Identifying effective strategies for increasing access to quality care for children from low-income families has important implications for society. This study examined the effectiveness of expanding child care assistance for low-income families (capping expenses at 10% of income and raising eligibility to 200% of the federal poverty line) to purchase quality care. Mixed methods documented families' experiences (N = 181) and capitalized on a natural experiment when families lost assistance. Results pointed to improved access to quality care for children from low-income families by: 1) helping low-income families continue utilizing quality providers when incomes dropped, and 2) enabling others to begin utilizing quality providers. Perceived impacts were greatest for families with higher incomes (within the eligibility range), and for those with children ages five and younger. Additionally, parents were able to pay providers the full rate that they charge for care, which may help quality providers continue serving low-income families.  相似文献

ABSTRACT

Building solidarity is perhaps the most crucial, yet under-theorized, process in organizing for social change. Traditional models of union and neighborhood-based organizing associate solidarity with commonality, as opposed to difference. However, this traditional organizing model is being forced to adapt to an increasingly multicultural context, presenting a need for rethinking past practices and creating new frameworks for multicultural organizing. Theoretical work on the topic has been relatively detached from action on the ground, with few efforts to translate it into community organizing practice. This article develops a practice model for critical multicultural organizing drawing on a five-year qualitative, participatory evaluation of youth participation in grassroots community organizations. As well as offering insight into the efforts of young people to organize around neighborhood issues in largely low-income and racially diverse communities of color, the cases highlight inclusive practices that will help any organization become more sustainable and effective.  相似文献

This paper presents in-depth case study of a successful hybrid political and community organizing campaign to ensure equitable access to health care through the perspective of a grassroots San Francisco community-based organization, the Chinese Progressive Association (CPA), which has been organizing low-income Chinese immigrants for over four decades. First, it outlines the Health Care Security Ordinance (HCSO), which, since its passage in 2006, has established a near-universal health care access program, helping to make health care accessible and affordable to individuals living and working in San Francisco. Then it presents the campaign to save the HCSO, focusing on CPA’s participation in the HCSO coalition. Finally, it discusses health care as it relates to the San Francisco’s affordability crisis and the political economic context in which it is taking place. Despite the limitations inherent in small case studies like this one, it nevertheless provides a valuable opportunity to better understand how one politically progressive city attempted to address the problem of grossly inequitable health care access through the lens of community organizing, advocacy, and coalition building. San Francisco, like many major American cities today, is being confronted with rapid gentrification and growing economic inequality—the backdrop to the HCSO. Through innovative experiments in social responsibility like the HCSO, however, the city has made leaps in health care access. It concludes with lessons learned from local organizing and advocacy to save the HCSO as these may inform other local efforts to promote health care for all.  相似文献

Sociological debate has dealt with love in a number of different ways. For some, love offers a unique opportunity; it is a path to salvation (Jackson, 1993; Langford, 1999). Others, however, take a more sceptical approach to love in modern society: for Beck and Beck‐Gernsheim (1995) love represents the path to extreme individualization, for Illouz (1997) it is ultimately underpinned by consumerism, and perhaps most extreme, for Bauman (2003) love has been destroyed. Giddens offers a slightly different (and more hopeful) perspective and suggests that with growing choice and freedom, love has become ‘confluent’ and temporary subject to individuals' needs (Giddens, 1992). When adult women were asked about love and how they have experienced love in their own lives, however, few of these themes emerged. Instead many women found it difficult to talk about their feelings generally and love in particular. There was an absence of falling in love stories and rather, women explained that they ‘drifted’ into relationships, or they ‘just happened’. The discourses and languages that these women used to explain love and their relationships will be explored in this paper. Love was simultaneously loudly absent and quietly present.  相似文献

This study uses an asset-based approach to examine the ways social and human capital accessed through civic engagement may serve as a pathway toward economic opportunity for low-income individuals. Using a qualitative approach, this study draws on interviews with 31 low-income individuals who are civically engaged in a range of activities, including community organizing, giving money, informal engagement, religious participation, and volunteering. Findings contribute to the literature suggesting that study participants were often able to mobilize and deploy the social and human capital assets accumulated through different types of civic engagement into employment and education opportunities. However, embedded within social and human capital assets are also examples of the ways structural factors influenced whether study participants could transfer social and human capital assets acquired through civic engagement into economic opportunities.  相似文献

Although the campaign and election of Barack Obama as the nation's first President with a background in community organizing (CO) has boosted the visibility and popularity of the field, graduate social work programs have not taken full advantage of the opportunity. This article, therefore, presents a three-fold argument regarding the future of CO education. There is an increasing demand and need for trained organizers and community organizing education. This historical moment holds significant potential for CO education in social work. Graduate schools of social work with CO programs should broaden their outreach to attract potential students and activists to careers as social change agents.  相似文献

Currently, Temporary Assistance for Needy Families (TANF) programs in 32 American states allow low-income childless pregnant single women (CPSW) to receive monthly cash assistance, while 28 states and the District of Columbia use lump-sum payments to divert low-income families from TANF. Past research has not investigated the possible consequences on abortions of these two welfare policies. We construct a theoretical model of low-income CPSW to investigate them. The results of the theory yields the following hypotheses: (1) diversion payments to low-income mothers lower abortion incidence; and (2) diversion payments and CPSW eligibility together raise abortion incidence. We use data from the US Centers for Disease Control and Prevention’s Abortion Surveillance, and a system GMM dynamic panel, two-way fixed-effects empirical model to test our hypotheses. Our empirical results provide statistically significant evidence for the first hypothesis, but not the second.  相似文献

Abstract

In this article, our experiences as professor and students will form the basis of reflection on the use of innovative teaching methods in a community organizing course. Based on student evaluations and participant observation, we discuss the role of creativity in enhancing the learning experience in a case example of this one course. Findings indicate that reliance on innovative teaching methods provides students with the opportunity to exercise their creativity. In turn, this creativity has a potentially positive impact on community practice.  相似文献

Although “association with delinquent peers” is commonly identified as “a risk factor for youth violence,” this framework leads us to blame individuals and ignore the complex lives of youth who face state, symbolic, and interpersonal violence. This study is based on interviews with young adults about their adolescence in a low-income immigrant gateway neighborhood of Oakland, California. Most of the interviewees have peer networks that are racially/ethnically diverse and also include both delinquent and conforming peers. We show that having these “doubly diverse” friendship networks helps youth move through their neighborhood safely and feel anchored to their community even when they leave to attend college. Even successful youth in our study do not erect borders between themselves and “delinquent peers.” It is easy to assign blame to youth for their friendships, their violent behavior, their lack of education, their unstable and low-paying jobs, but this calculus ignores both the structural factors that constrain youth choices and the benefits that seem to be linked to diverse friendships, even with delinquent peers. Growing up in a site of global capital accumulation and disinvestment in the era of neoliberalism, our interviewees challenge us to reframe risk.  相似文献

Purpose: While previous research has well-examined the stress reducing effects of mindfulness, much less is known, evidentially, about the impact that it might have on working behavior, particularly in the context of leadership. Against this background, the goal of our study was to examine whether mindfulness influences leadership behavior.Design: To answer this question, we used a two-source survey study consisting of 60 teams, examining trait mindfulness of leaders via self-evaluation and their leadership behavior through the eyes of their subordinates. To analyze the given data, we conducted regression analyses.Results: Our findings confirmed the hypothesized relationships. We found a negative relationship between leaders’ mindfulness and destructive leadership, as well as a positive one between leaders’ mindfulness and transformational leadership.Implications: The results of our study underline the importance of mindfulness as a potential tool to optimize leadership quality. In order to prevent destructive and promote transformational leadership, organizations should help to develop leaders’ mindfulness capacities.  相似文献

Over the past twenty years, youth organizing has grown across the country. Through organizing, young people identify issues of concern and mobilize their peers to build action campaigns to achieve their objectives. Youth organizing has been appreciated for its contributions to youth and community development. The authors use two case studies to trace the more recent emergence of youth organizing as an important force for school reform. The Boston-based Hyde Square Task Force began with a focus on afterschool programming, but its youth leaders now organize to get Boston Public Schools to adopt a curriculum addressing sexual harassment. Meanwhile, the Baltimore Algebra Project began as a peer-to-peer tutoring program but now also organizes to demand greater funding for Baltimore schools. These cases illustrate a broader phenomenon where students reverse the deficit paradigm by acting out of their own self-interest to become agents of institutional change.  相似文献

In the wake of the recent economic challenges, it is clear that social workers must be educated about the financial opportunities for low-income households. Encouraging low-income households to have a bank account at an insured depository institution, or become banked, is increasingly emphasized in policy and practice. Becoming banked offers the opportunity to avoid high-cost alternative financial services. Social workers can facilitate relationships between low-income households and the mainstream financial services industry to help families advance their long-term financial interest. Understanding the structure of all types of banks and credit unions is imperative. Implications for social work practice are explored.  相似文献

In resource-based towns that have historically been dominated by young workers and their families, seniors’ housing issues have received little attention by community leaders and senior policymakers. However, since the 1980s there has been a growing trend of older women living alone in Canadian rural and small town places. Although research on rural poverty focuses on small towns in decline, booming resource economies can also produce challenges for low-income senior women living alone due to higher housing costs and the retrenchment of health care and service supports. Because housing costs can consume a significant proportion of household income, low-income senior women living alone may not have the financial resources to cover expenses in a competitive housing market. Using a household survey, we explored this different dimension of the Canadian rural landscape by looking at housing costs for low-income senior women living alone in the booming oil and gas town of Fort St. John, British Columbia, Canada. The authors findings indicate that low-income senior women living alone are incurring higher housing costs compared with other senior groups.  相似文献

Although sex work remains highly stigmatized around the world, its relatively high value (when compared to other kinds of work available for low-income women) allows sex workers to attain some level of economic, if not social, mobility. This article challenges the idea that sex work in 'third world' settings is always about mere subsistence. Instead, it suggests that sex workers in Costa Rica's tourism sector work to survive, but they also demonstrate significant personal ambition and aim not only to increase their own consumption levels, but crucially to get ahead. Women are clear about what sex work enables for their families and themselves: not the maintenance of the status quo, but rather a level of consumption otherwise unavailable to them as low-income and poor women. Sex work offers an opportunity to consume and to get ahead that these women have been unable to attain in other kinds of employment, primarily domestic and factory work. Furthermore, sex work allows women to think of themselves as particularly good mothers, able to provide for and spend important quality time with their kids. The article argues that survival, consumption, and motherhood are discursively deployed, in often contradictory and conflicting ways, in order to counteract the effects that stigma has on sex workers. It also suggests that sex workers may very well be the quintessential subjects of neo-liberalism in Latin America, in their embrace of entrepreneurial work and consumption.  相似文献

Over the last two decades, youth organizing has emerged as an important strategy for social change, particularly within education policy; however, the ability of youth to influence policy is limited by the tendency of adults in positions of power to find reasons to distrust, discredit, or otherwise ignore them. This paper draws on interviews with 31 adult civic leaders in one American city to discern their views on a particular youth organizing group, Philadelphia Student Union (PSU), and to uncover the grounds on which they either dismiss or defend its work. Findings show that the tendency to doubt or deny the voices of youth organizers is not concentrated within any one institutional setting; that the most common reason for doubting or distrusting SFE's work is the belief that adult organizers manipulate the youth members; and that every reason adults offer to dismiss the youth organizers can be matched by a different reason other adults give to defend them, their work, and their place in the policy sphere. Implications for youth organizing groups, their adult allies, policy-makers, and the field are discussed.  相似文献

Abstract

When community development begins in low-income communities, involving residents in revitalization activities frequently falters. The community is often excluded from development decisions and may feel betrayed as its input is ignored. This paper presents the dilemmas that arose when a Community Development Corporation (CDC) began building two units of affordable housing and received 80 applications. Suggestions for addressing the dilemmas and the implications for community practice rely on integrating grassroots community organizing throughout the development process while engaging in an ethnically sensitive, empowerment-oriented approach using coalitions and interagency collaboration.  相似文献

Recent research has drawn attention to the deleterious effects of instability on child development. In particular, child care instability may make it hard for children to form secure attachments to their care providers which may have a negative impact on their development and school readiness. These effects seem to be heightened for low-income children and families. However, there remains a lack of clarity regarding how and why low-income mothers make changes to their child care arrangements. Using ethnographic data from Welfare, Children, and Families: A Three City Study, this study explored 36 low-income mothers' experiences of child care instability and stability and the factors that promoted each. We identified four kinds of child care transitions: planned, averted, failed, and forced. Financial resources, transportation and the availability of care during the hours that mothers work were important for helping mothers find and maintain preferred care arrangements. Our findings have implications for research on child care instability as well as the development of policy and programs to help low-income families secure high quality child care and maintain stable employment.  相似文献

Scholars argue in favor of social action in community organizing to address the oppression experienced by racialized groups. This study examines how community organizing practice in one diverse neighborhood constructed race to understand the potential for social action. Using interview and observational data with 16 community organizers working in 1 diverse, low-income neighborhood in Québec, Canada, I examine the social construction of race through the lens of postcolonial theory and the writings of Michel Foucault. I argue that a discourse of neutrality existed among community organizers, which was tied to state policy and a colonial discourse embedded therein. The resulting disconnect between race and power in community organizing practice not only forecloses on social change efforts, it also extends a state-driven nation-building agenda into community. As the basis for an anticolonial approach to neighborhood community organizing, I juxtapose the discourse of neutrality in community organizing with strategies that recoupled race and power by drawing attention to efforts among community organizers that were antagonistic to the discourse.  相似文献

Since the mid-20th century, the United States has seen a dramatic increase in Black women’s educational attainment. Given Black women’s status as “double minorities” and their disproportionate representation among low-income Americans, this trend has important implications for equal opportunity in the United States. While scholars recognize higher education as a central determinant of socioeconomic well-being and political engagement, we have yet to consider the role that federal higher education policies have played in expanding Black women’s access to college degrees. This article examines the extent to which student aid programs have supported Black women’s educational pursuits and influenced their educational attainment. I find that financial aid usage is associated with greater educational attainment and is perceived by Black women as significantly expanding educational opportunity.  相似文献

ABSTRACT

Collective action requires resources, organization, leaders and political opportunities. In the case of disadvantaged minority groups, long-standing conflict with the majority, a closed political opportunity structure and the difficulty of acquiring resources, increases the costs and risks of the action. We argue that the development of such an action is a function of leaders’ perceptions about the cost of inaction (COI) and symbolic resources of the group, such as solidarity. Combining these evaluations creates three trajectories: growth, restriction and decline. We examine this argument by four collective actions carried out by Arab Palestinians citizens in Israel to improve education. The findings show that leaders increased efforts even if they assessed opportunities are limited when they thought that COI is high, since inaction means not only the loss of instrumental costs but also the loss of potential symbolic gains such as recognition of the group collective identity.  相似文献
