This essay examines the torture and death of Gul Rahman in the CIA secret prison/black site known as the Salt Pit, located in northern Kabul, Afghanistan. Virtually excised from the public record, his name and death are mentioned in footnote 28 of the Classified Response to the US Department of Justice Office of Professional Responsibility Classified Report. This report, prepared by Counsel for Jay S. Bybee, is a detailed and lengthy repost to the accusation made by the Office of Professional Responsibility (OPR) that Judge Bybee's memo (1 August 2002) to Alberto R. Gonzales, Counsel to the President, authorized some forms of torture that contravened the US Torture Statute – 18 U.S.C. § 2340, which defines torture and declares it to be a federal crime. In its Report, the OPR concludes that Judge Bybee ‘committed professional misconduct’. In what follows, I proceed to discuss the details of Gul Rahman's torture and death in the CIA Salt Pit in the context of the Bybee memo and his Counsel's response to the OPR's condemnatory report in order to flesh out the relations of legal and governmental power that were instrumental in establishing US regimes of torture and death in the CIA secret prisons. In delineating the forces that were operative in the torture and death of Rahman, I proceed to identify two intersecting modalities of violence – instrumental and gratuitous. In the concluding section of this essay, my analysis of the torture and death of Rahman is framed by the literal and tropological dimensions of redaction, as that legal process that edits and censors a document of any secret or sensitive information. I argue that the process of redaction must be seen as producing, analogically, its own discursive black sites of silence, loss and death.  相似文献

This article discusses the Juvenile Justice Educational Enhancement Program's evaluation of juvenile justice education through the integration of multiple data sources. Validation of best practices and the corresponding effect of these practices on community reintegration require the development of a comprehensive database of program-level and individual-level indicators from several sources. These sources include the Florida Department of Education, the Florida Department of Juvenile Justice, the Florida Department of Law Enforcement, the Florida Department of Corrections, and the Juvenile Justice Educational Enhancement Program's own educational quality assurance and pre-/posttest data. This article examines the methodological, political, and bureaucratic obstacles encountered in this effort. Evaluation research analyses are also explored with an emphasis on the meaning of outcome measures relative to causal issues of time order, the modeling of events, and analytic strategy. The article provides a framework for future juvenile justice educational evaluation and a critical examination of problems encountered in integrating data sources for the purpose of outcome evaluation.  相似文献

Data from a national sample of 500 to 600 U.S. cities with over 25,000 in population indicated that the practice of police collective bargaining has a positive, strong association with fringe benefits (measured by city contributions for police retirement and insurance benefits per police officer). The availability of arbitration, however, seems to have little or no influence on the dollar amount of police fringes, and neither the current nor the prior use of arbitration (i.e., actually receiving an arbitration award) has any consistent association with police fringes. The results indicate that collective bargaining and regional location influence the level of police fringes more than do other variables. Methamphetamine use and production is changing child welfare practice. Methamphetamine is a significant public health threat (National Institute of Justice, 1999) reaching epidemic proportions (Anglin, Burke, Perrochet, Stamper, & Dawud-Nouris, 2000). The manufacturing of methamphetamine is a serious problem for the child welfare system, yet child welfare has not addressed the needs of children living in homes where methamphetamine is manufactured (U.S. Department of Justice, 2002; DOJ, 2003; Altshuler, 2005). This article presents key issues for child welfare workers related to the use, production, and effects of methamphetamine on children and families, and identifies practice principles for child welfare workers in order to ensure safety for victims, parents, and workers themselves.  相似文献

The purpose of this preliminary investigation was to examine the effectiveness of attachment therapy for adopted children diagnosed with Reactive Attachment Disorder (RAD). Although attachment therapy is widely utilized in the practice community, outcomes of such therapy have not been well documented. In this study a pretest–posttest one-group design was used with a sample of 24 adopted children who received attachment therapy from trained, licensed therapists. Therapy was funded by the Georgia Office of Adoptions under a contract with a non-profit adoptive parent advocacy group which provided training of therapists and direct services to families. RAD was measured with the Randolph Attachment Disorder Questionnaire (RADQ), Third Edition; functional impairment was measured with the Child and Adolescent Functional Assessment Scale (CAFAS). Statistically significant decreases in scores on the RADQ and CAFAS from pretests to posttests indicate improvement for the children who received therapy. In spite of methodological limitations, the current study adds to the limited knowledge about effective treatment for RAD.  相似文献

This article describes two stages of the Juvenile Justice Educational Enhancement Program's pre-, post-, and longitudinal evaluation research. Pilot studies were used to explore how to design statewide research of pre- and postassessment scores and community reintegration outcomes. Preliminary findings suggest that higher performing educational programs produce greater educational gains as measured by academic achievement tests, credits earned, and pupil progression rates. The findings also indicate that these programs have more students returning to school and lower recidivism rates. Building on the pilot studies, refinements were made to the research designs to enable more comprehensive statewide evaluation. Current research includes collection of pre- and postassessment scores from official sources on approximately 16,000 juvenile justice youths. In addition, a research design has been developed to examine program effectiveness by measuring community reintegration variables. Multiple data sources, including official and self-reported data on family, school, employment, and subsequent crime involvement, will be used in the longitudinal study.  相似文献

The purpose of this study was to examine whether adults moderated the relations between youths' community violence exposure and subsequent physical aggression. Participants were 2575 middle school students (Mage = 12.3, SD = 1.00; 52% female) in the southeastern U.S. who completed surveys collected in the fall, winter, spring, and summer. The sample was predominantly African American (72%). High adult support was associated with weaker relations between exposure to violence in the fall and aggression in the winter among male adolescents. High adult support was related to weaker relations between victimization in the fall and aggression in the winter among female adolescents. Strategies promoting supportive adult relationships may benefit male adolescents by buffering the adverse impact of community violence exposure.  相似文献

Childhood obesity is considered one of the most prevalent, chronic disorders in the U.S. with Alabama among the states with the highest incidence. Schools have the opportunity to play a vital role in educating children about healthy nutritional, physical, and psychological choices. The purpose of this multi-faceted, school-based health intervention was to educate children about healthy nutrition, promote physical activity, and use avatars as an educational and motivational tool for understanding and developing healthy bodies. Six fourth-grade classrooms in rural Alabama participated. The intervention group consisted of 25 males and 26 females (43% African-American, 57% European-American; 26% obese, 14% overweight) who received a 10-week nutrition education program that incorporated classroom physical activity and exposure to avatars. The control group consisted of 30 males and 24 females (41% African-American, 59% European-American; 28% obese, 15% overweight) who received no intervention or initial avatar exposure. Repeated Measures Analysis of Variance determined that only intervention children significantly improved their healthy food choice intentions, ability to identify fatty foods, and general nutrition knowledge at posttest. Additionally, most intervention students reported that manipulating their avatar's body size helped them think about healthy weight (86%-helpful, 12%-somewhat helpful) and their own best, healthy body size (76%-yes, 22%-maybe). Intervention children picked healthier avatars as their ideal/desired body size at posttest. This intervention improved nutrition knowledge and attitudes and provided preliminary evidence that avatars can be a useful tool in childhood health interventions to help elementary school students think about healthy weight and body size.  相似文献

Changing economic times and government policies are reshaping the way the U.S. Department of Housing and Urban Development (HUD) provides services nationwide; there is both a growing demand for housing and a desire to help families become self-sufficient. In this study, the authors examined factors that contribute to increased socioeconomic mobility through the lens of family resilience. Analyzing cross-sectional data from 411 families in the San Bernardino County HUD District using discriminant function analysis, results of this study show strong preliminary evidence that certain components of family resilience predict whether an individual head of household will have full-time employment. The results of this study provide implications for social service programs aimed at socioeconomic mobility.  相似文献

An Initiative of the United States Department of Health and Human Services’ Office on Women's Health (OWH), Coalition for a Healthier Community (CHC), supports ten grantees across the U.S. in the implementation of gender-based health interventions targeting women and girls. A national evaluation is assessing whether gender-focused public health systems approaches are sustainable and cost effective in addressing health disparities in women and girls. To inform the evaluation, a systematic examination was conducted of literature in both the public and private sector designed to track, assess, understand, and improve women's health, public health systems approaches, and the cost-effectiveness and sustainability of gender-based programs. A two-person team assured the quality of the results following the review of abstracts and full-text articles. Of 123 articles meeting eligibility criteria (See inclusion criteria described in Section 2.2 below), only 18 met inclusion criteria specific to a focus on a systems approach, cost-effectiveness and/or sustainability. Studies assessing systems approaches suggested their effectiveness in changing perceptions and increasing knowledge within a community; increasing involvement of local decision-makers and other community leaders in women's health issues; and increasing community capacity to address women and girls’ health. Further evaluation of the cost-effectiveness and sustainability of gender-based approaches is needed.  相似文献

Using unskilled labor wage rates and union contract scores derived from a sample of 500 U.S. manufacturing contracts, this study finds that in 1975 there was considerable variation in unions’ abilities to deliver higher wages and desirable nonwage contractual provisions to their members (though it is clear that the stronger unions have bargained high levels of both wages and nonwage items). There are a variety of union power, employee quality, union preference, and employer cost variables which impact upon the bargaining choices made between wages and nonwage provisions, and it appears that union strength tilts the compensation package toward wages. Increased interest in pursuing criminal and civil actions against alleged perpetrators of elder abuse and neglect has revealed that efforts to assist victims and hold perpetrators accountable are often hampered by the lack of knowledge about the detection and diagnosis of elder abuse and neglect and by the lack of resources for development of research and assistance in these matters. This report sets forth recommendations for the elder abuse, health, and justice fields about medical forensic issues related to elder abuse and neglect. The recommendations were developed by a "working group" of experts representing an array of disciplines that address the problem of elder abuse and neglect pursuant to a grant project funded by the National Institute of Justice (NIJ), the research, development, and evaluation agency of the U.S. Department of Justice (DOJ). The project was conducted by the American Bar Association Commission on Law and Aging, with the assistance of the University of California, Irvine School of Medicine. This was the final project report submitted to NIJ; it has been updated to include information about the availability of reports and products from other grant projects that are discussed in the report.  相似文献

This longitudinal study evaluated the learning and retention of task-specific training during the subjects' classroom performance of a one-person pivot transfer. Twelve subjects were videotaped completing the transfer (pretest). The subjects then participated in a two-hour training session. One week later (posttest 1), and one year later (posttest 2) the subjects were videotaped again. A checklist was used to analyze the videotapes. A one-way ANOVA with repeated measures revealed that there was a statistically significant difference between the tests (F = 243.73, p-value < 0.0001). A post hoc analysis (Bonferroni procedure) indicated that the posttest 1 scores (mean = 13, SD = 0.40) were significantly higher than the pretest scores (mean = 2.96, SD = 0.39) indicating an improved score on the checklist. There was no significant difference between the scores of posttest 1 and posttest 2 (mean = 12.79, SD = 0.60) indicating that subjects continued to perform the task with proper body mechanics one year post training.  相似文献

Using an ecological approach, this study examined experiences with community, family, and partner violence within a sample of 280 urban, African American high school students. The prevalence of each type of violence by gender, associations between severe violence exposure, and the rate of exposure to multiple types of violence were examined. Findings include high rates of exposure to each type of violence, with significant gender differences on several indicators of community violence and intimate partner violence victimization; among the female students, associations between each type of severe violence exposure; and a very high rate of exposure to two or more types of violence. Implications for social work practice are discussed.  相似文献

The Youth Court in Schools Project was implemented in two low-income, violent, racially/ethnically diverse rural counties. This study examined if the presence of Youth Court impacted students’ perceptions of school danger, individual functioning, and interpersonal relationships. Data were gathered from 3454 youth; following multiple imputation, data were analyzed using paired samples t tests. Results indicated that perceptions of school danger increased significantly and self-esteem decreased significantly in the control schools pretest to posttest. Violent behavior, anxiety, friend rejection, and bullying victimization decreased significantly in the Youth Court intervention schools pretest to posttest, but did not change significantly in the control schools. Findings provide preliminary evidence that Youth Court is an effective way of improving school climate, individual functioning, and interpersonal relationships.  相似文献

U.S. schools often expect the educational involvement of parents, which may be facilitated when parents have partners, especially a partner also invested in the child. As such, parental involvement at school and at home could be a channel of the diverging destinies of U.S. children from different families. This study applied fixed effects modeling to the Early Childhood Longitudinal Study–Kindergarten Cohort to examine the link between mothers' union statuses and their involvement behaviors. Being partnered appeared to benefit mothers' school and home involvement when children were in the primary grades, with little evidence of an additional benefit from that partnership being marital. A biological tie between the male partner and the child only seemed to matter for mothers' school involvement. These patterns did not vary by family income, maternal depression, or maternal employment, but they were stronger when children were just beginning schooling.  相似文献

This study explores whether union wage premiums reflect compensating differences or noncompetitive rents. It is argued that if (1) there exists substantial dues variability, and (2) there is a positive wage-dues relation among union workers, at least part of the observed union premium is noncompetitive. Empirically, these two conditions are substantiated both within and across industries using the PSID microdata base. On average, 44 percent of the overall union premium is attributable to noncompetitive sources. This article examines the production of crime and justice field experiments during the 1990s. Data were collected on the characteristics of criminological experiments funded by the National Institute of Justice (NIJ), the principal research agency of the U.S. Department of Justice, during the 10-year period from 1991 through 2000. The analyses find that, whereas the funds available for research and evaluation at the NIJ increased during this period, the number of projects and the amount of funds awarded supporting field experiments declined. The article describes the characteristics of the experiments funded and assesses the extent to which the reduced support can be attributed to the characteristics of NIJ research funding, research topics, researchers, or criminal justice operational agencies.  相似文献
