Many believe that linking population growth to the issue of climate change will help to place family planning back into the political realm as an urgent matter of national and environmental security. Others worry, however, that focusing on the environmental impacts of demographic change places at risk the hard-fought and long-developed global consensus that individual rights and empowerment are what matters most in fostering sustainable development and stabilizing population growth. This paper focuses on United States population policy. It presents a brief historical background and summarizes the state of scientific evidence regarding the impacts of population growth on climate change. It then analyzes some of the underlying ethical issues involved in advancing an advocacy argument around increasing family planning as a way to slow population growth and mitigating climate change. Finally, it recommends a way in which advocates can frame the connections between population growth and climate change in a just and ethical manner.  相似文献

This explains why population growth is important and why the U.S. government provides assistance (roughly $500 million annually, or $2 per American) for population programs in developing countries. 2 major decisions were reached at the December 1979 National Workshop for ESCAP Population Correspondents in the Philippines. The first was to set up an Association of Population Correspondents in order to enhance sharing population information at the national level. A newsletter was identified as a priority. The second decision was to set up a task force under the leadership of the Executive Secretary of the Commission on Population. The task force will be responsible for the preparation of a project proposal to establish a national population information clearing-house. Associated tasks will be the organization of a baseline study of the existing agencies, their capabilities and potential roles in the future national clearing-house. Participants stated specific needs for information. Information is needed from Thailand on community-based family planning programs and Indonesia on community participation and evaluation studies on contraceptive technology. The special needs of each member nation should be identified and then fed back to them for obtaining the required information. Participants requested a list of trainers for community-based programs; listing of specific linkages between private and government agencies involved in population work; and listing of international funding agencies on research and action programs.  相似文献

The links between rapid population growth and the absolute poverty currently affecting 780 million people in the developing countries (excluding China and other centrally planned economies) were examined. Absolute poverty is defined as having less than the income necessary to ensure a daily diet of 2150 calories per person ($200 per person a year in 1970 United States dollars). Focus is on poverty and demography in the developing world (defining poverty; income, fertility and life expectancy; demographic change and poverty), effect of poverty on fertility, family planning programs and the poor, and the outlook for the future. Rapid population growth stretches both national and family budgets thin with the increasing numbers of children to be fed and educated and workers to be provided with jobs. Slower per capita income growth, lack of progress in reducing income inequality, and more poverty are the probable consequences. Many characteristics of poverty can cause high fertility -- high infant mortality, lack of education for women in particular, too little family income to invest in children, inequitable shares in national income, and the inaccessibility of family planning. Experience in China, Indonesia, Taiwan, Colombia, Korea, Sri Lanka, Cuba and Costa Rica demonstrate that birthrates can decline rapidly in low income groups and countries when basic health care, education, and low-cost or free family planning services are made widely available.  相似文献

The operations research and technical assistance (OR/TA) project in The Population Council has concentrated on fertility and infant mortality issues in Latin American and the Caribbean for more than a decade through INOPAL. INOPAL is an acronym for Investigacion Operacional en Planificacion Familiar y Atencion Materno-Infantil para America Latina y el Caribe (Operations Research in Family Planning and Maternal-Child Health in Latin America and the Caribbean). In March 1995, the project entered its third phase, INOPAL III, with the renewal of its contract from the United States Agency for International Development (USAID). To facilitate communication between INOPAL, collaborating agencies, and USAID, INOPAL Director James Foreit moved from Peru to a Council office in Washington, D.C. INOPAL has six objectives: 1) to test the integration of family planning and reproductive health services; 2) to increase access to family planning; 3) to develop strategies to reach special populations; 4) to improve the sustainability of family planning programs; 5) to improve service quality; and 6) to institutionalize operations research capability in the region. INOPAL II conducted 61 subprojects in 12 countries in collaboration with 24 USAID cooperating agencies and other international organizations. The project established new services for postpartum women, adolescents, and rural women; improved program quality and financial sustainability; increased vasectomy promotion and the range of available contraceptives; and developed new modes of service delivery. A key finding of INOPAL II operations research was the importance of increasing cost-effectiveness to ensure program sustainability. INOPAL III will work toward all six objectives, with an emphasis on integrating reproductive health and family planning services. Operations research and technical assistance (OR/TA) subprojects will focus on the prevention and treatment of sexually transmitted diseases, perinatal and postpartum care, and postabortion care.  相似文献

The rapid population growth rate (2% annually from 1949 to 1978) caused great difficulties for China's national economy because it increased the burden of families, communities, and government. It caused employment problems and slowed increases in living standards and educational levels. The best way to control population growth is based on a combination of political education and effective economic measures. The recommendations are: 1) coordinate employment, food rationing, salaries, bonuses, health treatment, age and condition of retirement, preschool care and education with family planning programs, maintain the elderly's living standard, and give preference to childless and single child families; 2) educate people about family planning and incorporate population growth and family planning into political and economics courses in high school and college; 3) incorporate population control into national economic plans; 4) prohibit families with 3 children and advocate 1 child per couple; and 5) establish a permanent population committee to plan, develop, and implement population policies and related research.  相似文献

In the Philippines several steps have been taken to meet the challenge of increasing population growth. Commencing with the Republic Act 6365, known as the Population Act (1971) program directives focus on achieving and maintaining population levels most conducive to the national welfare. In 1978 a Special Committee was constituted by the President to review the population program. Pursuant to the Committee's findings certain changes were adopted. The thrust is now towards longterm planning to ensure a more significant and perceptible demographic impact of development programs and policies. Increasing attention is paid to regional development and spatial distribution in the country. The 1978-82 Development Plan states more clearly the interaction between population and development. The National Economic and Development Authority, the central policy and planning agency of the government, takes charge of formulation and coordinating the broader aspects of population policy and integrating population with socioeconomic plans and policies. At present the National Economic and Development Authority (NEDA) is implementing a project known as the Population/Development Planning and Research (PDPR) project with financial support from the UN Fund for Population Activities (UNFPA). This project promotes and facilitates the integration of the population dimension in the planning process. It does this by maintaining linkages and instituting collaborative mechanisms with the different NEDA regional offices and sectoral ministries. It also trains government planners in ways of integrating population concerns into the development plan. PDPR promotes the use of population and development research for planning purposes and policy formation. The Philippine Development Plan, 1978-82, recognized that an improvement in the level of 1 sector reinforces the performance of the other sectors. Since the establishment of the National Population Program 12 years ago, population and family planning have been successfully integrated with various development sectors, notably, labor, health, and education. Through the policies of integration, multiagency participation, and partnership of the public and private sectors, the Commission on Population uses existing development programs of government and private organizations as vehicles for family planning information and services and shares the responsibility of implementing all facets of the population program with various participating agencies in the government and private sector.  相似文献

Until 1972 Mexico's officials seemed to believe that the annual population growth rate of 3.5% was not really a problem as long as the economic development rate could be kept ahead of the population growth rate. The General Law of Population of 1947 was actually promoting population growth. It was only during the 1960s that elite opinion shifted, and privately funded family planning programs became increasingly active. By 1972 the population had reached 54 million, from 20 million in 1940. President Echevarria, till then a traditional pronatalist, announced in 1972 the creation of a national family planning program, and, in 1974, the creation of a national population council. Since then the Mexican government has embarked on ambitious programs of mass communication and sex education to make the population receptive to its new attitudes. The plans have worked: by mid-1979 estimates put the population growth rate at 2.9%, within sight of the 2.5% target set for 1982 by new president Lopez Portillo. According to a survey conducted by the National Fertility Survey, by late 1976 41.50% of Mexican women of childbearing age were practicing contraception. Within the 41.50% of active contraceptors, 14.9% use the pill, and 7.8% the IUD. New channels of information and of contraceptive delivery are being explored to reach Mexico's widely scattered rural population, and to bring the average family size down to 2 children from the average of 6.5 children per woman for 1973-1975. The International Parliamentary Assmebly on Population and Development took place on August 15-16, 1984, with the participation of more than 300 parliamentarians from 60 countries. The aim was to promote an exchange of views on population programs and policies among parliamentarians, and to support the recommendations adopted by the UN International Conference on Population. The assembly held discussion in 3 subcommittees on the subjects of 1) policies of population and development; 2) the legal and social status of women; and 3) the improvement of family planning service. On population policy, parliamentarians generally agreed that policy formulation is the prerogative of each sovereign country, stressing that such policies and programs should be integrated with social and economic development. The developing countries stronly demanded that a new international economic order be established and international aid increased to help them in solving the popultion problem. Concerning the status of women, the assembly unanimously agreed that both men and women should not only be legally equal, but should also have de facto equality for employment, education and social life. Attention should be given particularly to the rights and status of rural women. Examples of how the status of Chinese women has improved were offered by Chinese representative and were appreciated by the assembly. On improving family planning services, participants urged provision of information about birth control to people of marriageable age and of access to contraceptives to eligible couples; moreover, they advocated the strengthening of medical care for women and children and the lowering of infant and maternal mortality rates. Dr. Qian Xinzhong described the priorities and goals of family planning programs in China. Finally, the assembly unanimously adopted the "Action Plan," whose contents embody independence, respect for national sovereignty, and the spirit of cooperation and conformity to the interest of the international community, particularly the developing nations.  相似文献

Abstract Of the Caribbean islands, Barbados has the lowest fertility level. The crude birth rate in 1970 was only 20·5 per 1,000, which is one of the lowest found in any country of similar economic development anywhere in the world. In 1960 the crude birth rate was much higher, at about 33·6 and for almost 40 years before that had fluctuated around a value of 33. Thus, a decline of about 40% has been achieved within the comparatively short period of a decade. The reasons for this rapid decline are of particular interest to all those concerned with population growth and economic development in the less developed areas. In Barbados, the importance of population control and the role of family planning was recognised early by the government and other civic agencies, and the Barbados Family Planning Association (BFPA), an autonomous national family planning agency, was established. Since its modest beginning in 1955 the BFPA has grown to be a major social institution, comprising 14 clinics situated in various localities throughout the island. In 1970, a full-time staff of 28 were providing services to an estimated 10,000 clients, about 20% of all women of reproductive age. Funds for the BFPA have come from local government with considerable assistance from international agencies.  相似文献

Poverty trends in the US between 1959-83, as revealed by census data, are described, 1984 government expenditures on social programs are delineated, contrasting explanations put forth to explain the increase in poverty between 1978-83 are critically examined, and some practical suggestions for reducing poverty levels are made. Between 1959-73, the absolute number and the proportion of individuals below the poverty line decreased respectively from 39.5-23.0 million and from 22.4%-11.1%. Between 1973-78, poverty rates fluctuated somewhat. Between 1978-83, the absolute number and proportion of poor increased respectively from 24.5-35.3 million and from 11.4%-15.2%. Between 1978-83, the depth of poverty also increased. The proportion of families with incomes below US$5000 increased from 3.9%-5.7%, and the median income for poor families declined. Some experts, such as Charles Murray, attribute the increase in poverty to federal poverty programs. Murray maintains that poverty programs undermine the work ethic and encourage the creation of female headed households. Others, including Michael Harrington, attribute the increase in poverty to structural changes in the economy and to changes in the composition of the population. Harrington maintains that the decline in the number of manufacturing jobs, the lack of employment opportunities for unskilled workers, and the entry of the baby boom generation into the working age population makes it increasingly difficult for young males, and especially for black males, to find jobs offering financial security. The present analysis provided more support for the latter explanation than for the former explanation. Numerous studies indicate that there is considerable movement in and out of poverty and that most individuals are poor because they cannot find jobs. The American public has a mistaken impression about the amount of money expended by the government to provide assistance to the poor. The bulk of the government's social expenditures goes to the middle class. There are 4 major types of social benefit programs. These are 1) non-means-tested cash assistance programs, including social security retirement and disability and unemployment insurance; 2) means-tested cash assistance programs, including Aid to Families with Dependent Children (AFDC); 3) noncash, non-means-tested benefits, such as Medicare for the elderly; and 4) noncash, means-tested benefits, such as Medicaid. In fiscal year 1984, means-tested benefits amounted to US$61.0 billion. In contrast, non-means-tested benefits amounted to US$262.7 billion. Female headed households, especially among blacks increased considerably in recent years; however, the major reason for this increase is the shortage of black males with incomes sufficiently large to support a family. Recommendations for reducing poverty without seriously increasing the federal deficit are 1) to provide relevant job training so that all able-bodied individuals can become productive taxpayers; 2) to change the tax code so the poor do not have to pay taxes; 3) to standardize AFDC payments throughout the country and to tie the payments to the inflation rate; 4) to expand successful programs, e.g., Headstart, and; 5) to reinstitute programs to help welfare mothers become independent.  相似文献

The United States Agency for International Development (AID), in a proposal to Congress, has suggested that before assistance is extended to developing countries, its impact on the country's population growth should be considered and development projects accepted that contribute directly to fertility declines. Foreign development projects will be examined for their direct and indirect impact on population growth. Some projects related to education, employment and economic development may be found, by their very nature, to encourage fertility decline and emphasized as a result of the impact examinations. Other projects may be changed to stress the features that are conducive to slowing population growth. The population impact examination proposal has been included in this year's legislation to authorize the continuation of United States development assistance programs for the fiscal year 1978.  相似文献

The population of sub-Saharan Africa, estimated at 434 million in 1984, is expected to reach 1.4 billion by 2025. The birth rate, currently 48/1000 population, continues to increase, and the death rate, 17/1000, is declining. Rapid population growth has curtailed government efforts to provide adequate nutrition, preserve the land base essential for future development, meet the demand for jobs, education, and health services, and address overcrowding in urban areas. Low education, rural residence, and low incomes are key contributors to the area's high fertility. Other factors include women's restricted roles, early age at marriage, a need for children as a source of security and support in old age, and limited knowledge of and access to modern methods of contraception. Average desired family size, which is higher than actual family size in most countries, is 6-9 children. Although government leaders have expressed ambivalence toward development of population policies and family planning programs as a result of the identification of such programs with Western aid donors, the policy climat is gradually changing. By mid-1984, at least 13 of the 42 countries in the region had indicated that they consider current fertility rates too high and support government and/or private family planning programs to reduce fertility. In addition, 26 countries in the region provide some government family planning services, usually integrated with maternal and child health programs. However, 10 countries in the region do not support family planning services for any reason. Unfortunately, sub-Saharan Africa has not yet produced a family planning program with a measurable effect on fertility that could serve as a model for other countries in the region. Social and economic change is central to any hope of fertility reduction in sub-Saharan Africa. Lower infant and child mortality rates, rising incomes, higher education, greater economic and social opportunities for women, and increased security would provide a climate more conducive to fertility decline. Given the limited demand, great sensitivity must be shown in implementing family planning programs.  相似文献

Over the past 3 decades, the number of women using family planning has increased 6-fold to over 400 million married women of childbearing age. The evolution of behavior and attitudes toward using birth control among third world couples reflects the goals and hard work of an international network of individuals, governments and organizations. This article follows the progression of this movement, from early opposition in developed as well as developing countries, to the present day, when birth control is practiced by a slight majority of the world's women of childbearing age. Among world regions, contraceptive use ranges from about 17% in Africa to 75% in Asia. In some African countries, however, family planning is still a foreign concept, and fewer than 5% of women use any birth control. International organizations played a crucial role in spread of family planning by providing training for developing country professionals, funding actual family planning programs and helping to evaluate programs. But the success of a country's family planning program also was dependent upon a national commitment, and often on a strong socioeconomic setting. The private sector has had a limited role except in some countries, notably in Latin America, but its involvement is likely to expand in the future. Also, as financial support from the US and international organizations wanes, national governments will cover a larger share of the cost. The worldwide increase in the practice of family planning has led to fertility declines in many third world countries, slowing rapid population growth rates. For individuals, family planning has been a liberating influence, allowing them to participate more fully in the shift from traditional to modern society.  相似文献

Refundable tax credits and food assistance are the largest transfer programs available to able-bodied working poor and near-poor families in the United States, and simultaneous participation in these programs has more than doubled since the early 2000s. To understand this growth, we construct a series of two-year panels from the 1981–2013 waves of the Current Population Survey Annual Social and Economic Supplement to estimate the effect of state labor-market conditions, federal and state transfer program policy choices, and household demographics governing joint participation in food and refundable tax credit programs. Overall, changing policy drives much of the increase in the simultaneous, biennial use of food assistance and refundable tax credits. This stands in stark contrast from the factors accounting for the growth in food assistance alone, where cyclical and structural labor market factors account for at least one-half of the growth, and demographics play a more prominent role. Moreover, since 2000, the business cycle factors as the leading determinant in biennial participation decisions in food programs and refundable tax credits, suggesting a recent strengthening in the relationship between economic conditions and transfer programs.  相似文献

"The belief that America is a ?young' nation is widely held by many individuals in the United States. Historically, individualism, self-reliance, and an orientation towards youth have been cherished values reflecting...our national heritage and tradition dating from the 18th through the mid-20th century. However, America is no longer a ?young' nation. Rather, we are an ?aging' population, as we show in our analysis of demographic transitions reviewed in this paper. The phenomenon of ?cultural (or structural) lag' is discussed in two different contexts: first--the context of the aging family; and second--the context of ethnic/racial minority groups. Finally, some of the relevant public policy responses to aging are described. Association of Southeast Asian Nations (ASEAN) experts and heads of national population programs held their 4th meeting in Singapore from November 24-28, 1980. Program heads resolved to take steps to link their national activities in the population field with those of the ASEAN Population Program and carry out studies and a joint programming exercise in 1981. Progress reports on the following Phase 1 projects were given: 1) integration of population and rural development policies and programs in ASEAN countries including Indonesia, Malaysia, Philippines, Singapore, and Thailand; 2) development of an inter-country modular training program for personnel in population and rural development; 3) multi-media support for population programs in the context of rural development in ASEAN countries; 4) utilization of research findings in population and family planning for policy formulation and program management in ASEAN countries; and 5) migration in relation to rural development. Phase 2 projects approved by ASEAN country participants were also discussed: 1) institutional development and exchange of personnel, 2) women in development, 3) developing and strengthening national population information systems and networks in ASEAN countries, 4) population and development dynamics and the man/resource balance, 5) studies on health and family planning in ASEAN countries, 6) population migration movement and development, and 7) development of ASEAN social indicators.  相似文献

In seeking a solution to its population problem, China, as a developing socialist country, has been making unremitting efforts to develop economy while controlling the rapid growth. The objective is to control rapid population growth so that population growth may be in keeping with socioeconomic development and commensurate with utilization of natural resources and environmental protection. In the past decade, and particularly since 1979, China has made much progress in developing economy and gained remarkable successes in controlling population growth. The natural population growth rate dropped to 1.15% in 1983, from 2.089% in 1973. Living standards have improved with a gradual annual increase of per capita income. All this proves that the policy of promoting family planning to control population growth along with planned economic development is correct. In China family planning is a basic state policy. The government has advocated the practice of "1 couple, 1 child" since 1979. This does not mean that 1 couple could have 1 child only in every case. The government provides guidance for the implementation of family planning programs in the light of specific conditions such as economic developments, cultural background, population structure, and the wishes of the people in different localities. The requirements are more flexible in rural than in urban areas and more so among the people of national minorities than among the people of the Han Nationality. In rural areas, couples who have actual difficulties and want to have 2 children may have a 2nd birth with planned spacing. In carrying out its family planning program, China has consistently adhered to the principle of integrating state guidance with the masses' voluntariness. The government has always emphasized the importance of encouraging the people's own initiatives, through publicity and education, which is the key link in implementing the family planning program.  相似文献

A large number of these agencies are engaged primarily in population or family planning work.
