颜色革命国的分化，后颜色革命国的转向，其实体现的都是同一个问题，即如何确保政权的合法性。

乌、格、吉三国的各个政治派别现在都开始将注意力集中到如何赢得一场大选,而不是再发动一场革命,这可以说是"颜色革命"到目前为止对三国最大的贡献。

财政审计是国家审计的基本职责和永恒主题。温家宝总理指出：财政资金运用到哪里,审计就跟进到哪里;财政审计面临着如何在新形势下更好地发挥审计监督的整体性、宏观性、效益性和＂免疫系统＂功能的作用等一系列新情况。

格鲁吉亚：国家面临分裂。1991年以来,格鲁吉亚史学家强调格鲁吉亚文化与西方文化的渊源,坚持“脱俄（罗斯）人欧（洲）”。2003年11月,格鲁吉亚率先爆发“颜色革命”,在俄、美间保持平衡的谢瓦尔德纳泽政权被推翻,新政府日益倒向西方一边,现任总统萨卡什维利宣称：要不惜一切代价加入北约——哪怕是蒙受领土损失。

年轻一代官员容易遭到公众的＂习惯性质疑＂,这是中国官场＂潜规则＂使然,实质是公众对社会公平正义、法制有效作为、政务信息公开透明的质朴渴求。年轻点不要怕,能力本事是关键。公众的质疑对新任官员是好事,有助于公开官员任用的细节,把官员的选拔置于阳光下,也可以教会他们如何面对信任危机,以及如何化解危机。     

Developmental leisure: why work-related learning takes place outside of working hours

This study is interested in why many professionals engage in work-related learning after formal working hours. It has been argued that in knowledge-intensive work the work/leisure boundaries are blurring. Similarly, the line between work-related and non-work-related learning is harder to draw. In this study, an innovative concept of ‘developmental leisure’ will be introduced and explored. The concept refers to a human resource development (HRD) discourse that makes possible the evaluation of leisure in terms of its benefit to work-related learning. The study investigates how leisure intertwines with HRD and how it is positioned discursively in relation to work-related learning. The analysis is based on life stories from information technology professionals working in a large international organization. The findings of the analysis show that when leisure is discussed within the HRD discourse, it is positioned as a resource for work-related learning. Much of the learning outside of work intertwines with the objectives of HRD and learning at leisure becomes synonymous to learning for work.     

The systems revolution

In this paper the author brings together a number of ideas which are presented more fully in his forthcoming book—Redesigning the Future (John Wiley and Sons, New York): This synthesis amounts to a digest of Part 1 of that book. The article is organized into 5 parts: The Systems Revolution; The Self-Control Problem; The Humanization Problem; The Environmentalization Problem and Science in the Systems Age.     

The coming alliance revolution in health care

Like it or not, the health care profession is being "shifted" into a revolutionary new world. The question is not will it change but rather how will it change? Who will determine its fate? What form will these changes take? What are the best alternatives for physicians, institutions, health care workers, insurers, employers, and, most importantly, patients? Some of the changes will come from government mandate, others from market forces. To understand what the future might bring, we should look at both the driving forces behind the changes and how other industries have responded to similar forces. An important consideration for health care professionals will be how, if at all, the concepts of collaboration and cooperation that are inherent in networking and alliances will guide their planning.
