Rather than critiquing social institutions and practices that have historically excluded lesbians and gay men, as did earlier social movements in the 1960s and 1970s, since the 1990s the politics of sexuality has increasingly been about demanding equal rights of citizenship. These citizenship demands have, at least to a degree, been answered via a raft of recent legislation in the UK including the Adoption and Children Act 2002, Employment Equality (Sexual Orientation) Regulations 2003, Gender Recognition Act 2004 and the Civil Partnership Act 2004, and by associated changes in policy making and practice that emphasize ‘Equality and Diversity’. In this article we consider how the implementation of sexualities equalities policies is related to processes of privatization and individualization. This is illustrated by using sexualities equalities work in local government as a case study to indicate how processes of change and resistance are aided by these processes. The article draws on findings from a study of lesbian, gay, bisexual and transgender (LGBT) equalities initiatives in local government in England, Wales and Northern Ireland, which examined the views of those who now have a public duty to implement recent legislative and policy shifts and are obliged to develop equalities initiatives concerning ‘sexual orientation' and ‘gender reassignment’.  相似文献

This article is based on empirical research into public participation in two English cities. It discusses issues related to motivations to take part in public participation initiatives and the way in which individual and collective identities may be constructed through participation. Drawing on social movement theory it emphasises the importance both of networks and values in prompting participation and it illustrates this with examples drawn from participation initiatives based around identities: age, gender, ethnicity, and issues/interests such as health inequalities, community regeneration and social care service provision. The analysis suggests it is important to understand the histories and motivations of officials as well as citizens who take part, and questions the priority given to ‘representation’ in constituting the membership of participation forums.  相似文献

Public participation is considered the touchstone for the success of recycling schemes. In recognition of this, the trend in recycling policy and legislation is geared towards promoting people centred approaches in recycling with public education as the main driver towards increasing public participation. Most of the time, these initiatives do not take into consideration the perceptions and attitudes of the key stakeholders of municipal officials and the public towards waste recycling schemes. These perceptions and attitudes appear equivocal. This paper highlights the potential constraints to promoting people centred approaches in recycling and recommends some strategies that could mitigate them. The paper is based on a case of Gaborone and used household and key-informant interviews. The study found that, even though municipal officials in Gaborone are aware of the potential benefits of recycling, they appear not to embrace waste management reforms such as municipally organised recycling schemes amid their limited knowledge in organising such schemes. In addition, the study found that even though the public are aware of recycling, this does not necessarily translate into participation in recycling initiatives. Other factors such as limited economic direct economic incentives and absence of ‘visible’ recycling centres were found to limit participation in recycling initiatives. Further, the public are biased towards separating materials for recycling that have known markets and are of significant financial value. The paper concludes that while public education is important to raise awareness and enhance public participation in recycling, in Gaborone, such education must be complemented by direct incentives targeted to the participating public. To this end, the paper proposes a multi-stakeholder approach to recycling initiatives that involve NGOs, households, the private and public sectors to mitigate some of the above constraints.  相似文献

Throughout Latin America, the relationship between government and civil society organizations (CSOs) has been characterized by opposition, substitution, and submission; and, the incipient path to cooperation is barely noticeable. For their part, participatory public policies make sense within a theory of democratic governance. Democratic governance seeks two propositions: (a) participation from other social actors will give rise to more efficient government action; and (b) citizen support will emerge from the said government action. This paper criticizes the current relationships between the governments and CSOs in this region. In addition, it explores the potential strategies that could be adopted were there a cooperation between these two entities. The paper is supported by theoretical literature as well as by a revision of some cases of participatory public policies that are currently active in the region. The paper proposes that the strategies of opposition to government and government substitution have to be abandoned in this region. The paper focuses on civil organizations (CSOs). It is true that they do not constitute the entirety of civil society; however, they are frequently the most organized compared with other civic actors, such as social movements, families, and individual initiatives. CSOs form only a part of the diversity known as civil society; however, they significantly contribute to the discussion about the public good, and very often they participate in providing such goods. The future of participatory democracy in Latin America is related to our ability to achieve a more complete participation of CSOs in the entire process of participatory public policies—from the formation of public agendas to their design, implementation, and evaluation.  相似文献

During the 1950s and 1960s, U.S. civil rights protesters targeted businesses with demands for service, jobs, and equality. Employing historical method, this study considers the role of public relations by examining magazine, newspaper, and public relations trade press coverage of business responses to the civil rights movement. The analysis shows that, although all five motivations for the adoption of the formal public relations function—profit, legitimacy, recruitment, agitation, and advocacy—were present, business was slow to respond; that riots and concerns about corporate image drove business to take a public stand; and that professional public relations participation appeared to be minimal even as it was cited in press stories as a reason for the failure of many business initiatives. In addition, the analysis demonstrates the existence of a sixth motivation: fear.  相似文献

This article investigates objectives and evaluations used in 111 prize-winning case studies to understand types of knowledge used in public relations and ways that the effectiveness of such a professional service is ascertained in practice. The discussion of the empirical findings is framed by ideas from the sociology of the professions, focusing specifically on the complex relationships between the professional body of knowledge, skills, and power strategies used by professional groups as well as ideas from the ongoing debate about evaluation in public relations. User participation has been promoted to improve the quality, responsiveness, and outreach of public services in India. This qualitative study evaluates new grassroots institutions—Village Education Committees and Mothers’ Committees—in Andhra Pradesh, which promoting parents’ participation in the management and monitoring of local schools and maternal/child health services. Although the committees were found to have increased participation in public affairs by the poor and brought about some improvements in service quality, inclusive and meaningful participation has often been hindered by illiteracy and lack of information, as well as caste, gender, and socioeconomic inequalities. The article suggests that there are considerable tensions between inclusive participation and committee effectiveness as members need skills, status, and resources in order to have a meaningful impact on service provision. In addition, research findings point to the need for more structured opportunities for committee members to interact with authorities and service providers, as well as for children to voice their concerns and ideas. Lastly, in order to tackle childhood poverty more holistically, the focus of these committees should be revised to give greater emphasis to improving service quality improvements and cross-sectoral synergies, rather than the current move narrow focus on infrastructural development and singlesector initiatives.  相似文献

Problem gambling represents a significant public health problem, however, research on effective gambling harm-minimisation measures lags behind other fields, including other addictive disorders. In recognition of the need for consistency between international jurisdictions and the importance of basing policy on empirical evidence, international conventions exist for policy on alcohol, tobacco, and illegal substances. This paper examines the evidence of best practice policies to provide recommendations for international guidelines for harm-minimisation policy for gambling, including specific consideration of the specific requirements for policies on Internet gambling. Evidence indicates that many of the public health policies implemented for addictive substances can be adapted to address gambling-related harms. Specifically, a minimum legal age of at least 18 for gambling participation, licensing of gambling venues and activities with responsible gambling and consumer protection strategies mandated, and brief interventions should be available for those at-risk for and experiencing gambling-related problems. However, there is mixed evidence on the effectiveness of limits on opening hours and gambling venue density and increased taxation to minimise harms. Given increases in trade globalisation and particularly the global nature of Internet gambling, it is recommended that jurisdictions take actions to harmonise gambling public health policies.  相似文献

Do policy elites invoke public opinion? When they do, are theirclaims based on evidence from public opinion surveys? To learnabout the claims that policy elites make, we examined statementsthe president and members of Congress, experts, and interestgroup leaders in congressional hearings made about Social Security.To learn about opinion data on Social Security, we conducteda Lexis-Nexis search of the archives of the Roper Center forPublic Opinion Research. Our analyses show that policy elitesdiscussing Social Security did invoke public opinion. Contraryto our expectations, however, few of the elite invocations ofpublic opinion cited specific surveys or concrete facts aboutthe distribution of opinion. Although claims directly contradictingsurvey evidence were relatively rare, only with the rather fewspecific claims by congressional elites did we find much clear-cutsupport in the available polling data. Relatively seldom couldwe find clear-cut support for the elites' general claims. Moreover,some of the most frequent claims about public opinion—couldhave been contested but seldom were. The highly visible andwell-polled case of Social Security suggests that specific,data-based elite invocations of public opinion may be even lesscommon on other, lower-visibility and less-polled issues. Italso suggests that survey research professionals might do wellto intensify their scrutiny of public discourse about publicopinion and to increase their efforts to bring scientific expertiseto bear upon such discourse.  相似文献

This paper gives some general background on student numbers, higher education, the architectural profession in UK. It describes some of the recent developments in UK higher education generally, in particular those which may impinge on architectural and related education. It explores recent policy and financial pressures upon the UK schools of architecture, including concerns about the level of technical competence, and argues for a policy of expansion—based in part upon broadening the application of design education and on the wider use of studio-based project-mode for other areas of education. It relates some of this to current ideas for continuing education. Brief connections are made to recent changes in the context of architectural practice and to other areas of construction, as well as work in geography. Innovation has been at the forefront of procurement policy in Denmark in recent years. The policy incentives emphasize public procurement of innovation as a way to accelerate the development and application of environmental and health technologies, but also as a way to achieve a competitive advantage, growth and job creation. This paper uses a single case study to illustrate the procurement of a chemical-free cleaning system by the local government in Denmark. It describes the public procurement of innovation project in the response to an unsolicited bid from the supplier, and highlights the importance of innovation-friendly procurement practice for supporting innovation. The study identified indirect innovation effects of public procurement and number of conditions that have supported success of public procurement of innovation project such as close and early engagement with supplier; role of supplier acting as a technology champion; competence for applying functional specification; political support; sufficient resource allocation and institutional match between involved organizations. These findings lend support to the idea that public procurement of innovation may have occurred as a result of innovation-friendly procurement practice regardless of the lack of an explicit intention to promote innovation and challenge assumptions on which emerging policy initiatives are based on. These findings also suggest that the local government procurement may have a role to play in supporting innovation that goes beyond current definition of public procurement as a mission-oriented instrument to be exploited for resolving social challenges. These understandings could contribute to further policy development that may lead to a situation where public procurement of innovation is utilized to a greater extent than it is today in Denmark.  相似文献

In recent years, Israel has become a major recipient of documented and undocumented temporary labour migrants from many countries outside the Middle East region. The purposes of this article are to describe Israel's experience of temporary labour migration and its concomitant, illegal labour migration; and also to explore what her policies on temporary labour migration indicate about the nature of the policy-making process in this policy domain in Israel.
To these ends the article traces the evolution of temporary labour migration – legal and illegal – and recent policy initiatives of the Israeli government. It then considers some of the major conceptions of the policy-making process found in public policy literature. The article concludes by pointing to the uniqueness of Israel's experience of temporary labour migration and to the fact that her policies have been overwhelmingly reactive – inadequately considered, ill-conceived, ambivalent in relation to their ultimate purpose and, in the course of implementation, vulnerable to "privatization" (being taken over by vested interest groups).
Analysis of the most recent policy initiatives designed to reduce the number of legal labour migrants and address the problem of illegal labour migrants, reflect a policy-making process that is not followed by commensurate action.  相似文献

Poor air quality has been affecting the Chinese people for many years due to the country’s speedy industrialization and urbanization. However, very few initiatives had been taken by civil society until 2011. The air pollution campaign between October 2011 and March 2012 initiated on a Chinese microblogging website, mobilized millions of citizens and effected policy change. It is often seen as a milestone in the chronology of public participation in China. Using process tracing, participant observations, framing analysis and in-depth interviews, the article analyses this campaign by revealing its major actors and frames mobilizing issue entrepreneurs and environmental publics. Our analysis generates two findings: first, microblogging platforms can greatly expand the networks of Chinese environmental activists by involving public figures and governmental agencies; second, the frame which links air pollution to health and appreciates governmental efforts is critical to the success of civic participation in China’s environmental governance.  相似文献

This paper examines emergent issues of 'context' raised by the application of information and communication technologies for people with cognitive impairment. The issue of the development and application of cognitive prostheses for this group provides an opportunity to examine assumptions and issues emerging from this area pertaining to understandings of the term 'context' in these applications. In this sense the paper takes these assumptions and issues as a point of departure for the development of a 'problematic' that can contribute to the study of the experience of cognitive impairment. The paper specifically addresses recent concerns about the lack of knowledge of these experiences in public spaces such as shopping centres, given that this is a critical site for the civic participation of this group. We argue that this participation should be understood in terms of the 'meeting of two histories': the history of contemporary requirements governing participation in public space and the habitus of people with cognitive impairment with regard to this participation. The paper proposes that the salience of cognitive impairment in these spaces turns on what it means for individuals to inhabit them as complex 'Container Technologies' (Sofia) and underlines the importance of understanding their efforts to attain a sense of normality (Goffman) in these contexts. We propose that this approach can inform research contributing to the development of a 'pattern language', informing applications that make cognition a system property in networks that operate between humans, machines and their contexts.  相似文献

The central concern of this article is to advocate an inclusive and pluralistic notion of a public sphere similar to those advocated by feminist writers such as Iris Marion Young and Nancy Fraser. These ideas complement the plethora of initiatives from statutory and voluntary agencies to take on board the participation and voices of children and young people. This reflects a movement away from simplistic top–down governance through the State towards a co‐production of governance through partnerships and community involvement. However, children's participation in this public sphere is constrained through the inhibition of children's voices. These inhibitions, it is argued, pervade the private and intermediary as well as public spheres of children's lives. This study investigates the relationships between nongovernmental organizations (NGOs) and the state. It demonstrates that Colombian state institutions aim to foster “culturally democratic citizens” through decentralization initiatives and participation mechanisms at the local level. The National Culture Plan is an overarching national policy that intends to be a reference for governance and civil society participation looking particularly to the players involved in the provision and consumption of cultural activities for its implementation. It marks a change at the national level as it launches civil society into the formulation of cultural policies and political participation in general. By examining local nongovernmental organizations through document and qualitative analysis, the study identifies four types of nongovernmental organizations that self-identified as working in cultural activities in Bogotá—insiders, yearners, dismissers, and outsiders. These types of NGOs emerged in personal interviews and illustrate that NGO–state relationships vary across the sector. Participation among the nongovernmental sector is uneven despite institutional reforms and initiatives supported by national legislation. This article provides data to add to a growing and innovative body of research necessary for professionals in public policy and nongovernmental management fields.  相似文献

The transition from socialism to capitalism has many impacts on the everyday life of the people of Slovenia. Amongst others it has an impact on their community ties and their choices regarding participation in public life. Community can enable or diminish the basic processes, such as solidarity, equal choices and opportunities, and respect for the differences that are needed for an inclusive society. This article researches such processes through the concept of social capital and provides some responses necessary for the political and professional planning of social policy and the practice of social services.  相似文献

Prior Journal of Marriage and Family decade-in-review articles have grappled with the definition and role of family policy for research and policy practice while emphasizing its value to both. In this article, we begin with a broad conceptualization of family policy that encompasses actions intended to achieve explicitly stated goals for families (explicit policies) and those that affect families without an explicitly stated goal for doing so (implicit policies), which we believe provides a solid framework for guiding and understanding both research and practice in the field. Second, we review major U.S. policy initiatives in the past decade and their documented and potential effects on families. Third, we describe several key aspects by which contemporary families have become more diverse and complex. Fourth, we discuss the implications of ongoing family complexity for public policies. We conclude with a discussion about future research and policy development in the context of contemporary family complexity.  相似文献

European social enterprises’ participation in the public procurement process is low, even if the European public procurement law allows using special provisions for these entities. Encouraging the participation of social enterprises in the public procurement process is an important part of the effort to modernize the EU social policy. This paper demonstrates that, despite the great importance of social enterprises for the European economy, strategies on the access of social enterprises to the EU’s public procurement market are less known by the employees of the public contracting authorities in EU Member States.  相似文献
