As participatory governance approaches to local development get adopted also in transition countries, one of the key questions is how participation actually impacts local governance outcomes. This study examines the link between non-electoral participation and different public goods outcomes in rural Ukraine along with identifying the role of community-based organizations (CBOs). Using a unique survey data from Ukraine, I approach these questions empirically explicitly distinguishing between different public goods outcomes. I find that participation appears to be positively associated with local school and water supply outcomes. In addition, CBOs are found to be associated with better quality of water supply systems motivating a discussion about establishment of service cooperatives for water supply as a functional local governance arrangement.  相似文献

The catalytic potential of community-based organizations to promote health, prevent disease, and address racial, ethnic, and socio-economic disparities in local communities is well recognized. However, many CBOs, particularly, small- to medium-size organizations, lack the capacity to plan, implement, and evaluate their successes. Moreover, little assistance has been provided to enhance their capacity and the effectiveness of technical assistance to enhance capacity is likewise limited. A unique private–academic partnership is described that simultaneously conducted program evaluation and addressed the capacity needs of 24 CBOs funded by the Pfizer Foundation Southern HIV/AIDS Prevention Initiative. Assessments of key program staff members at 12 and 18 months after the initial cross-site program assessment survey indicated a significant improvement in the CBOs’ knowledge, skills, and abilities and a substantial reduction in their technical assistance needs for HIV/AIDS prevention. Full participation of CBOs in technical assistance and a concurrent empowerment evaluation framework were necessary to enhance prevention capacity.  相似文献

Despite the fact that rural communities have the most to gain and lose in matters involving economic development and environmental preservation, they often are given the least voice in the political processes that create policies in these areas. Agendas are set, policies formulated and implemented by policy-makers, administrators, and practitioners in urban areas. These outside policies may not be consistent with how rural communities view the tradeoffs between the environment and the economy. We call for decentralization of economic and environmental policy. It is understood, however, that such an approach may involve risk. What if rural-based policy-makers and practitioners are, for instance, aggressively antienvironmental and pro-economic growth? Using results from a national sample of rural development officials, this study examines the environmental and economic development attitudes of development officials based on a population continuum. The findings suggest that rural-based development officials often have a greater appreciation of rural environmental quality of life features compared to their urban counterparts. The implications of the findings are detailed and suggestions for future research are provided.  相似文献

This paper seeks to contribute to the critique of mainstream development discourse by conveying the ideas and issues raised by rural South African women. Building upon feminist and post-colonial discourses, this paper shifts the epistemological location of knowing to the women affected by development programmes and policies. Based upon interviews and discussions with over 600 women in rural communities, we offer a brief characterization of the South African context of rural women's lives, followed by rural women's comments about development, their daily struggles, and empowerment. Rural women's comments reveal a conception of development that is tied to their localized problem-solving skills and opportunities. Their response to the absence of development opportunities within their communities is to forge a space where they can negotiate between institutional spheres of power in order to address their needs. We argue that traditional development approaches overlook the space, or interstice, rural African women occupy between the modern state and traditional authority. For persons interested in development issues, rural women's experiences direct our attention to the in-between spaces as potential sites of empowerment.  相似文献

The purpose of this text is to analyse the motives of seasonal migrant workers for attempting to get their wives pregnant when they return to Mexico. The meanings attributed to paternity, pregnancy and rearing are analysed from the perspective of the migrant worker and his wife. Ethnographic research was conducted in several Purépecha communities in Michoacán, supported by interviews with indigenous, who travelled to the United States for periods of up to three years, and with their wives, who stayed in Mexico. The migrant workers interviewed consider pregnancy and the paternity derived from it as an important means of male legitimization and sexual control of their wives, particularly valid in their rural communities of origin, where they know they are absentee males. When they return to Mexico they seek sexual relations for reproductive purposes, since they fear their wives will have extramarital relations in their absence. From these findings, it was considered necessary to implement sexual and reproductive health policies with pluri‐ethnic and gender approaches that take into account male beliefs and practices regarding paternity and pregnancy in a rural context. The development of sensitizing policies aimed at migrant males during their stays in Mexico is recommended.  相似文献

The Centers for Disease Control and Prevention (CDC), Division of HIV/AIDS Prevention (DHAP) conducted outcome monitoring studies on evidence-based interventions (EBIs) provided by CDC-funded community-based organizations (CBOs). Critical to the success of outcome monitoring was the ability of CBOs to recruit and retain clients in evaluation studies. Two EBIs, Video Opportunities for Innovative Condom Education and Safer Sex (VOICES/VOCES) and Healthy Relationships, were evaluated using repeated measure studies, which require robust follow-up retention rates to increase the validity and usefulness of the findings. The retention rates were high for both VOICES/VOCES CBOs (95.8% at 30 days and 91.1% at 120 days), and Healthy Relationships CBOs (89.5% at 90 days and 83.5% at 180 days). This paper presents an overview of the retention of clients, challenges to follow-up, and strategies developed by CBOs to achieve high retention rates. These strategies and rates are discussed within the context of the CBOs’ target populations and communities.  相似文献

Outmigration of youth has concerned rural communities and researchers for several decades. Yet not all communities experience extensive youth outmigration and some youth want to stay in their rural communities as adults. This article examines youth satisfaction with their current community and the importance of characteristics of the community in which they would like to live as an adult for youth preferences to leave or stay in their rural community. The data are for rural ninth‐grade youth in Pennsylvania from the Rural Youth Education Project. The results suggest that perceptions of available jobs and educational opportunities in both current and future community, parental and friend influences, and the quality of the natural environment and outdoor recreation are important in determining residential aspirations. In particular, identifying a clean natural environment and outdoor recreation as important in the adult community increases the likelihood that rural youth have residential aspirations to stay in their rural community. This research adds to our knowledge about factors important in determining youth residential aspirations by identifying attributes of community beyond jobs and educational opportunities that youth find attractive as they consider places to live as adults.  相似文献

This paper explores different meanings of community and cultural identity. Women involved in the refuge movement in rural Wales belong to overlapping communities: geographically located rural communities; linguistic and ethnic communities; and the gendered and occupationally based community of Welsh Women's Aid. Language is an important marker of belonging to Welsh rural communities which are under threat from an influx of non-Welsh speakers. Incoming women who are homeless as a result of domestic violence may be perceived as part of this threat. This creates a potential conflict for refuge workers, some of whom are also Welsh speakers, who represent the interests of this group of women but also belong to Welsh-speaking, rural communities. We explore the interrelation between these refuge workers, the various communities to which they belong, and how belonging or not belonging shapes their identities. We conclude that these women, in spite of the conflicting rights and interests of their various communities, negotiate a shared collective identity which owes something to all three.  相似文献

Rural populations in the United States experience unique challenges in health and health care. The health of rural women, in particular, is influenced by their knowledge, work and family commitments, as well as environmental barriers in their communities. In rural southern Illinois, the seven southernmost counties form a region that experiences high rates of cancer and other chronic diseases. To identify, understand, and prioritize the health needs of women living in these seven counties, a comprehensive gender-based community health assessment was conducted with the goal of developing a plan to improve women's health in the region. A gender-analysis framework was adapted, and key stakeholder interviews and focus groups with community women were conducted and analyzed to identify factors affecting ill health. The gender-based analysis revealed that women play a critical role in the health of their families and their communities, and these roles can influence their personal health. The gender-based analysis also identified several gender-specific barriers and facilitators that affect women's health and their ability to engage in healthy behaviors. These results have important implications for the development of programs and policies to improve health among rural women.  相似文献

Inspired by Jane Jacobs's writing on “habitat maintenance,” this paper seeks to identify the ethics that sometimes compel rural residents to act in ways that preserve their communities in the long run, despite short‐term incentives to do otherwise. Data from focus groups in four rural Atlantic Canadian communities suggest shared ethics around entrepreneurship, market competition, buying local, and subsistence, some of which underlie the rural practices and perspectives that appear, to some outsiders, as irrational and “backwards.” Understanding these ethics and the practices they incite as components of habitat maintenance—and judging them by their situated pragmatism rather than their fit with the placeless ideologies of growth‐centric global capitalism and competitiveness—highlights their rationality and utility. Findings could help direct discussions of rural economic development toward notions of prosperity, sustainability, and economy that fit better with rural realities.  相似文献

Prior research on the impacts of boomtowns on youth provides mixed results. Recent qualitative work suggests youth are ambivalent about change associated with extraction of natural gas from the Marcellus Shale. The Rural Youth Education longitudinal study of youth in rural Pennsylvania provides a unique opportunity to examine youth views about their communities before and during development of the Marcellus Shale. We use two waves of data from 10 rural school districts to assess differences in youth reports of how much they liked their community pre‐Marcellus (2005) and during Marcellus activity (2009), creating a natural experiment. Youth characteristics, aspirations, perceptions of job and educational opportunities, and views about their community are included in multinomial multivariate logistic regression models to predict how much youth like their community. We find no difference in youth liking their community pre‐Marcellus, but a larger share of youth in communities experiencing Marcellus activity by 2009 like their community “a lot” than those in areas not affected. The Marcellus effect strengthens when controls for other factors typically associated with extraction activity and views of community are included in the model, suggesting other, unmeasured aspects of Marcellus‐related activity influence how much youth like their community.  相似文献

There is evidence that children who are HIV positive (HIV +) are at risk for poor developmental outcomes. The aims of this study were to use developmental screening tools to measure outcomes of children affected by HIV/AIDS attending community-based organisations (CBO) and to determine what types of CBO provision these children were receiving. In a cross-sectional study, we interviewed 979 children and their carers (4 to 13 years) at 28 randomly selected CBOs funded by 11 major donors in South Africa and Malawi. Developmental outcomes were assessed using the Ten Questions childhood disability screening tool and the Strengths and Difficulties Questionnaire. Health-related quality of life was measured using the Paediatric Quality of Life Scale. Overall, 13.8% (n = 135) were HIV +. HIV + children were more likely to have developmental difficulties and lower health and educational quality of life, controlling for a range of factors. Developmental difficulties and poorer quality of life were predicted by being HIV +, living in South Africa, not attending school regularly, poor housing conditions and living with a sick family member. HIV + children tended to have been enrolled in CBO programmes for a longer period compared to other children but reported lower rates of contact. A greater proportion of HIV + children received medical services, psychosocial interventions and emotional support, compared to HIV − children. However, fewer HIV + children were enrolled in play groups, early childhood intervention programmes and educational programmes. Screening for developmental problems using short tools is possible in community settings in order to identify children with developmental difficulties and plan services for children infected with and affected by HIV. This study highlights the important role of CBOs to intervene to improve child development outcomes. The delivery of evidence-based services that target child development outcomes will enable HIV-infected children to meet their developmental potential and promote their participation in their communities.  相似文献

Abstract Rural communities rely increasingly on local development organizations (LDOs) to promote economic development. The rise of LDOs has been the source of much debate. Using a national data set that links local governments with development organizations, we contrast the economic development activities, and their outcomes, of local governments and development organizations in rural America. We find that LDOs are involved in more economic development activities than are local governments. They are more successful at business recruitment and more effective at retention/expansion, both in number of firms and in jobs. The organizational networks of LDOs and local governments consistently influence their effectiveness. Finally, we examine the effects of an LDO's presence on the outcomes of business recruitment and of retention and expansion activities. The results suggest that the LDOs' success may be due in part to the networks in which they are embedded and to the amount of effort they make to promote growth.  相似文献

The cultural context in which rural farm children are raised has a significant effect on their lives. Researchers have traditionally viewed rural environments from a deficit perspective. Yet many children demonstrate resilience even in the face of significant adversity. This article focuses on strengths of rural farming communities in providing a cultural context that supports healthy development in children. Abstract Recent initiatives from state and federal government agencies have helped foster the formation of community‐based watershed organizations. Although there is a great deal of enthusiasm about the potential of these organizations to enhance water quality, relatively little attention has been paid to the impacts these organizations may have on the well‐being of rural communities more generally. Assessments of effectiveness have typically focused on specific activities and accomplishments, rather than a broader range of community‐based effects. In short, we ask whether community‐based environmental management improves community as well as environment. Our research utilized a mixed‐methods design, including a statewide mail survey of all Pennsylvania watershed organizations, followed by in‐depth interviews with 28 rural watershed organizations. This sequential approach progressively explored in more detail definitions of effectiveness, including the building of rural capacity. We find watershed organizations are potentially effective mechanisms for building local leadership, enhancing the skills of rural residents, and making valuable connections with other communities, facing similar water‐resource and rural‐development issues. However, the range of issues with which local watershed organizations engage and the methods they currently utilize may eventually limit their usefulness.  相似文献

In response to demands to restructure and diversify their economies, many rural communities have welcomed the expanding phenomenon of second homes. However, while the second home owners bring new resources to the host communities, the literature also suggests that large second home populations in rural communities provide fertile ground for a number of economic, social and cultural conflicts and contestations. The present paper analyses the views of the local rural populations on the second home phenomenon, with particular attention to variation in these views, both within and between the rural communities (municipalities). The analysis uses material from the survey City, countryside, second homes 2008, which was conducted among a large-scale and representative sample of the population in Norwegian rural second home municipalities. The first section of the paper addresses the rural populations’ stance towards the second home phenomenon, both in general and as it unfolds in their own vicinity. Results show generally positive views on second home development; however, the analysis identifies a substantial minority which is negative to the second home expansion. Nevertheless, the second section shows that even those rurals who are negative towards further developments of second homes largely report harmonious social relationships with the second home population that is already present. Third, the paper presents and discusses a multivariate logistic regression model to analyse how different segments of the rural population vary in their views on second home phenomena. Here, results suggest differences at both micro and macro levels: the local rural elites, in particular those with direct economic interests in the second home sector, are most positive towards further development. On the municipality level, resistance towards second homes is stronger in municipalities with a high density of second homes. Nevertheless, a high growth rate in the number of second homes, due to high investments, seems to increase local support.  相似文献

3 groups of women are compared in this study of the effect of migration on fertility in a less developed country: 1) rural sedentary; 2) rural to rural migrants; and 3) rural to urban migrants. The data are from a 1970 household interview study conducted by the Institute of Behavioral Science, University of Colorado in Magsayay and Matanao, Davao Province, Mindanao, the Philippines. Social, economic, and mortality data were gathered from the household head and/or spouse for each household member and each child living elsewhere. Reproductive histories were obtained only from women for all women 15 years of age and older living in the 2 rural communities and living elsewhere. Age specific fertility rates and child woman ratios showed a declining gradient of fertility with social distance from the rural home communities. Age at marriage and education were positively associated with distance from the home communities and negatively associated with fertility. The data provide support for the hypothesis that recent migration is innovative, engaged in by more modernized persons who are motivated by aspiration to new goals, thus migration has a negative effect on fertility. Urbanization had its major impact after peak fertility years, 20-29, influencing urban migrants to bring their fertility under voluntary control. No such curtailment appeared in the late reproductive behavior of rural sedentary or migrant women. Urbanization seems to have a negative effect on fertility independent of migration. Young migrant women, in their teens, particularly those migrating to urban areas, did not fit the social mobility model; they tended to complete fewer years of school and married at an earlier age. These young urban migrants also had higher fertility than both rural sedentary and rural migrant females while in their teen years.  相似文献

Rural development policy and practice in the ‘advanced’ Western nations is based increasingly on community-led strategies that seek to manage risk and facilitate change at the local level with minimal direct state intervention. It is widely assumed that such development strategies enable local people to have a greater say in transforming the fortunes of their communities, and are therefore a means of empowerment. Drawing upon the literature on governmentality, this paper argues with specific reference to Australia that such a view depoliticises the significant role played by expertise in defining, governing and setting limits on community-led rural development. We suggest that the notion of risk provides a crucial focal point for exploring sociologically the expert knowledge, categories and techniques through which communities are encouraged to think of and manage themselves as ‘self-governing’, ‘empowered’ and ‘responsible’. Additionally, foregrounding the concept of risk enables a critical analysis of the power-knowledge effects of expertise on rural development practice. Thus, we argue through the use of two case studies that while the use of various forms of rural development expertise creates opportunities for some communities, it enhances inequality for others who either fail to conform to the risk-minimising forms of conduct prescribed by experts, or who pursue alternative forms of development. The paper concludes by considering the implications of these arguments for rural development policy and practice in Australia and in other nations.  相似文献

A ‘curious feminist’ analysis, according to Enloe, starts in the lives of women and values all women's lives regardless of their status, identity, location or access to power. In this article I use this perspective to highlight the intersections of international development and patriarchy in the lives of three women of different generations and class status as they are affected by dislocations resulting from the Lesotho Highlands Water Project (LHWP) in the remote highland communities in rural Lesotho. I employ an intersectionality framework to demonstrate how their shared and divergent experiences, presented only partially and in my narrative form, tell a tale of the intertwining consequences of this multi-billion dollar international development project in the lives of rural poor women. Women's lived experiences of the LHWP reveal the contradictions of international development, exposing the masculinist imperatives that focus on generating national revenues to the exclusion of other development options, while organizing practices that dislocate the rural poor from their lands and livelihoods and implementing policies that reinforce patriarchy locally and globally. This article demonstrates the importance of bringing feminist scholarship to bear on development practice and argues specifically for the utility of intersectionality, narrative and curious feminist analyses.  相似文献
