Recent policy has emphasized the need for advocacy services for children and young people, developments that have gone hand‐in‐hand with greater levels of participation of young people in decision‐making. Advocacy for disabled young people is especially important, as they are a particular vulnerable group and have, traditionally, been even more excluded from decisions about matters affecting their lives. This paper reports the findings, as they relate to disabled young people, from a study that investigated the role of advocacy for looked‐after children and children in need. The paper highlights some of the benefits of advocacy for disabled children, the dilemmas facing advocates between advocating and acting in someone's ‘best interests’, identifying the client and the boundaries between advocacy and social work. It argues that time given to establish a close relationship with a disabled child or young person is crucial if advocacy is to be effective and participation in decisions affecting their lives a reality.  相似文献

In this article, we explore how the institutional category ‘unemployed’ is specified in everyday practice when implementing an active employment policy. We illustrate the process of categorisation as an aspect of the in situ positioning and self‐representation of the client by examining one social worker–client talk: how the category unemployed is shaped and ‘translated’ when the client negotiates her situation with the social worker. Two types of category revisions are identified. First, the employability of the client, rather than her unemployment situation, is the issue under negotiation. Second, the client introduces new categories that are compatible with the demands of the employment system. She contributes by drawing on discursive resources related to the category of ‘active job seeker’ but does this with an own agenda of looking for a suitable job. The analysis elucidates the client's contribution to institutional practice and discusses constitutive and constituted elements of categorisation.  相似文献

Researchers who undertake parental perception studies agree that the views of the parents can offer valuable insights in relation to child protection work. Respondents to such studies and others who have shared their experiences of child protection investigations are usually mothers. Taken together, this body of work sheds light on some very private, emotive and often painful experiences of child protection intervention and its impact. This article lends my voice to this literature and gives further insight into the ways a mother can experience a child protection investigation. Drawing upon one incident – a swelling on a baby's head – this article draws attention to my feelings and emotions as the baby's mother. Despite a co‐operative social worker–client relationship and case closure, my analysis draws attention to issues concerning power imbalances and the concept of ‘secondary victimization’ to explain the awfulness of my experience and my convoluted emotional disquiet. The article proposes that more attention is directed to the negative feelings and emotions experienced during the investigative process through further research.  相似文献

Following Michael Lipsky's well‐known argument that policy is made in the daily encounters between street‐level bureaucracy and citizens, a growing body of research emphasizes that actors and organizations delivering social and labor‐market policy play a crucial role in welfare‐state politics. Using qualitative data collected at three local employment agencies in Germany, this article explores worker‐client relations as a crucial mechanism through which activation policies are translated into practice. The analysis investigates how caseworkers define their role and their relationships with clients. The findings show that it is essential for caseworkers to achieve client compliance. In such a context, building relationships of trust is a strategic instrument in overcoming possible barriers to co‐operation in the caseworker‐client interaction. Caseworkers develop strategies to create the impression of trustworthiness and to motivate both unemployed clients and employers to become trust‐givers in the caseworker‐client relation. While research has often stressed the dichotomy between disciplining and enabling elements of activation policies, our explorative study shows that persuasion and trust‐building are a further important dimension of the frontline delivery of activation policies. These strategies reflect the importance of emotional aspects of frontline work.  相似文献

This paper reflects on aspects of the meaning of new social security as ‘conditional welfare’ (such as welfare quarantining) and its implications for client rights, advocacy and public policy accountability. The paper considers the rising reliance on conditional welfare and related measures such as ‘linked‘, localised or place‐based welfare, and the increasing complexity of welfare discretions. The paper essentially makes the argument that it is past time to begin to debate the pros and cons for Australia of conditional welfare as it impacts on administrative law and new forms of welfare advocacy.  相似文献

Abstract

This article is based on an exploratory study that examines clinical workers’ reactions to assault by a client within an established treatment relationship. Findings indicate that client assaults experienced as traumatic result in psychological processes and stages of resolution similar to those experienced by other victims of assault. The primary difference is fewer long‐term personal effects. Professional effect is significant and influences workers’ relationships with clients and their views of themselves as clinical workers. Long‐term positive professional effects are noted, and interviewed workers provide insight and advice for all who work with violent clients.  相似文献

This article explores the experiential psychotherapeutic process between two people: client and therapist. Ethnic, cultural, racial, socioeconomic, and religious diversity is seen through the clinical social worker’s biopsychosocial lenses with a psychoanalytic foundation and social context. Focus is on the transformational potential within the client–therapist relationship via the art of listening and the concomitant struggle toward deepening meaning, clarity of biographical narrative, and, thus, life-enhancing trajectories. Child welfare conversations in cases of suspected sexual child abuse are often slow and complex processes in which professionals and clients proceed cautiously. These conversations may best be considered as negotiations between professionals aiming at classifying clients in or out of problem categories, and clients distancing themselves from these categories or downgrading them. In a case study of a conversation between a child welfare worker and a 15‐year‐old boy who is the likely victim of sexual abuse by his stepfather, this process is demonstrated by an interactional analysis. It is shown that the client is not co‐operating in a co‐operative way.  相似文献

Migrant workers in the Chinese construction industry have been described as ‘indenture labourers of the twenty-first Century’. Under the guise of flexible work and high salary, there exist serious problems such as lack of an employment contract, poor working conditions, and the delay of payment. The origin of these problems lies in the subcontracting production regime of the construction industry that masks its labour relationships. The system also makes the intervention of industrial social work, labour rights protection and advocacy of corporate social responsibility ineffective. Based on a case of a migrant construction worker service organization, this study provides preliminary explorations on an indigenous model called ‘transformative social work’ in China. This model includes long-term education to raise civil and class consciousness, encouraging workers to fight for their own rights, facilitating the development of workers' union, connecting the support from university student volunteers and university teachers, striving for the empowerment of migrant construction workers, and the transformation of the production regime.  相似文献

ABSTRACT

The purpose of this qualitative case discussion is to reflect on the practice of combined therapy where the group worker and the individual clinician are the same person. The authors find that in the complexity of today's practice environment this phenomenon may not be simply a matter of clinician, or even client choice, but may exist as a required component of program service offerings. Often, an ad hoc or haphazard approach to the combined treatment modality can submerge the worker into clinical and ethical quagmires potentially damaging to client and the group. This article examines how the judicious use of combined individual and group approaches can offer a viable model of intervention across varied theoretical domains and practice settings. Vignettes and practice examples are used to illustrate the discussion.  相似文献

Abstract

Coordinated care network is an approach to human service delivery that is recognized to improve client outcomes at a reduced cost. However, general mixed findings on the effectiveness of coordinated care networks warrant research contextualization. This article seeks to discover factors influencing the performance of a coordinated care network delivering social services to veterans and their families. The study provides a contextual analysis of a coordinated care network launched in 2016 in southeastern Virginia for two samples of 1,512 and 375 veterans and their families. Results of the regression analyses indicate that initial progress has been made both in efficiency measured as the amount of days a client’s case is open and effectiveness measured as the recorded outcome of a client’s case. However, performance was affected by both client’s characteristics and types of services requested. Therefore, performance was not uniform across the network of providers. Further, indicators could be enhanced to better capture areas of the network needing improvement. Future research may consider adding performance measures and track it over time and across contextual attributes to confirm the effectiveness and efficiency performance of a coordinated care network.  相似文献

Efforts to improve the efficiency and responsiveness of public services by harnessing the self‐interest of professionals in state agencies have been widely debated in the recent literature on welfare state reform. In the context of social services, one way in which British policy‐makers have sought to effect such changes has been through the “new community care” of the 1990 NHS and Community Care Act. Key to this is the concept of care management, in which the identification of needs and the provision of services are separated, purportedly with a view to improving advocacy, choice and quality for service users. This paper uses data from a wide‐ranging qualitative study of access to social care for older people to examine the success of the policy in these terms, with specific reference to its attempts to harness the rational self‐interest of professionals. While care management removes one potential conflict of interests by separating commissioning and provision, the responsibility of social care professionals to comply with organizational priorities conflicts with their role of advocacy for their clients, a tension rendered all the more problematic by the perceived inadequacy of funding. Moreover, the bureaucracy of the care management process itself further negates the approach's supposedly client‐centred ethos.  相似文献

Personswho lack money and apply for social welfare compensation generallyhave to turn to a public social welfare bureau where their eligibilityis assessed by a professional social worker. The central questionfor the present study is how social workers and clients dealwith the morally delicate question of personal financial deficitsand how this question should be processed in a formal and institutionalsetting by formal means. This problem is discussed through ananalysis of conversations between social workers and clientsat social welfare bureaux in the municipality of Stockholm,Sweden. In pursuing a formal inquiry the social worker is conductinga moral search: the social worker has to determine the moralcharacter of the client and the circumstances around his/herhandling of his/her own financial situation. The ‘relevantcharacteristics of the citizen’ that the social workertries to match with the beneficiary rules are of a moral nature.In this respect, the social worker is not only a social workerbut also a moral worker. In order to define and defend his orher moral character the client has to pursue the financial issueas a moral issue. The tension between providing services to marginalized groups and organizing them for advocacy to challenge power structures is a fundamental dilemma for Social Change Service Organizations (SCSO). This dilemma exists in many civil society organizations, especially those that work with indigenous communities, such as the Bedouin in Israel, where providing immediate services and advocating for policy change are crucial. Literature shows the tensions that arise from combining service provision and advocacy. However, there are very few studies showing how these organizations manage and overcome these tensions sustainably. The present study is an exploratory case study using the AJEEC (Arab‐Jewish Center for Empowerment, Equality, and Cooperation) in the Naqab as an instrumental single case. It provides an in‐depth understanding of the tensions AJEEC is facing and reveals AJEEC’s unique approach and strategies for managing these tensions effectively and sustainably within the social, political, and cultural contexts. Empowerment of those clients disempowered by society is explored as both a philosophy to inform social work practice and as a continuing method of practice in itself. A three‐part model of empowerment at individual, interpersonal, and group levels is presented and is then illustrated by application to a case study of psychiatric disability. The generalist model of practice is seen as particularly suited to empowerment. New directions in serving mental health consumers are discussed, including participatory action research, the disability paradigm, and consciousness‐raising in relation to economic oppression. Egalitarian partnership between worker and client is seen as the future of social work practice.  相似文献

Summary Many Social Services Departments have opened their files totheir clients or intend to do so. This reflects the incomingtide of concern about citizens' rights and client participation,but what effect might the opening of records have on the practiceof social work? The paper summarizes the findings of a small scale study inwhich a team of social workers opened their case recording toa selected number of clients. The workers’ and clients‘views of this process are described, along with the implicationsfor practice. The study suggests that a focus on shared recordingcan begin to alter the kind of work done by the social worker,helping to promote a partnership between the worker and theclient. Finally, the paper argues that a policy of client access enforcedonly as a right is prone to sabotage or a fall into disuse.A seven point training programme is outlined in order to helpsocial workers use Open Records as an opportunity to promotea partnership in their work with clients.  相似文献
