Since the 1970s, climate change has dominated the international scientific and political agenda. In particular, the foundation of the Intergovernmental Panel on Climate Change at the end of the 1980s played a major role for the further enhancement of efforts in the field of climate change sciences. However, to understand the interaction of the worldwide coordination of climate change sciences as well as the role of the Intergovernmental Panel on Climate Change and its consequences, it is worthwhile to take a look at the self-conception of the Intergovernmental Panel on Climate Change’s tasks and work. This paper gives an idea of the history of international climate change science, its representation in public discourse and the role of the Intergovernmental Panel on Climate Change by comprehensively illustrating its tasks, organization and self-image. Furthermore, the article tries to argue that the hitherto accepted concept of science followed within this body fails to integrate the idea of scientific ethics. It can be concluded that the conception of science represented by the Intergovernmental Panel on Climate Change has heavily influenced worldwide attention to climate change, its becoming part of the political agenda as well as the ethical consequences.  相似文献

A significant amount of science coverage can be found nowadays in the mass media and is the main source of information about science for many. Accordingly, the relation between science and the media has been intensively analyzed within the social scientific community. It is difficult to keep track of this research, however, as a flurry of studies has been published on the issue. This article provides such an overview. First, it lays out the main theoretical models of science communication, that is, the ‘public understanding of science’ and the ‘mediatization’ model. Second, it describes existing empirical research. In this section, it demonstrates how science’s agenda‐building has improved, how science journalists working routines are described, how different scientific disciplines are presented in the mass media and what effects these media representations (might) have on the audience. This essay provides a review of Bent Flyvbjerg’s critique of conventional social science research, including its limitations in applied fields such as social work, followed by a specification of his alternative for a “phronetic social science.” I detail how I with two colleagues practiced phronetic social science in our collaboration with Philadelphia housing activists, including most especially the role of interpretive narrative analysis as part of our case study research. In conclusion, I discuss the somewhat ironic challenges of trying to increase the legitimacy of such activist research in applied fields like social work where an obsession with being seen as scientific is prevalent as a means to improve prestige of applied research. I discuss how we need less top-down research which focuses on a “what works” agenda that serves the management of subordinate populations and more research that provides bottom-up understandings of a “what’s right” agenda tailored to empowering people in particular settings. Real social science research needs to listen to how people on the bottom experience their own subordination so that we can help them overcome their subjugation. Good social science includes taking the perspective of the oppressed in the name of helping them achieve social justice. In the end, there are a number of tension points between the model of conventional social science and phronetic social science that starkly highlight how we need to change research in order do research that promotes positive social change.  相似文献

Although sociologists in Britain have debated the nature of their field's relationship with biology since the late nineteenth century, interest in the full range of responses has only grown in recent years. This paper contributes to the spirit of historical revisionism by turning to the work of the biologist and first director of UNESCO, Julian Huxley (1887–1975). Paying particular attention to the doctrine he called ‘scientific humanism’ and his ideas about a biosocial agenda separate from the priorities of biology itself, the paper uses historical tools to address a concern that has frequently cast a shadow over debates about biosocial science: does it interfere with the progressive agenda sociologists have traditionally seen themselves as contributing to? The paper argues that Huxley's work is evidence that biosocial science is compatible with progressive goals and that recent developments in biology mean it may be the ideal time to reconsider long-standing attitudes.  相似文献

In this article, we examine empirically a key element of individualizationtheory—the democratic family. We do so using the "acidtest" of family policy, and family practice, in Sweden. First,we review the progress of family policy in Sweden since the1960s, which has expressly promoted an agenda of gender equalityand democracy in families, with individual autonomy for bothadults and children as one key element. We then turn to familypractice, looking particularly at negotiation and adult equality,lifelong parenting after separation, and children's autonomy.While Swedish policy makers and shapers seem to have developedthe idea of the democratic family long before the sociologistAnthony Giddens, the results in practice have been more ambivalent.While there has been change, there is more adaptation to pre-existinggender and generational norms.  相似文献

The last decades have seen a notable increase in the use of scientific evidence in criminal investigation, a development which has captured the imagination of the media, publics and policymakers alike. Yet behind the authoritative image of forensic science lies a highly fluid and indeterminate landscape which invites sociological interest. In what follows, I aim to provide a sense of why it holds appeal to sociology, and to also outline a more updated research agenda in the light of continuing developments and deliberation within both sociological and forensic scientific circles. This renewed agenda revolves around the topic of risk. I outline recent developments which represent new approaches to the problem of epistemic risk in forensic science. With reference to a specific example (the ‘Case Assessment and Interpretation’ method of evidence assessment), I argue for the importance of studying risk-aware practices in forensic investigation, and how these help to reveal further how forensic science can be regarded as a complicated, heterogeneous and highly socialised human activity, in stark contrast to the immutable and technologically sophisticated image often promulgated in popular accounts.  相似文献

This paper examines the interplay between intensifying competition among scientific institutions, on the one hand, and career opportunities of young scientist, on the other hand, using chemistry-departments in German universities and non-academic research institutes as an example. Drawing on Bourdieu, we construct and analyze the filed in which institutional competition takes place. The power relations in the field are structured by the relative amount of “pure scientific capital” and/or “institutional capital” available. In an analysis of professorial appointments we show that the field’s structure has little impact on junior scientsits’ career opportunities. In contrast to the US, where pervasive institutional competition goes hand in hand with a high degree of social closure in academic careers, we find that career opportunities are (still) relatively open in the German case, in spite of growing competition. This openness is due to the special institutional framework that provides the German academic field with a relatively high degree of autonomy. As recent changes in science policy aim to alter the institutional framework, they also jeopardize the autonomy of the academic field.  相似文献

Xenotransplantation is a controversial medical science where living animal parts are transplanted into humans. While the literature on xenotransplantation is vast in regards to medical and scientific research, and ethics, it is comparatively lacking in social science. This article examines the literature on the social aspects of xenotransplantation, with a focus on public perception, ontology and identity, meat, knowledge production, animal bodies and scientific knowledge. This demonstrates that the science seeks to stabilise the understandings and social perceptions of xenotransplantation by using natural and cultural arguments, but the public exhibit significant uncertainty and ambiguity. The article concludes by suggesting future directions for the social research on xenotransplantation.  相似文献

Consistent with Western cultural values, the traditional liberal theory of autonomy, which places emphasis on self-determination, liberty of choice, and freedom from interference by others, has been a leading principle in health care discourse for several decades. In context to aging, chronic illness, disability, and long-term care, increasingly there has been a call for a relational conception of autonomy that acknowledges issues of dependency, interdependence, and care relationships. Although autonomy is a core philosophy of assisted living (AL) and a growing number of studies focus on this issue, theory development in this area is lagging and little research has considered race, class, or cultural differences, despite the growing diversity of AL. We present a conceptual model of autonomy in AL based on over a decade of research conducted in diverse facility settings. This relational model provides an important conceptual lens for understanding the dynamic linkages between varieties of factors at multiple levels of social structure that shape residents' ability to maintain a sense of autonomy in this often socially challenging care environment. Social and institutional change, which is ongoing, as well as the multiple and ever-changing cultural contexts within which residents are embedded, are important factors that shape residents' experiences over time and impact resident-facility fit and residents' ability to age in place.  相似文献

This paper offers a critique of sociometrics as a ubiquitous method of measuring social relationships among children in social groups such as school classes. This is important in relation to disability politics and research as the apparently scientific measures are frequently used in the process of labelling children or predisposing the children involved, or others involved with them, to view disabled and other children in particular ways. We open a debate about judgements concerning whether the use of sociometric techniques needs to be better informed by questions about the underpinning normalising frameworks on which they depend, about the connotations of blame associated with particular sociometric statuses, and about the way that research constructs difficulties and reflects an adult agenda, marginalising the voices of (disabled) children. We argue for the value of the transactional turn in understanding the implications of this approach and for highlighting alternative perspectives.  相似文献

This paper argues for a renewed research agenda on the transnational mobility of young people across both youth studies and migration studies. We review key literature across these fields, before arguing for a new conceptual framework that helps to further extend the emerging interdisciplinary space of ‘youth mobility studies’ (Raffaetà, Baldassar and Harris 2016). Our central proposition is that mobility has become an important marker and maker of transitions for youth in many contexts globally. We argue that a conceptual advance is required to understand the unique circumstances of a generation ‘on the move’ as they navigate diverse and non-sequential social, civic and economic practices of ‘adulthood’, and propose the conceptual framework of mobile transitions as a timely new agenda. ‘Mobile transitions’ describes transition pathways under conditions of mobility but also emphasises two key claims around the further development of transnational youth mobility research. The first is the importance of an orientation towards spatio-temporal complexity, multiplicity and fragmentation of both ‘youth transition’ and ‘migrancy’ as scholarly concepts and lived experiences. The second is an argument for understanding ‘mobile transitions’ in relation to three intersecting domains – economic opportunities, social relations and civic practices – rather than through linear notions of the achievement of economic and social autonomy.  相似文献

The modern world is characterized by problems that involve systems with social and physical subsystems. They are entangled systems of system of systems with multilevel dynamics. There is no methodology able to combine the partial micro-, meso- and macrotheories that focus on subsystems into a coherent representation of the dynamics of the whole. Policy requires prediction, but the traditional definitions of prediction are not appropriate for multilevel socio-complex systems. Heterogeneous multilevel systems have subsystems that may behave with great regularity over long periods of time, and then suddenly change their behavior due to weak coupling with other subsystems. Thus systems that are usually highly predictable may be subject to rare but extreme events, and this is highly relevant to policy-makers. New ways of thinking are needed that transcend the confines of the traditional humanities, social and physical sciences. Of necessity, this science will be embedded in the design, implementation and management of systems, and therefore the new science will be entwined with policy. Much policy is interventionist experiment. By themselves scientists cannot conduct experiments on socio-complex systems because they have neither the mandate nor the money to design and instrument experiments on the large scale. Policy-makers – elected politicians and their officers – design the future, making it as they believe it ought to be. New kinds of scientific predictions can inform policy but can only be instrumented and tested if there is goodwill between policy-makers and scientists, where scientists are junior partners. Scientists offer policy-makers theories and predictions of social systems based on logical-deductive methods. Policy is generally made on the basis of rhetoric, with the best possible arguments being deployed to support favored conclusions. To convince policy-makers that a particular scientific theory should be used, scientists move from the logical-deductive to the rhetorical. Thus the full theory of a science of complex systems has to provide a logical-deductive metatheory of the rhetorical and logical-deductive systems that make decisions and implement them. Traditional natural and physical science has avoided rhetoric, which is much better understood in the humanities and social sciences. Thus it is concluded that the science of complex systems must embrace the humanities and social sciences not just because their domains of study are relevant but also because their methods are necessary to understand how science and policy work together in complex social systems.  相似文献

This paper examines the reasons why it is justified to talk about a European 'democratic deficit'. The creation and consolidation of a European public space necessitates conceptual clarification at the normative theoretical level - as liberal democracy is historically closely bound to the nation-state - and action at the policy and political levels. A Union of European Citizens is a step towards, but not equivalent to, a democratic Union based on European citizenship. Formal announcements, normative convictions, or even institutional reforms are not enough to guarantee openness or support contestation. European democracy is de facto a process to be observed but it is also a project to be defined. The article outlines an agenda for European democracy both with regard to political deliberation and empirical research.  相似文献

This paper advances the position that sociology needs to develop an approach to research which focuses on fundamental social problems. In doing so it shares many of the intellectual values and goals of political arithmetic while seeking to move methodologically beyond it. Since such problems are complex they will require, typically, interdisciplinary input and a concomitant approach to the development and appraisal of theories. We are not, therefore, advocating the primacy of sociology but arguing that it has a distinctive part to play in addressing the fundamental problems of the twenty-first century. However, a policy-oriented sociology has also to take up the task, so clearly defined by the tradition of political arithmetic, which is to hold governments to account. Consequently a central principle of a new policy science is that it should contribute to democratic debate about policy.  相似文献

This paper is focused on the emergence of the European public sphere debate. This discussion has become more and more prominent between scholars of European Studies who have given it both normative and empirical attention. This is due to a variety of reasons, but in particular the increase in research about the legitimacy of European integration, which has been the subject of a wide debate since at least the beginning of the 1990s. Firstly, the article critically assesses the normative arguments that have supported the development of the European public sphere, by focusing on the social, political and cultural dimensions of European integration. After having assessed this debate and underlined current challenges emerged in light of recent events (such as the euro‐crisis, the rise of euroscepticism and the rise in far right movements), the article then introduces the empirical research on the europeanisation of the public sphere, by looking at the development of an agenda that has more and more concentrated on the fragmentation and fluidity of such construct. This discussion is key to introduce the final part of the article, which focuses on the role of civil society in the broader European constituency and in the public sphere. The article highlights some of the ambiguities inherent to the current research agenda, by calling for a more comprehensive approach to study active citizenship in Europe that departs from a consideration of the NGOs activists as the main locus of analysis.  相似文献

This paper examines issues of democratic accountability as they apply to faith-based organizations cooperating in international developmental efforts, with a specific focus on the freedom of expression rights of nonprofit organizations and the freedom of association rights of their clientele. Child welfare nongovernmental organizations (NGOs) in Romania are used as a case study for examining the issue. The paper begins with a discussion of NGO-government partnerships in service provision in international development, and examines the ethical concerns surrounding church-state separation as applied to nonprofits in the United States and in the context of foreign aid. The literature analysis is complimented by empirical evidence from the Romanian case, using data gathered in a qualitative study exploring the role of NGOs as social service providers and policy advocates. The paper concludes by discussing the particular role that bureaucratic discretion and power plays in protecting the freedom of association rights of clientele in Romania.  相似文献

This paper contributes to the reappraisal of sociological theories of modernity inspired by the sociology of scientific knowledge (SSK). As much as these theories rely on received ideas about the nature of science that SSK has called into doubt, so do they rely on ideas about the public understanding of science. Public understanding of science has been assumed to conform to the monolithic logic and perception of science associated with rationalization, leading to an impoverished view of the cognitive outlook of the modern individual. Rationalization has become the basis for the construction of theoretical critique of science divorced from any clear reference to public understanding, with the result that theory has encountered considerable problems in accounting for public scepticism towards science. However, rather than question rationalization, the more typical strategy has been to propose radical changes in the modernization process, such as postmodernism and the risk society. Against this, an alternative view of public understanding is advanced drawn from SSK and rhetorical psychology. The existence of the sociological critique of science, and SSK in particular, suggests that the meaning of science in modernity is not monolithic but multiple, arising out of a central dilemma over the universal form of knowledge-claims and their necessarily particular, human and social grounding. This dilemma plays out not only in intellectual discourses about science, but also in the public's understanding of science. This argument is used to call for further sociological research into public understanding and to encourage sociologists to recognize the central importance of the topic to a proper understanding of modernity.  相似文献

Both civil society in China and research on Chinese civil society have developed profoundly over the last three decades. Research on Chinese civil society can be classified into two categories: a structure‐oriented approach and an agency‐oriented approach. Both approaches acknowledge the state's dominant position in restricting the political space for civil society engagement, but they differ in their understanding of state–civil society relations. A key concern within the structure‐oriented approach is to analyze how the autonomy of civil society organizations is shaped by their structural position vis‐à‐vis the state. Agency‐oriented scholars, on the other hand, reject the analytical focus on structural autonomy. Instead, they build on a more nuanced understanding of the authoritarian yet nonmonolithic context in China and analyze how civil society organizations develop specific strategies to be able to operate within their restricted political space. In particular, agency‐oriented scholars have analyzed two ways in which organizations exercise agency: by strategically developing formal or informal ties with state actors and by bringing their engagement into the public sphere to raise awareness and express their voice. What could be further developed in the agency‐oriented approach is, however, a deeper understanding of the political dimensions of civil society agency.  相似文献

At both the multilateral and regional levels, there have been efforts to address the democratic deficit in trade negotiations. One such example is the Economic Partnership Agreement (EPA) between the European Union and African, Caribbean and Pacific group of countries where civil society participation was enshrined in the Cotonou Agreement. Yet, the CARIFORUM–EU EPA attracted much criticism from civil society. The paper argues that civil society failed to affect the outcome of the EPA because they participated in the process within a deliberative democratic framework which did not allow for emancipation or a challenge to global economic power and structural considerations in the negotiations; neither did it achieve citizen empowerment and ownership. We advocate the practice of participatory democracy in trade policy decision making—an ideal space for citizen participation—the former holding greater promise for influencing the trade policy agenda.  相似文献
