This article critically interrogates the depth and quality of change of post‐apartheid welfare policy and social work practice towards a social development paradigm against the background of inequality and poverty in South Africa. It asks several questions: what kind of welfare system has the current welfare dispensation created? How far has it moved from a residual, ameliorative system to an institutional developmental system, in keeping with the developmental welfare paradigm? To what extent can residual provisions be transformed into developmental processes? What conditions are necessary for this to happen? The answers to questions such as these provide the basis for assessing South Africa's new developmental processes. The article highlights the fundamental contradictions in social development policy imperatives, which call for a marriage of economic and social considerations, and the internal contradictions across and within various welfare policies. Further, it argues that the government does not have the political will to bear the costs of the substantive change that the move towards developmental social work requires, choosing instead limited, individually targeted and ameliorative measures, such as increased social security spending. Thus, it suggests that ideological critique, consciousness raising and participation in public policy debates remain crucial for those who seek long‐term solutions to inequality and poverty in South Africa.  相似文献

This article examines the transformation of social work in South Africa in response to the transition to a developmental welfare approach. Always moulding and shaping itself in response to its social context, social work in South Africa, as elsewhere, is a reflection of the broader political landscape. In South Africa the social work profession has struggled to assert its independence and become self-regulating. It is unique in the Western world in that since 1978 it has been regulated by a legislatively constituted statutory council. While the profession has tried to transform itself in the new democracy, outside pressures have found it wanting and deeply divided. Thus, despite progress in other areas social workers have not yet been successful in forming a strong, united professional association and this severely limits its ability to lobby politicians and advocate on behalf of clients. It seems, however, that the tide is turning and social workers are gaining recognition but, once again, the challenge remains deciding on the extent to which the profession cooperates with the government's agenda for change. Social work educators took the lead in setting education standards in response to higher education policy and are also playing a part in devising practice standards through their involvement in the social work board which falls under the umbrella of the Council for Social Service Professions. However, education and practice are somewhat out of step and professional unity remains a pressing issue on social work's transformation agenda.  相似文献

This paper examines the progress of the social service professions delivering developmental social welfare in South Africa, a subject we have followed closely over the last 20 years. Being policy-driven, developmental social welfare stemmed from expert social analyses that resulted in technically oriented solutions, including the broadening of social service professions. Twenty years on, it is hard to see developmental social welfare, as envisaged in government policy, in action, since the practice reality does not differ drastically from the prior apartheid system with the government's heavy reliance on social security as a poverty-alleviation measure. The expanded social security budget has led to underfunded services and a crisis for social service professionals. This paper focuses on the regulated professions of social workers, and child and youth care workers. Our examination of critical issues for these occupational groups revealed that South Africa still has a long way to go in building a strong social service workforce.  相似文献

The article describes the policies, legislation, institutional structures and programmes of the developmental welfare system for physically disabled people in South Africa that have developed since 1994. In so doing, it examines resources and constraints and suggests ways in which improvements might be made following the experiences in the first 12 years of social development in South Africa. The author believes that it is timely to pursue this topic given the barriers experienced on the ground where social developers are attempting to empower and improve the circumstances of physically disabled people. Thus, this article should be of interest to policy makers, social planners, practitioners, human rights activists and disabled people alike.  相似文献

This article examines changes to non-government social welfare, their impact on service delivery and on the social work profession. To redress the legacy of the past and the consequent inequalities in social welfare, in the first decade of democracy the government allocated the bulk of its welfare resources to transforming the social security system at the expense of social service delivery. As a result, South Africa has a costly social security budget with social services on the brink of collapse, leaving social workers and other social service professionals with low morale in the face of the huge challenge of providing welfare services with scarce resources, especially in the non-government sector. Nevertheless, social work remains an important role player in social development. From its marginalised position in the first decade of democracy, in the second decade it is repositioning itself as a recognised contributor to reconstruction and development in South Africa.  相似文献

Although the notion of developmental welfare is not new, it is only in recent times that its central premises have again attracted attention in social policy circles. Since developmental welfare offers an opportunity to challenge the neo-liberal claim that social expenditures harm the economy, and that economic development requires retrenchments in state welfare, more information about this approach is needed. This article discusses the developmental welfare approach with reference to neo-liberalism's current hegemonic influence on social policy. It traces the historical evolution of developmental welfare, discusses its theoretical implications and outlines its practical proposals.  相似文献

This paper sets out the environment of inequality in which social work and the poor have recently operated. It explores pragmatic and idealist arguments concerning whether or not the poor need social work. Finally, policy solutions developed in consultation with social service users and carers are suggested in relation to poverty and social exclusion. Social exclusion can be linked to relative poverty as exclusion from economic and social norms. However, there is a wider brief in our own government’s publications and those of Europe, of examining how people are excluded from actions and policies of agencies who are there to support them. This paper will retain the concepts of poverty as lack of material income, and inequality as the gap between the rich and the poor, while being aware of the policy implications for social service users and carers of the more comprehensive process of being shut out partially or fully from social, economic, political and cultural systems. The debates around social work, social exclusion and inequality that follow establish: that some of the poor do need social work; that the poverty of social service users is related to policies that have restructured welfare in Britain; that the reason for individuals approaching or being referred to social services are complex but are likely to include financial deprivation as a key contributory factor; that if the poor do need social work, advocacy is essential rather than social work being seen as concerned only with social control—taking children into care, mentally ill people into hospitals, and advising the DSS on the suitability of claimants for benefits. Finally, the discussion turns to new policy agendas on social exclusion instigated by the Labour government. What positive difference can such policies make for social service users, their carers and social workers?.  相似文献

This article considers some of the changes and continuities in social protection in Latin America through a focus on the ways in which motherhood is positioned as key to the success of the new anti‐poverty programmes that have followed structural reform. It examines a flagship cash transfer programme known as Progresa/Oportunidades (Opportunities) established in Mexico in 1997 and now being widely adopted in the region. Characterized by some commentators as a quintessentially neo‐liberal programme, it is argued that Oportunidades represents a novel combination of earlier maternalist social policy approaches with the conditional, co‐responsibility models associated with the recent approaches to social welfare and poverty relief endorsed by international policy actors. In the first section, the gendered assumptions that have governed Latin American social policy are described; the second outlines social policy provision in Latin America and identifies the key elements of the new approaches to poverty; and the third critically examines the broader implications of the Mexican programme's selective and gendered construction of social need premised, as it is, on re‐traditionalizing gendered roles and responsibilities.  相似文献

The article reports on a fourth study on the political participation of social workers based on a methodology developed by Gray and Collett van Rooyen (2000). Thus far studies have been conducted in South Africa, Australia and New Zealand. The present study examined the political activities of social workers in Hong Kong. It begins with a review of the politicisation of Hong Kong's social workers, tracing developments from the 1960s onwards. It then examines the literature on political participation in social work, particularly various typologies of political activity, in order to add to theory relating to this important aspect of social-work practice. Thereafter, it outlines the conceptual framework and methodology used in the study, the results of which provide the basis for the discussion of the political activities of social workers in Hong Kong. It ends with an in-depth discussion of the implications of the findings for the political role of social workers in Hong Kong's changing political context.  相似文献

During the 1990s, the notion of "social exclusion" has given a new impetus to the debate about poverty and disadvantage. This paper assesses the extent of conceptual reconfiguration that the concept of social exclusion involves and the implications for empirical research and policy evaluation. It proceeds to examine critically the extent to which current notions of social exclusion risk neglecting patterns of inequality in the wider society. It concludes by arguing that the globalization of our market economies is tending to erode the support which more advantaged groups are ready to offer and to force retrenchment of the formal welfare organizations on which the poor can call. In a global economy, moral solidarity with the disadvantaged atrophies, and the national communities within which the postwar welfare states were built no longer serve as the focus for good neighbourliness.  相似文献

It has long been claimed that social welfare programmes harm economic development. These programmes, it is alleged, depress work incentives, divert scarce investment resources to 'unproductive' social services and create a large underclass of dependent individuals. Welfare reform in the United States intends to reverse these allegedly negative economic effects by requiring welfare clients to work. It also hopes to reduce poverty. This article examines these claims. It discusses the welfare reform programme and concludes that its impact on both economic development and poverty has been minimal. Policies that transcend the current obsession with work, promote sustained economic development and invest in human capabilities are more likely to succeed.  相似文献

This paper reports findings from a research study on adoption in South Africa conducted in 2009. The research included secondary data analysis of the South African National Adoption Register to establish trends and patterns of adoption in South Africa between 2004 and 2009, and primary data collection through qualitative interviews with key informants in public and private social welfare services to explore attitudes, knowledge and experiences of social work practice related to adoption. The quantitative findings report the number of national and international adoptions along with trends and socio‐demographic patterns of national adoptions. Qualitative findings report on social work practice, systemic barriers and social worker attitudes as barriers to improved social work practice around national adoptions. The paper highlights comparisons to adoption literature in the USA, a country with a similar legislative framework and cultural complexities, but significantly more resources for implementation. Recommendations are offered for social work practice, national data collection and policy implementation efforts to support efforts to increase adoption.  相似文献

This article seeks to contribute to a better understanding of the factors that are associated with social work students' willingness to engage in policy practice. It examines a model according to which the willingness to engage in policy practice is linked to the importance that students attribute to the goals of social work and to their views on poverty. The sample consisted of 138 social work students in one of Israel's leading universities. The measures consisted of four questionnaires developed specifically for this study. The findings revealed strong relationships between students' views regarding the causes of poverty and their attitudes towards the preferred ways to deal with poverty. In addition, strong relationships were found between the importance that students attributed to the goals of social work and their willingness to engage in policy practice. However, no significant relationships were found between students' views on poverty and their willingness to engage in policy practice. Different explanations for these findings are advanced in the article.  相似文献

The article analyses the Child Support Grant (CSG) in South Africa as a measure of poverty alleviation. Introduced in 1998 amid a great deal of controversy and fanfare, the CSG was a means-tested cash benefit for poor children between the ages of 0 and 6 years, most of whom were located in the poorest of South Africa's nine provinces, i.e. the Eastern Cape, Kwazulu-Natal and Limpopo (formerly known as the Northern Province). South Africa's unique history is discussed to show how the CSG became an important poverty alleviation measure. Debates surrounding the introduction of the CSG are discussed, not least its reliance on effective inter-sectoral collaboration, research and the provision of developmental welfare programmes.  相似文献

This article reports on a comparative study that examined the political participation of social workers in KwaZulu-Natal province in South Africa, the state of New South Wales (excluding the Hunter region) in Australia, and New Zealand. Each of these contexts had roughly the same number of social workers, that is, approximately 1,200. It was found that social workers in New Zealand tended to be more politically active than their counterparts in New South Wales and KwaZulu-Natal, and the reasons for this are examined. In the process, New Zealand is presented as a case study of the way in which social work has responded to its political context. Finally, conclusions are drawn as to the engagement of social workers in the policy cycle and of the need for them to become more active politically.  相似文献

This article attempts to compare the social policy models of the west with social policies in post-totalitarian central and eastern Europe. It is argued that historical roots as well as recent developments make post-Communist social policy similar to the two major models in the west: the institutional redistributive model and the industrial achievement or performance model. The present problems of mass unemployment and growing poverty cannot be solved without a major reform of social policy, including state intervention and control. The residual social safety net and a strong market orientation are unlikely to be able to reduce poverty and unemployment. However, it is also argued that the strong role of the state and organized labour in both of these European welfare systems creates an obstacle to the future of social policy in the countries of central and eastern Europe. The state is viewed with great scepticism and organized mass social movements are weak in most of these countries. It will take time to develop such agents that can support the development of state social policy, and it may not even be accepted that the route of interventionist state welfare characteristic of western Europe is desirable.  相似文献

This article examines social policy reforms in East Asia and whether the welfare states in the region became more inclusive in terms of social protection while maintaining their developmental credentials. It draws on findings from the United Nations Research Institute for Social Development (UNRISD) project on social policy in East Asia, covering China, Hong Kong Special Administrative Region of China, Japan, Malaysia, the Republic of Korea, Singapore, Taiwan Province of China, and Thailand. It shows that East Asian economies responded differently to the crisis in terms of welfare reform. While Singapore and Hong Kong maintained the basic structure of the selective developmental welfare state, Korea, Taiwan, and, to a lesser extent, Thailand implemented social policy reforms toward a more inclusive one. Despite such different responses, policy changes are explained by the proposition of the developmental welfare state: the instrumentality of social policy for economic development and realization of policy changes through democratization (or the lack of it).  相似文献

This article considers the complex relationships between law, welfare policy and social work practice, in order to address the question of what role legal frameworks might play in achieving welfare policy and professional practice goals. It traces how law has developed as a core component of professional practice, and challenges some of the false expectations placed upon it. It then draws on findings from an international knowledge review of law teaching in social work education to propose a model for understanding how professional practice incorporates legal perspectives, and proposes ways in which legal frameworks can provide positive and constructive vehicles for accountable practice.  相似文献
