Objective. This article examines how welfare entry rates changed during the 1990s, and also assesses whether changes in entry rates are accompanied by improvements in the circumstances of families that choose not to receive welfare. Methods. This analysis uses data from the 1990 and 1996 panels of the Survey of Income and Program Participation to identify three cohorts of low‐income single mothers who are potentially eligible for welfare but are not receiving benefits. Multivariate (competing risk) regression models and decomposition techniques are used to identify the factors responsible for changes in welfare entry patterns over the 1990s. Results. We find that welfare entry rates declined during the 1990s with the largest declines coming toward the end of the decade. Neither changes in the characteristics of low‐income single mothers nor improvements in the economy directly account for this shift. Rather, the introduction of new policies like time limits, full‐family sanctions, and family caps under welfare reform, along with unmeasured factors such as changes in attitudes toward work and welfare, account for the drop in welfare entry rates. The analysis also shows that declining entry rates are not accompanied by substantial improvements in the circumstances of low‐income single mothers who are not on welfare. Conclusions. Welfare reform policies adopted during the 1990s reduced entry into welfare, but single mothers who stayed off welfare remained in precarious economic circumstances.  相似文献

Recent changes to Australia's welfare system have impacted low‐income single parents who have been moved from a family payment, Parenting Payment Single, to a lower payment directed at individuals looking for work, Newstart Allowance. Research has shown that single‐parent families are particularly vulnerable to the risk of financial deprivation and poverty, and this recent welfare payment change further compounds the often dire financial situation for these families. Twenty‐three in‐depth interviews were conducted with low‐income single mothers who had been recently moved off the Parenting Payment Single and on to Newstart Allowance. As a result of this payment change and the decreased welfare assistance, the women spoke of needing to develop new strategies to compensate for their decreased income. This article focuses on the strategies these families developed and employed, exploring the women's ability to be resourceful in times of welfare changes.  相似文献

The UK has long been near the bottom of the EU “childcare league”. Attitudes of policymakers towards employment for the mothers of young children were ambivalent up to and including the Thatcher years, and the problem of “reconciling” work and family was historically deemed to be a private decision. This changed in 1998, when the Labour government put forward the first ever national childcare strategy. This paper argues that the aims behind the strategy were intimately linked to the attack on poverty and social exclusion in that: (1) efforts to stimulate provision focused on disadvantaged neighbourhoods; (2) subsidy was provided for early years education , rather than care (in order to give children a better start in life); and (3) stimulating provision was intended to promote women's employment, especially among lone‐mother families, thereby improving the material welfare of poor families. The means of expanding childcare have taken the form of a complicated set of demand‐ and supply‐side subsidies, reflecting the ongoing commitment to a mixed economy of childcare. The paper argues that this has implications for access and quality, and that there are tensions between the social investment approach to childcare on the one hand, and the desire to promote mothers’ employment on the other.  相似文献

We examined in this study the implications of divorce for mothers' earnings, comparing the 1990s and the 2000s, and illuminating developments in welfare policy for single‐parent families over those two decades. After the welfare reform of 2003, the economic autonomy of single mothers, established through a combination of welfare state‐based benefits and paid labour, was delegitimised, with a turn toward the marketplace. Using a unique data set created for this research by merging Israeli census files for 1995–2008, annual administrative employment records from the National Insurance Institute and the Tax Authority, and data from the Civil Registry of Divorce, we found that most mothers tended to increase their income from paid labor following divorce. However, they did so significantly more prior to the welfare cuts than after the cuts. The results can inform policy discussions about how mothers' postdivorce earnings might be affected by welfare policy shifts.  相似文献

In 2006, the Ghanaian government, in partnership with the United Nations Children's Fund (UNICEF), began to reform the child welfare system. The main aim of this reform was to provide a sustainable and culturally appropriate system of care for children without parental care by shifting from an institutional‐based model to a family and community‐based one. Drawing on existing peer‐reviewed and grey literature, this article provides an overview of the major components of the reform, including reintegration with the extended family, foster care and adoption. In addition, the article discusses the prospects and challenges involved in achieving the reform's intended component. Objectives. Although employment among welfare mothers increased substantially following the 1996 welfare reform, some former welfare recipients failed to find stable employment. We review the extent to which low‐income mothers are without work and cash welfare for long periods of time and seek to understand the correlates of becoming chronically disconnected. Methods. We analyze data from a 1997–2003 panel study of single mothers who received cash welfare in an urban county in Michigan in February 1997. We develop a new measure of the extent to which former recipients are “chronically disconnected” from both employment and cash welfare and estimate regression models of the correlates of this economic outcome. Results. About 9 percent of respondents became chronically disconnected, defined as being without employment and cash welfare during at least one‐quarter of the months during the 79‐month study period. Important correlates of becoming chronically disconnected include having a physical limitation, having a learning disability, using illegal drugs or meeting the diagnostic screening criteria for alcohol dependence, and having no car or driver license. The chronically disconnected are more likely to have lost a job than to have lost welfare benefits and are more economically disadvantaged than those with regular sources of economic support. Conclusions. To reduce the number of women who fail to make a successful transition from welfare to work, more attention should be given to programs and policies that attempt to reconnect disconnected women to regular sources of economic support.  相似文献

Objectives. We investigate the neighborhood contexts in which low‐income families negotiate welfare reform. Methods. Using data from the Three‐City Study and U.S. Census, we follow 1,059 low‐income women from 1999 to 2005 tracking their neighborhood quality, employment, and welfare use. We evaluate whether improvements in residential contexts facilitate transitions to economic self‐sufficiency, but also test the reverse possibility. Results. Despite living in similar neighborhoods in 1999, women who left welfare experienced larger reductions in neighborhood disadvantage than women who remained on welfare. Likewise, women who left welfare with employment achieved larger increases in neighborhood quality than those who left welfare without work; the latter experiencing neighborhood change no different than those who stayed on welfare. Conclusions. Neighborhood conditions are, at minimum, associated with welfare outcomes. Findings suggest that neighborhood quality increases after women leave welfare, though we cannot reject the possibility that better neighborhoods lead to better welfare outcomes.  相似文献

Objectives. Agency‐based support, defined as material assistance received from charities and private social service agencies, can constitute an important source of help for low‐income families. This study examines the socioeconomic determinants of agency‐based support and seeks to reveal whether it constitutes an alternative source of support for families whose personal networks can provide only limited assistance. Methods. Multivariate analyses were conducted using data from “Welfare, Children, and Families: A Three City Study,” a study of low‐income mothers living in disadvantaged urban neighborhoods. Results. Findings reveal that respondents with high levels of network support were significantly less likely to use agency‐based support. No association, however, was found with network burden, which led to rejecting the alternative hypothesis that people may use agency‐based support to limit their interactions with demanding network members. Conclusions. Overall, findings suggest that agency‐based support constitutes an alternative source of assistance for those who receive little or no support from family and friends. Policy implications in light of welfare reform are discussed.  相似文献

This article presents an assessment of welfare reforms under a framework of programme heterogeneity and alternative measures of success. The study focused on a specific programme – Madrid's Ingreso Madrileño de Integración (Madrid Regional Government's Welfare Programme) – which comprises heterogeneous sub‐programmes. We tested whether work‐related sub‐programmes performed better than general activities aimed at improving life skills by analysing the effects on different types of outcomes. We also tried to identify which work‐related sub‐programme worked best. Our results show that intensive employment activities yield remarkably better results than general work‐related schemes or life‐skills activities. However, increasing work participation does not automatically lift participants out of material hardship. Key Practitioner Message: ● Strategies to reduce the dependence of low‐income households on government support by improving employment opportunities;Evaluation of alternative work‐related sub‐programmes in welfare policies;New evidence on approaches that consider heterogeneous sub‐programmes and different types of outcomes might inform and partially shape the future public policy agenda in the welfare reform debate.  相似文献

We examined whether fathers’ residency modified the associations among mothers’ supportiveness, father involvement, children’s negative emotionality during toddlerhood and children’s academic skills in pre‐kindergarten via children’s self‐regulation. Participants were 2,291 mothers (Mage = 23.24 years) and children (Mage = 14.99 months at Wave 1; 50.7% girls) in the Early Head Start Research and Evaluation Project. Results revealed distinctive associations by fathers’ residency: self‐regulation mediated the association between mothers’ supportiveness and academic skills only in resident‐father‐families. Self‐regulation mediated the association between negative emotionality and academic skills only in nonresident‐father‐families. The findings highlight the family processes of mothers, fathers, and children in low‐income family contexts that contribute to children’s academic skills, and how those family processes may vary by fathers’ residency status.  相似文献

This article begins with an examination of the role of social services as the key instrument of social investment strategy, presenting an empirical analysis of its impact on economic performance. A pooled time series, cross‐section analysis was conducted with the data of 15 welfare states from 1990 to 2007 under the ‘social investment hypothesis’ that more social service orientedness brings about a greater positive effect on the economy. The results show that a larger share of social service spending in the total social expenditure – more social service orientedness – contributes to economic growth and labour market performance, whereas a larger aggregate size of the welfare state may have a negative effect on employment. In conclusion, this study suggests that the relatively ambiguous welfare strategy of social investment could be clarified as a ‘transition from income security to livelihood security’ in which emphasis is placed on social service. In the last few decades, payday lending has mushroomed in many developed countries. The arguments for and against an industry which provides small, short‐term loans at very high interest rates have also blossomed. This article presents findings from an Australian study to contribute to the international policy and practice debate about a sector which orients to those on a low income. At the heart of this debate lies a conundrum: Borrowing from payday lenders exacerbates poverty, yet many low‐income households rely on these loans. We argue that the key problem is the restricted framework within which the debate currently oscillates. Key Practitioner Message: ● Framing payday borrowing as a problem of market failure leads to one‐sided and ineffective regulatory responses; ● Until governments instigate real alternatives for cheap and readily available credit, and broader anti‐poverty measures, curbing access to payday lenders can have the perverse effect of increasing privation; ● For practitioners seeking to abolish payday lending, campaigns for higher wages and a liveable social welfare income are central.  相似文献

The current project explores maternal inter‐parental (IP) romantic partner satisfaction in relation to mother‐child conflict and later peer and teacher relations from early to middle childhood among a sample of low‐income, ethnically diverse mothers (N = 271) who were part of a longitudinal study testing the effectiveness of the Family Check‐Up intervention. We hypothesized spillover effects from IP dissatisfaction during early childhood to mother‐child conflict two years later. Greater mother‐child conflict in turn was expected to lead to poorer peer relations and greater conflict with teachers in middle childhood. The results support a spillover effect from lower IP satisfaction at age 3 to higher mother‐child conflict at age 5 to poorer peer relations and greater conflict with teachers at school at ages 8.5, 9.5, and 10.5. Mother‐child conflict significantly mediates these pathways. The results support the importance of IP satisfaction and mother‐child conflict in early childhood as critical factors in pathways leading to low‐income children's social relationships at school during middle childhood.  相似文献

This study examined the relationships among non‐resident fathers' involvement, mothers' parenting and parenting stress, and children's behavioural and cognitive development in low‐income single‐mother families. Based on the theoretical concepts of father involvement in terms of accessibility, responsibility and interaction, this study operationalizes fathers' involvement with three different measures: (i) fathers' frequency of contact with their children; (ii) fathers' amount of child support payment; and (iii) fathers' quality of parenting. Analyses used the first three waves of longitudinal data from a subsample of single and non‐cohabiting mothers with low income in the Fragile Families and Child Wellbeing Study. Results suggest that non‐resident fathers' child support payment is indirectly associated with both children's behaviour problems and cognitive development. Fathers' parenting is also found to be indirectly associated with children's behaviour problems. The findings further suggest that those estimated associations are transmitted through mothers' parenting. The expected associations between fathers' contact and child outcomes are not found in this sample. The study also discusses the policy and practice implications of its findings.  相似文献

Objectives. The 1996 welfare reform laws required that parents under the age of 18 live with their parents or an adult relative and enroll in school to be eligible for welfare benefits. This study examines whether minor mothers were less likely to drop out of school and more likely to live with parents following welfare reform. Methods. Data from the National Education Longitudinal Survey 1988 and the National Longitudinal Survey of Youth 1997 were used in difference‐in‐difference analyses. Results. Following welfare reform, minor mothers' co‐residence with parents increased and their drop‐out rates decreased. Conclusions. Welfare reform requirements are associated with changes in living arrangements and drop‐out rates of minor mothers.  相似文献

Objective. The redistributive effect of the welfare state is traditionally measured by comparing the gross and net distribution of annual income among adults. This standard approach does not account for the fact that a large share of the taxes paid by adults are paid back to the very same individuals later in life. The objective of this article is to examine the factors that determine the difference between redistribution according to the standard approach and redistribution of lifetime incomes. I also discuss under what circumstances intra‐individual redistribution is beneficial for low‐income earners. Methods. A formal model of a simple welfare state in a society with low‐ and high‐income earners is used to describe inequality of gross and net income among adults and for complete lifetime incomes. The model is calibrated with data describing the Swedish welfare state. Results. Theoretically, the redistribution of lifetime income can be bigger or smaller than the redistribution indicated by the standard approach. Swedish data suggest that most welfare states are more redistributive when a lifetime perspective is used compared to the standard approach. Conclusions. Most of the redistribution carried out by modern welfare states is so‐called intra‐individual redistribution. Compared to the situation that would arise without the welfare state, intra‐individual redistribution is likely to be favorable for low‐income earners because it compensates for inequalities in the distribution of assets and access to capital markets.  相似文献

Objective. This study uses tract‐level demographic data and toxicity‐weighted air pollutant concentration estimates for the continental United States to determine whether (1) single‐mother families are overrepresented in environmentally hazardous Census tracts and (2) the percentage of single‐mother families in a Census tract is a significant predictor of tract‐level toxic concentration estimates. Methods. After calculating tract‐level toxic concentration estimates for the average female‐headed family, male‐headed family, and married‐couple family with and without children, we use fixed‐effects regression models to determine whether the percentage of single‐mother families in a tract is a significant predictor of tract‐level toxic concentration estimates. Results. Single‐mother families are overrepresented in environmentally hazardous Census tracts, and the percentage of single‐mother families in a tract remains a significant predictor of estimated toxic concentration levels even after controlling for many of the most commonly used variables in the literature. Conclusion. Environmental inequality researchers need to broaden their focus beyond race and income to include groups such as single‐mother families in their research.  相似文献

ABSTRACT

This qualitative study used in-depth interviews to better understand the social service experiences and identified needs of 26 demographically diverse adolescent mothers and their mothers, who resided together in three-generational households. Most dyads accessed community services, particularly parenting and emotional supports, financial and material assistance, and medical care, and desired short-term assistance related to their circumstances and newly expanded families, rather than long-term support. The most commonly identified barrier to service utilization involved income eligibility guidelines. In light of welfare reform policies and the current economic climate, this research underscores the need for transitional supports for families, including assistance with basic needs. In terms of implications for social work practice and future research, adolescent mothers may need formal supports as they pursue independence after they leave their mothers’ care. Future research could further explore, within other communities and longitudinally, whether these preliminary trends hold true.  相似文献

Managing Work and Care: A Difficult Challenge for Immigrant Families   总被引:1,自引:0,他引:1  
This paper explores the strategies used by immigrant families to reconcile work and care for young children in Finland, France, Italy and Portugal. Drawing upon interviews with couples or lone parents who have children below age ten, it shows that immigrant families rely on a diversity of work/care strategies. These strategies include extensive delegation of care (mostly to formal or non‐familial informal care), negotiation of care within the nuclear family (both partners sharing the care responsibilities as well as older child care), mother‐centredness (mothers cutting back on working hours), child negligence (leaving children alone) and the superimposition of care upon work (taking children to work). Almost all immigrant families, but especially first‐generation ones, suffer from the absence of close kin networks to support childcare, strong pressure to work and from work (long or atypical hours) and various integration problems such as social isolation, lack of information on services, and problems with housing. However, our findings show that migration patterns, among other factors, have a significant impact on work/care strategies. Highly qualified “professional migration” is more associated with extensive paid delegation (often private and high‐cost), “marriage migration” with mother‐centredness, and “unskilled worker migration” with low‐cost solutions supplemented by workplace care, older child care and negligence. First‐generation unskilled worker migrant families are more exposed to occupational and residential segregation, atypical working hours, low earnings and difficulties in managing work and care for young children. Findings point to the still weak regulatory function of the different welfare states in the protection of these families.  相似文献
