal. Instead, new factors, including deindustrialisation, female labour force participation and rising public attention appear to be highly significant. It is argued that new studies need to take seriously both the individual characteristics of services as well as the changing social demands that the services are supposed to meet.  相似文献

This article argues that the concept of the East Asian welfare regime can be further developed by examining the changing role of the family in welfare provision. Beginning with a brief literature review of the East Asian welfare model, the family has been regarded as the main welfare provider among East Asian societies. Nevertheless, from a policy‐centred perspective, the oversimplified picture of the East Asian welfare model does not reveal how families actually perform in welfare provision or how the dynamic change in the welfare mix for vulnerable groups under the welfare regime has been accommodated. This article presents a case study and shows that while most elderly people in Taiwan still live with their children, who are also their main means of support, a significant number of them are living alone and that much of the economic support they used to receive from nongovernmental organisation now comes from the state.  相似文献

This article studies how citizens view the appropriateness of market criteria for allocating services commonly associated with social citizenship rights and welfare state responsibility. The article focuses specifically on a potential role for the market in the provision of social services. The relationship between welfare policy institutions, socio‐economic class and attitudes is explored by comparing attitudes across 17 countries of the Organisation for Economic Co‐operation and Development, using multilevel modelling and data from the 2009 International Social Survey Programme. Results show that public support for market distribution of services is relatively weak in most countries, a result suggesting that public opinion is unlikely to pose a driving force within ongoing processes of welfare marketization. Still, attitudes are found to vary a lot across countries in tandem with between‐country variation in welfare policy design. First, aggregate public support for market distribution of services is stronger in countries with more private spending on services. Second, class differences in attitudes are larger in countries with more extensive state‐led delivery of services. Together, these results point to the operation of normative feedback‐effects flowing from existing welfare policy arrangements. The theoretical arguments and the empirical results presented in this article suggest that future research exploring the relationship between welfare policy and public opinion from a country‐comparative perspective is well advised to place greater focus on the market institutions that, to varying extents in different countries, act as complements to the state in the administration of social welfare.  相似文献

Abstract   Recent trends in tax transfers have seen an increasing interdependence of tax and welfare systems in determining access to and the quantum of benefits, particularly in relation to in-work benefits, such as family support. Both the United Kingdom and Australia have adopted family support mechanisms that appear to operate in a similar way, but closer examination of the detail reflects the differences in underlying policy in the two jurisdictions. This article examines, first, the institutional and policy basis for the design of the family tax transfer system in each jurisdiction and, second, the issues raised by the interdependence of tax and social security concepts in the design of in-work benefits.  相似文献

By focusing on China's residual features of a welfare system for elderly people, this paper examines three major issues: (i) The residual welfare provision in China presents informal, incremental, hysteretic and multitrack characteristics; (ii) This residual welfare is the result of the interaction of multiple factors, including modernization, social interests, state function, political structure and cultural values; (iii) From a welfare state perspective, the ‘universal’ policy and programmes currently advocated in China are largely a modified residual model. Although certain improvements have been incorporated into the theoretical discussion of social policy, in practice, effective solutions to the existing problems of China's welfare system require a further elevation of theoretical concepts and a reformation in governance structures.  相似文献

When the Asian financial crisis took a heavy toll on Korea in the late 1990s, policy makers responded by extending welfare policy. For many analysts, this was a paradoxical move, marking a fundamental reconfiguration of the social policy system. This article contests that interpretation. It examines the changes made to Korean social policy in recent years, and considers their impact on the Korean welfare state. It notes both that welfare extensions have been comparatively limited, and that they have often formed part of wider attempts to boost labour market flexibility. It thus concludes that limited expansion of the Korean welfare state is chiefly an attempt to bolster industrial competitiveness and economic growth. For now, Korea retains the productivist social policy orientation that has long characterised it. It also concedes, however, that in the future underlying social change, notably a rapidly ageing population, may prompt policy makers to make significant changes to the Korean welfare state.  相似文献

Titmuss's Social Division of Welfare (SDW) thesis is a vitally important but much neglected element of social policy analysis. This article seeks to explore the SDW, with a particular focus on fiscal welfare. Fiscal welfare has been described as forming a hidden welfare state, and while taxation is one of the main ways in which governments affect the lives of citizens, studies of welfare pay remarkably little attention to its impact. Fiscal welfare is examined by using, as an exemplar, local taxation in England, a subject that itself is neglected within social policy. Local taxation in England is of interest because it illustrates the impact of a system of taxation on different groups of citizens, and how this can operate to the benefit of rich over poor citizens. This is because the current system is highly regressive, meaning that those on low and middle incomes spend proportionately more of their income paying the tax than do those on high incomes. What is of further interest is how within the debate about reform of local taxation, concern with regressivity becomes obscured and ceases to be the focus of attention. We are thus provided with an example of how fiscal welfare remains a hidden issue. The article concludes by arguing that social policy analysis needs to move beyond the narrow confines of social welfare and develop a broader understanding of welfare, based on the SDW.  相似文献

Role of social welfare in European suicide prevention The aims of this study were to assess the relationship between suicide mortality and social expenditure in 26 European countries, explore attitudes towards welfare systems and their relationship with suicide mortality, and compare attitudes towards welfare provision in Eastern and Western Europe. The World Health Organization suicide data and Organisation for Economic Co‐operation and Development social expenditure data for 1980–2005 were used. Data on attitudes towards welfare systems were taken from the European Social Survey. Differences between mean scores for attitudes in Western and Eastern European countries were calculated. Correlations between social expenditure and suicide trends were negative in most countries for both genders. Inverse correlations between attitudes towards welfare provision and suicide mortality rates were demonstrated for males only. Differences in attitudes were found between Eastern and Western European countries; for example, confidence in the welfare system was found to be stronger in Western Europe. Higher social expenditure and greater confidence in welfare provision appear to have suicide‐preventive effects.  相似文献

The potential and challenge of constructing a democratic developmental welfare state through synergistic state‐civil society relations is the focus of this article. The author argues that while South Africa's pluralist approach, involving a leading role for the state in partnership with voluntary organizations, is a viable policy option to address the country's developmental challenges, anomalies between policy proclamations and actual practice raises questions about the efficacy of the partnership model and the gendered nature of welfare provision. Key governance issues and challenges, namely financial policies and institutional capability, underlie current failures in the delivery of welfare and care services, resulting in the non‐realization of these constitutionally guaranteed social rights. Further public action is needed to remedy the situation. Non‐profit organizations can advocate for policy reforms and challenge the instrumental nature of state‐civil relations and the abrogation of state responsibility for welfare services in contemporary South Africa.  相似文献

The paper attempts the difficult task of identifying and exploring key resource factors which may influence social policy in the next millennium. It begins by critically examining the impact of demographic trends upon finance and demand for welfare in Europe. The possible impact of this is then examined in relation to the role of the family as a primary welfare resource and upon the supply of professional services. The implications of diminishing environmental resources are then examined and green social policy proposals are briefly outlined. However, the paper argues that the key resource is public goodwill and support for a range of social policy interventions. "The public" has been regarded as homogeneous in many surveys, but this paper argues that trends in middle-class welfare support and welfare activity pose concerns for the future of welfare provision.  相似文献

The Korean National Pension Programme is one of the main pillars of the Korean welfare state. From its introduction in 1988, the Programme had come to include 26.8 per cent of the economically active population and had accumulated a pension fund equal to 24 per cent of government expenditure by 1994. Behind such a promising facade, the Korean National Pension Programme is likely to face financial crisis without a major reform. This paper seeks to answer the question as to whether the crisis will arise due to inadequate policy design or to operational failure. The latter cause may require privatizing the Pension Fund in order to operate more efficiently, while the former one would demand rectifying the defects of policy design. This study argues that the crisis is strongly related to inadequate policy design, which promises generous pensions and at the same time requires only a small amount in contributions; although there have also been operational inefficiencies in running the programme. It also argues that inadequacy in policy design stemmed from developmentalism embedded in the Korean welfare state, which regards the National Pension Programme mainly as a measure for mobilizing cheap capital. In conclusion, this paper argues that the Korean welfare state, created in the era of economic development, is transient in nature and that it needs a major reform not only to contain the cost but also to meet the growing demand for social welfare.  相似文献
