This article advances theory on social movements’ strategic adaptation to political opportunity structures by incorporating a narrative perspective. Our theory explains how people acquire and use knowledge about political opportunity structures through storytelling about the movement’s past, present, and imagined future. The discussion applies the theory in an ethnographic case study of the climate movement’s mobilization around the UN Climate Summit in Paris, 2015. This analysis demonstrates how a dominant narrative of defeat about the prior protest campaign in Copenhagen, 2009 shaped the strategizing process. While those who experienced Copenhagen as a success preferred strategic continuity, those who experienced defeat developed a “Copenhagen narrative” to advance strategic adaptation by projecting previously experienced threats and opportunities onto the Paris campaign. Yet by relying on a retrospective narrative, movement actors tended to overlook emerging political opportunities. We demonstrate that narrative analysis is a useful tool for understanding the link between structure and agency in social movements and other actors affected by (political) opportunity structures.

In this article, I discuss the historical emergence of the medical concept of ‘behavioural disorders’, ‘attentional disorders’ and hyperactivity among schoolchildren. Present concepts of hyperactivity, which are becoming more frequent when describing the disruptive behaviour of children in schools in Europe and the United States, have a long history. This history in Europe can perhaps best be viewed in the context of the introduction of education for the masses which took place at the end of the nineteenth century throughout Europe. The subsequent history of dealing with ‘dysfunctional’ children in schools has been defined by a tug-of-war between various professions (medical, psychiatric, educational, psychological) as to the nature of such behaviour and the possible remedies.  相似文献

Rural governance in the UK and elsewhere has undergone far-reaching changes, as partnerships and other collaborative approaches have emerged to address the challenges of rural sustainable development. The legitimacy of this ‘new rural governance’ is purportedly grounded in deliberation between stakeholders, but this is problematic—it is not clear how ‘legitimacy’ is to be understood now that the criteria of legitimacy appropriate to representative democratic government are not obviously applicable.Here we propose an analysis of legitimacy as situated—that is, given meanings by actors in specific contexts—and continuously constructed through discursive processes, where it also plays a reciprocal, highly political role in shaping those processes. We use this framework to analyse decision making in three distinctive deliberative arenas for sustainable transport policy making in the Peak District National Park in England. Legitimacy claims were found to be significant elements in each arena, but no single, overriding legitimacy discourse was successfully established. Instead, each arena's legitimacy was a hybrid, justified through a complex mix of competing rationales.While no single conclusion can be drawn about the legitimacy of ‘the new rural governance’, the strongest legitimising principles remained those grounded in representative democracy. In contrast, the ‘new’ approaches rely on deliberative norms accepted only by (some of) the relatively limited circle of stakeholders directly involved. More generally, if such norms are to become accepted principles for legitimate rural governance, then more work is needed to discursively establish their acceptability both in networks of governance and with the wider population.  相似文献

The concept ‘social control’ has been criticised from a variety of quarters in recent years, particularly by historians and historical sociologists. However, it remains in common usage in sociological studies of welfare, deviance and social control. This paper shows, first, how this reliance on the concept of social control is rooted in a wider-ranging argument in social and political theory concerning the liberal-democratic fusion between the state and civil society, and that the lack of resolution of this argument is the foundation of the persistence of the concept social control in other areas of social inquiry, despite its repeated ‘falsification’. Second, the paper highlights the main arguments against the use of ‘social control’ in explaining social order, in particular the misunderstanding of class, culture and power which its use encourages, and the paper will conclude with a discussion of alternative ways of conceptualising the operation of power in contemporary societies.  相似文献

This paper demonstrates that subcultural theory continues to provide a relevant and useful analysis of youth leisure practices and their political significance in contemporary society. It achieves this by analysing the theoretical antecedents to both subcultural theory and the post-subcultural theory that followed it. It is argued that the post-subcultural turn to studying affects and everyday lives resonates deeply with the Gramscian perspective informing subcultural theory. It is thus possible to interpret post-subculturalism as augmenting rather than negating its predecessor. Deploying an analysis that combines these perspectives allows for an account of contemporary youth leisure practices that demonstrates a number of different forms of politics explicated within the paper: a politics of identity and becoming; a politics of defiance; a politics of affective solidarity and a politics of different experience. Whilst not articulated or necessarily conscious, there is a proto-politics to youth leisure that precludes it from being dismissed as entirely empty, hedonistic and consumerist. This paper demonstrates how the lens of post-subculturalism focuses on the affective spaces where this politics is most apparent and provides a means of updating subcultural theory to understand contemporary youth practices.  相似文献

This study examines the various aspects of Weibo use, including the number of people users follow; the number of fans they have; the frequency with which they read friends’, celebrities’, and opinion leaders’ Weibo; and the number of Weibo group memberships on youth online political participation in contemporary China. The study also investigates the underlying mechanisms explaining the positive effects of Weibo use on youth online political participation using survey methods. Chinese users mainly use Weibo to satisfy their needs for information and connectedness. As an alternative source of information, Weibo indeed functions as an ‘online school of political participation’ to foster political interest, a sense of belonging to an online community, and civic virtue among Weibo users. As a new platform for Chinese to form online civic groups, memberships in Weibo groups significantly increases users’ likelihood of being politically mobilized, which is essential for online collective participation. Our study shows that Verba, Schlozman, and Brady’s [(1995). Voice and equality: Civic voluntarism in American politics. Community practitioners are often challenged to work in complex environments and situations that naturally occur in communities. This article focuses on the theoretical and practical use of the Emergence-Based Approach that is relevant for work in complex community situations. Using this approach, the practitioner encourages the emergence of novel ideas and initiatives, and engages a decentralized network of activists, helping them develop their initiatives. Using a field study, we compare this approach to the traditional Outcomes-Based Approach. Although their mindsets are very different, and even contradict one another, we suggest practical ways to combine the two in an effective way.  相似文献

In 2009, as the United States moved toward health care reform, the government of Bermuda implemented its FutureCare program to make health care for seniors more affordable. This article investigates how preferences for reform and its eventual design were shaped by the country's social history and commitment to free market values. Data derive from 36 in-depth interviews with key stakeholders deemed knowledgeable about health care financing and delivery in Bermuda, including government officials, provider representatives, insurance executives, and consumer advocates. Data also derive from a variety of documentary sources. Results indicate that although a clear need for health care and the ability to finance it for seniors exists in Bermuda, the scope of reform was circumscribed by preferences for prior policy decisions, creating a favorable tax and business environment for international corporations and a minimalist social welfare state for addressing racial and economic inequality. This suggests that widespread agreement on the challenges in meeting the health and long-term care needs of the elderly does not necessarily lead to equally commensurable solutions to addressing it.  相似文献

The ethnic Chinese in Malaysia are a significant minority who call for a critical assessment as far as their cultural identity and political positioning are concerned. Appropriating the concept of ‘multicultural citizenship’, this article attempts to dissect various demands and aspirations of the ethnic Chinese in Malaysia’s multiracial hierarchy. It suggests that using the lens of multicultural citizenship can help shed light on Malaysian Chinese as well as the entire nation, where ethnicity and citizenship are gridlocked in historical formation and political hierarchy. In recent times, Malaysian Chinese have articulated their political desires and demands in order to get rid of the disgrace of racial constraints, and also to envisage a more inclusive multicultural citizenship for Malaysia as a nation-state. This article also compares and contrasts three Chinese public figures who have taken disparate stands and approaches with regard to language, culture, race, nation, and party politics.  相似文献

Although research evidence shows that people have strong concerns about their privacy online, this does not necessarily mean that they do not share their personal information in varying online relationships. This paper presents New Zealand-based empirical research findings into people’s actual online information-sharing behaviours rather than their attitudes: the motivations, extent, and conditions under which individuals share their personal information in varying online relationships with commercial providers, with government, and on social networking sites. A grounded theory methodology and an abductive analysis were used to identify patterns in the findings and construct a new taxonomy of online information-sharing behaviours: contrary to existing taxonomies, all participants in this study are very privacy aware and make quite deliberate choices about what personal information they share online, with whom, to what extent, and under what circumstances. Four distinctive classifications of people’s online information-sharing behaviours were derived from this study: privacy pragmatists, privacy victims, privacy optimists, and privacy fatalists.  相似文献

This study examines the determination of the Italian Fascists' extra‐parliamentary, para‐military, violent strategy. What were the effects of the socialists' political strategy, relying on electoral democracy, on the creation and strategy of the Fascist Action Squads? A comparison among Italy's 69 provinces, based on quantitative and qualitative historical evidence reveals a distinct pattern in the Fascists' violence. They attacked mainly provinces where the Socialists enjoyed the greatest electoral support. This pattern was a product of two historical processes: (a) the threat of the Socialist party to the landlords' economic and political hegemony, and (b) the landlords' tradition of militant anti‐worker organization which culminated in their alliance with the Fascists. The Fascists' struggle for, and takeover of, political power was not an immanent historical necessity. It was first and foremost an anti‐socialist reaction. It was shaped both ‘from below’, by the political power and radicalism of the PSI and the para‐military capacity of the Fascist Squads; and ‘from above’, by the active support the Fascists received from the landlords and the state. Supported by organized landlords and blessed with the authorities' benevolence, the Squads were able to destroy – physically and politically – the legitimately constituted provincial governments of the Socialists. The alliance with the landlords determined the Squads' almost exclusive attacks on Socialist provincial strongholds that constituted the greatest threat to the landlords' interests, while provinces dominated by the ruling Liberal party were excluded from the Squads' path of ‘punitive expeditions’.  相似文献

The advent of public-sector managerialism has brought with it a new principle of police accountability in Western democracies such as Australia and Britain. The new accountability gives emphasis to managerial rather than legal or public-interest standards, favours external oversight combined with self-regulation rather than centralized control, and promotes risk management rather than rule enforcement. This article makes use of the experience of an Australian police force to show that the new accountability has not been successful in holding police accountable, while elements of the old accountability have re-emerged to dominate public debates. It is argued that in the area of police governance, the neo-liberal state does not necessarily pursue a coherent strategy of 'acting at a distance' (cf. Miller and Rose 1990), partly because of the inability of accountability technologies to deliver substantially the promised policy outcomes and partly because of the sensitivity of its political arm to the public's moral outrage against corruption (cf. The paper documents the early stages of grammaticalisation of a new first person singular pronoun, man, used in multi‐ethnic adolescent peer groups in inner cities of the U.K. I argue that the pronoun derives from a plural noun man, which is used in the peer groups to refer to a group of individuals whose precise composition is defined by the linguistic or situational context. The recruitment of man as a pronoun is encouraged by the frequent use of its homonym as a pragmatic marker and address form in the peer groups, and by the locally salient connotations of some uses of the singular noun man. The functions of the plural noun and the pragmatic marker are reflected in the two main rhetorical functions of the new pronoun: adolescent speakers use the man pronoun to position themselves as members of a contextually defined group and thereby provide authority for their opinions or mitigate a potentially face‐threatening act, and they also use it to solicit empathy from their interlocutor or construct solidarity. I suggest that a compositional model of the semantics of pronouns can account for the emergence of the new pronoun.  相似文献

This article explores the importance of history context to the cultural humility of the social work profession. Four graduate student reflections on history context using simplified cultural history method are used to illustrate how important it is to take a critical approach to social work policy and macro practice history. An important element of cultural humility is becoming conscious of social work blind spots on an interpersonal and professional level. Social workers have been involved in institutional practices in the past that are now considered insensitive to cultural difference. The profession has, at times, supported practices of discrimination. Thoughtful history analysis allows social work students and educators to begin to reveal blindness in the past that could help provide insight into current implicit bias and unintentional injustice.  相似文献

If we are to believe the proponents of the Theory of Practice and of Rational Choice, the gap between these two paradigmatic approaches cannot be bridged. They rely on ontological premises, theories of motivations and causal models that stand too far apart. In this article, I argue that this theoretical antinomy loses much of its edge when we take as objects of sociological investigation processes of historical change, that is, when we try to specify in theoretical terms how and in which conditions historical actors enact and endorse shifts in patterns of relations as well as shifts in the symbolic and cognitive categories that make these relations significant. I substantiate this argument in light of the distinction between two temporalities of historical change: first, the long waves of gradual change and, second, the short waves of moments of breaks and ruptures. Along the way, I develop an argument about the conditions of emergence of self-limiting norms and the centrality of epistemic beliefs in situations of high disruption.  相似文献
