One of the most efficient ways to manage the information systems function is to introduce steering committees. It has been suggested that one of the foremost benefits of a steering committee is that it can improve the information systems planning efforts of an organization. However, there is very little empirical evidence in the literature that deals with how such committees affect planning. This study investigates the impact of steering committees on three phases of information systems planning: strategic planning, systems planning, and implementation of planning. The greatest impact of steering committees appears to be the strategic planning phase, while a lesser effect is observed in the systems planning and implementation of planning phases.  相似文献

The theory of the firm seeks to explain the existence and boundaries of the firm in relation to the market. Since the pioneering work of Coase (The nature of the firm. Economica , 4 , 386–405, 1937), economics has developed a whole family of theories that focus on the ability of firms to economize on certain costs of using markets. More recently, researchers in strategic management have published several theories of the firm that have tended to emphasize the benefits of incorporation rather than the costs of using the market. Although researchers in the strategy profession have tentatively labeled their work as 'moving towards' a strategic theory of the firm, economists have been very critical of existing approaches. This paper seeks to begin 'arriving' at a strategic theory of the firm by addressing these criticisms and offering an integration of the strategic and economic perspectives within an institutional framework. The paper concludes with future directions for research in the theory of the firm.  相似文献

It has long been suggested that a firm's social responsiveness is a function, in part, of the state of the economy. Could it be that corporate social involvement is only feasible when the economy is healthy? Data from 183 major corporations suggests that via social forecasting, social responsiveness is: (A) a vital part of many corporations' strategic planning efforts, (B) not de-emphasized, but possibly encouraged, during down turns in the economy, and (C) receiving greater attention each year by numerous corporations.  相似文献

Scholars have paid considerable attention to studying the relationship between corporate social responsibility (CSR) and firm performance. Yet, little empirical research demonstrates what actually shapes or drives CSR. This paper builds a case that formal strategic planning is one such driver in that it creates awareness of and formulates responses to stakeholder demands for CSR. However, exploring single variable relationships is problematic, as other important endogenous factors need to be considered in explaining CSR. Specifically, firm culture is identified as influencing a firm's orientation towards the responsible treatment of stakeholders. One such cultural factor, humanistic culture, is argued to have a positive effect on CSR. By studying a sample of heterogeneous firms in Australia, results demonstrate that a formal strategic planning effort is positively linked to CSR. Further, a humanistic culture positively impacts CSR, after accounting for a firm's formal planning efforts.  相似文献

This article responds to the need for physicians to become proactive, using strategic planning to address changing conditions in the health care field. Strategic planning purposes are defined and a common process of strategic planning is presented. A case study analysis includes commentary on the need for planning, the context of planning in a larger system, process and procedure, a sample plan, benefits and actions to date, and future uses of the plan. It has long been accepted that professional services gain their business on the basis of their own reputation or through client referral. It was almost an unspoken rule not to market their services, but in today's climate there is a need to break from this mould. In order to understand change in professional services, an in-depth survey was conducted covering 25 legal firms and 25 accountancy firms. This survey looked at three aspects: the pressure to conduct strategic marketing planning; the obstacles to such planning; and the tactical responses to these obstacles. The one-to-one interviewing method chosen brought forth genuine and sometimes surprisingly frank responses. The potential benefits of strategic marketing planning are examined, together with the difficulties of adopting such an initiative. The outcome of this research highlights a series of implications for theorists and practitioners, with suggestions of areas for further study.  相似文献

This paper presents the results of a survey of the application of strategic and corporate planning in 500 large U.S. Corporations. The authors sought to update and provide new understanding on a number of important issues including; the extent of long range planning in these firms, the organizational structure of their planning function, the prevailing attitude towards long range planning in the firm, the planning process in terms of content and revision frequency, and the perceived benefits and problems associated with long range planning. In concentrating upon these issues the authors provide an interesting and important insight into the current application of strategic and corporate planning processes as well as giving a number of indications as to where the theory lags behind the practice.  相似文献

Recent severe storm experiences in the U.S. Gulf Coast illustrate the importance of an integrated approach to flood preparedness planning that harmonizes stakeholder and agency efforts. Risk management decisions that are informed by and address decision maker and stakeholder risk perceptions and behavior are essential for effective risk management policy. A literature review and two expert models/mental models studies were undertaken to identify areas of importance in the flood risk management process for layperson, non‐USACE‐expert, and two USACE‐expert groups. In characterizing and mapping stakeholder beliefs about risks in the literature onto current risk management practice, recommendations for accommodating and changing stakeholder perceptions of flood risks and their management are identified. Needs of the U.S. Army Corps of Engineers (USACE) flood preparedness and response program are discussed in the context of flood risk mental models.  相似文献

Even though war gaming and scenario planning are widely used in business contexts, there is little evidence that either practice is associated with superior performance. Why, then, spend the costs? In this paper we address this puzzle and suggest why the extant empirical findings have so far proven limited. We consider the development of these practices and find that they have a substantially entangled and overlapping history, particularly at the RAND Corporation in the 1950s. Despite shared historical roots, the treatment of war gaming and scenario planning in the scholarly literature branched out into different streams. This separation is unfortunate because it obscures a better understanding of the premises under which these practices are effective. We propose an analysis of the overlaps and contrasts of war gaming and scenario planning that sets out clear boundary conditions for their use and efficacy. We find that each practice is tailored to provide strategic guidance in a context where the organization is facing different forms of uncertainty. This suggests they may be effective, and thus improve organizational performance, where the relevant uncertainties are operative. Such benefits would be apparent over longer time scales, and only if the relevant boundary conditions are met. However, to the best of our knowledge, no longitudinal empirical test of either war gaming or scenario planning is available. We therefore conclude that more research is needed to ascertain the true relationship between these popular practices and their performance outcomes.  相似文献

One of the important reasons for the tremendous interest in corporate strategy and strategic planning is that managers realize that a good strategy greatly increases the likelihood of a firm's success. Strategic planning is not the only reason for success, but there have been several studies which show that firms that plan their strategies are more effective. Taking the relationship of strategy and success as given, this paper considers the need to develop strategic planning for small businesses, and summarizes the findings of a recent survey on strategy of small businesses.Sixty-two minority and 58 non-minority small businesses were studied in this survey. A Likert-type questionnaire was used for the study. The survey indicates that the small businessmen fail, cope, and learn in the struggle for survival. Judgment, experience and intuition seem to play a more important role than any well structured technique of strategic planning. The businessmen were found to be ‘growth maniacs’, since growth may be the most tangible manifestation of achievement. The study leads to the conclusion that efforts should be made to improve the planning knowledge of this vital sector of economy.  相似文献

This study indicated that there is considerable interest in formal strategic long range corporate planning among large U.S. banks. Officers in a total of 97 large U.S. banks provided information on their bank's efforts in the area of long range planning for this study. The data indicated that the percentage of large U.S. banks with fully developed and operational long range planning systems is rapidly increasing. Information on the organization for long range bank planning and the administrative procedures being utilized are presented and discussed. In addition, information on problems that the bankers are experiencing in implementing and operating their long range planning systems are presented.  相似文献

This paper presents a multigoal linear programming model designed to analyse the impact of different strategic objectives in the planning of hospitals. The paper argues that it is necessary to adopt an overall point-of-view in planning; that it is necessary to consider the interactions between the hospital, other social and health institutions and the community at large in order to attain an efficient plan. A simplified cost-benefit analysis is suggested, and it is demonstrated that the opportunity costs of lost working days may be more important than both capital and operating costs from a social point of view.  相似文献

People who live in wildfire‐prone communities tend to form their own hazard‐related expectations, which may influence their willingness to prepare for a fire. Past research has already identified two important expectancy‐based factors associated with people's intentions to prepare for a natural hazard: Perceived risk (i.e., perceived threat likelihood and severity) and perceived protection responsibility. We expanded this research by differentiating the influence of these factors on different types of wildfire preparedness (e.g., preparations for evacuation vs. for defending the house) and measured actual rather than intended preparedness. In addition, we tested the relation between preparedness and two additional threat‐related expectations: the expectation that one can rely on an official warning and the expectation of encountering obstacles (e.g., the loss of utilities) during a fire. A survey completed by 1,003 residents of wildfire‐prone areas in Perth, Australia, revealed that perceived risk (especially risk severity) and perceived protection responsibility were both positively associated with all types of preparedness, but the latter did not significantly predict preparedness after controlling for other predictors and demographics. Also, the two new expectancy‐based factors were significantly associated with all types of preparedness, and remained significant predictors of some types of preparedness after controlling for other predictors and demographics: the expectation of being able to rely on an official fire warning and expecting to lose electricity both still predicted less preparedness around house resilience, and expecting to lose water still predicted increased planning preparedness. We discuss public policy implications that follow from this research.  相似文献

This article examines the strategic planning practices of large American retailers. Most retailers surveyed have engaged in strategic planning, almost one-third have hired employees whose main jobs are strategic planning and over two-thirds use outside consultants. Top management participation is also high, the scope of strategic planning is broad both internally and externally, and several standard strategic planning methods are used. Moreover, in spite of the rapid pace of change in retailing, over half of the retailers use long-range time frames. They recognize the value of strategic planning because almost three-quarters intend to increase their emphasis in this area.  相似文献

Following the attacks of September 11, 2001, the Environmental Protection Agency and other government agencies removed information from their web sites that they feared could invite attacks on critical public and private infrastructure. Accordingly, the benefits and costs of environmental information disclosure programs have come under increasing scrutiny. This article describes a framework for examining these benefits and costs and illustrates the framework through brief case studies of two information disclosure programs: risk management planning and materials accounting. The article outlines what we know and still need to find out about information disclosure programs in order to appropriately balance benefits and costs.  相似文献

This paper suggests that the difficulties associated with the application of formal strategic planning in public professional service organizations may have been underestimated in much of the literature. A survey of written strategic plans produced by Canadian hospitals showed that these plans were often heavily oriented towards expansion, ambiguous and rather loosely integrated, leading to questions concerning their realism and utility as a basis for strategic decisions. This phenomenon seems symptomatic of the complex (and often highly political) decision making environment faced by hospital administrators (and by managers of other professional service organizations such as universities and social service agencies). It is concluded that the benefits of formal planning may be different and less tangible for these organizations than for private business.  相似文献

Reynolds Tobacco USA (RJR) is currently implementing a microcomputer-based decision support system to computerize and optimize the selection of patterns for loading cases of finished product into truck trailers at RJR's Central Distribution Center. This system allows for the efficient loading of trucks with less supervision. Total annual savings from reduced personnel and shipping costs is approximately $850,000. In addition to these benefits, the system is a stepping stone for trailer loading automation and the integration of a comprehensive load planning system.  相似文献

During the past few years, health care providers, managed care companies, and insurers around the country have formed a variety of strategic alliances aimed at stemming runaway costs, broadening referral bases, and generally preparing for the formal arrival of health care reform and the mandates it may carry. The list of such ventures is long and creative, and it grows as major changes in the health care delivery and financing system become more imminent. In interviews with physician executives and others whose organizations have undertaken integration efforts, the author explores some of the arrangements that are already in place or under development.  相似文献

ABSTRACT

This article does three things. It reconstructs the narrative about the foundation of South Australia in the 1830s as a strategic planning process. It then deconstructs that analysis to explore the issues it addresses and the outcomes. Finally, it reviews the South Australian experience to see if there are valid comparisons to be made with current practice and what lessons it might offer in that regard. In doing that it briefly reviews one present methodology of strategic planning most akin to that followed in South Australia, and one strategic planning exercise that could learn from it.  相似文献
