This mixed methods inquiry examined the school functioning of elementary school-aged children with maltreatment histories and mild cognitive or behavioral disabilities. Quantitative analyses of linked social service and education administrative data bases of 10,394 children in Minnesota with maltreatment histories indicated that 32% were eligible for special education services. Of those children with maltreatment histories and identified disabilities, 73% had mild cognitive or behavioral disabilities. The most frequent primary disabilities categories were specific learning disabilities (33%) and emotional/behavioral disabilities (27%). Children with maltreatment histories and mild cognitive or behavioral disabilities scored significantly below children with maltreatment histories and no identified disabilities on standardized assessments of math and reading, and this gap increased with grade level for math. Qualitative interviews with 22 child welfare professionals and 15 educators suggested why some children with maltreatment histories, especially those with mild cognitive or behavioral disabilities, struggle in school. Risks to school functioning included children's and families' multiple unmet basic and mental health needs which can mask or overshadow children's mild disabilities; poor cross systems collaboration between child welfare, education and mental health systems; and inadequate funding, especially for mental health services. Protective factors included child engagement in school, parent engagement with child welfare services and a professional culture of cross-systems collaboration. Implications are discussed for holistic child, family and system-level interventions.  相似文献

Children, youth, and families served by child welfare professionals should be provided with services that are reasonably well-supported by scientific evidence, when such knowledge exists. A number of clearinghouses and databases have been created in recent years that list a wide array of child welfare, mental health, substance abuse, family, and educational services, provide a critical appraisal of the levels of evidence available for each such service, and rates this evidence. Some interventions are said to possess strong evidence of their effectiveness and can be called research supported. Others are poorly researched and some have been shown to actually be harmful. This article describes a summary of these major databases and clearinghouses evaluating programs and practices for potential use in child welfare. Links are provided to assist child welfare professionals in locating these research supported psychosocial interventions.  相似文献

Psychosocial rehabilitation involves a gamut of activities that need to be personalized to suit an individual's needs. The context in which rehabilitation occurs greatly influences the range and availability of rehabilitation services and their utilization. This study attempts to highlight the contextual factors, with specific reference to globalization and development, the scope of rehabilitation, and the continuum of rehabilitation services that have a bearing on an individual's recovery. The relevance and effectiveness of the bio-psycho-social-spiritual approach in making services more pertinent and applicable are discussed. Implications for program development and policy interventions are suggested. It is hoped that this study will draw attention to the need for openness to a broad range of services even while using specific interventions.  相似文献

The genetics revolution has significant ramifications for child welfare. An overview of genetic disorders and of the expanding array of genetic services is given. Findings of an exploratory study of the proportion of children in out-of-home care in two cities who had diagnosed genetic disorders and who met criteria for referral to genetic services, and utilization of genetic services are presented. The findings suggest that genetic services that might be beneficial to foster children and their biological families are not being offered. Implications for foster care are discussed.  相似文献

Successfully engaging clients in the helping process is a critical task for child welfare practitioners. Drop-out and noncompliance rates in child welfare services are high and lead to high rates of removal of children from their families and to eventual termination of parental rights. Although no known interventions guarantee treatment compliance, this review of the empirical literature delineates critical components of engagement in child welfare services. Effective engagement strategies, including service components and caseworker qualities and behaviors, are identified as contributing to the positive case outcomes of treatment compliance, family preservation, and placement prevention. The unique needs of neglectful parents are also examined, with recommendations for practice.  相似文献

Abstract

This article examines family and caseworker perceptions of welfare reform and services as they relate to families who have a child with a disability. Interviews were conducted with 39 families and 77 caseworkers. Family questions addressed their perceptions of the welfare system, factors impacting their self-sufficiency, and their perceptions of needed program changes. Caseworker questions addressed their perceptions of welfare practices and policies and their education needs related to serving families who have children with disabilities. Familial perceptions of the welfare system were validated by caseworker reports. Implications for service improvement are discussed.  相似文献

This article reports on research that investigated the images of social workers engaged in child welfare work as portrayed in movies, a major medium of popular culture. Findings from an analysis of 27 movies spanning from 1938 to 1999 are presented with particular attention to themes about how children are depicted as recipients of child welfare services and how child welfare worker activities and interventions are portrayed. Ways that the results of the research can guide intervention efforts that more accurately and more completely portray the activities, values, and knowledge base of the profession of social work are suggested.  相似文献

A relationship-based theoretical framework for child welfare services is proposed. Research literature is reviewed relative to attachment theory, relationship quality of maltreated child-parent and maltreated child-surrogate parent dyads, and effective child-parent and child-surrogate parent relationship-enhancing interventions. Authors recommend that establishment or repair of a protective, emotionally responsive positive child-parent or child-surrogate parent relationship be the central focus of child welfare services. A model is offered as a conceptual foundation for measures to be used in federal Child and Family Services Reviews.  相似文献

ABSTRACT

As smart technologies such as artificial intelligence (AI), automation and Internet of Things (IoT) are increasingly embedded into commercial and government services, we are faced with new challenges in digital inclusion to ensure that existing inequalities are not reinforced and new gaps that are created can be addressed. Digital exclusion is often compounded by existing social disadvantage, and new systems run the risk of creating new barriers and harms. Adopting a case study approach, this paper examines the exclusionary practices embedded in the design and implementation of social welfare services in Australia. We examined Centrelink’s automated Online Compliance Intervention system (‘Robodebt’) and the National Disability Insurance Agency’s intelligent avatar interface ‘Nadia’. The two cases show how the introduction of automated systems can reinforce the punitive policies of an existing service regime at the design stage and how innovative AI systems that have the potential to enhance user participation and inclusion can be hindered at implementation so that digital benefits are left unrealised.  相似文献

Inclusion of certain aspects of animal-human relationships (AHR), such as animal abuse and animal-assisted interventions, can enhance child welfare practice and there are resources available to promote such inclusion. However, there is little knowledge of whether this is being accomplished. This study sought to fill this gap by conducting a national survey of state public child welfare agencies to examine AHR in child protective services practice, their assessment tools, and cross-reporting policies.  相似文献

Families living in poverty are significantly more likely to become involved with child welfare services, and consequently, referred to interventions that target abusive and neglectful parenting practices. Program engagement and retention are difficult to achieve, possibly because of the concrete resource insufficiencies that may have contributed to a family's involvement with services in the first place. Various strategies have been used to enhance program completion, such as motivational interventions, monetary incentives, and financial assistance with concrete needs. This study examines the influence of adjunctive concrete support provided by home visitors on families' (N = 1754) engagement, retention, and satisfaction with services as well as parenting outcomes. Using propensity stratification, mixed modeling procedures revealed that increasing concrete support predicted greater engagement, satisfaction, goal attainment, and lower short-term recidivism. Results suggest that adjunctive concrete support is a potentially beneficial strategy for promoting service engagement and satisfaction and increasing short-term child safety.  相似文献

This article describes the need for a better understanding of the moderating effects of child welfare services on delinquency. Although juvenile delinquency is a commonly studied issue, researchers have paid little attention to the degree to which child welfare services may be associated with changes in subsequent delinquency rates. Emerging evidence suggests that for certain groups of maltreated children, such as children of color and females, certain child welfare services are associated with variations in risk of delinquent outcomes. The article discusses key methodological, theoretical, and policy implications that help guide further research in this area.  相似文献

This paper reports on an Anglo-French project comparing parental experiences of child welfare interventions in both countries; it does not aim to discuss policy implications but to raise questions about the basis on which policies are decided. We explored differences and similarities in the two countries' systems and practices by asking what it is like to be on the receiving end of professional decisions and actions in order to highlight those aspects of our own system that might otherwise be taken for granted. Considerable overlap was found in English and French parental concerns and in the type of professional assistance offered. However, differences in access to this assistance suggest that parents in England are often thrown into relations with social services that may be counterproductive to child and family welfare.  相似文献

ABSTRACT

“Big data” initiatives that aim to bring together and mine data from multiple databases across government and non-government agencies promise new insights into the delivery of social services. However, as debates in other disciplines have shown, big data poses challenges as well as opportunities. This article provides an overview of the ethical issues in relation to big data, which extends into an examination of the practice issues for big data applied to the social welfare sector. In particular, the claims for objectivity made for big data are problematised through an exploration of what data are available in social welfare and the processes of big data collection and analysis, which are different from, but related to, data integrity. The aim is to stimulate debate within the sector in order to contribute to the development of a critical, cautious, but open approach to social work's latest “electronic turn”.  相似文献

China's current social preferential treatment system for disabled veterans began in the war years and has developed during periods of peace. However, there are multiple barriers, such as decentralized cooperation between central and local governments, which prevent the state from providing effective welfare services. The establishment of the Ministry of Veterans Affairs can be seen as an effective attempt to resolve the decentralization of management, similar to relevant legislative work and establishing provincial-level institutions in local governments. This article focuses on how central and local governments attempt to break though the barriers to providing effective welfare services for disabled veterans in China and integrate decentralized responsibility to cooperate in the management system of welfare services for disabled veterans. The integration of welfare services and the rational use of social security as a platform can build a new mechanism of preferential treatment.  相似文献

Despite the significant financial and human resources invested in child protection services (CPS), it is unknown whether these services are effective in preventing recurrence of child physical abuse and neglect. This paper reviews available studies evaluating the effectiveness of these interventions and identifies methodological limitations and factors that may contribute to these limitations. We searched databases to identify randomised controlled trials published in peer‐reviewed journals in the past five decades that evaluated interventions to reduce recurrence of physical abuse and neglect. We outlined ten methodological standards that are important for rigorous testing of psychosocial interventions and applied them in critically appraising identified studies. Thirteen randomised controlled trials were reviewed. This review identified methodological limitations (e.g. small sample size, lack of standardisations, contamination) that made it difficult to draw reliable conclusions as to the effectiveness of interventions. Field‐specific factors that contributed to methodological limitations (e.g. heterogeneity of sample, multiple family problems, psychosocial nature of interventions) were identified and recommendations were provided for improvement. The article deals with the development of social welfare and social services in Lithuania by describing cultural contexts and disclosing evaluations of social service providers and recipients and needs of social service delivery. The authors of the article discuss the changing role of the state, pose a question as to what the institutions and the actors are and to what extent should they participate in the creation of social welfare. One of the aims of this paper is to describe the development of the welfare mix in Lithuania, by showing that welfare is inevitably woven into the historical, economic, political and social context; the distinctive cultural configuration of the welfare mix in social services delivery in Lithuania is revealed. Empirical research (survey of social services recipients and providers) presented in the article discloses that actors of social services delivery experience tension and ambiguity between the demand of neoliberal policy to choose and be responsible and the expectation that the state will participate in the social service market. At the same time social services recipients and providers express a need for different actors to take an active part in the welfare system.  相似文献

The majority U.S. states maintain administrative databases to collect information on the entry, movement, and exits of youth in the foster care system, yet the power of these data to inform continuous improvement efforts remains largely untapped. This underutilization ignores the vast potential inherent in longitudinal child welfare data to better understand the trajectories of youth in care and the effectiveness of the services they receive. To help promote the use of administrative data to inform child welfare programming, this paper provides an overview and demonstration of a Feedback Improvement System with web-based visualization technology to illustrate child- and agency-level child welfare data from the state of Utah. The procedures and system design elements used to obtain, process, and display the feedback data are detailed. Recommendations for designing and implementing web-based feedback systems for child welfare agencies are provided.  相似文献
