Historically, research about young carers has focused on defining the tasks and responsibilities undertaken by children caring for ill or disabled family members and the impacts of such care, without reference to the domestic and caring work undertaken by children and young people in families where there are only non‐disabled or well members. This study presents new evidence of what children and young people generally do to assist in the home and examines how the lives of young carers differ from children and young people who are not carers. It concludes by examining the implications of these research findings for evidence‐informed policy and practice. Copyright © 2006 The Author(s). Persistent simplistic binary discourses of young people’s citizenship portray them either as civically deficit and disengaged citizens or the creators of new democratic modes and approaches. This paper draws on field research with two groups of young people in Australia to better recognise the nuance of young people’s experiences of citizenship, power and influence. The study investigated the extent to which different groups of young people believe that they have the power to influence society; the ways in which they seek this influence; the current barriers to their influence; and what would enable them to have greater influence. Our analysis in this paper draws on Lukes’ concepts of power [2005. Power: A Radical View. 2nd ed. London: Palgrave Macmillan] and Arvanitakis’ framework of citizenship engagement and empowerment [in Arvanitakis, J., and E. Sidoti. 2011. “The Politics of Change: Where to for Young People and Politics.” In Their Own Hands: Can Young People Change Australia?, edited by L. Walsh and R. Black, 11–20. Melbourne: ACER Press], but also builds on an emerging scholarship concerned with the geographic dimensions of young people’s citizenship engagement and action, as well as with the affective, relational and temporal dimensions of this engagement and action. Our findings suggest that power works in different ways to both constrain and liberate young people as citizens – sometimes at the same time. The paper concludes with an argument for the continuing need to understand young people’s lived and located experiences of engagement, power and influence in more nuanced and sophisticated ways. This includes reframing the discussion about young people’s experiences in terms of the nature of their democratic engagement and action rather than simply their citizenship.  相似文献

The transition from school to 'adulthood', for young disabled people, is generally considered difficult by the relevant literature and service providers in the field. The present transitional models, however, both lack a consensus on the criteria for a 'successful' transition and fail to incorporate the young people into the debate. The young people can be treated with little respect and given little control in transitional decisions, particularly as three negative statuses are typically attributed to them when they face transitional services: of being crisis-ridden adolescents, of being needy clients, and of being marginalized members of society. Instead, a transitional model based on citizenship is advocated, which would include re-locating the debate over 'successful' transition criteria with disabled people, altering the present 'transitional service' systems to revolve around the young people, and greater connections between disability advocacy organizations and young disabled people.  相似文献

Drawing on the work of Rein and Schon (1993. “Reframing Policy Discourse.” In The Argumentative Turn in Policy Analysis and Planning, edited by F. Fischer, and J. Forester, 145–166. London: UCL Press., 1996. “Frame-Critical Policy Analysis and Frame-Reflective Policy Practice.” Knowledge and Policy: the International Journal of Knowledge Transfer and Utilization 9 (1): 85–104), we explore the ways in which ‘young people’, ‘vulnerability’, ‘risk’, ‘prevention’ and ‘prevention practice’ were defined and framed by practitioners engaged in the design, delivery and commissioning of drug prevention interventions for young people in contact with the criminal justice system. We argue that practitioners describe their work in terms of both a preventative frame – based on a ‘deficit’ model – and a transformative praxis frame, more in line with an increasing shift towards ‘positive youth justice’ where practitioners aspire to actively involve the young person in a process of change. The implications of those, often competing, frames are discussed in relation to the development of prevention approaches and the challenges in designing drugs prevention for this group of young people. The paper is based on interviews and focus groups with thirty-one practitioners in England and is part of the EU funded EPPIC project (Exchanging Prevention Practices on Polydrug Use among Youth in Criminal Justice Systems 2017–2020).  相似文献

This paper discusses findings from a qualitative longitudinal study which explored the process of leaving long-stay institutional state care in Romania during 2002-4, a period at the heart of accelerated EU-enforced childcare reform. 28 young people were interviewed before leaving care and 17 were tracked up to 8 months after discharge. 18 practitioners were also interviewed.The findings confirmed Pinkerton's (2006) emphasis on the impact of global and national factors on the individual experience of leaving care. This study took place in a country undergoing widespread change. The care leavers' irreversible transition took place within the simultaneous professional transition of their carers and that of the community with which they needed to integrate. This insight is widely relevant in the current context of public funding cuts and changes in welfare policy in many countries, including the Central and Eastern European (CEE) countries.Bridges (2009) was used to understand the experiences of care leavers and their carers. Bridges stresses the role of the leader in creating protective conditions for traversing three unavoidable transition stages: 1. ending old identity/behaviour; 2. a neutral zone of deconstruction and transformation; and 3. a new beginning. Preparation for leaving care can be viewed as learning to end care, followed by the neutral zone which begins at discharge. When lacking family support, formal carers are the young people's main transition guides. However, their professional transition also needs management. Because of top-down, accelerated childcare reforms, the Romanian carers' transitions appeared stuck in the neutral zone, affecting preparation for leaving care. Yet, the availability of learning opportunities after discharge changed the nature of the neutral zone for most of the sample who did better than expected at follow-up. This, supported by Bridges' proposal that learning during transition influences future coping, offers a foundation for new theory.  相似文献

This paper presents a brief review of literature relating to children in families with a disabled member, including the 'young carers' and disability studies literature, and relevant works from the social psychology and sociology of childhood. Key themes identified in the literature are then illustrated by findings from two exploratory research studies that sought to explore the experiences and service needs of children in families with a disabled member, within two Scottish areas. The authors suggest that, although young people affected by disability in the family, including young carers, face significant problems, particularly in socially disadvantaged areas, there are other issues that need to be addressed. Alternative conceptual frameworks are proposed, which challenge the dominance of the young carers research paradigm.  相似文献

Abstract

This paper discusses participatory research with young people who are leaving public care in Finland to begin independent lives. The aim of the research, organised by SOS Children's Villages International, was to bring about change in alternative care arrangements, particularly those involving young people's transition to independence. The project used a participatory research design based on employing care-leaving peers as co-researchers. This paper adheres to the methodological principles of empowerment in analysing the personal experiences of young people leaving alternative care with the goal of informing good practice. The findings suggest that the peer research method can be an effective means of empowering young people to develop research skills and to be involved in knowledge production, as well as serving as a means of promoting improved services for “care-leavers”, those young people who are leaving either foster care or institutional care. The participatory and peer research method challenges the traditional understandings of expertise and knowledge production. Although the hierarchy between adult researchers and young people as co-researchers is still evident, the method provides possibilities for better understanding the social- and health-service systems and their challenges and pitfalls from a user's perspective.  相似文献

Abstract

Young people in the care of the state are reported as having generally poor education and employment outcomes due to such factors as high rates of school exclusions and non-attendance, frequent placement moves with consequent school disruptions, deprived precare backgrounds, lack of coordination between education and child protection personnel, lack of attention to educational needs by professionals, and low expectations held by carers and caseworkers. The present article examines child protection worker perspectives on young people's transition from school to work. Caseworkers believe that, for young people in care, factors such as unstable placements, psychological and behavioural problems, inadequate vocational options, poor caseworker knowledge of available training and education, and negative perceptions of young people in care may impede them from making a successful transition from school. Research suggests that child protection caseworkers need to integrate education and work with leaving care planning, given it is vital to the future wellbeing of young people in care.  相似文献

Within youth studies there is a growing body of research that pays attention to the importance of place in shaping young people’s identities, life opportunities and intergenerational relationships [Cuervo, H., and J. Wyn. 2014. “Reflections on the Use of Spatial and Relational Metaphors in Youth Studies.” Journal of Youth Studies 17 (7): 901–915; Farrugia, D. 2014. “Towards a Spatialised Youth Sociology: the Rural and the Urban in Times of Change.” Journal of Youth Studies 17 (3): 293–307; Woodman, D., and J. Wyn. 2015. Youth and Generation: Rethinking Change and Inequality in the Lives of Young People. Sage Publications]. Of critical importance to these discussions is the need to explore notions of ‘belonging’ and social citizenship, interrogating the extent to which differing perceptions and experiences contribute towards variations in the outcomes and life chances of disadvantaged young people. This article draws upon ethnography, participatory arts-based research, and semi-structured interviews (n31) with young people (15–25) who live in a deprived coastal town in the North of England. The research investigated processes of marginalisation and disconnection from the perspectives of young people who were deemed as disengaged, or ‘at risk’ of disengagement, from education, employment or training. The research took place during a time of rapid change and uncertainty as Britain voted to leave the EU. The findings of this study will ‘throw light’ on the how contemporary classed subjectivities are formed, how experiences of inequality and austerity are made sense of, and how, within a turbulent political context, young people negotiate complex transitions to adulthood.  相似文献

Abstract

The purpose of this study is to examine young care leavers’ experiences of supportive and nonsupportive factors after leaving care. Telephone interviews were conducted with 65 young people, between 18 and 26 years old, who had left care in Sweden within the previous 3 months to 3 years. The care-leaving process was in many cases described by the young people as badly planned and compressed. Some interviewees received support from the formal network (social services, foster carers, residential homes, contact persons) for housing (37) and financial matters (36), but few received support from the formal network concerning employment (14) and education (11). Emotional support was mainly provided by partners and friends. Altogether, the results suggest that access to support is a helpful factor for young people leaving care, but also that many of our interviewees had no such access, from neither formal nor informal networks.  相似文献

This article is an attempt to open up some of the unexplored issues in the 'carer's debate'. The interest in carers started receiving Government funding in the early 1970s as a response to community care policies. It also received interest from carers themselves and from feminist researchers concerned with the position of women in the family and the labour market. However, in wanting to show the difficult and often unrecognised work of the carer, the debate, in both academic and popular presentation, has often emphasised the public's perception of disabled people as passive, helpless and demanding. Feminist research on carers, it is argued, has ignored women who may need care and the principle of the 'personal is political' has failed to identify with the lives of disabled people. It is both unhelpful and unproductive to polarise the needs of disabled people and their carers and treat them as if they are mutually exclusive. We need research which does not alienate disabled people by defining concepts like rights, independence and power in ways which exclude, making disabled people the problem rather than the focus of the research. We need to move forward in the debate, making sure that we give a voice to all those involved in the giving and receiving of personal care. The concept of citizenship with its association with universal human rights may be a way to look concurrently at these needs.  相似文献

There has been a great deal of attention paid to young carers in recent research, social policy and service provision. In this paper we report on a survey and interview study of 46 young people aged 15 to 18, nine of whom had experience as young carers, to explore the ways in which young people construct the young carer and their disabled parent. A key theme arising from the interview data analysis is the construction of a series of normative assumptions about ‘normal’ childhood through which young carers and their disabled parent are viewed as non‐normative and deficient. The predominantly negative construction of both parent and child/carer is critically analyzed and alternatives suggested in the discussion of these findings.  相似文献

This paper explores the issue of commonality and difference in the disabled people's movement in relation to ethnicity, gender sexuality, age and class. Hitherto, disability academics have either ignored or tagged on the experience of disabled black and minority ethnic people, women, older people, and gay men and lesbians. When they are discussed, they have more often than not been discussed separately - for example, disabled black people's experience has always been discussed separately, disabled women, disabled gay men and lesbians and disabled older women. Hence it is not surprising if 'simultaneous oppression' is perceived to be the unique experience of a minority of disabled people. Here, I suggest that it is, in fact, the experience of a majority of disabled people since the majority is not a homogenous mass of disabled white heterosexual middle-class young men, but individuals from diverse backgrounds with a wide range of identities and experiences, and to accept that their only concern is disability is to fall into the same trap as the general population most of whom only see the impairment and not the person. It is imperative to note, however, that the blame does not lie with the social model of disability, as it is sometimes assumed, for that is merely a conceptual tool. The paper discusses the concept 'simultaneous oppression' as applied to the experience of black women and later disabled black people. It is suggested that this is too simplistic an analysis to capture the day to day experience of those who possess negatively labelled multiple identities. An alternative framework is suggested to link the experience of different groups of disabled people and, hence, offer a common ground for unity in the disabled people's movement.  相似文献

This paper discusses a recent study on three ‘Youth Commission’ on police and crime projects. Professional viewpoints were interpreted to understand how they valued young people's participation and made sense of their experiences and capabilities. Framed within policing reforms, the ‘Youth Commission’ projects regard young people as co‐producers, who work in partnership with professionals to address police and crime issues. The focus is upon professionals and their relationships with young people for transformative participation and social outcomes. Working in partnerships showed interdependency but identifies further challenges if professionals do not truly value young people's participation.  相似文献

The well-being of youths who age out of the out-of-home care system in the U.S. has long been of great interest to child welfare practitioners and policymakers. In spite of this interest, however, very little is known about how these youths fare when they must make the transition to independence. The Foster Youth Transitions to Adulthood Study is tracking the experiences of 141 young adults who left care in Wisconsin in 1995 and 1996. This article describes these youths and their experiences in the first 12 to 18 months after leaving care. The findings suggest that the transition to independence is a difficult time for youth leaving the out-of-home care system.  相似文献

This paper evaluates a pilot project that aimed to promote the participation of young people in the education and training of social care professionals. An accredited training programme for young people was developed and delivered. The young people involved then participated as educators in a Diploma in Social Work programme. The paper draws on the experiences of project staff, the young people and the social work students, and locates its analysis within the literature on citizenship, children's rights, advocacy and empowerment.  相似文献

Disabled young people in many low and middle-income countries experience significant levels of educational exclusion due to disabling social and physical environments and are more likely to be illiterate than their non-disabled peers. Most social sciences and development literature, however, tends to homogenise the educational trajectories of disabled young people and focuses predominantly on the perspectives of educationalists, development experts and carers in assessing educational needs and institutions. Consequently, the experiences of young people across multiple categories of social difference, and their agency in shaping their own educational trajectories, remain largely unknown. This article contributes to filling this gap by exploring the educational narratives of young people with different impairments in mainstream, special and integrated schools in Ghana. The article shows how exploring individual narratives provides new insights into the educational needs of and ‘appropriate’ education for disabled young people in the Global South.  相似文献

It is now widely recognized that disabled children are particularly vulnerable to abuse but that a number of factors get in the way of protecting them. This article discusses research on the implementation of the Children Act as it applies to disabled children and the findings from in‐depth interviews with young disabled people. The research concluded that: current child protection systems are not addressing the particular needs of disabled children; the Children Act regulations on short‐term and long‐term placements are often not complied with; and disabled children and young people have little say in decisions which affect them and few opportunities to communicate their experiences.
