Nearly 900 European works councils (EWCs), transnational committees for informing and consulting workers, are now active in firms operating across borders inside Europe. How do they help establish a European industrial relations system? How have these new forms of representation been molded into a collective actor that is making itself heard at the EU level, in particular when the firms where EWCs exist are to be restructured? The intent is to see how an “additive logic”, whereby the EWC is the sum of the representatives of the firm's European workers, turns into an “integrative logic”, whereby the EWC becomes the place of a European representation of these workers. This study follows European works councils from the negotiations leading to their creation to their activities in coping with economic restructuring. It shows how they take part in the Europeanization and renewal of collective action in the social Europe under construction.  相似文献

The European Union (EU) has developed a special approach to corporate social responsibility by incorporating it into its strategies of employment and social cohesion and of sustainable development. This should make it possible to diffuse the European social model inside and outside the EU. Through an unprecedented dialog between institutions and “civil society”, the EU planned to explore the possibility of a consensus on a framework for corporate social responsibility. This article seeks to shed light on the perilous disconnection between European institutions, companies and society at a time when the corporate social responsibility practiced by European firms has turned into a vector of innovation in labor relations by becoming a subject of transnational negotiations. It has also become a litmus test of the limits of a self-regulation, worldwide, of labor questions.  相似文献

The transportation of freight by truck has been fully deregulated and opened to competition in the European Union, without any quotas or restrictions since 1July 1998. This deregulation has caused problems, mainly due to the delay in adopting common fiscal and social measures, road checks and sanctions for firms that commit offenses. Unscrupulous companies have used this legal vacuum in the EU to factitiously “outsource” activities and dodge national rules and regulations about taxes, labor relations and welfare. As a result, working conditions have worsened as barriers have been lifted. By definition, turnover is high among wage-earners. Truck drivers, semi-skilled, have become interchangeable on the EU marketplace. They can be profitably replaced with drivers from eastern Europe (Poland, Romania, Bulgaria), who are much cheaper and less protected. The spread of such practices is a cause of concern for labor organizations in Europe. Shipping by truck is a textbook case for analyzing how the EU is trying to counter the devious effects arising out of the deregulation of a branch of the economy.  相似文献

On the basis of a survey conducted in Saint-Étienne, France, as part of a comparative European project on “modes of governance” in local economies (which, thus, takes into account the level of small and medium-sized industry and the middle level of the territory), questions are raised about the goods and services that enable these industries to be competitive with big firms or holdings. For these industries, solutions developed two decades ago for the machine tool industry, mechanics and metal-working are still significant resources. The momentum detected in a small number of fields can lead to an increasing specialization and horizontal integration that favor a more competitive growth. How to know whether this momentum results from still (temporarily) active remnants of the past or whether it is evidence of a collective impetus that can stimulate new economic growth?  相似文献

In 2002, the European Union changed direction from its past efforts to harmonise European accounting systems and turned instead to a subcontractor, requiring listed European companies to adopt accounting standards drawn up by a private London-based organisation, the IASB (International Accounting Standards Board), which had until then had no public mandate. This decision was all the more significant because the EU has no institutional means of control over the IASB, although it was the first geographical group to decide to impose these standards on its businesses. IASB standards are rooted in the “anglo-saxon” tradition of standardisation for the financial markets, and the view of the enterprise they promote diverges from the accounting traditions of continental European capitalism. This article shows how the new standards are transforming the concept of enterprise, and examines the span of factors that brought about what is a major institutional change for European capitalism. — Special issue: New patterns of institutions.  相似文献

Along with the notion of development, new jobs have emerged characterized by: a vague, overall definition; an ambiguity as to roles (especially in dealings with locally elected officials); makeshift statuses; and occupational itineraries that cannot be reduced to civil service careers. As this examination of their work over three decades shows, the autonomy of rural development agents has been related to a “phase of invention”, when the switch was made from rural planning to development. Role ambiguity still prevails and has even spread, owing to the social conditions of employment, to occupational itineraries. Given the cofinancing of public authorities’ “territorial actions”, we see a couple forming between elected officials, who want to take hold in an intercommunal territory, and development agents, who “create their jobs” by capturing subsidies. Over this 30-year period, a peculiar image of “fuzzy jobs” has emerged.  相似文献

Despite its many meanings, “solidarity” has once again become current in French to describe macro as well as microsocial relations. Social relations in and outside the family have not always been understood as instances of solidarity. But is this solidarity the same as the one established by the welfare state? Forms of family solidarity that have risen in esteem over the past two decades are “deconstructed”. The conditions for family solidarity are examined; and conceptual paradoxes, described. This approach suggests that family solidarity, as this concept is normally used, mixes together several systems of justice that should be clearly distinguished, especially if we want to put this phrase to a judicious social use.  相似文献

This analysis of the EU's influence on the future of national welfare states points out three distinct phases in the interactions between the building of Europe and of welfare states. During a phase of expansion (1950s-1970s), European authorities were building a common market while allowing member states that were lagging behind in welfare to catch up. During a second phase of conflict (1980s-1990s), advances in the economic construction of Europe caused tensions to flare up with social policies inherited from the past. During a third phase (starting in the late 1990s), EU authorities have been trying to reconcile economic policies with new social policies. To analyze each phase, we must take into account both the EU initiatives capable of having a direct or indirect impact on national welfare systems and the national welfare institutions and strategies that were adopted.  相似文献

The paradoxes in the work of teaching in French vocational education stem from the “symbolic closure” of these secondary schools. The latter, given the mass enrollment in general secondary schools, receive students marked by their failure in middle school. This has created a distance with the students' social and family environment and with firms, even though the latter are supposed to be the destination where these students are bound. The work of these teachers is strongly marked by “subjective ordeals” related to their subordinate position in the school system, to a concern for keeping peace in the schools and to doubts about integrating students in the world of work. Might the work of these teachers not lead paradoxically to reasserting the “weight of the educational form” by including therein actions that are supposed to help students “mature” and develop an “appropriate school identity”? In this case, the purpose of this work is the academic socialization and rehabilitation of young people as much as their vocational training as such.  相似文献

A study of the EU system for regulating medicinal products is used to show the usefulness of distinguishing between policy-making and scientific expertise when analyzing political decision-making. This approach presupposes identifying the characteristics of scientific expertise. The experts responsible for assessing drugs have to combine knowledge and action. Questions are raised about how work is shared between decision-makers and experts. In the case of medicinal products, the work of experts has absorbed decision-making. Lest we waver between explanations in terms either of science or else of politics, it is necessary to substantively identify expertise’s political dimensions. Two conceptions — the “healthy man’s” and the “sick man’s” — of the purpose of assessing medicinal products stand out in debates; but political authorities pay no heed to them.  相似文献

We repeatedly hear that the World Trade Organization's rules (modified in 1994 to reinforce the principle of worldwide free trade) tend to inevitably uniformize culture in food, among other things. Whether in the case of bovine growth hormones or genetically modified organisms, WTO rules will ultimately impose a single food model as a universal reference mark. In France, these ideas crop up in talk about malbouffe (bad eating) and calls for a return to democratic choices or for instituting a fundamental “right” to freely choose food habits. Even though such talk has sometimes confused the issues, it has shed light on how the food question is presented in international trade. Increasingly, the issue is to defend national or regional values, or even choices about the type of society. What place do WTO rules reserve for these values ? Under what conditions can such values justify exemptions from free-trade rules and, ultimately, the maintenance of a “right to food differences”? As the European Union is thoroughly changing food legislation in line with its own concepts - the precautionary principle, the plurality and independence of procedures for evaluating foodstuffs, the well-being of animals, etc. - the answers provided to the foregoing questions will be decisive. - Special issue on Agriculture and food.  相似文献

Given the central orientation of the European employment strategy — adapt unemployment compensation systems so as to broaden access to jobs — the effects of policies in this field are examined by focusing on three axes: the impact on unemployment; the action on employment standards, and trends in the social regulation underlying these policies. A comparative view reveals how much national systems have been able to interpret EU objectives in their own way. This does not invalidate the pertinence of a European level of regulation,but it does expose the conditions for clarifying standards for public actions and leading actors to become involved in EU institutions, a source of legitimacy still to be constructed. This comparison of six national cases (Belgium, Denmark, Spain, Italy, The Netherlands, The United Kingdom) sheds light on the importance of the social compromises that set the framework for job polices. The European Commission's specialized services are trying to tighten their grip over viticulture by invoking the legitimating figure of a “new consumer”. Accordingly, growers who work small vineyards are unable to make a wine adapted to market trends. They should, therefore, withdraw from wine-growing and enjoy the subsidies granted by the EU for uprooting vineyards. In Aude Department, southern France, small wine-growers take issue with this analysis, which, in their opinion, caves in to the pressure exerted by traders and hypermarket chain stores. However, there have been no protest actions against the Commission's decisions. This can be explained by the way the EU's policy is embedded in national and local conflicts. Although we cannot point to any joint plan, administrations, trade associations and political parties are developing practices that prevent organized protests.  相似文献

In 1998, contrary to all expectations, the model of production at Toyota's first European transplant underwent a crisis. This crisis was surprising not only because the Japanese firm apparently outstripped all other major auto-makers but also because its model of production was quite simply deemed to be the “one best way” for the 21st century. This detailed account of this crisis proposes an alternative theoretical approach for studying Japanese transplants by trying to identify the socioeconomic conditions for the viability of the models they convey. The stability of the social compromises among various parties in the firm (notably in the shoop floor) is a fundamental variable for the long-run viability of these systems.  相似文献

More and more reforms in public administrations are being conducted that are based on the principles and instruments of “new public management”. They have set off protest and collective actions by several professional groups in various sectors (health, education, justice, social work, research…), whence questions about the future of professional groups in public services, in particular about their autonomy, which these reforms threaten. The opposition between this new public management and certain professional groups, is not the final explanation to draw from an analysis of this situation. Should these changes be seen as the decline of professional groups and of their autonomy, as a mutation of professional models, an overhaul of professionalism, etc.? These questions, which current events in France and Europe have raised, are a matter for ongoing sociological thought. They are approached empirically, from the field, using varied scales of analysis and research. Forms of tension between this new public management and professional groups are explored.  相似文献

Starting in the 1980s in France, the scientific problems related to the well-being of animals reduced a complicated social critique of industrial systems for raising livestock to a matter of adapting animals to the living conditions imposed by these systems. This swept out of view questions about the working conditions for farmers and wage-earners. However people and animals tend to share living conditions in these systems, conditions that cause suffering. Given the intensified pace of work, as people tend an ever larger number of animals, and the mounting pressure on both people and livestock, affects are repressed, and communication breaks down. Relations to one's self and to others are altered, and the relation to death is “pathologized” at the workplace - thus providing further evidence of a failed relation to life and to others in animal husbandry. - Special issue on Agriculture and food.  相似文献

Do the social uses of the notion of competence affect operatives’ careers? A linkage between competency-based-management and careers is not to be taken for granted when competence is seen in relation to changes in work. In France, “policies of competence” entail modifying the specifications for managing the future of wage-earners, since a rationale grounded on the idea of a career yields to one based on the notion of an itinerary. Firms have supported the latter as a way to make mobility more fluid and to ensure the recognition of qualifications. However, this rationale based on occupational itineraries runs afoul of the segmented in-house labor market, which unfailingly turns an itinerary into an obstacle course. As a result, careers are “deinstitutionalized”, a trend to be related to the gradual institutionalization of “secure itineraries” with incentives coming from public employment and training policies. Invoking competence in order to make itineraries secure is part of an argument about the “destabilization of employment” that justifies delegating to individuals the management of their future and legitimates the idea that employability is to be the major counterpart for motivating wage-earners. For lack of new regulations for work throughout the life course, the rationale of an itinerary risks making the marketplace the major source of (dis)order in personal destinies.  相似文献

Since the 1990s, a new organisational form of the administrative system in France has been steadily redefining relations between central administrations and local state units. Labelled “the steering state” or the “managerial state”, this new paradigm hinges on separating the strategic functions of steering and controlling the state from the operational functions of execution and policy implementation. The making of this new form of state organization involves two parallel processes: political and cognitive. For one thing, the adoption of concrete measures for “government at distance” results from power struggles between three major ministries (Home Office, Budget and Civil Service). For another, a new legitimate “categorization of the state” is being formed in the major committees involved in the reform process of the 1990s; it is borne by top civil servants and inspired by the ideas of New Public Management. — Special issue: New patterns of institutions.  相似文献

This study of the major dimensions of actions undertaken by the labor union for household employees in Rio de Janeiro shows how the new “social rights” extended to these personal service workers has led to a new sense of what is “fair” and to an increase in lawsuits with employers. Given its place in labor relations courts, the union's position is ambivalent. Light is shed on the tensions between various categories of persons who visit the union's offices — tensions that tell us much about social relations. Attention is then turned to this small organization's role in labor courts: after cases have been heard, household employees often have a feeling that their rights have been upheld.  相似文献

The writing of a “transversal” report on employment at the OECD is examined by focusing not on the finished product but, instead, on the drafting of the report. This approach allows for exploring the dynamics of power at work inside the OECD. It opens toward broader considerations about how this type of international organization produces knowledge in economics and weaves relations, throughout the long process of drafting the report, with those who requested it. This article analyzes how economic issues are assembled through a succession of intermediate studies and reshaped through an asymmetrical competition between services. By making visible the process of constructing the position of “institutional author”, this analysis repositions on new grounds the problem of “influence”, which usually arises in organizations of this sort.  相似文献
