This article brings a new, theoretically minded approach to weighing the relative utilities and harms of Canada's Seasonal Agricultural Worker Program (SAWP) without dismissing the agency of SAWP enrollees or arriving at an abolitionist argument to end Temporary Migrant Worker (TMW) programmes in Canada. Building on the anti‐trafficking debate within feminist migration studies, we evaluate the availability and exercise of consent, choice, and coercion among SAWP workers. We draw on extensive documentation by scholars across disciplines to contextualize the SAWP within a socio‐economic history that engendered and continues to legitimize the “success” of the programme in both Mexico (the largest sending state) and Ontario (the largest provincial recipient of workers). Our analysis suggests that, while grievous, the SAWP's structural injustice ought not to preclude individuals from migrating and earning wages. The article concludes with recommendations to create a fairer avenue for Mexican workers into, through, and out of the SAWP.  相似文献

Popular and political discourses about drug trafficking are premised on a gender binary based on sexist stereotypes. Simply put, popular and political discourses about drug trafficking tend to describe men as the brains and women as mere bodies. Academic research on drug mules and drug trafficking tends to rely on, rather than problematise, this gender binary, limiting contemporary enquiry and knowledge about drug trafficking. Furthermore, this gendered binary informs anti‐drug trafficking policy international in harmful ways.  相似文献

Media coverage and emerging scholarship have brought increasing international attention to the urgent humanitarian crisis facing Central American transmigrants as they navigate landscapes of violence in Mexico. While stories of Central American immigrants who remain in Mexico are largely absent from this coverage, there is arguably a “Central Americanization” occurring on the southern border through this permanent settlement. Central Americans choosing to establish themselves in the border state of Chiapas do so in a socio‐spatial and political context defined by the introduction of “progressive” state‐ and national‐level migration policies on the one hand and the persistence of discrimination and violence on the other. We know little about the implementation of these policies on the ground, namely how they are applied and the impacts they have on the immigrant experience in Mexico. To begin to fill this gap, this paper focuses on the experiences of Central American immigrant women living in the Mexico‐Guatemala border city of Tapachula. Employing a feminist geopolitical lens, which encourages conducting research and analysis at diverse scales, it examines their everyday interactions with low‐ to mid‐level representatives of the Mexican state as they seek to avail themselves of their legal and social citizenship rights, and the impacts of these interactions on their livelihoods. This article argues that low‐ to mid‐level officials’ actions reveal the importance of a form of extra‐official, subtle, yet pervasive regulation through which immigrant women are denied rights they are entitled to, inducing negative impacts to their livelihoods, which I term everyday restriction.  相似文献

In this article I point to some common pitfalls and particular challenges in research on human trafficking. I start out by presenting some of the challenges in identifying observable populations and behaviours, arguing that primary data collection in the trafficking field should focus on former victims, and not current victims or persons at risk. Thereafter I discuss some of the factors that have inhibited the development and use of explicit operational definitions of trafficking. Third, I present some of the challenges in identification of trafficking victims, when the victims themselves do not want to identify with the trafficking label. Finally, the usefulness of different research strategies in the trafficking fields for the current knowledge‐needs is discussed. The article concludes that there will always be some limitations and biases in empirical research in the trafficking field. However, as long as we acknowledge these limitations and make them explicit in our research, sound empirical research that enhances our knowledge in this field is possible. The best potential for good quality research lies in small‐scale, thematically focused empirical studies, while attempts to describe worldwide trafficking across regions and arenas is less likely to be successful.  相似文献

This article is concerned with returning to sexual stigma in two key respects. First, it prompts a return to the conceptual understanding of sexual stigma and makes an important contribution to critiques of the individualized frameworks that have dominated much of the literature on stigma to date, through a critical analysis of sexual stigma as a collective process at different scales and locations. Second, using empirical data from a qualitative study of post‐trafficking experiences of women in Nepal as a case study to develop theoretical understandings of the production of stigma, it explores modalities of sexualized stigma encountered on return from trafficking situations. Within the trafficking literature there has been very little attention to what happens after trafficking. This article addresses this gap in focusing on lives post‐trafficking and, in addition, contributes to the limited research on trafficking in Nepal.  相似文献

This article is located at the intersection of three recent debates on asylum in Europe: the efficacy of asylum policies; the trafficking of asylum seekers, and their growing vulnerability. Most commentators agree that there are relationships between these three debates, but the nature of those relationships remain unclear. Yet the need properly to understand the nature of these links has become especially pressing in the context of a raft of new policy initiatives on both asylum and trafficking, and concerns for their consequences for asylum seekers. At least part of the reason for this lack of clear understanding is significant gaps in empirical research. This article begins to fill some of these gaps, and in so doing to unpick some of the relationships between asylum policies, trafficking and vulnerability. It focuses on the experiences of asylum seekers in Europe, thus presenting a "bottom up" perspective on trafficking and asylum policies. The findings are derived from research among Iranian asylum seekers in the Netherlands, conducted between 1994 and 1996. The article discusses some of the reservations that surround this approach, including methodological issues such as trust, and the difficulties of applying more widely a narrow case study. Within the context of these reservations, it draws three main conclusions. First, empirical evidence to support the view that increasing proportions of asylum seekers are being forced to turn to traffickers in order to negotiate restrictive asylum policies. Second, the ways in which trafficking is exposing asylum seekers – including at least some "genuine" refugees – to new forms of vulnerability. Third, that direct links exist between asylum policies, trafficking and vulnerability, and that the blame for growing vulnerability lies more with asylum policies than with traffickers or with asylum seekers themselves. Finally, these empirical conclusions are targeted on a series of policy implications.  相似文献

This article examines the intersection of state policies, private brokers and local employers that fuels trafficking practices and forced labor of legal labor migrants. Focusing on the Israeli case of labor migration, we offer a meso‐level institutional analysis of the modes by which private brokers's actions combine with state regulations and policies in creating labor trafficking. More specifically, we stress the active role official labor migration schemes play in the growth of a private brokerage sector driven by profit considerations and in the privatization of state capacities regarding migration control and management. Our analysis demonstrates how systemic features – and not necessarily or solely criminal activities – catalyze trafficking practices taking place first and foremost within the realm of legal migration.  相似文献

There has been little research on the health consequences of trafficking in women in Mexico and this study examines the effects of trafficking in women. Twenty internally trafficked women were interviewed in Monterrey city, Mexico, during the years 2007 and 2008. Although the study found that trafficking of women in Mexico results from multi-causal factors, we found that in general trafficked women suffer a wide range of physical and sexual violence. This has direct consequences on their physical and mental health and in particular their sexual health.  相似文献

While the Palermo Protocol sought to offer the global community the first‐ever definition of trafficking and the parameters for who constitutes a victim, the result was an inaccurate, ill‐defined and cumbersome definition that fails to match the realities of the phenomenon. Since 2000, two other international instruments were drafted: the UNODC Model Law against Trafficking in Persons and the ILO Operational Indicators on Trafficking in Human Beings. This article navigates through various hypothetical scenarios to demonstrate the limitations of the Palermo Protocol in accommodating the autonomy exercised by victims of trafficking in the process of migrating into exploitative work and the more accurate picture of the victim offered by these newer instruments. By identifying the strengths in international law when it comes to trafficking and the problems that remain, this article offers potential solutions to how international law can better reflect trafficking and victimhood.  相似文献

World city research concerned with connectivity has tended to focus on advanced producer service firms and on selected North American and European cities; the prevailing methodology has been quantitative. In this article I answer the call to ‘go beyond counting’ by bringing together a project‐based enquiry — on a TV mini‐series Mary Bryant— with a more conventional assessment of network connectivity. The inclusion of a practice‐centred approach to this case study adds the performative data to the network, highlighting the actions and processes of those involved in maintaining the city networks. Furthermore, I demonstrate how this method of analysis is more suited to the study of project‐based cultural industries and highlight the role of Sydney in the global television industry — a city hitherto under‐explored in world city literature.  相似文献

Migrant workers from Burma 1 often experience exploitation, abuse and violations at various stages of travel to and within Thailand and in workplaces in Thailand. Guided by Zimmerman et al.'s conceptual framework, which identifies the potential risks associated with trafficking process, this article presents findings from in‐depth interviews with 61 migrant workers living and working in and around Mae Sot, Thailand, on the Thailand‐Burma border, to describe the broader context of irregular migration from Burma to Thailand, and trafficking‐related risks in this context. Results demonstrate that use of transporters (“carries”) and brokers in order to travel to Thailand and find employment can enable trafficking. Moreover, migrant workers are exposed to a range of exploitative experiences in workplaces in Thailand, including violence, coercion, and economic exploitation. This article explores dynamics of migration that can enable trafficking in this context, as well as exploitative working conditions consistent with forced labour.  相似文献

In this study, I use in‐depth interview data with black and white heterosexual men to explore shifts in the role of homophobia in the social construction of heterosexual masculinities. A continuum is introduced to map a range of interactional practices through which these men enact heterosexual masculinities. Heterosexual men who, on one end of the continuum, construct their heterosexual masculinities through homophobic practices establish strong boundaries of social distance from gays. The other end documents heterosexual men's anti‐homophobias, moving from men who establish weak boundaries to those who blur them. These heterosexual men's anti‐homophobic stances trade on the prestige of being tolerant of gays, with black men's anti‐homophobias drawing on their experiences with racism.  相似文献

This article argues the case for the application of critical social gerontological theory and research to social work education and older women, both as a way of heightening student social workers' awareness and understanding of the complex and diverse experiences of older women who make use of personal social services AND to develop anti‐ageist and anti‐sexist practice. This article presents the first study of children born in Chile to at least one migrant parent – the “second‐generation”. Based on a mixed methods and child‐centred approach, this article discusses institutional and experiential aspects of boundary and identity‐making in Chile regarding race and nationality. We first review quantitative data from the state regarding the second‐generation. Building on insights from comparative research on European states’ second‐generation integration policies, we suggest how gathering targeted Census data in Chile can inform the long‐term evaluation of state policies and programs for socio‐cultural inclusion in education and labour. We also present qualitative data from interviews with ten second‐generation children between ages eight to thirteen, born to parents from Peru and Ecuador. We attend to how they negotiate being perceived as “foreign” and/or “Chilean”. Their position in‐between the two categories is an important starting point for policies and discourse to expand notions of citizenship and belonging.  相似文献

This article exposes the prevalence of microaggressions as experienced by female sex-trafficking survivors in their everyday lives. Using a case example from Nepal, this article investigates the under-researched experiences of microaggressions against trafficking survivors and their cumulative effects on their lives. A participatory action research (PAR) process was used with eight trafficking survivors to delineate and explore categories of microaggressive behaviors to them. The results of the study reveal the occurrence of microaggressive behaviors against sex-trafficking survivors, grounded in experiential evidence in personal narratives. Implications for social work education and practices are discussed.  相似文献

The article discusses the claims of success of microenterprise development programmes (MDPs) in poverty reduction and gender equality. It also deals with the broader theoretical and methodological issues related to the ways in which context and discourse interact in the assessment of anti‐poverty and gender equity strategies. MDPs are considered among the most viable strategies for helping women overcome poverty and promoting gender equity. However, there has been significant debate over these claims. The relationship between business ownership, poverty reduction and gender empowerment is still to be proved. The article presents the voices of women engaged in a microenterprise (ME) from a context‐informed and discourse analysis perspective, and considers the women's insights about ME as an anti‐poverty and gender empowerment strategy. The findings show a complex picture. On one hand, the new occupational status promises a tangible alternative to multiple personal, social and gender constraints. Additionally, women in the study perceived the ME as a space for self‐definition and as an outlet for expressing their oppressed identities. On the other hand, the findings seriously challenge the capacity of the MDP strategy to promote gender equity and combat poverty among low‐income women. Implications for research and policy are discussed.  相似文献

This article focuses on the anti‐redevelopment movement in Shimokitazawa, an area adjacent to the central Tokyo metropolitan area, to analyze resistance to the gentrification‐like phenomenons in Japan. In recent years there has been an increase in the number of international comparative studies on gentrification, and an inductive analysis based on an understanding of the various contexts of each city is needed. This article takes on this task, referring to the key concept of the right to the city, which has been used as a framework for understanding anti‐gentrification movements. In doing so, I aim to reveal the bias in existing gentrification research. In Shimokitazawa the rights to enjoy the culture of the city and the rights to speak out about the state of the city were newly recognized. The evolving debate on this area shows that these rights should be widely shared not only by landowners and residents but also by visitors. However, these rights are not adequately captured by existing conceptions of the right to the city. Shimokitazawa's anti‐gentrification movement provides an opportunity to participate in an autonomous movement. Notably, the opposition movement has been using its newly acquired voice to create alternative public spaces. The emerging trend of urban social movements that recognize and bring to light the potential value of urban space offers insights for guidelines for the future development of urban society.  相似文献

In the U.S., research on attitudes toward immigrants generally focuses on anti‐immigrant sentiment. Yet, the 1996 General Social Survey indicates that half the population believes that immigrants favorably impact the U.S. economy and culture. Using these data, we analyze theories of both pro‐ and anti‐immigrant sentiment. While we find some support for two theories of intergroup competition, our most important finding connects a cosmopolitan worldview with favorable perceptions of immigrants. We find that cosmopolitans – people who are highly educated, in white‐collar occupations, who have lived abroad, and who reject ethnocentrism – are significantly more pro‐immigrant than people without these characteristics.  相似文献

Recent approaches in political economy look at the effects of technology and social values on economic action. Combining these approaches with those of economic anthropologists, this article poses that the way the economy is instituted can be understood by looking at reasons actors have for participating in actor‐networks of production, distribution and consumption. Using the author's research on American recycling, this article first shows that much of the‘making’or instituting of the economy happens outside the market, through political machinations, contracts and standards. Second, it suggests that these relationships impose value upon goods differently than do market relations. The details of the recycling‘chain’show the ways actors shape the network and demonstrate that the social values that add‘economic value’to goods are not uniform, but are highly contextual. Starting from Mark Granovetter's notion of 'social embeddedness', the article explains that the measure of social embeddedness is not as important as the values imposed upon other actors through social structure in the economy. It calls for a close observation of economic action in the locales within which production takes place to understand better the‘actions‐at‐a‐distance’where the politics of technology, social movements and power create the empirical, instituted economy.  相似文献

The purpose of this article is to explore experiences of discrimination against lesbian, gay, bisexual and trans (LGBT) individuals in three domains of social policies: employment, housing and health care — domains in which LGBT individuals are not openly recognized as equal citizens and anti‐discrimination legislation is absent in Turkey. Drawing on qualitative content analysis of the data collected from 14 focus group interviews with 139 LGBT individuals conducted in ten provinces of Turkey in the first half of 2014, this article sheds light on diverse forms of discrimination facing LGBT individuals in employment, housing and health care in a largely under‐researched country. The article concludes that the contemporary understanding of Turkish citizenship and its practice are rooted in heterosexist universalism that does not recognize LGBTs as equal citizens, which, in turn, leads to systematic breaches of LGBTs' social rights in employment, housing and health care. The article shows that even strong and universalistic social policies fail to serve LGBTs on an equal footing with other citizens unless equal citizenship rights of LGBTs and anti‐discrimination principles are recognized and realized.  相似文献
