On the basis of a survey conducted in Saint-Étienne, France, as part of a comparative European project on “modes of governance” in local economies (which, thus, takes into account the level of small and medium-sized industry and the middle level of the territory), questions are raised about the goods and services that enable these industries to be competitive with big firms or holdings. For these industries, solutions developed two decades ago for the machine tool industry, mechanics and metal-working are still significant resources. The momentum detected in a small number of fields can lead to an increasing specialization and horizontal integration that favor a more competitive growth. How to know whether this momentum results from still (temporarily) active remnants of the past or whether it is evidence of a collective impetus that can stimulate new economic growth?  相似文献

The transportation of freight by truck has been fully deregulated and opened to competition in the European Union, without any quotas or restrictions since 1July 1998. This deregulation has caused problems, mainly due to the delay in adopting common fiscal and social measures, road checks and sanctions for firms that commit offenses. Unscrupulous companies have used this legal vacuum in the EU to factitiously “outsource” activities and dodge national rules and regulations about taxes, labor relations and welfare. As a result, working conditions have worsened as barriers have been lifted. By definition, turnover is high among wage-earners. Truck drivers, semi-skilled, have become interchangeable on the EU marketplace. They can be profitably replaced with drivers from eastern Europe (Poland, Romania, Bulgaria), who are much cheaper and less protected. The spread of such practices is a cause of concern for labor organizations in Europe. Shipping by truck is a textbook case for analyzing how the EU is trying to counter the devious effects arising out of the deregulation of a branch of the economy.  相似文献

The European Union (EU) has developed a special approach to corporate social responsibility by incorporating it into its strategies of employment and social cohesion and of sustainable development. This should make it possible to diffuse the European social model inside and outside the EU. Through an unprecedented dialog between institutions and “civil society”, the EU planned to explore the possibility of a consensus on a framework for corporate social responsibility. This article seeks to shed light on the perilous disconnection between European institutions, companies and society at a time when the corporate social responsibility practiced by European firms has turned into a vector of innovation in labor relations by becoming a subject of transnational negotiations. It has also become a litmus test of the limits of a self-regulation, worldwide, of labor questions.  相似文献

How to test for the existence of a new model of production based on the firm lending an ear to customer demands and valuing the individual and collective intelligence of its work force? The facts for putting this model to the test of reality come from an analysis of two Argentinean automobile-makers, subsidiaries of Toyota and Volkswagen. Various aspects of their organization policy provide evidence of their capacity for making adaptations by “hybridizing” the parent firm’s model with the rationales inherent in the network of local actors (suppliers and labor unions, in particular). “Social Europe” has been constructed following 50 years of EEC and EU policy-making, which has gradually extricated social questions from a pure rationale of economic integration in order to turn it into a lever for European political integration. The theoretical and disciplinary viewpoints are presented that, together, help us better understand the processes at work. Attention is drawn to three of them. First of all, the evolutionary process of building the EU accounts both for the differences between social Europe and national welfare systems, and for an ongoing process of institutional creation through an accumulation of EU legal achievements (acquis). Secondly, the expansion of the EU to twelve new member states lacking robust labor relation systems, along with globalization, represents a challenge for the future of the “European social model”. Finally, social Europe has not yet undergone an assessment. Problems arise owing to the short shrift given by treaties to questions of social legislation or redistribution, but the “Europeanization of national policies” apparently opens a way toward overcoming these obstacles.  相似文献

How to describe work when much of it cannot be observed? This study of the activities of magistrates in a “natural” situation used an ethnological approach to observe cases from registration to hearings. Special difficulties cropped up during one phase: how to observe the deliberation when the judges, after having heard the parties during the contradictory phase of a penal procedure, adjourn and, among themselves, debate the case, weighing the pros and cons, before delivering a decision? The literature usually considers this “duty to hesitate” as an essential phase. But the judges in this survey sat alone on the court. Hesitations and turnarounds might occur; but doubts, inevitably an essential part of their work, arose during a phase of deliberation with oneself that left little empirically observable evidence and did not necessarily leave memories that these judges could easily bring up. How, then, to describe the “duty of hesitation” when it evaporates as we try to observe it in actual fact? This survey's strategy for responding to this situation is presented.  相似文献

Telework is often considered to be a means for making life at work and at home more compatible. Why do some wage-earners, in particular white-collar employees, choose it? Do they actually make a choice or simply adopt a solution “for want of anything better” in an organizational context with its limitations? In this case, what factors do they weigh against each other? Once they have opted for telework, how do these white collars manage to adjust their occupational and family lives? Is their aspiration to improve the balance between the two satisfied? Or do they run up against unexpected difficulties? Answers to these questions come out of two studies conducted among white-collar employees in different sorts of telework. Given the absence of institutional regulations governing the relation between life at home and at work, telework, far from leading to a more balanced life, jeopardizes the organization’s collective efficiency.  相似文献

Under the 1983 and 2001 laws on equality at the workplace, firms in France must submit to the works council a report “comparing the situations of men and women”. This report lays the groundwork for collective bargaining and remedial actions. Since this comparison is a snapshot at a year's interval from the previous report, it does not shed light on differences in occupational trajectories and opportunities; and it even risks masking the inequality between men and women. In contrast with the legally required report, a longitudinal analysis of data collected during a case study in a large metal-working firm shows that inequality has a long life and might be thriving. The company abides by the law but in an effort, it is hypothesized, not so much to reduce inequality between the sexes as to avoid lawsuits and prosecution.  相似文献

This study of how trade union actions have been shaped at the EU level is based on an analysis of the archives of the European Trade Union Confederation. It sheds light on a historical process that has fostered four types of action that now organize European trade union representations. The gradual formation of these types is described while pointing out the causes and explaining their rationales. Emphasis is placed on the complex process whereby institutions have shaped the thinking and acting of trade unions at the EU level. The way that unions form a framework for their practices has effects back upon the shaping of the collective organization.  相似文献

Based on a survey of energy buyers in big industries, this article inquires into the different ways of explaining the actions they perform in situations of high, uncontrolled uncertainty. Describing energy buyers’ activities, the uncertainties and contradictions affecting them, shows how hard it is to explain them, make them visible or justify the decisions made. Energy buyers develop two forms of “accountability”: they claim to have been granted decision-making powers and ask to be evaluated on the basis of their results; or else they “socialize” their activities by involving corporate managers in decision-making. It is argued that “accountability” is stabilized in line with a collective learning process where the experience of uncertainty has a key place.  相似文献

How to apply Jean-Daniel Reynaud's theory of social regulation to market relations? When applied to the results drawn from fieldwork on the supplying of organic and local produce to catering businesses serving public institutions in France, this grid of analysis shows that organizing this supply chain involves many activities of regulation. An explanation is provided about how hard existing regulations make it to search for local produce. Two contrasting cases show the degree to which the parties involved can skirt around existing regulations and also, use certain regulations to construct new ones. The innovative regulations that enter into application are qualified as being “joint”, since they stem from the efforts of the parties in catering and in agriculture to agree about how to organize transactions, which had previously been done through the work of market middlemen. In that case, instead of reasoning in terms of a pre-existing supply and demand, we have to understand how supply and demand gradually take shape through the process of working out regulations.  相似文献

A study of the EU system for regulating medicinal products is used to show the usefulness of distinguishing between policy-making and scientific expertise when analyzing political decision-making. This approach presupposes identifying the characteristics of scientific expertise. The experts responsible for assessing drugs have to combine knowledge and action. Questions are raised about how work is shared between decision-makers and experts. In the case of medicinal products, the work of experts has absorbed decision-making. Lest we waver between explanations in terms either of science or else of politics, it is necessary to substantively identify expertise’s political dimensions. Two conceptions — the “healthy man’s” and the “sick man’s” — of the purpose of assessing medicinal products stand out in debates; but political authorities pay no heed to them.  相似文献

The paradoxes in the work of teaching in French vocational education stem from the “symbolic closure” of these secondary schools. The latter, given the mass enrollment in general secondary schools, receive students marked by their failure in middle school. This has created a distance with the students' social and family environment and with firms, even though the latter are supposed to be the destination where these students are bound. The work of these teachers is strongly marked by “subjective ordeals” related to their subordinate position in the school system, to a concern for keeping peace in the schools and to doubts about integrating students in the world of work. Might the work of these teachers not lead paradoxically to reasserting the “weight of the educational form” by including therein actions that are supposed to help students “mature” and develop an “appropriate school identity”? In this case, the purpose of this work is the academic socialization and rehabilitation of young people as much as their vocational training as such.  相似文献

As is known, large numbers of writings circulate within every kind of professional environment. As a result, there is extensive research on the formats, uses and roles of writings in work. However, the approach taken here is not to describe what is done with writings in work. The central hypothesis rests on a performative vision of writings, one that gives them the power to act, agency. It can be summed up as follows: what do writings “do” to work? Studying work through its writings is a way to connect two dimensions that are too often kept separate: situated activities on the one hand, organizational functions on the other. Indeed, writings are material and robust — though not always lasting — traces of concrete activities, and they provide a handhold for the rigorous analysis of work as close as possible to its conditions of realization. However, writings travel and circulate. They form links between workers, groups, workshops, services, firms, without which production could not take place. They stretch work beyond its source. To track them is therefore to shift the field of enquiry to moments other than the present of the observed situation, and also to other nearby, surrounding workspaces. This brings out the procedural and interactive dimensions of organizations, their integrating capacity. Exploring what writings do to work is therefore not only to place oneself at an intermediate level between situated action and organized action. For the sociologist, it is a way of connecting these two perspectives “on paper”, by embedding the analysis of the actual work in spatially and temporally broader collective actions, and by documenting organizational analysis on the basis of observed work situations. It is a way of contributing to a more extensive ecology of activity, more clearly anchored within its organizational envelope.  相似文献

For the first time on 1 February 2008, three French labor unions (Force Ouvrière, Confédération Française Démocratique du Travail and Confédération Générale du Travail) called for a nationwide strike in hypermarket chains. Although the unions did not prolong the action on February 2, the wage earners of Hypermag Grand Large in Marseille went on strike for 16 days, demanding a special bonus of € 250, the recruitment of employees forced to work part-time into full-time positions and an increase in the employer's share in meal tickets (from € 3,05 to € 5,00). To explain why this movement occurred at that time and place, these employees’ objective interests and available resources are examined. This pair of concepts (as used in Marxism and then in the thought of Pierre Bourdieu, on the one hand, and, on the other, in utilitarian versions) suggests that labor actions by wage earners holding insecure jobs and having limited resources are improbable. Redefining the concept of the “interest” for a collective action in terms of subjective criteria helps us understand how what used to be tolerable ceases to be so, thus shedding light on the material processes that lead to forming the opinion “It's not fair”.  相似文献

In central Europe, the economic and symbolic status of blue-collar workers has considerably declined since the end of Communism. How visible were workers in official statistics and in sociological research under Communism and afterwards? Do workers as a social category gain visibility in scientific research when they have specific conditions of existence and a strong collective identity? For different reasons in Poland and Czechoslovakia, it is hard to talk about a working class under Communism even though authorities grounded their legitimacy on this class. After 1989, workers became invisible in both official statistics and sociology. Owing to the adoption of the International standard classification of occupations (ISCO) in central Europe and the use that national institutes of statistics have made of it in their publications, the boundary of the worker category has blurred. Since 1989, sociologists have shown little interest in workers for reasons that are discussed. A few case studies (mostly by Western academics) are mentioned to draw attention to the ambiguity surrounding this social category in sociology. A comparison between the ISCO and the french scheme Professions et Catégories socioprofessionnelles (PCS) shows the interest (and difficulty) that sociologists have in constructing nomenclatures that satisfy both them and statistical offices.  相似文献

Brands have recently cropped up in the distribution of fresh produce - a phenomenon closely linked to food and health crises in the past few years. Based on the testimonies and career paths of Moroccan workers hired on seasonal contracts through the International Organization for Migration (IOM), this article shows how the governance of chemical risk in agriculture has authorized the circulation of toxic substances in the workplace. By setting up a regulatory framework for exposure, the “controlled use” of pesticides produces “clandestine” contamination and makes it possible to sidestep responsibility for its health effects. This paper explores the question of how the IOM's seasonal immigration process helps organize both the invisibilization of occupational exposure to pesticides and the outsourcing of the pathologies it causes.  相似文献

We repeatedly hear that the World Trade Organization's rules (modified in 1994 to reinforce the principle of worldwide free trade) tend to inevitably uniformize culture in food, among other things. Whether in the case of bovine growth hormones or genetically modified organisms, WTO rules will ultimately impose a single food model as a universal reference mark. In France, these ideas crop up in talk about malbouffe (bad eating) and calls for a return to democratic choices or for instituting a fundamental “right” to freely choose food habits. Even though such talk has sometimes confused the issues, it has shed light on how the food question is presented in international trade. Increasingly, the issue is to defend national or regional values, or even choices about the type of society. What place do WTO rules reserve for these values ? Under what conditions can such values justify exemptions from free-trade rules and, ultimately, the maintenance of a “right to food differences”? As the European Union is thoroughly changing food legislation in line with its own concepts - the precautionary principle, the plurality and independence of procedures for evaluating foodstuffs, the well-being of animals, etc. - the answers provided to the foregoing questions will be decisive. - Special issue on Agriculture and food.  相似文献

A tension between strong individualization and a holistic conception of activities characterizes most of the French state's major administrative corps. By concentrating on the civil engineering corps (Ponts et Chaussées) during the early 19th century, we can see how this tension was resolved. When the Ourcq Canal was to be built, a conflict during the Ponts et Chaussées Assembly, which was responsible for examining plans for public works and making decisions about them, brought to light two contradictory rationales: incarnation and delegation, two ways of relating the individual and collective aspects of civil engineering during the drawing up of plans and their examination. These two rationales, which come into conflict in controversial situations, are normally combined in a “moral economy” — the civilities that enable this corps to relate the individualistic aspirations of the engineer in charge of a project with the collective dimensions of supervision and integration in a whole. In conclusion, the relations between design and execution, between activity and passivity, are examined in order to show how similar the administrative corps’ tense relation with the state is to the individual engineer's relation with his corps.  相似文献
