Public child welfare agencies are under pressure to improve organizational, practice and client outcomes. Related to all of these outcomes is the retention of staff. Employee intent to remain employed may be used as a proxy for actual retention. In this study public child welfare staff in one Midwestern state were surveyed using the Survey of Organizational Excellence (Lauderdale, 1999) and the Intent to Remain Employed (Ellett, Ellett, & Rugutt, 2003) scales to assess the extent to which constructs such as perceptions of organizational culture, communication and other areas of organizational effectiveness were associated with intent to remain employed. A number of statistically significant relationships were identified which were presented to the public agency for use in the development of strategies for organizational improvement. Data were also analyzed regionally and based on urban/suburban/rural status to enable development of targeted approaches. This case study presents an example of how ongoing measurement of organizational effectiveness can be used as a strategy for organizational improvement over time in the child welfare system.  相似文献

The role ethnic identification plays in worker perceptions of workplace dynamics in child welfare services (CWS) organizations has not often been a topic of inquiry. The current study follows the unexpected finding from a previous study in which African American (AA) social workers were significantly less likely to report that they would remain in their CWS agencies than European American (EA) workers. Utilizing a mixed methods approach, the authors explored whether inequity from bias in CWS agencies related to ethnicity was a contributor to intentions to stay/leave. The results revealed no significant relationships between ethnicity and job satisfaction or intentions to stay in CWS agencies among EA, AA, or Hispanic/Latino (HL) workers. However, striking findings emerged related to worker perceptions of court duties concerning inequitable workloads and pay.  相似文献

The authors reviewed 40 mission statements guiding U.S. public child welfare practice for accessibility, clarity, and values. Nine of the 40 state-administered child welfare agencies had not posted their missions on the Web as of October 2002, and 30 mission statements required a 12th-grade or college reading level for easy comprehension. The mission statements most often expressed the goals, values, and processes of safety, permanence, well-being, family preservation, cultural competence, self-sufficiency, and partnership. Mission statements can be an important tool for improving child welfare outcomes by providing direction; therefore, agency administrators should consider how clear and accessible their state agency mission statements are.  相似文献

Despite the emphasis on evidence-based practice in the literature, little is known about the extent to which child welfare workers routinely use data to assess the effectiveness of their practice, or consider an array of evidence informed practices such as peer record review, supervisory sessions or program evaluation as useful in improving their performance. This study, conducted as a part of the planning phase for a larger research and demonstration project measured frontline staff perceptions in both the public and private sectors in one state regarding these and other outcome-focused activities. Statistically significant differences were noted between public and private agency staff. In addition, the relationship between staff's use of data and their assessment of their own skill and the support provided by their agency for an array of out-of-home care practice activities are described. Implications for building the use of evidence-informed practice in child welfare are discussed.  相似文献

This article explores the role of indicators in shaping child welfare, comparing stated policy with performance indicator regimes in England. Organizational context, including line worker characteristics and service settings, may help explain the equivocal findings of intervention studies in the field of child welfare. Yet organizational context has been largely ignored in studies of child welfare interventions. The purpose of this article is to expound upon the likely role of the organizational context in explaining service effectiveness in child welfare. Several bodies of literature within child welfare and human service organization and administration are reviewed and synthesized. Guided by the Decision Making Ecology framework, this study examined data from a large urban child welfare jurisdiction consisting of two neighboring counties to explore reasons behind substantial variation in caseworkers' rates of referrals to Family Group Conferences (FGC), a common practice in child welfare both nationally and internationally. The results indicate that time in current position and perceptions of supervisor competence and leadership support were significantly associated with a worker's propensity to refer to FGC. Specifically, caseworkers with fewer years in their current position and those who reported lower ratings on their supervisor's competence and leadership's support made a higher number of referrals. The results reinforce the notion that even in the presence of policy mandates, such factors should be monitored and addressed by agencies concerned with consistent program implementation. Future studies should seek to replicate these findings in other jurisdictions and test for effective interventions to mitigate the impact of individual worker characteristics on actual implementation of mandated practices.  相似文献

Thirty-five caregivers of related children who were in the custody of the child welfare system were interviewed individually or in focus groups as the state child welfare system implemented new federal and state policies encouraging these caregivers to adopt or assume guardianship of the children in their care. Interviews were transcribed and analyzed using qualitative methods. Issues of concern included emergency entrance into caregiving; the simultaneous satisfaction and burden of caregiving; obstacles to caregiving, adoption, or guardianship; complex changes in family dynamics following placement of children; sources of support; and caution regarding adoption or guardianship. The caregivers also offered recommendations for the child welfare system. Policy, practice, and research implications are discussed.  相似文献

Some of the key outcome measures used in the first federal Child and Family Service Reviews rely on retrospective cohorts and exclude key portions of the population from the analysis. Most discussions of this issue have focused on the extent to which retrospective measurement is a valid basis on which to judge states' performance (Courtney, Needell, & Wulczyn, 2003). The analyses presented here suggest that in some instances the relative or comparative results of retrospective and prospective measurements exhibit few differences. On the other hand, the analyses also make clear that retrospective measurements have two serious deficiencies in relation to improving performance. First, they are likely to identify the wrong issues, and, second, even when they identify the correct issues they fail to provide information needed to improve performance. This article suggests some practical ways in which the information currently available to child welfare agencies can be used to correct these problems.  相似文献

This study examines the comparative effectiveness of using law enforcement agencies for child protective investigation (CPI), in contrast with the traditional approach of CPI conducted by the public child welfare agency. The analysis uses 2006-2007 data from a natural experiment conducted in Florida to show modest differences in performance and cost-efficiency between the two approaches to CPI. These findings may have implications for other states considering outsourcing CPI to law enforcement.  相似文献

This study describes factors associated with the implementation of family centered practice (FCP) across a state child welfare system. Using Multi-Level Model (MLM) analysis of self-report data from the child welfare workers and supervisors in one multi-jurisdiction state, individual and organizational factors that may influence successful implementation of innovative practice models are identified. Individual worker's characteristics such as social work degree, training, and age were all associated with higher levels of individual adoption of FCP principles. Organizational culture including innovation and flexibility and outward focus were associated with organization level implementation of FCP principles. Implications for child welfare practice and implementation of FCP are discussed.  相似文献

Megan's law, a law designed to protect children from sexual abuse, enables law enforcement to notify communities when convicted sex offenders reside in their neighborhoods. Although there is vast support for the law, little is known about the perceived efficacy of the law. Community members', law enforcement officials', and law students' attitudes toward community notification and other child abuse prevention measures were investigated. The groups significantly differed in support of Megan's Law and surrounding issues, such as whether all criminals should be subject to community notification. Also, perceptions of the efficacy and the degree to which offenders' rights are violated differed according to whether community notification tactics were typical or extreme.  相似文献

Despite their benefits, there is little evidence that outcome data are being widely used by program managers or field level supervisors. Three interdependent factors that facilitate the use of outcome data are well-constructed reports, and organizational culture that supports learning and outcome achievement, and managerial skills in interpreting data and taking relevant action. Objective

Previous research pertaining to the citizen review panel (CRP) initiative indicates that discrepancies exist between panel member and state agency liaison perceptions of CRP effectiveness in fulfilling the CAPTA CRP mandate. This study explores the impressions of both CRP members and liaisons involving barriers to effective CRP-state child welfare partnerships and recommendations to improve the relationship, provided through narrative survey responses from CRP liaisons from 30 states and D.C. and panel members from 32 states and D.C. Thematic categories which emerged from analyses of these responses are discussed, and a conceptual model and substantive-level theory of the CRP-child protective services (CPS) relationship developed from the results are presented.

Results

The complex nature of CRP-CPS relationships emerged as the central theme among CRP members' and liaisons' responses. Liaisons and CRP members identified a need for CRP members to become more educated globally on child welfare despite the relatively high level of education and experience of much of the sample. Difficulties encountered by panel members in the effort to partner surfaced in themes of mistrust and skepticism about the worth of citizen participation in child protection. Negative agency attitudes, lack of role clarity, and lack of commitment to authentic partnership were cited as negative influences upon the relationship by both liaisons and CRP members. The most important preferred outcome of the partnership was that citizen volunteers would become more knowledgeable partners who could meaningfully contribute to child welfare efforts. A second desired outcome important to CRP members was to form a shared vision with CPS.

Conclusions

Findings imply that when key components of mutual respect, legitimacy, CPS knowledge, shared vision, authenticity, citizen engagement, honest communication, and a serious, deliberative process are in any way impeded, the partnership is vulnerable to breakdown, and intended outcomes may be compromised.

Implications

Important relational difficulties that have formed barriers between volunteers and CPS agencies have been identified, and results suggest specific issues to target for improvement. These findings can prompt a more informed discourse about the challenges and opportunities presented when attempting to engage citizens in child welfare practice and policy-making, and can lead to new research paths. Suggestions for such efforts are offered.  相似文献

Methamphetamine use and production is changing child welfare practice. Methamphetamine is a significant public health threat (National Institute of Justice, 1999) reaching epidemic proportions (Anglin, Burke, Perrochet, Stamper, & Dawud-Nouris, 2000). The manufacturing of methamphetamine is a serious problem for the child welfare system, yet child welfare has not addressed the needs of children living in homes where methamphetamine is manufactured (U.S. Department of Justice, 2002; DOJ, 2003; Altshuler, 2005). This article presents key issues for child welfare workers related to the use, production, and effects of methamphetamine on children and families, and identifies practice principles for child welfare workers in order to ensure safety for victims, parents, and workers themselves.  相似文献
