How can large‐scale disasters prompt policy change beyond the local environment in which they occurred? Working at the intersection of political sociology, disaster studies, and cultural sociology, we introduce the concept of the shelf life of a disaster to analyze the short and limited impact of Fukushima Daiichi on U.S. nuclear energy policy and its vitality within Germany. American media, nuclear industry representatives, regulators, and policy makers contributed to a tepid political environment for policy change by expanding symbolic distance from Fukushima, focusing on U.S. superiority to Japanese infrastructures. While this technicist orientation was evident in Germany as well, its distancing effects were offset by a conjunction of mechanisms that packaged Fukushima as a precursor to an inevitable German nuclear catastrophe.  相似文献

This paper surveys 24 studies, appearing since Clotfelter's (1985) book, which estimate the influence of tax incentives on personal donations in three countries. Studies employ new surveys, experimental data, and data corrected for tax evasion. Newly available panel data sets obtain conclusions which strongly challenge the traditional consensus that tax incentives are a powerful stimulus to giving. The paper also surveys theoretical developments. In particular, the traditional test for efficiency (price elasticity exceeding unity) is not generally appropriate.  相似文献

Recognizing donors by revealing their identities is important for increasing charitable giving. Using a framed field experiment, we show that all forms of recognition that we examine increase donations relative to the baseline treatment, and recognizing only the highest or only the lowest donors has the strongest and significant effect. We argue that selective recognition creates tournament‐like incentives. Recognizing the highest donors activates the desire to seek a “positive prize” of prestige, while recognizing the lowest donors activates the desire to avoid a “negative prize” of shame. We discuss how selective recognition can be used by charities to increase donations. (JEL C93, D64)  相似文献

A large body of research findings suggests that law‐enforcement officers are confronted with erratic, periodic, and unpredictable high‐stress experiences in the line of duty. There is also an increasing amount of research on police as first responders to disasters and their mental health. Recent high‐stress events, like the social disorder generated by Hurricanes Sandy and Katrina, the aftermath of the 9/11 attacks, and the violence at Newtown, created a unique matrix for stressors on police officers who may not have had much training to deal with the associated disorder or much social support to draw upon when confronting the residual emotional and mental traumas that they experienced as a result. In this context, we conduct an analytical review of the literature on police stress in instances in which officers have responded to disasters. Moreover we discuss the extant research related to rates of post‐traumatic stress disorder, the effects of PTSD and related diagnoses on the personal and professional lives of officers, and the sources of social support available to them in the aftermath of trauma‐inducing events. We conclude with a summary of current research and a critique of what is missing in the literature including attention to subclinical PTSD, proper training, the lack of attention to institutional screening for PTSD vulnerability, and the dearth of evaluation research on “what works” in disaster preparedness for police officers.  相似文献

After disasters, victim compensation programs are typically associated with individual healing and community rebuilding. But postdisaster compensation systems also have the potential to introduce confusion and competition, further fraying the social fabric of communities affected by trauma. To assess the perceived effects of disaster compensation processes on community social relations, as well as the mechanisms that underlie such effects, we turn to the case of the Deepwater Horizon oil spill, after which BP implemented one of the largest compensation systems in U.S. history. Using data from interviews of residents of four Gulf Coast communities, we examine the extent to which this claims process hindered efforts to recover from this disaster. Our data suggest that while BP money helped some residents in the Gulf during a difficult economic time, many interviewees perceived uncertainty, randomness, and unevenness in the compensation process, which led to negative social comparisons and competition among community members. Because of this animosity, we argue that BP's compensation system was a disruptive mechanism that contributed to community corrosion and introduced another source of psychological stress into already‐traumatized areas.  相似文献

How do takeovers affect workers?? wages and job security in the short-run? What role does the labor union play in mitigating these effects? I answer these two questions by analyzing wage and employment outcomes of over 4,000 public firms that were acquired between 1981 and 2002, using establishment-level data from the U.S. Census Bureau. I find that target establishments exhibit a net contraction in wages and employment, relative to comparable establishments after takeovers. Targets?? establishments in more unionized industries experience worse wage and employment outcomes after takeovers. These adverse effects are exacerbated when the establishment is located in a state with Right-to-work laws where unions face a less favorable bargaining environment. These findings indicate that target firms?? employees are negatively affected by takeovers and that their labor unions do not mitigate these negative effects.  相似文献

This study used data from the Korea Labor and Income Panel Survey (2001, 2003–2007) to estimate the effect of a husband's unemployment on his wife's subjective well‐being (SWB). Ordinal and pooled binary logistic regression models were estimated using 20,099 observations from a sample of 4,569 married women; a fixed‐effects logistic regression model was also estimated using 5,514 observations from a restricted sample of 1,070 wives who experienced at least 1 change in SWB over the follow‐up period. The findings indicated that a husband's unemployment was detrimental to his wife's SWB. This spillover effect appeared to be mediated in part through nonpecuniary factors (i.e., dissatisfaction with family and social relations). These findings suggest that, beyond income loss and the well‐being of unemployed individuals, the social cost of unemployment should consider the negative effects of unemployment on the family, in particular the spouse.  相似文献

The effects on response rates to mail surveys of prepaymentcash incentives, charitable donations, and the chance to wina lottery prize are examined in a true experimental design.A survey on environmental issues was conducted during the fallof 1994 among 3,088 households drawn from the Grand River watershedregion of southwestern Ontario, Canada. The 20-cell incentivesexperiment crossed three levels of prepaid monetary cash incentive($2, $5, and $10) with a control group (no cash incentive),plus the offer to make a charitable donation ranging from $2to $10 on behalf of the respondent, or participation in a lotteryfor prizes of $200. The overall response rate to the survey,with three follow-ups, was 70.7 percent with the effects ofthe prepaid cash rewards demonstrated, but not those for thelottery or charitable donations. Logistic regression analysisof response rate supports a main effects model for cash incentivesbut does not support either of two alternative models for maineffects of the lottery and charitable donations or interactions.Further analysis demonstrates a pattern of earlier responseas a result of prepaid incentives. The findings are discussedin terms of their cost-benefit implications and with respectto conceptualizations of respondents' motives for completingmail questionnaires.  相似文献

The Southeast Asian region is remarkably vulnerable to natural disasters which repeatedly cause devastations to both human lives and properties. However, current disaster relief efforts have not lived up to the high standards. Even worse is that humanitarian efforts have been frequently frustrated by the rejections from national authorities under the name of “sovereignty”. All these problems necessitate a widely accepted, politically neutral, well coordinated and effectively governed organization within the region. We, hereby propose a Disaster Response Training and Logistic Centre under the umbrella of the Association of Southeast Asian Nations (ASEAN), which aims to mitigate the devastation of disasters, to provide accurate relief assessment, and training for relief team on a regular basis, and to allocate and mobilize humanitarian aid. The Centre will be endorsed through an agreement by all ASEAN governments. The philosophy underpinning the organization reflects a regional approach whereby stronger government involvement and regional integration in disaster relief is indispensable in the context of the Southeast Asian region.   相似文献

The relationship between income and subjective well-being (SWB) is investigated using eight waves of the British Household Panel Survey and an estimation strategy that allows us to relax some assumptions typically made in the literature. First, we use a random effects generalised ordered probit model to investigate whether income effects are heterogeneous across SWB categories, and, second, we discretise (absolute and relative) income variables to allow for the income effects to vary across income groups. We find that higher absolute income increases SWB but up to a certain level, while low income is significantly correlated with low scores in the SWB ladder. Our results are consistent with the Easterlin Paradox that has been reported in the literature. We find that high-income groups are less likely to belong in the highest SWB level, which could be partly explained by the fact that the relative income status (rather than the absolute one) is more important in determining (the highest level of) SWB.  相似文献

Having acknowledged the world-wide impact of the terrorist attacks in New York on 11 September 2001 attention is drawn to the number of recent peace-time disasters that have happened in Great Britain. Local authority social services departments have been suggested as being best placed to be the lead agency in co-ordinating responses to such disasters. This paper describes how Buckinghamshire social services is working in partnership with its local voluntary counselling agencies to establish and maintain a trained team able to respond to disasters if needed. Contemporary theory relating to post-traumatic stress disorder, the imprint of death, psychic numbing and survivor guilt is cited and illustrated. The team has not yet been involved in a major disaster but examples are given showing its responses to various smaller scale, local disasters. It is acknowledged that counselling and de-briefing after disasters are not necessarily beneficial and therefore some critics of its provision are quoted. Lessons distilled from practice wisdom are provided. Responses to disasters are more likely to be effective, and least damaging to those involved, if potential helpers are trained as a team and are fully aware of the likely impact of such events.  相似文献

The Pacific Northwest coast of the United States is currently facing the threat of an earthquake and tsunami some experts predict will be the worst natural disaster in North American history. This region also must contend with predicted effects of climate change. Applying the sociological traditions of memory, silence, and place to the natural hazard context, I qualitatively explore how local residents collectively envision future disasters and their associated risks. Responsive narratives are developed from an array of local meanings and identities drawn from place. They tend to partially displace narratives that visualize disasters as disruptive agents of danger, mnemonically replacing them with symbols of survival, continuity, and community agency. Overall, I find that this collective displacement manifests in event‐ and place‐specific ways and partially silences disturbing aspects of potential disaster. These findings demonstrate the promise of analyzing the idiosyncratic ways that future environmental disaster is perceived and experienced. Because risk perception has been identified as a contributor to community resilience and capacity, these findings emphasize the need for local, place‐based approaches to disaster planning, particularly in small communities with resource‐extractive histories.  相似文献

In this article, I review recent research on the relationship between social inequalities and disasters, focusing on the areas of social vulnerability to disaster and social inequalities in disaster recovery. I highlight how race, class, and gender structure the disaster experience such that marginalized populations are most vulnerable to the negative consequences of a disaster and face significant challenges in recovery. Then, I discuss the next steps for advancing disaster studies. First, scholars should work to develop improved methodologies for disaster research. Second, theoretical work on defining, theorizing, and classifying disasters is needed. Finally, the field should incorporate other intersectional dimensions of social inequality into the study of disasters.  相似文献

The media, in the sociology of natural disasters, are mainly viewed as management tools used to influence people's preparedness and response to natural disasters. As a consequence, research in this area has been limited to the warning, preparedness, and recovery phases. Through interviews with residents of eight communities in Mayagüez, Puerto Rico, impacted by Hurricane Georges in 1998, this paper shows that through integrating mass communication research to disaster theory we can obtain a more accurate picture of the media–audience relationship during natural disasters. In addition to the manifest functions of providing information, the media also have latent functions in disasters, which consist of emotional support and companionship. The media also help isolated individuals to feel connected with the "outside world." These functions are most salient in the impact phase of disasters. These functions are also particularly crucial as they have been shown to reduce the negative effects of stressful life events.  相似文献

The disasters of 3/11 provoked a global outpouring of emotion towards the suffering in Japan. In many ways, this singular event seemed to refigure the meanings of community and technology by drawing attention to the fragility of human control in times of disaster. Although the long‐term consequences remain uncertain, this radical recontextualization of value points to a way of thinking about broader processes of change, a contrast to cultural analysis that proceeds by directly critiquing structures of power on their own terms. If we look to processes whereby a new context can be the impetus that undermines seemingly entrenched interests, we might find inspiration for alternative forms of critique and action. Music provides a model for cultural movements that do not attack power directly, but rather operate through this kind of slippery, insidious, “end‐around” strategy of change that gains its force from recontextualizing social logics. These features of music foreshadow some of the contemporary developments in social media, and may point to untapped potentials for subverting, and possibly transforming, enduring structures of power and inequality.  相似文献

After the two major nuclear disasters I have witnessed in my life, Chernobyl and Fukushima, I experienced uncertainty that seemed stronger than fear, anger or panic. In George Button's excellent work I found my personal experience of uncertainty explained as a cultural phenomenon that indeed prevails after all natural and manmade disasters. He has been studying disasters for over 30 years as an academic and a reporter. He covered and reported on, for example, the Three Mile Island nuclear disaster, the Exxon Valdes oil spill, and Hurricane Katrina. His book tells a powerful story about US disasters and their cultural aspects. However, I think that Button's research methodology and his findings can be applied to the Japanese situation as well. On the one hand, his book can serve as a warning on how not to act in the face of calamity if we want our culture to survive the suffering, and, on the other, it can serve as inspiration for domestic research on the most recent Japanese calamity. Button is interested in the way a disaster becomes a cultural, social and political phenomenon where uncertainty prevails and his focus on uncertainty as a main category seems to be a pioneering attempt that his book extends from previous studies. He focuses on uncertainty as an experience of affected people as well as the politics of uncertainty inflected in a time of calamity and finds that the two aspects are correlative.  相似文献

Expert knowledge informs the construction of public problems from gun violence to disease epidemics to climate change, and institutional actors draw on this knowledge to implement public policy to mitigate or repair the related harms. The expanding role of experts and institutions in managing risks has come at a time of declining public trust in institutions and a legitimacy crisis around expert knowledge. What happens when these tendencies collide? Previous scholarship has examined how disaster arises through failures of foresight, and how cultural‐cognitive biases can prevent actors from seeing disasters coming. Less is known about the mobilization of resistance against risk management policies. This theoretical essay examines a particular category of that resistance: conspiracist discourse that frames risk as emanating primarily from perceived secret agendas of institutions and experts that explicitly claim to be acting in the public interest. This essay argues that conspiracy thinking can be best understood as rooted in a “populist risk imaginary,” which is rooted in negative asymmetry, a cultural‐cognitive bias that foregrounds the possibility of worst‐case outcomes. Conspiracy discourse can be understood as the “dark side” of negative asymmetry, which is otherwise used by service‐oriented professionals to sharpen their foresight in preempting future dangers.  相似文献

The rescue and relief operations triggered by the September 11, 2001 attacks on the World Trade Center in New York City demanded collaboration among hundreds of organisations. To shed light on the response to the September 11, 2001 attacks and help to plan and prepare the response to future disasters, we study the inter-organisational network that emerged in response to the attacks. Studying the inter-organisational network can help to shed light on (1) whether some organisations dominated the inter-organisational network and facilitated communication and coordination of the disaster response; (2) whether the dominating organisations were supposed to coordinate disaster response or emerged as coordinators in the wake of the disaster; and (3) the degree of network redundancy and sensitivity of the inter-organisational network to disturbances following the initial disaster. We introduce a Bayesian framework which can answer the substantive questions of interest while being as simple and parsimonious as possible. The framework allows organisations to have varying propensities to collaborate, while taking covariates into account, and allows to assess whether the inter-organisational network had network redundancy—in the form of transitivity—by using a test which may be regarded as a Bayesian score test. We discuss implications in terms of disaster management.  相似文献

ABSTRACT

In this article, we make the case for a situated knowledge of disasters. By applying a feminist standpoint framework, we argue that an ethic of “objectivity” and a privileging of the unattached researcher creates an experiential gap in the disaster literature whereby researchers who themselves experience disaster are undervalued and underrepresented. We analyze reflexive accounts by disaster researchers to show what epi stemological barriers emerge from conventional processes of inquiry and the systematic disadvantaging of local, affected researchers. We also study patterns in articles by “outsider” and “insider” researchers, focusing on differences and similarities in research questions, reflexivity, relationships with and access to participants, and larger theoretical goals. This comparison reveals that the unique position of affected researchers can help to bridge formal knowledge and practical life knowledge, creating new and worthwhile paths to understanding the social effects of disaster.  相似文献
