This study explores patterns of collaboration between Swedish professionals involved in the repatriation of unaccompanied asylum-seeking refugee children. A qualitative case study methodology was used. Semi-structured interviews were conducted with a total of 20 statutory social workers, social workers at care homes, police officers, Swedish Migration Board officers, and legal guardians. A thematic approach was used to analyse the data. The results showed low levels of collaboration among the professionals and the use of different strategies by the professionals to manage their work tasks. Patterns were found among the professionals: some tended to isolate themselves from interaction and acted on the basis of personal preference, and others tended to behave sensitively, withdraw, and become passive observers rather than active partners in the repatriation process. These behaviours made it difficult for the relevant professionals to employ dignity and efficiency in the repatriation of unaccompanied asylum-seeking refugee children.  相似文献

Repeated reporting to child protection is common. One approach to early intervention is for jurisdictions to receive and respond to child protection concerns raised before children are born. Despite this, little research has comprehensively examined subsequent child protection contact for those first reported prenatally. This study aimed to examine the subsequent child protection contact for up to a two-year period for a cohort of children who were reported about prebirth. Child protection administrative data were extracted for 640 children reported for a concern about an unborn child in a single jurisdiction during 2014. Data about child protection contacts included reports, investigations, substantiations and out-of-home placements for children reported prenatally. Of the 640 children, 79% reported about prenatally also had contact with child protection between birth and age two. From birth and up to age two, children reported prenatally had between zero and 21 reports. Twenty-two per cent of the children reported prenatally were removed from their birth parents and placed in out-of-home care prior to age two. These findings highlight the importance of intervening and supporting families prior to and during pregnancy to reduce harm to children and reduce the need for contact with child protection.  相似文献

ABSTRACT

This article focuses on SASA!, a community mobilisation approach that was developed in Uganda by Raising Voices, with the aim of preventing violence against women. SASA! proved effective in reducing intimate partner violence against women, and has since been used in over 25 countries worldwide. In this article, we draw on recent research into the International Refugee Committee’s implementation of SASA! in Dadaab, Kenya. In particular, we focus on how the refugee camp setting shapes the adaptation and delivery of the SASA! programme and explore the balance to be struck between fidelity to the SASA! methodology, and adaptations to make it suitable for use in this specific humanitarian context.  相似文献

The relationship between parental misuse of alcohol and/or illegal drugs and child maltreatment has received considerable attention in the USA, while comparatively few British studies have been published. In both countries, research suggests that it is a large and growing problem and that it has a significant negative impact on children. This study looks at 50 families with 95 children on the Child Protection Register (CPR) in an inner London area through an examination of files and social workers' rating of parental substance misuse as a child protection concern. Parental substance use, as defined by social workers, was considered by social workers to be a cause for concern in 52% of families. Alcohol (in 24% of families) and heroin (in 16%) were the main substances of concern. Substance misuse was strongly related to neglect and cases were twice as likely to be subject to care proceedings. Very little involvement of substance misuse professionals in child protection procedures was found. Different profiles of social work concern were found for alcohol and for illegal drugs. Effective collaborative working between the different professions and agencies working to safeguard children is essential. Lack of knowledge of others' roles, perceived differences in status and expertise, and negative stereotypes are examples of why this can be difficult to achieve. A facilitated interprofessional learning (IPL) programme was implemented to assess if such an intervention could overcome some of the barriers to effective interprofessional and inter‐agency team working. Six teams based in primary and secondary care trusts took part with participants from health, education, police and social services. Quantitative and qualitative data were collected from individual participants using a pre‐validated team climate inventory and reflective statements. Findings from this study demonstrate statistically significant changes in five out of six categories in the inventory. Reflective statements suggested that overall the programme offered a positive learning experience at both an individual and team level. The importance of outside facilitation to maintain the team's momentum was acknowledged, as was the difficulty of maintaining a good level of activity once the programme had ended. Nevertheless, the IPL programme provided a timely opportunity to reflect upon the interprofessional and inter‐agency team working needed within Children's Trusts and the implications for staff involved with regard to skills development. ObjectiveThis article describes empirical results of the views of child protection workers, parents and children along different dimensions including interpretation of engagement, approaches with families in the engagement process, collaboration and relationship, barriers and factors promoting engagement.MethodA qualitative study was undertaken of a sample of eleven child protection workers, eleven parents and eleven children in one county in South-Estonia. The study explored the participants' experiences and perspectives of the engagement, within the context of assessment in child protection practice, through in-depth semi-structured interviews.ResultsResults indicate that child protection workers demonstrate an over-reliance on expert- and deficit-based approaches, indicating a requirement for a focus on traditional social work assessment, concentrating on problems, and more investigative, coercive, and judgement-focused approaches. Both workers and parents valued the quality of relationships, emphasising trust, dialogue and support as important elements of engagement. According to children, they were not always considered as a subject in the assessment process, including their needs as the primary focus; children expressed the wish to be more heard and understood, with their opinions being taken into account.ConclusionsFindings propose that child protection workers are ‘stuck in the past’, in traditional deficit-based discourse, however families prefer ‘modern’, strengths-based perspectives.  相似文献

Sport for Development has many reported benefits, but quantitative evidence of the impact of these interventions in Low Income Countries remains sparse. A new monitoring and evaluation toolkit was used in a cross-sectional survey at Moving the Goalposts (MTG), a football project aiming to empower young Kenyan women. We wished to determine empirically whether increased membership duration brought increased benefits. MTG selected and translated toolkit items consistent with the organisation's strategic aims. We collected 333 completed questionnaires at 15 sites. Psychometric validation revealed some reliable scales; remaining items were scored separately. Scores were sensitive to differences between members defined by sociodemographic and site characteristics. Bivariate and multiple regression analyses showed that increased membership duration brought increasing benefits across several domains (perceived lifeskills; social life; insights about HIV/AIDS; outcomes related to female empowerment). Improved leadership skills were mainly age-related. Members attending more established sites experienced greater benefits, but members at more and less accessible sites benefitted similarly. Positive thoughts and feelings were related not to membership duration, but to how long a site had been operating. This indicates the importance of creating a positive culture over time. This cross-sectional study provides quantitative evidence for the benefits of Sport for Development initiatives.  相似文献

This article describes the development of the Sure Start programme in the United Kingdom, which marks an important new departure in the provision of services for the ‘early years'. Announced in July 1998 as part of the Labour Government's Comprehensive Spending Review, it is important not only in terms of its substance—£540 m to be spent in the United Kingdom over the Spending Review years 1999/2000 to 2001/2, 250 local programmes by the end of the Parliament covering up to 150 000 children—but in terms of the way the policy was developed and the way it is to be implemented. In many ways it is a prime example of ‘joined‐up government' and evidence‐based policy making. In the last decade, professional interest in and awareness of the sexual abuse of children has increased dramatically and has led to the development of safety programmes which aim to teach children a range of personal safety skills (Tutty, 1992). These efforts have previously concentrated on children in mainstream schools, but there is growing recognition of the need for parallel concern for children in vulnerable groups such as those with learning difficulties. The present paper outlines the development of a personal safety prevention programme for children with severe learning difficulties. The programme has incorporated work by Tutty (1992, 1994) and others who argue for a more developmental view in designing such programmes. Concepts such as the child's understanding about authority figures and moral development have been integrated into the programme, which utilizes multi-media technology. As this is a computer-based programme, the reason for such a medium rather than previously implemented presentation (e.g. books, film) are discussed. Weinland Park, an urban neighborhood adjacent to The Ohio State University, has been targeted for revitalization following several decades of disinvestment. The goal of these efforts is to develop holistic solutions that break the cycle of poverty. Such an undertaking requires collecting baseline data to understand community needs, inform programming, and guide revitalization efforts. This paper describes the development and implementation of the Weinland Park Evaluation Project (WPEP) – a collaborative and comprehensive neighborhood survey and needs assessment. Using the RE-AIM framework as a conceptual model, the paper describes how the WPEP was designed to meet short-, medium-, and long-term community needs. In addition, it offers lessons learned as a guide for researchers designing neighborhood surveys and conducting community assessments. During in-depth, individual interviews, seventeen battered women involved in the public child welfare system discussed the effects of domestic violence on their children, and their strategies for protecting and supporting them. Most mothers articulated the detrimental effects of domestic violence on their children and coherent strategies to protect them physically, but described difficulties supporting young children psychologically. Collectively, mothers reported a number of apparently useful strategies for supporting children's psychological resilience. Implications for intervention are discussed.  相似文献

Pacific peoples are a minority under-represented ethnic group in higher education in New Zealand. This article explores the effectiveness of a specific programme, which sought to improve outcomes of Pacific students in the tertiary environment. The aim of the evaluation was to determine the effectiveness of an intervention programme (2013–2015) to increase the participation and academic success of Pacific students in the first year in Health Sciences. The study found the academic results of Pacific students who participated in the intervention programme were significantly better compared to those who did not. The findings inform future research, suggesting that, when assessing the effectiveness of a programme, it is useful to explore the performance of the whole cohort separately to those who declared intention or interest to attend the programme. Strategies to support participation of each of these groups are likely to be different. Having a standardised approach when comparing groups will adjust for any confounding factors or prior differences. This will allow a more accurate assessment of the effectiveness of the programme being evaluated. This paper presents the importance of a robust approach to the delivery and evaluation of intervention programmes for improving outcomes for underrepresented students in the tertiary environment.  相似文献

Employment-based health and retirement benefit programs have followed a similar path of evolution. The relative decision-making roles of the employer and the worker have shifted from the employer to the worker, and workers are more responsible than perhaps they ever have been for their well being--both in terms of their health in general and their financial security during retirement. This shift has been supported, in part, by legislation--namely ERISA, the HMO Act of 1973, the Revenue Act of 1978, and most recently, the Pension Protection Act. This Issue Brief does not pass judgment on this development or address who should bear the responsibilities of preparing workers for retirement or of rationing health care services. The current trend in health care design is toward increased "consumerism." Consumer-driven health is based on the assumption that the combination of greater cost sharing (by workers) and better information about the cost and quality of health care will engage workers to become better health care decision makers. It is hoped that workers will seek important, necessary, high-quality, cost-effective care and services, and become less likely to engage providers and services that are unnecessary and ineffective from either a quality or cost perspective. As employers look ahead toward continually improved plan design, there may be benefits in considering the lessons learned from studying worker behaviors. Specifically, there is evidence about the effects of choice, financial incentives, and information on worker decision making. As a result of research in this area, many retirement plan sponsors have moved toward plan designs and programs that recognize the benefits of well-designed defaults, simplified choices, required active decision making, framing, and commitment to future improvements. With respect to choice, it is now known that more is not always better and may even be worse in some cases. Just as fewer shoppers actually bought a jar of jelly when it was one of 24 as opposed to one of six, evidence has shown that people tend to be less likely to join a company-sponsored retirement plan when more investment options are offered. More choice can also lead to lower satisfaction. It is also known that workers may not be able to appropriately sort through many complex alternatives and that education is not always as effective as employers would hope. Decision complexity often forces people to find a way to simplify, and one of the easiest rules of thumb is to pick the option with the lowest short-term cost, even when that alternative is more costly in the longer run. It is also known that, for good or for bad, choices are constructed on the fly; preferences are dynamic, and logic does not always apply. Financial incentives are helpful in motivating behavior, but they do not affect everyone's decisions. Despite significant financial incentives to participate in 401(k) plans, many workers choose not to. Similarly, despite many of the financial incentives embedded in health care plan design, it can be expected that these incentives will not effectively motivate and engage all workers. One seemingly rational approach to improve workers' decision making is to provide education and guidance to help them sort through complex alternatives and to demonstrate the value of financial incentives. Certainly, providing education and guidance in the form of decision support tools may be an employer's responsibility. However, some studies have shown that, even when "educated" workers have the intent to make improved decisions, they often lack follow-through and fail to take action. In short, education and guidance may not be enough to foster improved health care consumerism. Some employers have begun to design benefit programs with a view toward overcoming behavioral tendencies that negatively affect workers' well-being. Newer retirement plan designs involve careful consideration of default choices. These defaults apply unless workers actively choose a different alternative. Typically, the default attempts to "nudge" workers toward optimal behavior. In the case of 401(k) retirement plan design, more employers are moving toward a default of automatic enrollment in the plan, with automatic investment in a diversified portfolio. Still, additional empirical research and experimentation may be needed to further understand the effects of new retirement plan design features. Future work may also precisely illuminate how the lessons discussed in this Issue Brief may apply to health care plan design that results in improved health-related behaviors. Given the impressive preliminary results in improving retirement planning behaviors, such research and experimentation are likely to be worthwhile.  相似文献

The poor educational outcomes of children in care are a significant concern internationally. Whilst there have been many interventions developed to address this problem, very few of these have been rigorously evaluated. This article presents the findings of a randomised controlled trial that sought to measure the effectiveness of a book gifting programme (the Letterbox Club) that aims to improve literacy skills amongst children aged 7–11 years in foster care. The programme involves children receiving six parcels of books sent through the post over a six-month period. The trial, which ran between April 2013 and June 2014, involved a sample of 116 children in Northern Ireland (56 randomly allocated to the intervention group and 60 to a waiting list control group). Outcome measures focused on reading skills (reading accuracy, comprehension and rate) and attitudes to reading and school. The trial found no evidence that the book-gifting programme had any effect on any of the outcomes measured. Drawing upon some of the emergent themes from the accompanying qualitative process evaluation that sought to determine foster carer/child attitude towards and engagement with the parcels, it is suggested that one plausible reason for the ineffectiveness of the Letterbox Club, as intimated by carers and children (rather than explicitly explored with them), is the lack of support provided to the carers/children in relation to the packs received. Reflective of an ecological model of children's development, it is recommended that for book-gifting programmes to be effective they need to include a focus on encouraging the direct involvement of foster carers in shared literacy activities with the children using the books that are gifted.  相似文献

The Framework for the Assessment of Children in Need was introduced by the Department of Health (England and Wales) in 2000. Offering guidance to social workers in child and family settings, it came as a watershed in three main ways. First, it emphasized the connection between child poverty and developmental delay. Second, it advocated a systemic approach to child welfare by drawing on a number of related theories, including Bronfenbrenner's (1979) model of human development. Third, it overturned a restricted preoccupation with child abuse that had dominated much of child and family social work in the past. These developments aside, the systemic basis of the framework is problematic because it fails to explain how power operates within society. Without this understanding, social workers will not be in a position to tackle the inequalities which the framework rightly targets. This paper seeks to remedy these deficits by drawing on the critical systems theory of Jürgen Habermas.  相似文献

Social and employment activation of individuals at risk of social exclusion gains in significance if it results in their more active attitudes. An increasing number of systemic projects currently implemented by social assistance centres (SACs) in Poland provide a great number of people with an opportunity to take steps to improve their circumstances. The research objective was to assess the results of the project called ‘Use Your Opportunity’, implemented by the SAC in Andrychów, in order to draw conclusions concerning the forms of assistance offered as a part of social and employment activation scheme. The research encompassed 79 individuals before and after their participation in the project in 2010 and 2011. It has been found that the participation in the project and contact with the specialists definitely contributed to the SAC clients' greater knowledge about the way in which they function in the society, their abilities and limitations and also their life skills and employment opportunities. There is no doubt that systemic projects implemented by the SACs in Poland significantly increase the opportunity for their clients to receive support that is not only limited to financial help, which has been common practice so far, but also grants access to the otherwise inaccessible training and specialist counselling services.  相似文献

This article is concerned with how and why parent couples from different racial, ethnic and faith backgrounds choose their children's personal names? The limited literature on the topic of names often focuses on outcomes, using birth name registration data sets, rather than process. In particular, we consider the extent to which the personal names that ‘mixed’ couples give their children represent an individualised taste, or reflect a form of collective affiliation to family, race, ethnicity or faith. We place this discussion in the context of debates about the racial and faith affiliation of ‘mixed’ people, positing various forms of ‘pro’ or ‘post’ collective identity. We draw on in‐depth interview data to show that, in the case of ‘mixed’ couple parents, while most wanted names for their children that they liked, they also wanted names that symbolised their children's heritages. This could involve parents in complicated practices concerning who was involved in naming the children and what those names were. We conclude that, for a full understanding of naming practices and the extent to which these are individualised or affiliative it is important to address process, and that the processes we have identified for ‘mixed’ parents reveal the persistence of collective identity associated with race, ethnicity and faith alongside elements of individualised taste and transcendence, as well as some gendered features.  相似文献

Attachment to community is a central component of identities in the modern world, and community attachment can be expressed at different levels within national states. Most classical perspectives on modern societies have taken for granted that national states have long been the most important locus of citizen attachment and loyalty in the contemporary world system. More recently, many influential perspectives on globalization have suggested that national states are becoming less important, because of the rise of subnational units on the one hand, and supranational entities on the other. What is the relative importance of national, subnational, local, and supranational attachments in the contemporary world system? Is the structure of attitudes similar across national settings? What is the relative strength of attachment to the nation versus attachment to other levels of community? How willing are people to move to a different community to improve their economic condition? This exploratory paper will investigate these questions by examining the 1995 International Social Survey Programme (ISSP) data on national identities in 24 countries.  相似文献
