Abstract

In 1993, the Midwest endured a “one-hundred year flood.” Although aid was available from public and private sources, some communities were much less successful than others in obtaining assistance and resources. This study contrasts response and recovery from the flood in five communities. The study was initiated by 22 undergraduate students of social work community practice. Data sources include formal interviews with 58 flooded-out residents and 10 community leaders, as well as informal conversations and observations in the five communities. Immediate assistance in the response phase was available in all communities, but recovery varied considerably across the five. Findings focus on the importance of consensus on recovery goals, presence of local leaders and local organizations, socioeconomic resources, and political “voice.” The article discusses implications for community social work in post-disaster situations, including the importance of basic organization, advocacy skills, and understanding household and community economics.  相似文献

The main objective of this study was to examine work–family culture in four organizations in Finland (n=1,114). Specifically, we attempted to clarify whether perceived work–family culture would vary according to gender, economic sector and type of organization. Furthermore, we investigated whether these perceptions would be related to employee self-reported well-being. The study data were gathered during 2001 by a questionnaire filled in by personnel from four different organizations, i.e. a municipal social and healthcare department (n=496), a municipal education department (n=232), a paper mill (n=183) and an IT organization (n=199). The first two organizations represented the public sector and the latter two the private sector in the Finnish economy. The results showed, first, that work–family culture was assessed more positively within the public sector organizations than in the private sector. Second, the work–family culture was experienced least positively in the paper mill and most positively in the municipal education department. Third, there were also variations between same-sector organizations, i.e. the paper mill and the IT organization. Finally, it emerged that poorer perceptions of work–family culture were related to decreased work–family balance, job satisfaction and positive job-related mood experiences.  相似文献

Abstract

Developing new scholarship on women is a recognized need in social work education. It can be furthered by applying a “gender lens” to the knowledge of the relationship between women and the welfare state. Reflecting historical concerns about providing public aid to the able-bodied male pauper and the impact of relief on the work ethic, social welfare literature has focused on male recipients while generalizing its findings to women. As a result, the story of the female pauper remains largely untold. This paper suggests that the relationship between women and the welfare state is shaped by a “family ethic” that in many ways parallels the work ethic known to shape the relationship between the welfare state and men. The family ethic is defined and applied to major income maintenance programs: public aid and social security. This article suggests foci for change.  相似文献

SUMMARY

Knowledge management (KM) is receiving increasing attention in the human services such as social work. Social service organizations have started to use information and communication technology for knowledge management purposes with the aim of improving service efficiency and effectiveness. Existing KM studies, particularly in the commercial or industrial sectors, mainly focus on the reductionistic “knowledge-as-object” view, while other perspectives such as “knowledge-as-process” are less discussed. This paper argues that these mainstream conceptions of knowledge in KM do not fully fit with that of social work knowledge, and that a spectrum view may be more useful for future practice and inquiry in the area.  相似文献

This article explores the pace of work for highly skilled workers who are employed in the high-tech industry of Silicon Valley. I link the temporal experiences of these workers to systems of domination at work, and to the particular characteristics of flexible specialization in the region. I ask four questions: How can the temporal rhythms of work be described? What factors shape these rhythms? Why do workers comply? How does this pace of work impact on other aspects of individuals' lives? I focus on the organization of work through project cycles, the de-linking of workers and organizations, and the ideology of individualism that constructs workers as entrepreneurs of their own careers as key factors that shape the erratic and quickened pace of work in Silicon Valley. I also show how this pace of work negatively affects other temporal spheres that individuals negotiate, most notably “bodily time” and the “interaction time” of social relationships.

ABSTRACT

The “devolution revolution” has decreased federal and state roles in the funding of social services and increased the burden on local sources, both public and private. This article describes how a community passed an initially unpopular property tax levy earmarked to support local drug, alcohol and mental health services. The article illustrates how social workers employing specific community practice knowledge provided leadership to the successful campaign. This example of community practice leadership includes building and maintaining coalitions, managing group tension and conflict and demonstrating fundamental social work values.  相似文献

ABSTRACT

In studies about the Euro-American home, the creation of domestic boundaries is commonly associated with the need for privacy grounded in the supposed opposition between “private” and “public,” “individual” and “society.” The large number of physical barriers such as gates, fences, balconies, and barred windows that screen contemporary Japanese dwellings from the outside world might, therefore, lead one to conclude that the Japanese home is of an extremely private nature. Through an ethnographic investigation conducted over a one-year period in thirty homes in the Kansai region (Osaka, Kobe, Kyoto, Nara), this article will challenge this view. It argues, firstly, that the specificity of Japanese notions of “inside” and “outside,” referring to close and distant networks of spatial and social relationships, need to be acknowledged, and, secondly, that boundaries between spaces are always fluid and constantly transgressed. More generally, this study also aims to demonstrate the strengths of anthropological research that examines how spaces are actually lived in, as opposed to studies that focus on visual and spatial divisions and tend to gloss over the complexity of every day social life.  相似文献

Abstract

This qualitative study explored the ways in which social relations within the public (work) as opposed to the private (home) contexts shape variable condom use among female sex trade workers. Semi-structured interviews were conducted with 68 female sex workers working in various settings in an urban center in Eastern Canada. The findings suggest that work-related social relations, and the meanings associated with condoms at work, create a strong confidence in condom use. Within the private setting, such confidence was also evident but most women reported either not using condoms or only using “sometimes.” Nevertheless, many women do engage in risk management within the private setting, and take active steps to decrease their risks of Human Immunodeficiency Syndrome (HIV)/Sexually Transmitted Infections (STIs).  相似文献

Scientific literature and facts have highlighted the perpetuation of gender inequality in the labour market in spite of the ongoing endeavours of political bodies and legal norms to eliminate the vertical and horizontal segregation of women. Portuguese Social Economy Act stresses “the respect for the values […] of equality and non-discrimination […], justice and equity […]”. In this paper, we offer a reflection on indicators that uncover vertical and horizontal segregation in the labour market. Based on a mixed methodological approach, we found very high rates of employment feminization in social economy organizations. Women are mainly allocated to technical and operational activities, being ultimately underrepresented in statutory boards and as such excluded from deliberation and strategic decision. The sector is moving away from the ideals of justice and social equity and may preserve women’s “non-place” in the definition of the public and strategic direction and in the most invisible/private organizational “places”.  相似文献

Abstract

This paper presents a point of view toward formal organizations which departs from the equilibrium models contained on both bureaucratic and open system theory. Specifically, a conflict perspective is taken in terms of which organization disequilibrium is understood to be typical of organizations as a consequence of their being continually subject to the threat of withdrawal of monetary and non-monetary supports from both internal members and external publics with which organizations are interdependent. The factors contributing to these circumstances of conflict are attributed to recent maturations of rights of citizenship and participatory democracy, the social organization of these sources of conflict are termed the “nutcracker” effect.  相似文献

In this paper, we identify necessary and sufficient conditions for social choice correspondences to be Nash implemented by “natural” mechanisms in economies with arbitrary numbers of private and public goods. We find that when there exist only one public good and an arbitrary number of private goods, the Lindahl correspondence is implementable by a natural quantity mechanism in which each agent announces his own consumption bundle of private goods and input vectors for public goods. However, regardless of the numbers of private and public goods, the Pareto correspondence is not implementable even by any natural price n -quantity mechanism in which each agent reports a price vector of private goods and all agents’ personalized price vectors of public goods, in addition to his own consumption bundle of private goods and input vectors for public goods.  相似文献

The paper discusses kitsch as the discourse of depriving experience of beauty and surprise. It argues that people often construct kitsch when they organize. Three different Kitsch-Organizations are depicted: the Polish communist youth organization from the 1950-ties, a foreign enterprise operating currently in Poland, and a school of organizational behavior.

Kitsch, not being equivalent to “low” or “popular” culture is a degrading construct. Adopted as a second level metaphor to the studies of organizations, it can be of use for critical social constructivist analysis.  相似文献

How do organizations that make significant physical, emotional, and intellectual demands foster commitment and loyalty from voluntary participants? Greedy institution theory (Coser 1974 ) answers this question by identifying structural elements that foster participants' undivided commitment to “greedy” groups, those in which participants' involvement interferes with and takes precedence over their involvement in other social spheres. In this article, I argue for the expansion of greedy institution theory to include frames and framing processes as “greedy” organizational tools that work on the microinteractional level. Using data from an ethnographic study of an intensive program that prepares low‐income students of color to attend elite boarding high schools, I show how the organization's “family” frame mobilized participants and encouraged interpretations and interactions that helped students persist in the program and remain committed to the organization. I argue that turning our attention to frames and framing processes will increase our understanding of the tools organizations use on a microinteractional level to build and repair participants' loyalty and commitment.  相似文献

ABSTRACT

Belgium and the Netherlands are very different in their spatial outlook and in the way housing is organized. In Belgium individual private dwellings predominate whereas in the Netherlands social housing and planned neighborhoods are much more common. This article aims at unraveling the histories and sensibilities that led to this situation. It argues that the well-known diverging histories of architecture and urbanism make up only one explanation, which needs to be complemented by understanding the different processes of mediation between producers and consumers adopted by both countries. In tackling the postwar housing crisis, Belgium chose to stimulate private initiative by providing tax incentives for home builders. The Netherlands, on the other, hand mitigated the housing crisis by planning new estates of social housing, using new techniques of prefabrication that led to standardized flats. In the Netherlands the process of mediation, oriented towards “correct living,” was dominated by a national organization, which resolutely advocated modernist design as the most rational way to organize the home. In Belgium the task of mediation was taken up by “pillarized” social organizations rather than by a national institution. This resulted in a much stronger bottom-up influence from ordinary dwellers, who convinced their organizations to soften the modernist approach in favor of more traditionally inspired homes and interiors. The Belgian way of organizing home cultures thus came to resemble much more an “American way of living” than its Dutch counterpart—contradicting the prevailing literature that tends to stress the Americanization of Dutch culture while ignoring such patterns in Belgium.  相似文献

This article revisits Goffman's stigma theory from the perspective of housing studies. We elaborate on Goffman's approach by exploring how housing tenure can work as a proxy for moral character. We interviewed twenty‐seven people who are excluded from access to homeownership in two cities in Norway, which is a “homeowner nation.” These individuals are unable to enter the dominant “homeowner class” for different reasons, including drug‐dependency, mental illness, refugee background, low socioeconomic status; thus, they must access housing through other tenures; private renting or social housing. To many of them, housing becomes a stigma, in Goffman terms, an “undesired differentness.” Social housing is known to carry stigma in Norway. It was thus a paradox, that those with the softest differentness—private rental—were most likely to practice (Goffman:) “information control” over their housing situation. Goffman's theoretical apparatus, and his distinction between the discreditable and the discredited in particular, helped us make this paradox comprehensible. Through this analysis, refinements to Goffman's theory were discovered. We suggest that “multiple stigmas,” which was not seen clearly by Goffman himself, should be a key notion in stigma studies. We use this notion to distinguish between possible sub‐types to the discredited‐discreditable distinction.  相似文献

The interrelationships between public, private, and voluntary sectors in Britain have witnessed increasing levels of change in recent years. This article argues that there have recently been identifiable trends within the voluntary sector, namely, increased levels of competition between sectors, increased competition between voluntary organizations, and increased pressures toward professionalization in voluntary sector management and organization. Predominantly competitive strategies and modes of professionalization have often been borrowed uncritically from commercial “best practice” by voluntary organizations. Thompson's (1967) typology of strategies is used as a basis for proposing cooperation as an alternative to competition in the British voluntary sector.  相似文献

In a national study of public charities in the United States, we find that some organizations experience little difficulty recruiting volunteers while others report substantial problems. We study which organizations are more likely to report recruitment problems, separating the underlying forces for those problems into two camps. One, which we label “nature,” represents organizational conditions that cannot readily be overcome by a management response. The other, which we label “nurture,” represents organizational conditions that volunteer resource managers and other members of the top management team can directly influence as they seek to make their organization more inviting to prospective volunteers. We find some support for both camps, concluding that managers must be prepared to work with both immutable and malleable conditions when devising strategies for recruiting volunteers whose schedule and skills fit the organization's needs.  相似文献

While sex worker activism grows increasingly vibrant around the world, the forms and practices of sex work vary widely, and are often secret. How do sex workers come to see themselves as sex worker activists? What tensions emerge in the formation of collective identity within sex worker activist organizations, especially when the term “sex work” has often traveled linked to transnational organizations and funding? To answer these questions, this article analyzes in-depth interviews and participant observation on sex worker activism in Bangalore, India. Focusing on an organization I call the Union, I argue that it was first within the “shop floor” of transnationally funded HIV prevention organizations, and then within the activist work of the Union, that sex workers came to identify collectively as activists at a large scale. However, distinct configurations of practice among gendered groups of sex workers in Bangalore meant each group related differently to the formation of a sex worker activist collective identity. Two aspects of sex workers’ practice emerged as particularly central: varying experiences of sex work as “sex” or as “work,” and varying levels of anonymity and visibility in public spaces. Organizing through transnationally funded HIV prevention programs helped solidify these categories of differentiation even as it provided opportunities to develop shared self-hood.  相似文献

This study examines factors influencing “formal” volunteering (that is, to an organization) and “informal” volunteering (that is, volunteering carried out individually outside of an organizational context) and the relationship between these two activities. We hypothesize that formal and informal volunteering activities are positively interrelated but that they are shaped by different types of personal resources: involvement in social networks increases the likelihood of both types of volunteering, but human capital increases the likelihood of formal volunteering rather than informal. The bivariate probit regression results emanating from the Independent Sector's “Giving and Volunteering in the United States, 2001” survey are generally supportive of the hypotheses. The findings suggest that nonprofit and public organizations that involve volunteers consider the pool of informal volunteers as a fertile ground for recruitment and find ways to better utilize older Americans in formal volunteering. The results also suggest that volunteer recruitment through organizational membership may be an effective strategy.  相似文献

This article in the journal “Gruppe. Interaktion. Organisation. Zeitschrift für Angewandte Organisationspsychologie (GIO)” provides a brief overview of a semantic integration mechanism how organizations can succeed in integrating and attach their employees. Every organization has basic assumptions about human behavior. These assumptions or images about people, whether implicitly present or explicitly reflected, essentially determine the behavior of the organization and its personnel management. In terms of research theory, the work is based on the system theoretical considerations of Niklas Luhmann. Organizations are fictitious units that are constructed in communication. The employees of organizations belong to the environment of the organization and are structurally linked to it through their employee role. Structurally coupled means the members of an organization are able to influence the structure of the organization. The central result of this article is the identification of a semantic integration mechanism that functions as a membrane that generates resonance both in the social system of organizations and in the psychological system of structurally coupled employees. In the current changing world of work, this mechanism can help organizations to attach their employees to the organization. The empirical data come from a research project on the identity and functional logic of training organizations.  相似文献
