The Measurement of Multidimensional Poverty   总被引:14,自引:0,他引:14  
Many authors have insisted on the necessity of defining poverty as a multidimensional concept rather than relying on income or consumption expenditures per capita. Yet, not much has actually been done to include the various dimensions of deprivation into the practical definition and measurement of poverty. Existing attempts along that direction consist of aggregating various attributes into a single index through some arbitrary function and defining a poverty line and associated poverty measures on the basis of that index. This is merely redefining more generally the concept of poverty, which then essentially remains a one dimensional concept. The present paper suggests that an alternative way to take into account the multi-dimensionality of poverty is to specify a poverty line for each dimension of poverty and to consider that a person is poor if he/she falls below at least one of these various lines. The paper then explores how to combine these various poverty lines and associated one-dimensional gaps into multidimensional poverty measures. An application of these measures to the rural population in Brazil is also given with poverty defined on income and education.  相似文献

This note proposes a new poverty decomposition that can be used to explain changes in poverty over time. The change in poverty is derived as the exact sum of four elements: (i) the overall growth effect, assuming inequality in the distribution does not change; (ii) the impact of differences in growth rates between the groups; (iii) the effect of the change in inequality within the different groups; (iv) the impact of changes in the population shares of the various groups.  相似文献

We use latent class models to correct measurement error in estimates of the dynamics of relative income poverty in ten EU countries measured over four waves of the European Community Household Panel. A latent mover-stayer Markov model gives an acceptable fit to all ten transition tables. We focus in more detail on four countries – Denmark, the Netherlands, Italy and the UK – and show that mobility in poverty transition tables is over-estimated by between 25 and 50 percent if measurement error is ignored. In addition, once error is corrected, poverty rates show less cross-national variation.  相似文献

ABSTRACT

In September 2000, participants in the United Nations Millennium Summit made a commitment to alleviating global poverty and inequality through the Millennium Development goals. This historical pledge has raised public and academic awareness of the issue of global poverty. In light of this interest, this literature review seeks to clarify the issues surrounding global poverty by focusing on the developed world and the developing world. Given the substantial amount of interdisciplinary research on global poverty, it can be organized into at least four areas: poverty definitions, units of measurement, theories concerning resources, and findings on effective interventions. It is clear that context influences these four areas and the resulting theories relate to: (1) inclusion, exclusion, and access; (2) individual rights and responsibilities versus community focus; (3) human capital theories, structural poverty, and resource inequality; and (4) theories of welfare versus theories of development. This analysis of these four theoretical domains concludes with a conceptual framework for understanding of global poverty and the influence of the social environment on human behavior.  相似文献

Since the 1950s, American sociologists have developed a substantial literature on poverty in urban American communities. This literature review examines some of these sociological theories of poverty and identifies four major explanations of urban poverty: social stratification, (including segregation and racism); lack of access to social capital; cultural and value norms; and social policies. The literature review concludes with a conceptual framework that focuses on multiple relationships that link theory to practice related to the reduction of poverty in inner-city communities.  相似文献

Governments adopt policies to prevent and address the socioeconomic problem of poverty. This article examines how officially recorded poor people perceive themselves and the causes of their poverty. It is based on a sample of 531 officially recorded poor people living in the Turkish province of Çankiri. A questionnaire was administered comprising 69 characteristics of poverty. The findings suggest that there are four main causal explanations for poverty attributions: fatalism, discrimination, moral deficiencies and personal deficiencies. The measure developed for this research can be tested and applied to different cultural groups with a high level of validity and reliability.  相似文献

How poverty is defined and measured has significant implications for the identification of children in need. This article evaluates the current measure of child poverty in the United States in order to gauge its appropriateness for assessing child well-being. The article begins with a brief discussion of the meaning of poverty and evaluates the history, structure, and strengths of the official measure of child poverty. In addition, critical shortcomings that potentially mask the known deprivation of poverty are revealed and Amartya Sen's capability approach is introduced as a tool for capturing this deprivation. The overall premise of this article, therefore, is that the discourse on poverty might benefit by reconceptualizing approaches to measuring and defining poverty.  相似文献

Although multiracial youth represent a growing segment of children in all American families, we have little information on their well‐being within single‐mother households. This article examines multiracial children's level of poverty within single‐mother families to identify the degree to which they may stand out from their monoracial peers. Using data from the 2006–2008 American Community Survey (3‐year estimates), we explore the level of racial disparities in child poverty between monoracial White children and monoracial and multiracial children of color. Fully adjusted multivariate logistic regression analyses (n = 359,588) reveal that nearly all children of color are more likely to be poor than White children. Yet many multiracial children appear to hold an in‐between status in which they experience lower rates of poverty than monoracial children of color. The high level of variation across groups suggests that the relationship between race and childhood poverty is more complicated than generally presumed.  相似文献

In the current paper, we employ the most recent Programme for International Student Assessment (PISA) data to calculate a less-biased estimate of poverty on US achievement. The PISA was specifically chosen as it is an assessment removed from a specific curriculum and instead focuses on concepts that students should know in order to participate in a global economy. Using a propensity score matching approach, our findings suggest that US students in poverty have notable educational attainment deficiencies compared to a matched group of students who are not in poverty. In other words, when we select two students who have a great deal in common but for the fact that one comes from a poverty background, the student in poverty is expected to perform nearly 28 points, or about a quarter of a standard deviation lower, on the PISA assessment. In real terms, this puts math achievement for children not in poverty on-par with the Organisation for Economic Co-operation and Development (OECD) average, while children in poverty are well below the OECD average.  相似文献

Because of dramatic levels of economic volatility and massive changes in welfare policies, scholars in this decade worried anew about whether our official poverty measure, adopted in the 1960s, is adequate. Poverty's causes continued to be debated, with demographic factors often pitted against policy and maternal employment changes. Some scholars focused on events that trigger spirals into poverty or poverty exits. The literature on consequences of poverty featured new techniques for identifying underlying processes and mechanisms. Researchers also explored “neighborhood effects” and focused on poverty deconcentration efforts. Finally, scholars produced a voluminous literature on the efforts to reform welfare and their subsequent effects.  相似文献

This paper examines racial differences in participation in voluntary associations. It extends past research by accounting for the influence of neighborhood poverty on participation. Using unique data from the 1993–94 Los Angeles Survey of Urban Inequality (LASUI), the analysis reveals that neighborhood poverty influences the number of associations to which individuals belong, even when considering differences in personal and other residential characteristics. Moreover, once the negative influence of neighborhood poverty is taken into account, blacks participate in more voluntary associations than do whites and other groups, while Asians participate the least. Evidence supports the ethnic community theory of blacks' greater participation, as blacks living in black communities participate in more organizations, particularly in ones that are political, than blacks who do not.  相似文献

Using the newly created Freedom Poverty Measure, a multidimensional measure of poverty, it can be seen that there were 534,700 individuals who were in freedom poverty, who had either poor health or poor education in addition to having low incomes. This multidimensional disadvantage would not normally be captured by single measures of poverty, such as income poverty measures. Men were significantly less likely to be in freedom poverty than women (OR = 0.63, 95% CI: 0.54–0.74, p < .0001), and the proportion of individuals in freedom poverty increased with age, with those older than 85 being 2.3 times more likely to be in freedom poverty than those aged 65 to 69 years (95% CI: 1.73–3.11, p < .0001). Policy responses to address the marginalization of disadvantaged older people should take a multidisciplinary approach, addressing health inequalities in particular, not just low income.  相似文献

Little sociological attention over the last two decades has focused on the deprivation experienced by indigenous people. Fusing insights from American Indian history and the race and labor market inequality literatures, we address this gap in this article through a historically informed labor market analysis of poverty—an analysis that considers the pervasiveness of contemporary Native poverty, its potential basis in labor market opportunities, and the extent to which it has been patterned by two major demographic and economic shifts: (1) the rapid urbanization of the American Indian population and (2) the proliferation of tribally owned casinos. Findings reveal, most notably, the incredibly rigid and durable character of poverty for this population, historically and currently and across geographic space, and with little overall impact of local labor market opportunity. The presence of tribal casinos reduces such poverty, but only to a small degree and not nearly enough to compensate for sizable American Indian and white poverty differentials. Group history is key, we conclude, to shaping how space, labor markets, and economic development reduce or buttress relations of inequality.  相似文献

Marriage and work have long been central to debates regarding poverty and the family. Although ample research has demonstrated their negative association with child poverty, both marriage and work have undergone major transformations over recent decades. Consequently, it is plausible that their association with child poverty may have also changed. Using 10 waves of U.S. Census Current Population Survey data from the Luxembourg Income Study, this study examined the relationships among marriage, work, and relative measures of child poverty from 1974 to 2010. The results indicated that both marriage and work still decrease the odds of child poverty. However, time interactions showed marriage's negative association with child poverty has declined in magnitude, whereas work's negative association with child poverty has increased in magnitude. These findings underscore the historically varying influence of demographic characteristics for poverty. They also suggest the limitations of overemphasizing marriage and the growing importance of work for reducing child poverty in America.  相似文献

Poverty has increased significantly in U.S. suburbs since the 1990s. What we know about suburban poverty is largely limited to demographic and economic information. Building off the organizational perspective approach, I use in‐depth interviews with nonprofit, antipoverty organizations in eight Pennsylvania suburbs to better understand the suburban poverty experience. My focus is on how organizations compete for external resources. By working directly with the poverty problem while also working in broader metropolitan political and economic fields of decision making, this “middleman” role ( Marwell, 2007 ) gives us insights into contemporary poverty dynamics for suburbs. I find that how suburban organizational leaders perceive the challenges they face, and what strategies they adopt to confront such difficulties, revolves around symbolic dilemmas posed by the history, distribution, and politics of poverty in the suburbs. Symbolic dilemmas cluster around three different situational contexts of poverty in the suburbs. I use this to develop a three‐part typology of suburban poverty: symbiotic suburbs, skeletal suburbs, and overshadowed suburbs. This typology has implications for future research and for policymakers interested in developing tools to appropriately address this pressing issue.  相似文献

Children in nonmarried families are at greater risk for poverty and especially so during a time of macroeconomic recession. Using carefully harmonized data, the authors analyze child poverty among nonmarried families before and during the 2008 recession in five liberal welfare states: Australia, Canada, Ireland, the United Kingdom, and the United States. Although having similar demographic compositions, the authors document wide cross‐national variation in poverty risk based on marital status and gender of the household head. Through the recession, child poverty in Canada and the United Kingdom declined while it increased in Australia and Ireland and was largely unchanged in the United States. Decomposing changes within countries over time, family benefits in the form of income transfers play a major role in reducing poverty for nonmarried families. In all countries, children in cohabitating families were less protected from market instability.  相似文献

Household poverty is dynamic and characterized in terms of spells. Exposure to poverty accumulates through the recurrence and persistence of spells, leading to divergent family adaptive strategies that contribute to mortality risk. The data set used in this study is longitudinal and contains socioeconomic and demographic data of a nationally representative sample. The findings are (a) poverty significantly increases mortality risk, controlling for age, gender, and race; (b) the first spell is especially potent, and mortality risk declines rapidly during subsequent spells; and (c) both direction and strength of these estimates are robust to marital status, but power diminishes significantly net of education and employment.  相似文献

This article explores recent racial and ethnic inequalities in poverty, estimating the share of racial poverty differentials that can be explained by variation in family structure and workforce participation. The authors use logistic regression to estimate the association between poverty and race, family structure, and workforce participation. They then decompose between‐race differences in poverty risk to quantify how racial disparities in marriage and work explain observed inequalities in the log odds of poverty. They estimate that 47.7% to 48.9% of Black–White differences in poverty risk can be explained by between‐group variance in these two factors, while only 4.3% to 4.5% of the Hispanic–White differential in poverty risk can be explained by these variables. The findings underscore the continued but varied association between racial disparities in poverty and labor and marriage markets. Clear racial differences in the origin of poverty suggest that policy interventions will not have uniformly effective impacts on poverty reduction.  相似文献
