This paper examines the influence of the environmental enforcement approach on the effects of government interventions on corporate environmental management. The paper contrasts a potentially innovative cooperative approach with the standard coercive approach. Empirical results show that the effectiveness of enforcement at inducing better environmental management depends on the overall regulatory enforcement approach. For example, greater cooperation undermines the effectiveness of more severe enforcement forms. Specifically, as the environmental enforcement approach becomes more cooperative, the effectiveness of federal inspections and monetary penalties decreases. These results generally demonstrate that a cooperative enforcement approach proves less effective than a coercive approach. (JEL D22, K32, Q52, Q58)  相似文献

The 1984 federal Comprehensive Crime Control Act (CCCA) included a provision that permitted local law enforcement agencies to acquire up to 80% of the proceeds derived from civil asset forfeitures obtained in joint operations with federal authorities. We investigate how this rule governing forfeited assets influenced crime and police incentives by taking advantage of pre‐existing differences in state‐level civil asset forfeiture law and the timing of the CCCA. We find that after the CCCA was enacted crime fell about 17% in places where the federal law allowed police to retain more of their seized assets than state law previously allowed. This study examines the role of intellectual property rights (IPRs) in contractual research and development (R&D) in developing countries. We find that strong IPRs provide incentives for firms, both multinational and local, to specialize in R&D activities in which they have competitive advantage (the specialization effect). They also facilitate the switching process from imitators to potential innovators for local firms (the switching effect). Moreover, we also demonstrate that a multinational firm's strategic IPRs enforcement behavior can be an effective instrument for subsidizing contractual R&D in developing countries (the subsidizing effect). We further illustrate how a policy mix of IPRs and a foreign direct investment subsidy in these countries affects R&D activities by adding an offshore R&D subsidiary as an additional organizational form. Rhetoric about “crime‐prone immigrants” has contributed to increased enforcement of the U.S.‐Mexico border, the passage of punitive immigration laws, and state and local efforts to make life difficult for new arrivals. Yet scholarly research refutes the notion that immigrants commit more crime. How do we explain this glaring contradiction? By reviewing recent research on immigration, crime, and social control in the context of racial stratification, this article describes the criminalization of Latino/a immigrants in the U.S. as a subordinating myth; that is, a falsity used as part of a larger effort to misallocate material, political, and cultural resources. Four ways in which the criminalization of immigrants contributes to racial exclusion are discussed: the profiting from immigration detention; the political scapegoating of racialized immigrants; the degrading of racialized bodies in enforcement efforts; and the literal control of exploitable populations. The article concludes with a call to develop further our understanding of the relationship between immigration and crime from this critical perspective in order to subordinate the myth of immigrant criminality.  相似文献

Using a general equilibrium model of a developing narcotics‐producing and ‐exporting economy, we analyze the economic effects of policies designed to restrict the production and trade of narcotics: foreign aid tied to anti‐narcotics law enforcement activities, demand reduction policies, and alternative development policies. We characterize the problem as one of serious factor market distortions introduced by illicit production and enforcement. While aid to enforcement generally reduces the production and export of narcotics, it is less effective for economies with market power, and under plausible conditions may raise narcotics output and have negative welfare implications for the recipient. We conducted experiments during trick‐or‐treating on Halloween in a predominantly liberal neighborhood in the weeks preceding the 2008 and 2012 presidential elections. We decorated one side of a house porch with McCain material in 2008 (Romney material in 2012) and the other side with Obama material. Children were asked to choose a side, with half receiving the same candy on either side and half receiving more candy to go to the McCain/Romney side. This yields a “candy elasticity” of children's political support. Results vary by age: children ages nine and older were two to three times more likely to choose the Republican candidate when offered double candy for voting Republican compared to when offered equal candy, whereas children ages eight and under were particularly sticky and did not waver in their choice of candidate despite the offer of double candy. This article uses experimental data to test for a complementary relationship between formal regulations imposed on a community to conserve a local natural resource and nonbinding verbal agreements to do the same. Our experiments were conducted in the field in three regions of Colombia. Our results suggest that the hypothesis of a complementary relationship between communication and external regulation is supported for some combinations of regions and regulations but cannot be supported in general. What was hiding behind the aggregate commercial bank loans through the end of 2008? We use balance sheet data for every insured U.S. commercial bank from 1999:Q1 to 2008:Q4 to construct credit expansion and credit contraction series and provide new evidence on changes in lending. Until 2008:Q3 net credit growth was not dissimilar to the 1980 and 2001 recessions. However, between the third and fourth quarter credit contraction grew larger than credit expansion across all types of loans and for the largest banks. With the inclusion of 2008:Q4 data our series most resemble the intensification of the Savings and Loan crisis. (JEL E44, E51, G21)  相似文献

We wonder whether tax enforcement varies along the economic cycle and aim at answering that question from a positive perspective by means of survey data for the Spanish case (1994–2015). According to a fiscal capacity argument, tax enforcement might be stronger in times of crisis (counter-cyclical), but if the tax administration prioritizes taxpayers' welfare over public revenue, enforcement might be slacker (procyclical). We find tax enforcement is not immune to the state of the economy. In particular, it presents a prevailing counter-cyclical trend, but in presence of a severe economic crisis it turns out to be procyclical. (JEL D78, H12, H26, H83)  相似文献

This paper investigates whether the party affiliation of governors (Democrat or Republican) has an impact on the allocation of state expenditures. Exploiting gubernatorial election results from 1960 to 2012 and a Regression Discontinuity Design (RDD), we find that Democratic governors allocate a larger share of their budget to health/hospitals and education sectors. We find no significant impact of the political party of governors on total spending, only on the allocation of funds. The results are robust to a wide range of controls and model specifications. Throughfall and stemflow serve as two important transport mechanisms for water and solutes in urban forests, though these fluxes are seldom quantified within cities. This study is the first to utilize two flux-based enrichment ratios for stemflow to characterize spatial patterns in water and solute distribution in urban forest fragments. Using event-based, in situ sampling, this study quantified stemflow enrichment for Quercus rubra (northern red oak) and Quercus alba (white oak) trees relative to open precipitation (EP,B) and throughfall (ET,B) per unit trunk basal area for dissolved Ca, K, Mg, Mn, NO3-N, and S. The study investigated variability in nutrient enrichment at the fragment, municipal, and regional scales. Among all solutes, observations for EP,B and ET,B for Q. rubra and Q. alba were generally lowest for Mg and highest for Mn and K. Significant intra-urban variability in stemflow enrichment was limited to EP,B of K and ET,B of Ca (p?<?0.05), while trans-regional variability in stemflow enrichment consistently indicated higher EP,B and ET,B in more highly developed portions of the study region. At the fragment scale, EP,B and ET,B for Q. rubra was consistently higher than for Q. alba, with variability in these observations significant for all solutes. For example, interspecific variability in EP,B was greatest for K, where median values ranged from 2.8?±?29.7 in Q. alba to 87.1?±?97.1 in Q. rubra. While observations for ET,B were generally lower than those for EP,B, observations for Q. rubra also consistently exceeded those for Q. alba, with median values for K ranging from 1.5?±?0.5 to 21.9?±?3.1 for Q. alba and Q. rubra, respectively. Findings were likely driven by variability in biophysical characteristics between the two species (e.g., bark morphology). Further, findings indicate that species heterogeneity within the urban forest contributes to significant variability in nutrient (and possibly pollutant) transport and fate via throughfall and stemflow below the canopy, with subsequent impacts on urban forest biogeochemistry.

ABSTRACT

This national online survey (N = 493) examined the political organization-public relationship (POPR) that voters perceived with their own political party and their opposing political party, as well as voters’ assessment of the credibility of candidates running for president during the primary season of the 2016 election. Results indicated that although credibility assessment of one’s own party’s candidate was much as expected, POPR with the Democratic Party was generally stronger than that with the Republican Party. Data showed no evidence that a poor POPR with one’s own party would drive voters to support interloper candidates. We conclude by reflecting on the importance of POPR with the opposing party and what weak relationships may mean for parties in the long term.  相似文献

We find that higher stock ownership rates are linked to an upward shift in the Republican share of the House popular vote since the late 1980s, consistent with theories that property interests affect voting. To proxy for discontinuous stock ownership rates, we use equity mutual fund costs, which have fallen, are negatively correlated with stock ownership rates and the Republican vote share in the long run, and help explain short‐run changes along with midterm elections, economic conditions, and presidential popularity. Findings suggest that the major parties’ shares of the House popular vote will fluctuate around 50% until other factors trigger a political realignment. (JEL D72, G11)  相似文献

Why did Hispanics who participated in Job Corps (JC) training not experience earnings gains like whites and blacks, despite achieving similar human capital gains? We find that the differential labor market outcomes of each group are related to the different levels of local labor market unemployment rates (LUR) they face. Furthermore, the groups exhibit differential impacts on their earnings from the LUR they face, which also vary by randomization status. We find that (a) blacks and Hispanics face higher LUR that mitigate their potential gains from JC and (b) JC “shields” whites from adverse LUR, but not blacks and Hispanics. Objective: In this study we aimed to investigate the association between dietary phytoestrogen consumption and prostate cancer in a sample of southern Italian individuals.

Methods: A population-based case-control study on the association between prostate cancer and dietary factors was conducted from January 2015 to December 2016 in a single institution of the municipality of Catania, southern Italy (Registration number: 41/2015). A total of 118 histopathological-verified prostate cancer (PCa) cases and a total of 222 controls were collected. Dietary data was collected by using two food frequency questionnaires.

Results: Patients with PCa consumed significantly higher levels of phytoestrogens. Multivariate logistic regression showed that lignans (Q[quartile]4 vs. Q1, OR [odds ratio]?=?4.72; p?p?p?p?p?p?p?Conclusion: We found of an inverse association between dietary isoflavone intake and PCa, while a positive association was found with lignans intake.  相似文献

Wherever competition is used to motivate a desirable activity or productive effort it may also motivate undesirable and therefore prohibited behavior—that is, cheating—that the organizer of the contest attempts to police. For example, when workers compete for promotion, bonuses, or other rewards, they may misrepresent their output (i.e., commit fraud) or increase their output by unacceptable means (e.g., violate regulations). We show how the extent of cheating is determined by the payoffs at stake in the contest, the random component of output, probability of cheating being detected, number of contestants, and the penalty associated with being found to have cheated. We find that while greater enforcement reduces cheating, it may also reduce productive effort. We also identify how two particular aspects of enforcement, the awarding of default victories and use of correlated rather than independent audits, affect cheating behavior. (JEL J33, K42)  相似文献

Abstract

This study demonstrates that Republican female House members invoke women in their public statements at the same frequency as their Democratic counterparts. Despite this congruency, the specific issues that female partisan legislators emphasize when they invoke women in their statements are quite different. Republican women discuss how tax, business, and pension laws affect working women while Democratic female representatives concern themselves with laudatory tributes and funding for welfare state programs. In addition to controlling for party, the explanatory variable of race is also introduced to explain variation in emphasis, particularly regarding the issue of abortion. Congressional Recordentries contributed by the female members of the 105th Congress in 1997 serve as the data for this analysis.  相似文献

ABSTRACT

This study analyzes the life histories and subcultural trajectories of people who have at one time but no longer identify as racist skinheads. We find that, on the one hand, people are far more malleable with their subcultural identities than is commonly understood by law enforcement and researchers concerned with criminal desistance, and on the other hand, this does not necessitate a total abdication of stable subcultural identities and values as some recent post-subculture scholars have asserted. Accordingly, we conceptualize the phenomena of subcultural trajectories and discuss the implications of these findings for future scholarship on subcultural participation and desistance as well as for potential public policies to successfully fight racism.  相似文献

We present evidence of crowding out of intrinsic motivation in real purchasing decisions from a field experiment in a large supermarket chain. We compare three instruments, a label, a subsidy, and a neutral price change, in their ability to induce consumers to switch from dirty to clean products. Interestingly, a subsidy framed as an intervention is less effective than either a label or a neutrally framed price change. We argue that this provides a new explanation for crowding behavior: consumers are resistant to having the line of demarcation between public and private decision making moved in either direction. Recent research highlights the importance of non-governmental organizations in environmental enforcement. These studies largely describe the operations of enforcement organizations locally. The present study offers an alternative perspective by considering environmental enforcement by international non-governmental organizations (INGOs). We employ the treadmill of production thesis to investigate the formation of environmental enforcement INGOs between 1950 and 2010. Prais–Winsten estimation techniques are used to investigate whether the formation of environmental enforcement INGOs is correlated with the global ecological footprint, gross world product, and/or organization density. Results confirm that there is no correlation between the ecological footprint and INGO formation.
