This research provides a longitudinal assessment regarding children's placement preferences, distinguishing between what children prefer to be permanent home situations and what children expect will be permanent situations. Cluster analysis was used in an effort to classify the responses of 1313 children, ages 6–14, in foster or kinship care, over a three year period, regarding placement preferences. Results of the cluster analyses indicate classification in the following four groups of permanency preferences: 1) I don't want to be here/going home; 2) I can stay here, but I don't want to/going home; 3) I can stay here and I want to, but no adoption; and 4) I can stay here and I want to, with adoption. Findings indicate that across waves of data collection, children express a sense of belonging in their foster homes. Older children were more agreeable to their current placements as long as there was no option of permanency/adoption. Also, White children were more likely to prefer and expect to go home. This research provides great utility in evaluative efforts that include listening to the voices of the children by encouraging their participation in case planning and service evaluation.  相似文献

ABSTRACT

A number of child welfare policies have reinforced the use of kinship care as the most preferred placement for foster children, reflecting the philosophy that maintaining children within their own extended family system contributes to their stability and well-being. Given the growing utilization and legislative emphasis on kinship care along with the push for an immediate implementation of permanency plans for children in foster care, this study examines how the permanency goal under the 1997 Adoption and Safe Families Act (ASFA) is being implemented and achieved. The reunification and permanency placement (adoption or legal guardianship) outcomes of children in relative and non-relative care are analyzed, focusing on the experiences of young children. Based on public child welfare agency data from 2000 to 2003, child, case, and placement variables are explored to identify which set of factors best explains case outcomes. The present study identifies the total length of foster placement (kinship and non-kinship), the length of family maintenance services, and the number of placement changes as the most important variables in determining family reunification and permanent placement (legal guardianship and adoption) outcomes for young children.  相似文献

Although foster care is intended to be temporary, and policy explicitly requires permanency outcomes, many children experience lengthy stays and exit foster care without a permanent family. This study sought to identify which child and placement characteristics were important predictors of exit to three types of permanency outcomes: reunification, guardianship, and adoption. A sample of 3351 children who entered foster care in 2006 was observed for 30 to 42 months. Permanency outcomes were analyzed using competing risks survival analysis. Children exited foster care to different types of permanency at different rates and frequencies. Reunification occurred most quickly and frequently. Guardianship was second in terms of median duration but third in frequency. Adoption was the second most common exit but had the longest median duration. One in four children remained in foster care or exited without permanency. While patterns varied by type of permanency, three major categories of important predictors were identified: 1) demographic characteristics of age at entry and race, 2) clinical needs related to children's disabilities and mental health problems, and 3) continuity and connections represented by kin placements, sibling placements, early stability, and absence of runaway events. Implications for practice, policy, and research are discussed.  相似文献

Sibling relationships are an important, yet underinvestigated dimension of foster care research. Despite the fact that a majority of children in care have brothers or sisters, only recently have child welfare researchers begun to explore the complex and dynamic nature of sibling relationships in substitute care settings. Although cross-sectional and longitudinal studies suggest differences in stability and permanency outcomes for siblings placed together versus those placed separately, exactly how and under what conditions do sibling relationships positively influence placement stability, permanency, and well-being in foster care settings remains unknown. This article provides a substantive review of the research on sibling foster care, placement stability, and well-being; identifies two theoretical frameworks that may be particularly useful to help explain the intersection of these constructs; and proposes a multilevel conceptual model for advancing research and practice with siblings in foster care.  相似文献

The number of children, especially from ethnic minority groups, in substitute care is growing rapidly even as the number of foster care homes is steadily decreasing. Kinship care has quickly become the permanency planning option of choice. This article describes a model kinship care project and the results of an extensive program evaluation. Results show that the project enhances functioning of relative caregivers and reduces the cost of care. Implications for contemporary permanency planning are presented.  相似文献

Despite growing awareness of the complex needs of legally free children in child welfare care, relatively little empirical investigation has been done of these children and their experiences. This article reports the results of a study of length of stay and predictors of permanency in a sample of 1,366 legally free children in state custody in Washington state. A Cox proportional-hazards event history model was developed to explore the effects of gender, race, and ethnicity, and age at initial placement, on the likelihood of achieving legalized adoption or guardianship. Results indicate that older children, boys, and African American children were all significantly less likely to achieve a permanent outcome than were Caucasian children. Hispanic children, in the other hand, were significantly more likely to achieve a permanent outcome. The implications of these findings for permanency planning practice and policy development are discussed.  相似文献

ABSTRACT

Although a rather extensive literature concerning informal kinship care and kinship foster care has emerged over the past 30 years, much less is known about the children and families involved in kinship adoption. This article pays particular attention to recent research that investigates placement decisions and outcomes for former foster children adopted by relatives. This review suggests conclusions similar to broader reviews, in that kinship placement tends to show some consistently favorable outcomes across a range of study populations and methods. Financial need may be the greatest concern for relatives who adopt. The Fostering Connections to Success and Increasing Adoptions Act of 2008 expands adoption subsidies and provides states with the option of providing ongoing subsidies to certain relatives who take guardianship of family members from the foster care system. However, relative caregivers often are not well informed about financial supports afforded them by federal and state policies. Specialized programs for kinship adoptive families are still limited. Much of the growth of kinship placement has been due to the absence of other placement options for many children and value-based decision making that places a premium on kinship, rather than on evidence of the advantages of kinship adoption.  相似文献

Although a significant number of foster children eventually return to their birth parents, evidence-based models for permanency planning are scarce, and there is a lack of clear decision-making criteria for reunification. This study aimed to establish further knowledge about reunification. Both reunification pace and factors which are associated with reunification were examined. The focus was on factors related to the foster child, the birth parents, the foster parents and the foster placement, and reasons for removal. Case file analysis was performed for 580 Flemish and Dutch foster children ages 0–18. Cox regression analyses showed contact with birth parents to be most strongly associated with reunification. Moreover, particularly placement related factors (e.g., legal framework, additional support services, contact with birth parents) increased the likelihood of reunification. Furthermore, over a period of six years approximately 15% of foster placements led to reunification notably during the first 2.5 years of placement. Policy makers and foster care professionals are therefore encouraged to timely aim for permanency planning. Reunification efforts should be planned from the start of the foster placement. If subsequently reunification proves not feasible, permanency should be secured within the foster family.  相似文献

Research has demonstrated that children who experience numerous moves in foster care are more likely to exhibit behavioral problems and less likely to achieve reunification or permanency. However, current knowledge about how placement move transitions impact children is extremely limited.This study used qualitative methods to explore how former foster youth define a placement move. Results indicated that placement moves can be defined by: 1) Time and relationships; 2) Packing and leaving; 3) Loss of property; 4) Returning home; 5) Type of placement; and 6) Decision-making process. This research study examined the experiences of birthparents, permanent parents, and mediators in permanency mediation following a state child welfare agency's recommendation for termination of parental rights. Permanency mediation provides participants with the opportunity to collaborate in an agreement that entails a voluntary surrender of parental rights by the birthparents and the placement of children with permanent parents in open adoption or guardianship. Findings suggested that permanency mediation has the potential to be a successful practice. Participants, however, need additional support during and after mediation to help them understand open adoption and deal with the changes in family structures and boundaries, address their own feelings and concerns, and establish reliable means of communication with each other.  相似文献

Performance indicators for child welfare services for young children entering foster care should be established to help agencies determine the sufficiency of their efforts to provide permanency. Child welfare services need a technically feasible, conceptually sound, and achievable performance standard. Use of a 100% permanency standard, not including long-term foster care or non-kinship guardianship, within four calendar years of placement is forwarded. Data on the permanency planning performance of a state and four counties within it are presented to sharpen the discussion.  相似文献

SUMMARY. This paper explores the relationship between the reading attainment of a group of 8–14 year olds in long-term foster care and factors in their histories and current home environments. The findings suggest that children's early histories before entry to care may have an effect on their educational attainment in middle childhood. Some amelioration of early childhood experience may be found in a stable foster home placement which has an expectation of permanence. The type of permanent placement seems less important than the expectation of stability. There was no difference in progress between children where the eventual outcome might be adoption or custodianship and those who would remain foster children. Of especial interest was the fact that the foster children's educational attainment was not related either positively or negatively to contact with their birth parents.  相似文献

This paper compares the interpersonal dynamics of the family and residential care for older children within the context of ecologically based permanency planning where the birth family will be the preferred source of permanence in most cases. The author argues, on the basis of a review of the research, that foster care has a great deal to offer many children and is undoubtedly preferable for young children, but residential care is a genuine and important alternative for some older children. She concludes that the decision for placement should rest on a comprehensive assessment, taking into account consumer views.  相似文献

One avenue for expanding the pool of families is through placement of children with families in other counties and states. There are concerns for the stability and outcomes for children in care amongst policy makers in England and many other countries. The goal of permanence for children separated from their birth families and in the care of the state has dominated child care policy and practice in the UK, the USA and Canada since the 1980s, but the meanings of permanence in terms of stability, emotional security and family membership into adulthood are complex and the placements and legal status thought best able to achieve permanence are contested.This research was an investigation of planning for permanence in long-term foster family care in England, where it is accepted by policy makers that this is a legitimate permanence option. The aim was to consider the fit between the planning and reviewing systems designed to achieve permanence in foster care and the reality of planned permanent placements as experienced by foster children and foster carers.Results suggested that although committed relationships within the foster family were helping children to feel a sense of permanence and to become part of the family, planning and reviewing procedures required by corporate parenting were often not adapted to the special nature of these foster placements. It was concluded that although planning and reviewing systems need to be rigorous, they also need to be more child and family sensitive in permanent placements.  相似文献

The timelines of the Adoption and Safe Families Act (ASFA) (P.L. 105-89) require increased attention to the timing of permanent placement, regardless of the type of placement outcome. This study examines the multivariate predictors of timely permanence for children served by Colorado's Expedited Permanency Planning (EPP) project. EPP has used an intensive concurrent planning model aimed at reaching permanency within 12 months of initial placement for children aged 6 and younger. The EPP requirement that children be living in the permanent home by 12 months postplacement is more stringent than the technical ASFA requirements. This article uses qualitative interviews with child welfare and court personnel to identify critical barriers to and supports for effective permanency planning.  相似文献

Reuniting children with their families is the preferred outcome of foster care, yet many children reunited with their families reenter foster care. This study examined how parental substance abuse and mental health problems, and the time allotted for reunification, are associated with reentry risk. We used a complete cohort of children who entered the Texas foster care system in fiscal years 2008 and 2009 to identify the risk of foster care reentry within 5 years of reunification using selection‐adjusted multilevel survival analysis. Approximately 16% of reunified children reentered care within 5 years. Substance abuse and mental health problems predicted higher rates of reentry. Reunification after 12 months was associated with increased reentry risk overall, but not among children commonly exempted from federal permanency timelines. Permanency guidelines that restrict the length of time to achieve reunification may have the unintended consequence of pushing reunification before maltreatment risks have been resolved.  相似文献

This article presents the evaluation findings of a Kentucky Adoptions Opportunities Project (KAOP), a three-year project funded by the U.S. Department of Health and Human Services, Administration on Children, Youth and Families, Children's Bureau. The primary goal of the KAOP was implementation of three permanency planning activities: (1) risk assessment/concurrent planning, (2) one child/one legal voice, and (3) early placement in kinship or foster/adoptive homes. These activities were designed to expedite a permanency placement decision within 12 months for high-risk children. The evaluation of 124 high-risk children in the KAOP revealed that the majority of children had one or both parents coping with multiple risk factors, including mental illness, substance abuse, mental retardation, or family violence. The major barriers to permanency are discussed, as well as the policy and practice implications in the context of Adoption and Safe Families Act of 1997.  相似文献

Summary

The growth in child welfare caseloads and the increasing use of kinship foster care has raised new questions about effective permanency planning. The majority of children in kinship foster care are children of color and have been less likely to exit the custody of the child welfare system than children placed in traditional foster care. Permanency planning which ensures the long-term protection and well-being of children from diverse cultural backgrounds requires a broad view of family, ongoing striving for cultural competence, collaboration between the formal child welfare system and the kinship systems of children in state custody, and a long-term view of permanency planning and child-rearing that builds on the case-management capacities of kinship networks to support permanent plans, looks beyond the child's exit from state custody, and helps families and larger kinship systems make long-term plans for the protection, permanence, and well-being of children.  相似文献
